The Swiss Red Cross (SRC) is part of the International Red Cross & Red Crescent Movement, the world's largest independent humanitarian organization. The movement has three parts: the National Societies, the International Federation of Red Cross & Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC).
The Swiss Red Cross (SRC) is supporting the Syrian Arab Red Crescent (SARC) in its humanitarian operations in Syria in different thematic areas, including Emergency Medical Services and First Aid, Cash Voucher Assistance and Livelihoods, National Society Development and in Disaster Response. To continue this partnership, the SRC is looking for a Country Representative to be based in Damascus with occasional travel to other parts of Syria. Starting date is 15th September 2025 or as per agreement. • Represent SRC in Syria and foster strong collaboration and partnership with SARC, Movement Partners, the Swiss Development Cooperation and other stakeholders• Lead and coordinate the SRC country programme, overseeing the planning, implementation, monitoring, and financial management of supported projects• Act as an enabler and advisor to the National Society and arrange for backstopping through the technical advisory services of SRC as requested by the partner• Explore opportunities for Movement partnerships, funding, and programme expansion• In collaboration with SARC, identify and plan new projects aligned with SARC's strategy and priorities, as well as SRC's international engagement strategy• Facilitate timely and high-quality narrative and financial reporting to SRC headquarters and partners• Manage the delegation team, including an international finance delegate, a national project coordinator, and a national finance officer• Participate in country-level Movement coordination, contributing to policy dialogue and advocacy• Monitor and assess contextual developments and the security situation and ensure security management arrangements for the delegation are in place• Coordinate and exchange with the SRC HQ and contribute field-based insights to broader discussions and strategic planning• A university degree or equivalent education and at least 8 years of professional experience in international cooperation within humanitarian and development contexts• Proven expertise in strategic partnership management and overseeing a programme, ideally within the RC/RC Movement• Experience in leading and managing a team in a complex environment• Demonstrated skills of project cycle management, proposal development, budgeting, financial management and adherence to donor compliance requirements• Technical skills in National Society Development and capacity-building• Experience in security management and risk mitigation in a fragile environment• Diplomatic and negotiation skills, cultural sensitivity, team spirit, leadership qualities• High level of autonomy, resilience, and adaptability in challenging environments• Working experience in the Middle East is a strong asset• Excellent English skills (written and spoken), Arabic is an asset• Willingness to live and work in a fragile context while adhering to security protocols What you can expect• Minimum 12 months contract with the option of extension • Contributions to social insurances, travel expenses and accommodation, R&R• Non-family / non-accompanied posting.
