Logistics Manager

Chad, Chari-Baguirmi, N'Djamena - Medair International

Role Summary Working as an important member of a diverse team committed to serving the world's most vulnerable with practical and compassionate care, the Logistics Manager oversees logistical support for the programme. The Logistics Manager is responsible for ensuring an effective supply chain is in place, and that standard logistics and related administrative systems are established and implemented. The role provides strategic direction, oversight, management and evaluation of all aspects of logistics, ensuring relevant information, reporting and accountability requirements are met. The Logistics Manager plays an important role in external representation, legal compliance, team leadership and capacity building of logistics staff.  Project Overview Medair's projects in Chad are supported from N'Djamena, while project implementation is in Dougui camp in the Ouaddaï province of eastern Chad. Medair will begin a new program in West Darfur to provide lifesaving humanitarian aid to those affected by the conflict in Sudan.  Workplace & Conditions The role is based in N'Djamena with regular travel to Adre and Dougui camp in Chad, and into West Darfur to oversee cross border logistics. Living conditions in N'Djamena are comfortable with the possibility for social activities. Adre is an underdeveloped town with few social outlets. Dougui camp hosts Sudanese refugees and with no social outlets. Weather conditions in the country are harsh, especially during the summer months (March to June) and rainy season (July to October). Working and living conditions may be very different to that previously experienced.  Starting Date / Initial Contract Details 1st of October 2024, Full-time, 6 months (possible extension)  Responsibilities: • Provide technical oversight and management of logistics staff to ensure proper supply chain management practices and procedures are in place and maintained according to Medair standards – to include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet, equipment and facilities – to provide optimum support to country programmes. Provide logistical support to all field bases by regular communication and field visits. • Manage and motivate staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc. • Ensure international and national transportation of freight is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Actively engage with freight forwarding agencies, freight handling/clearance agents, and local customs, to ensure that cargo is managed at all points of the supply chain. Capture pipeline information and coordinate the management of the supply chain ensuring regular and timely transmission of order status, stock levels and shipment status to project and logistics staff so they are well-informed and well-prepared for incoming goods and material. This will include transporting items into West Darfur. • Work in close cooperation with other team members, sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects. Proactively engage with key staff to ensure project planning and budgeting incorporates adequate funding for logistics capacity and resources. Provide support for and carry out logistics assessments. • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, to plan, organise, and schedule distribution of goods and material as well as to ensure good coordination and adequate information sharing, address common concerns/problems and seek solutions. • Compile and validate the logistics component of all base and project budgets. Monitor spending of assigned budgets, and ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices. • Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes and submit logistics reports to the in-country management team, and GSO logistics pursuant with Medair policies and procedures. Nutrition Consultant

Afghanistan, Kabul, Kabul - Medair International

Medair implementing a project entitled "Lifesaving integrated health and nutrition services to pregnant and lactating women and children under five years in Kandahar & Uruzgan Provinces of Afghanistan". A SMART Survey will be conducted for this project in Uruzgan province, and the project aims are to: - Reduce excess morbidity and mortality by responding to humanitarian needs in conflict, drought, and COVID-19 affected, hard to reach and underserved areas of Kandahar and Uruzgan Provinces. - Enhanced access to quality integrated life-saving health nutrition services for vulnerable populations in conflict affected, hard to reach, and underserved areas of Kandahar and Uruzgan Provinces.   PURPOSE: The overall purpose/objective of this survey is to estimate the prevalence of acute malnutrition in children under 5 years of age and in pregnant and lactating women; and estimate retrospective mortality rates and in Uruzgan province.   STARTING DATE: 1st November for 60 days.   OBJECTIVES: - To determine the prevalence of malnutrition (Stunting, Wasting, and Underweight & Overweight) among children aged 0-59 months. - To assess general morbidity (Diarrhoea, ARI & Fever) among children under 5 based on a retrospective two week recall period. - To estimate the first and second doses of measles vaccination coverage among children 9-59 months (for 1st dose) and 18 – 59 months (for 2nd dose) - To assess deworming among children 12-59 months in the last 6 months. - To assess Vitamin A supplementation in children 6-59 months in the last 6 months. - To determine the nutritional status of pregnant and lactating women (PLW) based on MUAC assessment. - To assess the crude and U5 death rate in Uruzgan disaggregated by various age groups and sex. - To assess the Maternal, Infant and Young Child Feeding (MIYCF) practices for children aged 0-23 months - To determine the food security and livelihood situation in the survey districts. - To assess household food consumption (quantity and quality). - To formulate recommendations to guide nutrition programming in Uruzgan.   ACTIVITIES: Key tasks for the consultant to carry out in accordance with the terms and conditions of the consultancy contract include: - Lead the finalization of the survey protocol, training materials and any survey job aids in line with the SMART survey standards. - To present and defend the survey methodology and preliminary findings to the AIM WG (Information Management working group), MoPH/PND and Nutrition cluster and partners at national and provincial level. - Finalize the set of data collection tools (in coordination with Medair) - Conduct a pre-test of the methodology and questionnaires as part of the training before starting the survey. - Conduct and analyse pre-post-test- test training results for accuracy of anthropometric measurements and address any weaknesses with targeted training. - Develop a clear survey plan (movement plans, sequence of data collection/mapping/list of selected villages) and ensure it is understood by all who need to participate and support its execution, with coordination of Medair - Medair will prepare an introduction letter to introduce the consultancy and then the consultancy is responsible for coordinating with related departments in terms of the permission letter to start the data collection in the field. - Hiring Data collectors/ Enumerators: This includes hiring of data collectors both (male and female) and cover all the expense for the data collection process. Considering the social norms, the female enumerators must be included. - Design and carry out training of data collectors and supervisors on the survey methodology, anthropometric measurement techniques, effective interview techniques, and essential infection and prevention control methods in the context of COVID-19. - Ensure all necessary equipment is in place and functioning before the survey starts - Coordinate data collection from the field and supervise the team daily to ensure quality data is collected. This will involve developing quality control measures, supporting the team in sampling of households and taking anthropometric measurements and interviews in accordance with COVID-19 prevention measures. - Provide daily field briefing to the Medair H&N adviser and MEAL manager on progress and any challenges from the field. - Closely supervise the data collection process and ensure quality control. - Clean and analyse the survey results using the standard ENA software and for those indicators that fall outside the core ENA analysis function (software must be agreed ahead of time with Medair and consultant must provide it themselves) - Provide a draft report in an agreed standard format with preliminary results for all indicators, including confidence intervals for indicators and a full plausibility report for review. - Present preliminary results to Medair, MoPH, PND, AIM-WG, and Nutrition cluster for feedback (verbal and written) and facilitate a discussion on relevant and practical recommendations for finalization of the survey reporting - Based on feedback, finalize the report with clear and relevant recommendations and present findings to a wider group as requested. This involves assessing WASH needs, designing projects, writing proposals and managing and reporting on the projects in line with the objectives, timeframe and budget. Full-time, 12 months  Key Activity Areas Responsibilities: • Project Management: Manage WASH projects to meet objectives within budget and timeframe. Implement strategies, set objectives, monitor activities, ensure reporting, and develop proposals aligned with country strategy. • Staff Management: Line-manage the WASH Manager and other staff, overseeing daily management, development, and appraisals. Facilitate meetings for information sharing, provide coaching, supervise activities, and assess training needs in consultation with the WASH Advisor. • Financial Management: Manage the WASH budget for projects, ensuring all expenses are within budget and meet standards according to good governance. Liaise with the support team to ensure items are procured, transported, stored, managed and accounted for correctly.
