The office of the Chief Risk Officer (CRO) is responsible for leading the risk management function for IBRD and IDA, with oversight responsibility for financial and operational risks including policy formulation, measurement, monitoring and reporting. The CRO works closely with other risk units in the Bank Group to address cross-cutting issues, support innovation in a sustainable manner, and share best practices. It also fosters collaboration in risk management across other MDBs. The Market & Counterparty Risk Directorate is looking to recruit a Senior Financial Specialist responsible to support the Valuation and Analytics (VA) function in CROMC, based in Washington, DC. An ideal candidate should demonstrate a strong knowledge of market financial instruments including derivatives & complex pricing models, have an experience with leading cross-functional streams, and possess a track-record in delivering high-quality work in a timely manner. The primary purpose of the VA function is to ensure the integrity of valuations in IBRD and IDA's financial statements. VA does so by independently overseeing implementation of the models in the designated valuation system and following through independent price verification. Responsibilities and Accountabilities- Lead streams on model validation streams for financial products including risk analytics.- Oversee internal initiatives to increase robustness and efficiencies in the model validation process.- Lead/participate in projects undertaken by the Market Risk Department and collaborate in cross VPU projects as necessary.- Review, challenge and approve pricing models and market data proposals in accordance with governance frameworks. Duties and AccountabilitiesIAWT3 is hiring a Senior Transport Specialist, with prior operational experience – preferably in Africa, to join the World Bank Accra country office. Duties and ResponsibilitiesTackling urban transport and in particular creating sustainable mass transit systems on a programmatic platform across Nigerian states is one of the emerging pillars of the World Bank's transport strategy in Nigeria. The Bank has also partnered with Ghana to set up a BRT and pooling public resources for the development of urban mobility in Kumasi. Other cities in West and Central Africa also have needs for improved urban mobility. The impact of the crisis has been substantial for both forcibly displaced persons and host communities, challenging development outcomes of those affected by the crisis. The global community has recognized the complementarity of humanitarian and development approaches to respond to forced displacement crises. This notion is a key element in the Global Compact on Refugees, as adopted by the UN General Assembly in September 2018. Against this backdrop, quality data and analytical work are critical to underpin appropriate policy responses and operational approaches to address the displacement crisis. At this stage, the central challenge is to improve the collection and analysis of population data and socio-economic microdata in a manner that is sustainable.  Building on a solid partnership, the World Bank Group (WBG) and the United Nations High Commissioner for Refugees (UNHCR) have established and operate a World Bank-UNHCR Joint Data Center on Forced Displacement (JDC). This new cooperation was formalized through the signing of a Memorandum of Understanding in April 2018. The vision of the JDC is to enhance the ability of stakeholders to make timely and evidence-informed decisions that can improve the lives of affected people. Relevant stakeholders include decision-makers in host countries and host communities, as well as their partners (humanitarian and development agencies, private sector, civil society) as well as those engaged in global policy-making. Affected people include refugees, internally displaced persons (IDPs), Stateless people, returnees, asylum-seekers, and host populations. These groups collective define the JDC population groups of interest. The objectives of the JDC for its second strategy through 2027 are: 1) Systematic inclusion in national statistics; 2) Targeted production of high-quality data and timely analysis to inform policy and programs; 3) Data innovation to increase the quality, timeliness and accessibility of data; and 4) Operationalization of data and evidence to strengthen solutions to displacement. The JDC is expected to help mainstream this agenda through both the WBG and UNHCR: it aims to catalyze and leverage activities by "the mainstream" of both organizations, and to be a "seed" to stimulate work across both institutions and other stakeholders and partners.  Responsibilities: The Senior Data Scientist will be based at the JDC Headquarters in Copenhagen and will be be part of the JDC team which is comprised of colleagues from the WB and the UNHCR. The JDC team is responsible for delivering the JDC Strategy 2024-2027 and beyond. Organizationally, the Senior Data Scientist will be mapped to the World Bank Development Data Group – Living Standards Measurement (DECLS) unit, which is home to the Living Standards Measurement Study (LSMS) – the World Bank's flagship household survey program, as well as Survey Solutions – the World Bank's open-source software platform for CAPI/CATI/CAWI-based large-scale survey and census design and implementation. The impact of the crisis has been substantial for both forcibly displaced persons and host communities, challenging development outcomes of those affected by the crisis. To advance the knowledge agenda, the practice groups will be organized into five vertical vice presidencies aligned with the new mission (People, Prosperity, Planet, Infrastructure and Digital). In addition, three new departments are being created to enhance coordination, integration and outcome orientation across the WBG.• The Outcomes team generates metrics, aggregates results and monitors in real-time how and where the Bank is driving development outcomes and identifying cross-cutting thematic areas that require additional efforts and resources. • The Innovation team drives forward-thinking innovative approaches and engage in new frontiers to address the most complex development challenges.• The Knowledge and Learning team fosters systematic and consistent curation and use of knowledge and development know-how to develop client and staff capacity and deliver tailored, world class development solutions to clients. Position Context:The Department for Outcomes (SMDOC)The Outcomes Department provides the strategic vision and direction for an effective outcome orientation across the WBG, leading the implementation of the WBG Scorecard as an accountability, management, and communications tool.SMDOC comprises two units: i) The Outcome Measurement Unit which leads the annual update and reporting cycles of the Scorecard, aggregate results from across the WBG, and providing quality assurance. Roles and ResponsibilitiesThe candidate chosen for this position will:• Work creatively to help update the overall data architecture for measuring outcomes across the WBG, including using new technologies. The selected candidate will report to the Operations and Policy Manager and will have the opportunity to work closely with experts in different policy and operational fields in the GEFSEC team. Specific Duties Include the Following:• Produce high-quality analysis, operational policies and strategies specific to the GEF partnership;• Provide effective intellectual and strategic guidance on key issues concerning GEF strategy, institutional policy and operations;• Coordinate and lead the preparation of key GEF institutional operational policies and strategies, establishing and leading consultation processes as needed and ensuring effective communication and dissemination of policy with GEF stakeholders;• Proactively respond to emerging policy or strategic issues affecting the GEF partnership and coordinate the development of a corporate response;• Assist the GEF leadership team and other work streams in preparing policies and strategies for replenishments and other high-level donor engagements;• Represent the GEF with the Council, donors, agencies and recipient countries on policy and strategic issues;• Support the GEF's portfolio management and monitoring by providing portfolio and results analysis to support policy development and implementation;• Conduct project reviews to assure alignment with quality standards and compliance with GEF policies and guidelines, including policy interpretation and troubleshooting with GEF partners;• Contribute to problem resolution with task teams, including related to risk in operations.• Provide guidance to teams to ensure project quality at entry and through the project life cycle;• Draft talking points and briefing notes for Management in preparation of high-level discussions on policy and operational issues;• Lead ad-hoc research projects and deep dives on policy and operational issues and summarize the findings and lessons into final products such as technical briefings and presentations;• Support the Manager and Director with corporate demands and quality control of deliverables. Selection Criteria• Master's in a relevant discipline (e.g. business administration, economics, environmental or social sciences, or other field related to the environment and development) and at least eight years of relevant professional experience;• Strong operational experience and established track record of excellence in significant policy and operational work; project management experience would be an advantage;• Excellent oral and written communication skills in English;• Proven experience drafting high quality policy documents, operational guidelines and/or briefing material in English;• Deep knowledge and understanding of the GEF and how it operates;• Experience working with international, multilateral partnerships dealing with the environment or a in similar field; • Demonstrated maturity and sound judgment, attention to detail, and ability to convey complex messages succinctly and diplomatically;• Demonstrated experience engaging with mid-to-high level representatives in GEF partner countries and organizations on policy or operational issues;• Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem solver;• High levels of energy and flexibility in adjusting to changing work program requirements in a dynamic and fast paced work environment;• Proven track record in providing guidance and mentoring more junior staff, delegating and managing teams working simultaneously on multiple deliverables; and• Good familiarity and ease of working with the management information systems and dashboards.
