Background and objectives of the positionThe Mekong River Commission (MRC) is the intergovernmental organisation established under the 1995 Mekong Agreement, mandated to promote and coordinate the sustainable management and development of the Mekong River Basin's water and related resources. The MRC facilitates dialogue and cooperation among its Member Countries, promotes joint planning and data sharing, and supports compliance with basin procedures to ensure equitable and sustainable development across the basin.The Mekong River Basin is experiencing increasing pressures from land-use change, hydropower development, irrigation expansion, and climate variability. These drivers are altering sediment transport, nutrient dynamics, and salinity intrusion patterns, which in turn affect aquatic ecosystems, agricultural productivity, and the livelihoods of millions of people who depend on the river system. Addressing these challenges requires sound scientific evidence and improved analytical tools to assess basin-wide water quality and its response to natural and human-induced changes.To support decision-making, the MRC has developed and recently upgraded the MRC's Decision Support Framework (MRC-DSF), which integrates hydrological and hydrodynamic modelling and scenario-based simulations using the MIKE suite of models. While the upgraded DSF provides simulations of flows, reservoir operations, and flood and drought conditions, it currently does not include water quality or sediment processes, creating a gap in the assessment of sediment transport, nutrient dynamics, and salinity intrusion. In order to address this gap, the expert will focus on extending the MRC-DSF to include comprehensive water quality modelling, covering on sediment budgets, instream sediment, nutrient, and salinity intrusion.The expert will also conduct the sediment budget assessment based on this devlopped modules and training and capacity building to MRC and member countries to ensure effective use, interpretation and sustainable application of water quality models. Through these efforts, the expert will strengthen scientific evidence for transboundary water management, scenario analysis, policy formulation, and implementation of the MRC Strategic Plan 2026–2030. Expected outcomes The expert is expected to deliver the following outcomes:· A harmonized and quality-assured basin-wide water quality (WQ) data, including sediment, nutrient, and salinity parameters, is established and maintained.· Water quality modelling and simulation tools for the Mekong River Basin (e.g., MIKE+, ECOLab, or equivalent) are calibrated, validated, and integrated with hydrological and hydrodynamic models.· Analytical reports and model-based assessments inform regional and national decision-making on sediment and nutrient management and salinity control.· Enhanced capacity for both MRCS and MC national modelling and monitoring teams to operate and maintain WQ models.· Technical inputs provided to basin indicators, the State of Basin Report (SOBR) and Basin Development Strategy (BDS). BackgroundDelivering sustainable and reliable water in Afghanistan is increasingly challenging due to rising demand and declining availability. Population growth, unsustainable use, weak protection of water sources, and climate change are straining resources and increasing water insecurity for millions. Kabul's water crisis is one of the most striking cases.Currently 31.8% of Afghans lack access to basic drinking water. Erratic rainfall due to shifting climate patterns are reducing availability of surface water used for irrigation, pushing communities to rely more heavily on groundwater. This, combined with unregulated deep well drilling, is leading to widespread groundwater depletion, making monitoring a critical priority.Effective water management depends on reliable data. Yet , for the past 20–30 years, water monitoring has been limited due to insecurity and lack of access. Strengthening water data systems is essential for managing resources, reducing disaster risks, and supporting sustainable development.Since late 2022, UNICEF-Afghanistan has been actively working to strengthen groundwater monitoring. In April 2023, SDC began supporting this effort through a secondment of a hydrogeology expert. This collaboration has led to significant achievements:1. National assessment of Afghanistan's groundwater monitoring system;2. Development of the first national groundwater potential and vulnerability maps;3. Design and delivery of online and in-person training for UNICEF staff and sector stakeholders in GIS, remote sensing, and water resource mapping;4. Formulation of a National Strategy and Action Plan to strengthen water monitoring;5. Successful drilling of 49 new monitoring wells in the Helmand, Harirud-Murghab and Kabul River Basins, including capacity-building in drilling supervision;6. Installation of 100 dataloggers across six provinces and capacity-building for the related technicians in data collection, analysis and management ;7. Development of a methodology to identify areas suitable for Managed Aquifer Recharge and piloting of integrated climate-resilient water supply systems at the community level;8. Creation of a sector-wide Roadmap based on Integrated Water Resources Management (IWRM) principles. PurposeGiven the recognized need to continue supporting Afghanistan's water sector and to build on the progress achieved, UNICEF seeks to extend the collaboration through a new secondment. The secondee will provide technical expertise on water resource management and WASH linkages, with a particular focus on groundwater monitoring and related issues, to the UNICEF Afghanistan Country Office. Main responsibilities and tasksFor this assignment, key actions were identified to strengthen water resources management and address water scarcity driven by climate change in order to ensure adequate drinking water for households and communities. The UNICEF Afghanistan Country Office has prioritized the following thematic areas: Task 1: Strengthening Data Collection, Analysis and Management SystemsOffer technical guidance to enhance data collection and management protocols, including standards for data acquisition, transfer, and integration into a central database. Operational ContextAfghanistan operation remains one of the most complex operational contexts globally, grappling with the needs of the returnees and internally displaced persons amid a highly volatile and challenging environment. The country is currently facing a severe humanitarian and protection crisis, further intensified by the forced deportation of Afghans from both the Pakistan and Iran borders.In total, 2.8 million Afghans have returned from Iran and Pakistan in in 2025, creating challenges for reintegration and sustainable returns in Afghanistan. Movements are also taking place amid a severe humanitarian crisis and human rights challenges in Afghanistan, particularly impacting women and girls. UNHCR Afghanistan and partners are prioritizing border and protection monitoring, strengthening communication with communities and provision of protection services alongside cash-based and core relief items interventions to returnees at the borders. UNHCR is coordinating with relevant stakeholders and other actors, including development partners, to support return and reintegration needs in the medium to long term to ensure that returns are sustainable. Nature of the positionUnder the direct supervision of the Deputy Representative (Protection), the incumbent provides strategic leadership and technical direction for the design, implementation, and monitoring of comprehensive reintegration initiatives for returnees and host communities in coordination with the Field Offices ensuring full coherence with UNHCR and UN policies on durable solutions, reintegration, peacebuilding, and joint programming. Purpose of the PositionIn the context of the WHO Health Emergencies Incident Management System (IMS), at WHO Sudan the incumbent will provide leadership, technical support and guidance to the Ministry of Health and partners on strategic, organizational and operational aspects of a comprehensive Infection Prevention and Control (IPC) response and recovery activities to the public health effects of emergencies and disasters including disease outbreaks at the country level. S/he will manage IPC activities, provide technical guidance to ensure alignment with WHO IPC standard precautions and transmission-based precautions applicable to the current threat(s). The incumbent will provide monitoring and evaluation support for WHO IPC programme activities throughout the full cycle of incident management. Objectives of the Programme and of the immediate Strategic ObjectiveThe mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, be operationally ready for, detect, rapidly respond to, and recover from outbreaks and emergencies. ContextIn the aftermath of the October 2025 ceasefire in Gaza, humanitarian access has improved, enabling the movement of people and the delivery of critical supplies. However, sanitation access remains severely compromised due to prolonged conflict, displacement, and supply chain disruptions. As a result, 57% of the population is exposed to sewage or fecal matter within 10 meters of their homes, posing serious health and environmental risks. Only about half of all households have access to basic sanitation, meaning they have private, improved facilities that safely separate human waste from contact. The rest rely on shared, inadequate, or unsafe options, increasing health risks and undermining dignity.The risk of waterborne disease outbreaks, particularly cholera, is high, as confirmed by a joint WHO-MOH assessment, led in October 2025.The WASH Cluster partners must urgently scale up the sanitation and public health emergency (PHE) response based upon common, strategic and realistic cluster response plans. This surge position will provide strategic leadership and technical coordination to address immediate needs and support planning in collaboration with national authorities and WASH and Health humanitarian partners for relevant cluster response plans. Surge need justificationThe current situation in Gaza necessitates urgent reinforcement of WASH capacity due to rapidly evolving conditions following the recent ceasefire. The movement of people and the entry of humanitarian supplies have resumed, creating both opportunities and challenges for public health and sanitation.Sanitation systems have been severely undermined due to prolonged shortages of essential supplies, including sanitation units and sewage items.The resumption of movement has increased pressure on already fragile infrastructure, particularly in displacement sites and host communities.A recent cholera risk assessment conducted jointly by WHO and the Ministry of Health has highlighted a significant threat of outbreak. The findings underscore the urgent need for enhanced WASH interventions to prevent the spread of waterborne diseases, particularly in high-risk areas.Given the scale and urgency of the response required, current WASH Cluster staffing and resources are insufficient to meet the operational demands.
