Play a key role in translating organization's vision and policies, developing and implementing strategic and tactical communication and advocacy strategies to ensure staff engagement and visibility;2. Oversee the internal communication function at UNAIDS, including development of an internal communications strategy, recruitment and management of the team and resources.3. MANDATE OF THE DEPARTMENT:To deliver the UNAIDS mandate and provide leadership in the global AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce that is multi-skilled, diverse, mobile and able to work across disciplines.Within the Management Department, the People Management Department (PMD) ensures that human resources are aligned with the organizational strategy and priorities. Main tasks and Responsibilities of the Position:Under the supervision of and in accordance with priorities and workplans established with Director, People Management, the incumbent has overall responsibility for:1. Provide advice and guidance to the UNAIDS Executive Director and senior management on security matters, keeping them abreast on security management issues and risks, and establishing an early warning system as appropriate;2. Provide authoritative guidance to Regional Support Team (RST) Directors, UNAIDS Country Directors (UCDs), UNAIDS Country Managers (UCMs), and UNAIDS Country Offices (UCOs) on security issues and crisis preparedness, including relevant risk analyses on the security situation pertaining to a country or a region; ensuring they are aware that they must participate in the Security Management Team (SMT) and comply fully with UN security policies and procedures as applicable;3. Undertake field missions to advise UCOs and RSTs in security matters and in response to emergency situations, in close collaboration with other UN bodies and UNDSS; make crucial assessments for decision-making at the highest level;4. Develop and implement (or facilitate implementation of) effective security policies and procedures to improve the security and safety standards of UNAIDS field staff, as well as develop and oversee occupational health and safety strategies, and monitor and report on compliance;5. Coordinate and spearhead the mobilization of resources to aid country offices in the implementation of security requirements;6. Oversee and technically approve security expenditures in HQ, RSTs and UCOs;7. Represent UNAIDS and serve as a member of the Inter Agency Security Management Network (IASMN ), (UN) Occupational Health and Safety Committees and other senior level forums;8. Strengthen partnerships and work in close collaboration with United Nations Department of Safety and Security (UNDSS) and other members of the IASMN, as well as support the Under-Secretary-General for Safety and Security in the dischargeof his/her responsibilities;9. Lead all aspects of the UNAIDS staff safety and security learning chapter, from conceptualization through implementation of security and OHS training packages and briefings to ensure that all UNAIDS staff and their recognized dependants are awareof security training requirements; lead or facilitate in-house training with managers and staff.10. Manage the design, the implementation and monitoring of the Occupational Health and Safety (OHS) measures adopted by UNAIDS;11. Conduct risk assessments and provide recommendations to minimise occupational health and safety problems, accidents and injuries and produce reports on the UNAIDS global OHS situation.12.
