The FAHC is in charge to ensure effective, high quality, harmonized and compliant Finance/Admin and HR services delivery within MCD offices, through supervision, guidance and strengthening of existing structures. For the three-month cover, the focus will be on Finance-related tasks and responsibilities, and it is expected that existing internal TdH capacity will be used to cover some of the HR and administration tasks in the short-term.Responsibilities:Strategy and Policy: • As a member of the SMT contributes together with the other coordinators in periodically reviewing, analyzing and implementing the MCD Strategic Plan and in the formulation of the annual strategic priorities and action plans.Management: • Ensure that appropriate and harmonized Finance and HR set up are in place• Provide direct daily supervision, guidance and support to direct subordinatesQuality of Finance/Admin and HR servicesBudget planning and management:Lead the yearly budget planning process of the MCD and provide advices to the MCD Representative and the SMT on defining the best allocation of the resources internal and external funds, through exhaustive and detailed budget and financial risks analysis and benefits;Ensure that the BFU and forecast processes are well in place for each project and implemented on a timely, quality and collaborative manner by Finance and Program Departments;On a monthly basis, compile him/herself the global MCD BFU (per each country) and engage with the Programme Coordinator and the Area Coordinator, in analyzing the situation and propose corrective/reallocation measures if needed, and share with HQ Financial Controller and MCD Representative;On a monthly basis, supervise the update of allocation table, done by Finance teams in close collaboration with other departments, before sharing it with MCD Representative and then with HQ Financial Controller.​Bank accounts and cash management: Supervise the proper bank accounts management by the finance team, and where situation requests, manages by him/herself the bank accounts and liaise with the bank managers for any issues;Prepare a monthly cash forecast, with the inputs of the Project managers, analyze and discuss it every quarter with the MCD Representative in order to guarantee that all bases are provided with sufficient liquidity for a smooth implementation of activities.On a monthly basis analyze the cash forecast and cash need received from Finance Manager and Finance Specialist and share them with MCD Representative and then with HQ Financial Controller.On a monthly basis, review the whole MCD accounting closing done by the Finance teams, including reconciliation forms for each cash boxes and bank accounts; Cet engagement est financé par des soutiens individuels et institutionnels, avec des coûts administratifs maintenus au minimum. Contexte :Sous la supervision du Chef ou de la Cheffe de Délégation, en charge des programmes et ressources techniques, vous superviserez la coordination opérationnelle des différents projets de la délégation (nationaux et multi-pays) : planification, suivi-évaluation, reporting, synergie et transversalité. Vous soutenez et validez la qualité du travail des équipes en regard du mandat et des engagements de Tdh et des normes internationales. Vous coordonnez l'évaluation des besoins en utilisant des outils validés par le siège. Vous appuyez la délégation à élaborer les propositions de projets bailleurs et assurez la recherche de fonds. Vous participez à la coordination et au développement au niveau national des actions de concertation et de partenariat avec les partenaires étatiques, nationaux et internationaux. Vous facilitez et coordonnez une approche intersectorielle et/ou intégrée avec les projets des autres secteurs de la délégation en Mauritanie. De plus, en collaboration avec les Conseiller(e)s Technique Régionale du Programme A2J et Mobilité, vous coordonnez et gérez l'intégralité des projets nationaux et multi-pays sous votre responsabilité (EIDHR). Responsabilités : A. Stratégie et pilotageParticipe à la contextualisation des stratégies programmatiques et à l'élaboration des orientations stratégiques pour la Délégation en coordination avec les responsables des programmes, le/la Chef-e de délégation et les coordinateurs nationaux.Assurer les synergies d'action et la coordination entre les projets de la délégation.B. Gestion des projets Assurer les aspects administratifs, financiers et opérationnels des projets nationaux et multi-pays (EIDHR) sous sa responsabilitéAssurer la gestion et la bonne mise en œuvre des projets nationaux et multi-pays (EIDHR) sous sa responsabilité, selon les principes du cycle de projet (planification, suivi, évaluation) et de gestion axée sur les résultats, en collaboration avec les équipes nationales pour les projets qui sont sous sa responsabilité (projets nationaux et multi-pays).Gère et supervise les ressources humaines sous sa supervision directe et appuyer la supervision des collaborateurs/trices subordonné/e/s indirects. Il/elle veille aux bonnes pratiques d'un management respectueux des valeurs de Tdh. Il/elle applique la mise en œuvre de la politique de gestion du personnel de la délégation.Assure la bonne gestion financière des projets sous sa responsabilité en collaboration avec le/la RAF/CAF. Garantit un suivi mensuel et la planification des dépenses des projets à sa charge et supervise l'exécution financière des projets de la délégation sous sa responsabilité.Assure le reporting des projets nationaux et multi-pays (EIDHR) sous sa responsabilité et assure un bon flux d'informations opérationnelles entre les équipes nationales du projet et avec le bureau régional et le siège.Contribue à assurer un bon flux d'informations opérationnelles dans la délégation, avec le bureau régional et le siège, notamment le reporting institutionnel.Réalise et fait la supervision de toutes les activités administratives et financières afférentes à sa mission.Participe à la rédaction des documents contractuels de la mission (avec les Autorités Locales, les partenaires et ONG locales, les fournisseurs, les contrats de location etc.) dans ses domaines de compétence.C. Financement et partenariatAssure les intérims lors de l'absence du chef ou de la cheffe de délégation selon le mandat.Soutenir le/la chef-fe de délégation dans l'analyse du contexte des bailleurs locaux et la recherche de fonds.Appuyer le développement de nouveaux projets A2J, protection et migration pour la délégation.Assure dans son domaine d'activité, le maintien et développement de synergies avec le gouvernement, les autres acteurs ONG et organismes locaux.D. Structures organisationnellesTravaille en matricielle avec les autres.Connait et applique les politiques en matière de sécurité, de politique de sauvegarde de l'enfant et de prévention des fraudes. Profil :Formation /Qualifications : Formation Universitaire en gestion de projet, protection et/ou droits humains.Expérience :        Minimum 5 ans en gestion et coordination de projets.Langues :             Français obligatoire. L'anglais et/ou l'espagnol serait un atout.Connaissances/Compétences :   Bonne connaissance du fonctionnement programmatique de Tdh.Expertise en management de qualité de projets – cycle de projet.Expertise en reporting, suivi-évaluation et qualité-redevabilité.Bonne connaissance de la Mauritanie.Bonne connaissance de la protection et la justice en Mauritanie.Solides compétences en matière de renforcement de capacités.Connaissance pratique des mécanismes bailleurs.Analyse de manière liée programme et contexte.Analyse et fait la synthèse de l'information Salaire :Contrat expatrié de droit suisse, salaire net mensuel 3'823.50 CHF  < > 4'878.60 CHF  selon expérience x13 (+ Retenue AVS pour candidat Suisse). This engagement is financed by individual and institutional support, with administrative costs kept to a minimum. Context :Terre des hommes foundation is preparing to open its first operational office in Damascus, Syria. The organisation was registered with the Syrian Ministry of Foreign Affairs at the end of 2020 and has finalised all its registration obligations in country today. Our Tdh Syria office will be part of the MENA regional portfolio of Tdh.We are looking for an individual with very strong operational experience, ideally having had already been through the opening processes of establishing an organisation in a new country. Experience of having worked in the Middle East, particularly in Syria or in similar contexts, is very important. Responsibilities :As representative of the organisation, the Country Representative coordinates and manages all activities linked to Terre des hommes in the country: external representation and networking, fundraising, staff management, safety and security, finance, and administration, and over sees operations at country level. S/he supports Terre des hommes advocacy at national level and when possible at the regional level and builds and manages partnerships. S/he manages and develops the organisation's country and strategy jointly with the Operations Unit in HQ.Specific ResponsibilitiesOpening of the Tdh office in Damascus : Ensure the opening of TDh's office in Damascus in full compliance with local rules & regulations (registration, taxes, social security, legal obligations, framework agreements, insurances, etc..).Analysis and development of a country intervention strategy, and implementation : Based on understanding and knowledge of the national context as well as needs assessment, draw strategic directions and develop funding opportunities with donors for the humanitarian response.Representation and networking : Linking between Tdh global, regional, local and Operations Unit in HQ. Participate in official and coordination meetings.
