Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

Under the overall guidance and direction of the Chief, Field Office, and with technical oversight of the Chief Education (P5), Islamabad Country Office, the Education Manager supports the Chief in managing the education section, playing a key role in bringing innovation to the development and preparation of education programmes, including the EU-funded Sindh TA education program. The Education Manager provides authoritative technical guidance and operational support throughout all stages of programming to facilitate the management and delivery of results on strengthening national education systems to improve learning outcomes and to promote universal access to quality, equitable and inclusive primary/early childhood education, especially for children who are marginalized, disadvantaged and excluded in society. The Education Manager contributes to the achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance and accountability framework

 

How can you make a difference? 

Key functions, accountabilities and related duties/tasks are as follows:

1. Management and advisory support to the Chief

- Provide advice to the Chief in establishing the annual work plans, including annual workplans for the EU Technical Assistance program, including developing strategies, determining priorities, and performance measurements.
- Coordinate work progress monitoring and ensure results are achieved according to schedule and performance standards, and report to Chief critical issues for timely action.
- Provide technical assistance and advice to colleagues in the section on all aspects of programming and implementation to enable them to achieve performance objectives.
- Perform the full duties of the Chief in his/her absence.
2. Programme development and planning

- Advise the Chief on the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF's strategic policy, advocacy, intervention and development efforts on education programmes.
- Advise the Chief in setting priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
- Lead strategic programme discussion on the planning of provincial education programmes. Formulate, design and prepare programme proposals for the sector, ensuring alignment with UNICEF's Strategic Plans and Country Programme and coherence/integration with the Pakistan One UN Programme, regional strategies and national priorities, plans and competencies.
- Establish specific goals, objectives, strategies and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
- Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.
- Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
3. Programme management, monitoring and quality control of results

- Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector on education programmes.
- Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
- Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
- Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
- Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
- Manage the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
- Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.
4. Advisory services and technical support

- Provide technical advice to key government officials, NGO's, UN system and other country office partners on policies, strategies, best practices and approaches on education and other related issues to support programme development planning, implementation and delivery of results.
- Coordinate and ensure the availability of technical experts (with Regional Office/HQ) to ensure timely support throughout all stages of programming.
- Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of discrimination against women/children by advising on and advocating strategies and approaches to promote universal access to quality, equitable and inclusive education for children in the country.
- Prepare policy papers, briefs and other strategic programme materials for management use, information and consideration.
- Participate in country discussions on education emergency preparedness, programming and contingency planning to ensure proactive and appropriate responses are in place to meet the onset of emergencies nationally or other designated locations.
5. Advocacy, networking and partnership building

- Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education.
- Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF Country Office education programmes and emergency interventions.
- Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on education and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects including emergency preparedness.
6. Innovation, knowledge management and capacity building

- Promote critical thinking, innovative approaches and good practices for sustainable education programme initiatives through advocacy and technical advisory services.
- Keep abreast, research, benchmark, introduce and implement best and cutting edge practices on education management and information systems. Institutionalize and disseminate best practices and knowledge learned.
- Contribute to the development of policies and procedures, and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects.
- Organize, plan and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on education related programme s/projects.

- Education: An advanced university degree (Master's or above) in one of the following fields is required: education, economics, psychology, sociology or another relevant technical field.

COVID-19 pandemic has shown the need to be better prepared in many fronts including diagnostics, therapeutics, and vaccination to respond to the challenges of an outbreak/epidemic/pandemic adequately and comprehensively. The Special Representative serves as the representative of UNICEF in the State of Palestine and reports to the Regional Director for general direction and oversight. The Special Representative is responsible for establishing dialogue with the Palestinian Government to develop and implement the framework of cooperation in the State of Palestine as part of the Area Programme Document (APD) for Palestinian children and for working closely and collaboratively with the Government and national institutions, stakeholders and partners, to develop the Government-UNICEF APD in active support of efforts to advance children's rights as established under the Convention on the Rights of the Child, other international treaties/frameworks, the SDGs, and UN intergovernmental bodies. The Special Representative is also responsible for leading engagement with the Israeli Government who ? due to the occupation context and protracted conflict ? has responsibilities towards children in the West Bank and Gaza Strip.

As Head of a large-size Office, the Special Representative is responsible for providing leadership and vision to the UNICEF Office in the State of Palestine team, which is now split into three locations and managing and leveraging resources for the achievement of results and realization of the rights of children. To qualify as a champion for every child you will have?

Qualifications:

- An Advanced University Degree in social sciences, international relations, government and public relations, public or social policy, sociology, social or community development or other related fields, is required.
- A minimum of 15 years of professional development experience that combines intellectual and managerial leadership in development cooperation at the international level, some of which served in developing countries is required. Relevant professional experience in any UN system agency or organization is an asset.
- Experience working in complex and high threat environments is required, as is knowledge of both humanitarian and development action and a good command of international law and human rights.
- Oral and written proficiency in English is required. Fluency in Arabic is highly desirable. Knowledge of another official UN language or a local language is an asset.
Person Profile:

Previous experience as a Representative with excellent people skills and in-depth knowledge of humanitarian affairs. You should have the capacity to work at a senior level, manage a large office in a war setting for Gaza and in the West Bank classified as middle/high income setting. You should excel in working in complex political settings and sensitive negotiations. In particular, the individual must have:

- Excellent representational and communication skills with judgment and capacity to ensure both "soft diplomacy" and advocacy in a humanitarian context with rights violations.
- Ability to lead programme implementation with an ongoing war, therefore the ability to shift gears quickly is non -negotiable.
- Combined political savviness, tact and assertiveness to face unexpected challenges due to a sensitive, unstable and unpredictable political environment.
- Capacity to manage relations and strategize with counterparts requiring sound professional knowledge of UNICEF issues/priorities.
- Proven ability to negotiate with diverse and influential actors including non-state actors.
- Sound programmatic knowledge of development and humanitarian contexts to provide visibility for UNICEF programs and achieve results for children, with focus on equity and gender issues.

- In addition, you should be dynamic, with solid managerial, operational and team building skills and the capacity to lead and motivate a diverse team of international and national staff in an unstable/insecure and protracted humanitarian crisis. A strong background and knowledge of risk and security assessments as well as emergency preparedness is required.

Brief country context:

 

Situation of children

Before the events of the 7 October 2023, significant progress had been achieved in State of Palestine with regards to child rights over the last decades. This is evidenced in relatively positive indicators with regards almost universal immunization for example, a 94% enrolment rate in primary education, and U5 mortality of 22 per 1,000 live births. However, this hides significant pockets of inequality and vulnerability among Palestine's 2.3 million children, as well as troubling indicators regarding protection. 

Since the last quarter of 2023 and until today, the situation is be catastrophic for children and their families in the State of Palestine, especially in the Gaza strip. Risk of famine conditions was heightened, and over 90 per cent of the population in the Gaza Strip faced high levels of acute food insecurity, with all children under five ? an estimated 335,000 children ? projected to be at high risk of malnutrition and preventable deaths. In the Gaza Strip, basic services such as health and education were highly impacted with many hospitals going out of service and schools totally destroyed. Lack of power supply, fuel shortages, and restricted access continued to hamper the provision of critical WASH services for the affected population. Grave violations of child rights are recorded across the board at an unparalleled scale.

By the end of 2023, 3.1 million people were estimated to be in need of humanitarian assistance, with 2.2 million persons in the Gaza Strip alone, of whom 1 million were children. The situation in the West Bank is equally challenging for children. 

In terms of vulnerable groups, youth are particularly at risk. 1 of 4 boys over 15 is out of school, youth unemployment is over 60% in Gaza, and 1 in 3 young people (15 to 29) are neither employed nor enrolled in school or training. Children living with disabilities are also particularly at risk. Over 6 % of them don't ever go to school. They tend to be isolated and have little access to services.

In 2023, the UN signed a new UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2025 with a vision to improve Palestinians' opportunities to prosper and realize their potential and human rights. UNICEF aligned the new Area Programme Document (APD) to the UNSDCF, and the new UNICEF programme started on 1 March 2023 after Executive Board approval. A large-scale humanitarian operation is presently under implementation by UNICEF in the Gaza strip.

Living and working conditions

- This area has high security concerns ? Jerusalem (Low to Moderate), West Bank (Moderate to High) and the Gaza Strip (Very High and non-family duty station), with limited mobility in country. Movement of national staff is severely restricted by a complicated permit regime and with military control at checkpoints and crossings causing significant delays and security concerns.
- Successful candidate must have patience and perseverance to cope with and lead national staff living and working in a restrictive and highly sensitive environment, and international staff in Gaza living and working in a war zone.. The main office is located in East Jerusalem.
- Although it is considered a ?B? duty station, living in East Jerusalem means being exposed to the tensions associated to the conflict on a regular basis. Dependents can move around the city in relative safety but will experience some of the tensions and periodic peaks of violence could lead to movement restrictions.

Libya, an upper-middle-income country, predominantly urban, has endured several shocks since 2011 that have undermined efforts to achieve progress for the country's 6.87 million people. Much of the past decade has been characterised by the absence of unified governance, with many uncertainties remaining despite the Ceasefire Agreement of 2020. While 2021 ushered in positive developments that bode well for economic recovery, broader recovery is dependent on the maintenance of peace and socio-political stability.

The complex and protracted humanitarian situation is exacerbated by the rapid deterioration of public services, higher food and fuel prices, increased poverty and food insecurity, threats to child protection and exposure to explosive remnants of war. Added to these challenges is acute water-scarcity with only 103 m3 per person per year of renewable water; this is compounded by climate change.

 

How can you make a difference?

Under the direct supervision of the Deputy Representative (Programmes) at the country office, Chief WASH will be responsible for managing and supervising all stages of the Water, Sanitation and Hygiene (WASH) programme from strategic planning and formulation to the delivery of the WASH outcome and output results. The Chief will also be responsible for leading and managing the country office WASH team. The Chief WASH will be accountable for ensuring that the WASH outcome and output results are achieved according to plans, allocations, results based-management approaches and the integration of climate and resilience building and other cross-cutting issues into UNICEF WASH programme implementation including UNICEF's Strategic Plan, standards of performance and accountability framework. To qualify as an advocate for every child you will have?

How can you make a difference? 

Under the guidance of the Chief Of Field Operations, accountable to lead the de-centralized office in Odesa and provide strategic leadership and oversight for all UNICEF programmatic interventions in the Kherson, Mykolaiv and Odesa Oblasts. This includes ensuring effective design, implementation, monitoring, and evaluation of programmes aligned with UNICEF's Ukraine Humanitarian Action for Children and Annual Work Plan in addition to the leadership of Field Office team ensuring the delivery of quality results in accordance with the Country Programme Document and Country Programme Management Plan, focussed on achievement of UNICEF's Priorities.

Establishing a robust knowledge management system for UNICEF's Odesa field office programmes with primary objective to leverage knowledge sharing and best practices to enhance programme quality and maximize impact on the lives of children and families affected by the crisis.

- Develop and implement a knowledge management strategy specifically tailored to the Odesa field office and its programmatic interventions.
- In coordination with Field Coordinator and PMR team, establish mechanisms for capturing, documenting, and disseminating programme knowledge, including lessons learned, best practices, innovative approaches and facilitate knowledge sharing
- Utilize knowledge management tools and technologies to effectively store, access, and analyze programme data and information.
- Integrate knowledge sharing into programme monitoring and evaluation processes to identify areas for improvement and inform future programme design.
- Analyze programme data, monitoring results, AAP feedback and reports to identify trends, successes, and areas for improvement, ensuring knowledge informs programme decision-making and resource allocation.
- Prepare knowledge products such as case studies, best practice guides, and knowledge briefs for dissemination to internal and external audiences.
- Contribute to the development of advocacy materials highlighting the impact of UNICEF's programmes on children in Odesa AOR.
2. Development and management of emergency, nexus and recovery programming

Ensuring UNICEF's nexus programming reach the most vulnerable children in priority Hromodas (municipalities) across Kherson, Mykolaiv, and Odesa Oblasts impacted by the crisis including a) leading the transition to and roll out of recovery programming in relevant areas and b) leading the on-going emergency preparedness and response by:

- Conduct thorough needs assessments in collaboration with government partners and local NGOs to identify the most critical needs of children in priority Hromods.
- Design and develop high-quality, evidence-based programmes that address the specific vulnerabilities and needs of children in these areas.
- Oversee the implementation of programmes, ensuring adherence to UNICEF's humanitarian programming principles and best practices.
- Lead a team of Programme Managers, specialists and officers to deliver effective programme interventions across diverse sectors, potentially including child protection, education, health, and WASH.
- Foster strong partnerships with local NGOs and Oblast counterparts to ensure programmes are context-specific and culturally appropriate.
- Monitor and evaluate programme effectiveness, utilizing data to demonstrate impact and identify areas for improvement.

How can you make a difference?

Under the supervision and guidance of the Brussels-based Partnerships manager ECARO, this role is responsible for supporting strategic positioning of UNICEF in the Europe and Central Asia (ECA) region towards to European Commission and the European Parliament.

The Public Partnership Specialist position's purpose is to support in the deepening of the engagement with key stakeholders in the EU institutions leading on the EU enlargement process. The selected candidate will support and guide UNICEF country offices providing critical intelligence and analysis aimed at supporting host governments on EU accession (with priority to Moldova, Ukraine and potentially other accession countries (as agreed by stakeholders) in their efforts on the fundamental reforms needed as well as other EU accession requirements. This position supports ECAR's engagement on EU external agenda, supports the RO/CO teams with capacity and knowledge building and supports the Partnerships Manager on other EU engagement matters as linked to the accession process. 

The key result is to ensure continued engagement and advocacy, greater visibility on children's rights related reforms and resource mobilization for UNICEF ECARO and influence in support of its mission, via the following key functions, accountabilities and related duties/tasks:

1. Identifies, prepares for and supports, under the day to day guidance of the Brussels-based Partnerships manager ECARO, opportunities for UNICEF to engage with the European Commission for the necessary action in the accession countries

- Supports UNICEF Country offices and respective government counterparts on positioning priorities for children within the EU accession process through maintaining regular contact with COs to provide strategic analysis, intelligence and updates on upcoming opportunities and events.
- Supports UNICEF Country offices in the candidate countries with providing inputs for the EU progress report.
- Seeks and promotes new partnerships and resource mobilization opportunities with EU counterparts, particularly, but not limited to, DG Enlargement, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization opportunities to meet those needs in the EU accession countries.
- Identifies opportunities and proactively supports in advising the Regional and EU candidate country offices of the opportunities for UNICEF participation.
- Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with EU institutions, relevant DGs and other EU stakeholders leading on EU enlargement process.

2. Mapping of key strategic opportunities for UNICEF (EU candidate countries)

- Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts across the EU institutions and to UNICEF's base of knowledge on partnership and resource mobilization.
- In consultation and close coordination with the members of the UNICEF Brussels Office proposes an action plan to seize the most strategic opportunities to promote children's rights in the EU candidate countries.
- Provides guidance on the most opportune timing for advocacy events and regional meetings and consultations with key counterparts.
- Expands UNICEF's network of key interlocutors to build stronger relationships between UNICEF and EU institutions, other key-decision makers, foundations, civil society organizations, or other relevant constituencies to promote children's rights in EU accession countries.

3. Coordination, advice and support to the Regional Office and Country offices colleagues in the EU candidate countries on maximizing the opportunities for EU engagement.

- Provides timely advise and concrete support to the Regional Office colleagues and to the Country Offices in the EU candidate countries to draft funding proposals with adequate advance notice to allow for enough advance planning.
- Provides support to the above-mentioned country offices on development of proposals and negotiation of agreements.
- Ensures systematic information sharing on developments in EC and EP with the Regional Office colleagues and the Country Representatives and CO Partnerships teams

For every child, a champion

UNICEF Bangladesh Country Programme has a budget of over US$ 306 million for the period 2021 to 2026[1]; with an annual Humanitarian Action for Children (HAC) of over US$ 150 million for its humanitarian programmes. The office has been active in mobilizing resources for its programme and so receives a significant amount of funds from external donors. Yet, the resource mobilization effort needs to be strengthened in the current national and humanitarian context where the needs for the Rohingya response are substantial. 

The influx of Rohingya refugees from Northern parts of Myanmar's Rakhine State into Bangladesh restarted following incidents of 25 August 2017. As of 30 June 2024, 984,591 Rohingya refugees have been declared in need of humanitarian assistance, of which 52 per cent are children[2]. The humanitarian community continues to ensure the provision of basic services for the refugees in Bhasan Char. However, water-borne disease outbreaks, malnutrition, inadequate health facilities, lack of educational opportunities for adolescents, increased insecurity in the camps and the risks of sexual exploitation and violence, including Gender Based Violence (GBV) threaten the safety and well-being of children in the camps. 

At the same time, the people of Bangladesh continue to live with significant recurrent floods, cyclones, landslides and riverbank erosion.10 Up to an estimated 18.3 million people are exposed to these climate-related hazards, including 7.9 million children and 4.9 million women. Climatic events impact some of the most vulnerable people in Bangladesh, leading to deaths and injuries; displacement of populations; damage to shelters constructed of bamboo and tarpaulins; and damage to public infrastructure and facilities including WASH facilities, schools and health facilities. 

 

How can you make a difference? 

Under the general guidance and supervision of the Deputy Representative, Programmes, the Resource Mobilization and Partnerships Chief Manager (RMPU Chief) is responsible for overall contribution management and resource mobilization activities of Bangladesh Country Office (BCO), including the development of resource mobilization and partnership strategy in close coordination with the Communication, Field Services Sections and Planning & Monitoring & Reporting (PMR) Unit. This includes facilitation of office fundraising efforts, tracking of funding trends and gaps, oversight of fund utilization, liaison with donors, and the consolidation and on time submission of donor reports for the Country Programme. In close coordination with the PMR and Communications Sections, the RMPU Chief also ensures the timely preparation and dissemination of other mandatory and special reports, as well as briefing documents and corporate publications relating to programme activities in support of the UNICEF mission in the country. 

This position will supervise three staff in Dhaka: one P3 (Donor Relations Specialist), one NOB (Private Sector Fundraising Officer) and GS7 (Senior Programme Associate), and will have a dotted line reporting with one P3 (Donor Reports Specialist, Cox's Bazar), providing guidance and oversight to their work. The role will include mentoring, supporting, and monitoring the performance of these team members, ensuring effective delivery of fundraising and partnership objectives. 

 

Key functions, accountabilities and related duties/tasks:

- Conceptualize, plan, coordinate and execute partnership and resource mobilisation engagement with external partners and donors. In close consultation with the Country Management Team, develop a comprehensive resource mobilization strategy with a concrete action plan in support of UNICEF's humanitarian priorities
- Guide and support Country Management Team on opportunities for partnership and resource mobilization, including providing advice on improving the quality of funding and reporting (including with public/ bilateral donors, National Committees, and private sector).
- Develop and enhance relationship with potential and existing donors through regular meetings and communication, donor briefing sessions, and donor visits and provide a systematic follow up of all partnerships opportunities.
- Monitor and analyse donor trends and new partnership opportunities in support of UNICEF humanitarian and development interventions.
- Prepare comprehensive, analytical and substantive briefs, reports, statistics and other documentation for senior management meetings or trips involving resource mobilization;
- Facilitate the negotiation, consolidation and quality assurance of donor proposals in compliance with UNICEF standards and donors' requirements. Work with the Emergency Coordinator, CO management and programme teams to identify and facilitate well considered and coordinated funding requests. 
- Liaise and work closely with Regional Office, PPD and PFP on resource mobilization and partnership issues.
- As needed, support negotiation with donors, in collaboration with PPD, RO and/or PFP for reprogramming of resources.
- Advise programme teams about donor conditions and procedures. In close collaboration with budget colleagues facilitate correct and timely utilization and reporting of donor contributions. Support the capacity building of staff on understanding donor requirements and reporting mechanisms.
- Create, review and edit ? in close collaboration with all sectors and Communications and Partnerships Section ? a set of high-quality resource mobilisation documents for a large range of stakeholders (?traditional and non- traditional? donors ?public and private sector donors- National Committees); Ensure timely coordination and dissemination.
- Support the Country Management Team in engagement with other UN, IFI and NGOs partners to ensure common messaging with donors and maintain/develop effective working relationships with these partners. 
- Work closely with communications team and seek synergies between resource mobilization and communications to enhance donor visibility and recognition, as well as advocacy for fundraising purposes through innovative approaches. 
- Regularly liaise with programme sections, as well as participate in strategic meetings, in order to ensure an updated and comprehensive knowledge base on UNICEF programmes to support effective contribution management. 
- Support the Deputy Representative in establishing regular briefings with donors to report on status of children in Bangladesh, BCO implementation, budget status and funding needs. Necessary advocacy material to be prepared in advance of these meetings. 
- Advocate with senior management in BCO and private sector focal colleagues to provide necessary technical inputs to develop a Private Sector Fund Raising (PSFR) strategy focusing on realizing the potential of local Bangladeshi market to raise funds for the next Country Programme of UNICEF in Bangladesh (2022-26). 
- Coordinate the engagement with potential partner organizations/entities to gauge their interest and cultivate partnerships to leverage innovative financing, including blended financing and impact bonds, to deliver results for children

- Education: Master's Degree in Social Science, Public Relations, International Affairs or any other related field.
- Work Experience: At least 8 years relevant work experience with the above field.

PURPOSE

 UNICEF South Sudan has over 100 donor funded grants to manage each year, with varying requirements and conditionalities. To maintain the South Sudan office's good track record of timely reporting, ensure effectiveness in supporting the different sections, and uphold the quality of deliverables, UNICEF South Sudan requires additional support for its Donor Relations Team focusing primarily on donor reporting and proposal development. Currently the South Sudan Country Office (SSCO) has over 130 donor reports due each year.

Experience has shown the need for specific capacity to support in the area of editing and quality assurance of reports in addition to reinforcing capacity on reporting, proposal development and grants management (including financial reporting and M&E). Lessons learned to-date identify the need for a strong writer with professional experience in UNICEF programming and results-based reporting, writing and documentation. Additional support is also needed in the leading and development of multi-sectoral proposals, for emergency response, in particular. Knowledge of the UNICEF's work and the requirements of key donors is also essential.

This position is remote based with field travel to Juba, South Sudan. To facilitate work with South Sudan Country Office colleagues the prospective candidate is expected to be based in Juba Time zone +/- 3 hours.

 

MAIN RESPONSIBILITIES AND TASKS

Under the supervision of the Donor Relations Specialist (P3), the Donor Reporting Specialist will be responsible for editing, fact-checking, formatting and some writing for donor reports, proposals, and other items as required:

- Update and maintain information on all donor and programme reporting requirements and templates. Provide section chiefs and field offices with regular updates on these requirements and follow-up as required to ensure the timely inputs, clearance and submissions of proposals and reports to donors. Upload final versions of donor reports to the grants SharePoint.
- Work with relevant sections and field offices in the preparation of high-quality concept notes, funding proposals and donor reports by standardizing formats, contents and ensuring adherence to donor requirements. Provide quality assurance of proposals and reports. This includes gathering of information, consolidation, editing, layout and branding of all required proposals and reports which include ad hoc proposals, donor interim and final reports and specific thematic reports. Ensure donor reporting and proposal SOP are followed. Ensure the templates, donor conditions and final version of concept notes and reports are properly saved in the donor SharePoint folder and easily accessible to programme colleagues.
- In close collaboration with the External Communications section, ensure that the necessary visibility requirements are communicated to the sections and collected timely for reporting and other such purposes. Ensure inclusion of human-interest material in donor proposals and reports.
- Support sections on the submission of grant extensions and programme changes requests to donors. Ensure the revised plans, PBA and related information is saved on the grant SharePoint folder.
- In close collaboration with the Budget Unit, monitor funds utilization, grant expiry, etc. and ensure programmes are implementing in alignment with donor conditions.
- Support maintaining up to date the donor pipeline tracking sheet (funding pipeline, trends, and gaps) and donor report tracking sheet.
- Support research and maintenance of up-to-date information on donors for UNICEF South Sudan's advocacy and resource mobilization information and use. Support updating and preparing of briefing notes and presentations for the donor meetings as required.
- Coordinate donor engagements, meetings, and technical calls in particular as they relate to donor reports or proposals.
- Provide training and technical assistance, as required, to staff and partners to improve the overall quality and consistency of concept notes, proposals, and reports.
- Perform other related duties as assigned by the supervisor to ensure the success of the team, including support with other types of reports.
 

MINIMUM QUALIFICATIONS AND COMPETENCIES

Education:

Master's degree in international relations, Political Science, Business Administration, or a related field required.

Work Experience:

Minimum of 5 years of professional work experience in Donor Reporting, Proposal Writing, and Donor Engagement required.

- Minimum of 2 years work experience in humanitarian setting required.
- Field experience in developing and/or emergency context required.
- Experience in managing donor relations / donor reporting for large scale development/humanitarian programme required.
- Experience in working with UN agencies or NGOs required.

Purpose of the internship:

This internship is to provide tertiary students with an opportunity to put into practice skills they have learned while in the university. Job organizational context:

The Child Protection Officer GJP is to be used in Kharkiv Field Office (FO) where the local Child Protection Programme is a component of the UNICEF Country Programme). The Child Protection Officer reports to the Chief of Field Office.

 

Purpose for the job:

The Child Protection Specialist reports to the Chief of Kharkiv FO, Child Protection or Child Protection Manager at country level for technical guidance and general supervision. The Specialist supports the development and preparation of the Child Protection programme(s) and is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programmes/projectsunder the area of responsibility of Kharkiv FO. The Specialist provides technical guidance and management support throughout the programming processes, including child protection system strengthening in the context of the Better Care Reform (alternative care system strengthening) and humanitarian response. H/She facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and well being as established under the Convention on the Rights of the Child, international treaties/frameworksand UN intergovernmental bodies. Kharkiv is a flagship region for the Better Care reform, which in turn is implemented against the background of Ukraine's EU-accession process. Hence, EU standards and best practices provides an important framework for programming efforts in Kharkiv. 

The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF's Strategic Plans, standards of performance and accountability framework. The specialist will also be expected to manage the cost center for Kharkiv FO child protection programming.

The specialist will lead a team of 4 national child protection officers, including three on NOB-level and one on NOA-level. The specialist will supervise team members, including developing and follow-up on individual workplans. The specialist will provide technical guidance to team members to ensure that child protection programming efforts under Kharkiv FO aligns with global and European standards.

1. Support to programme/project development and planning

- Support the preparation, design and updating of the situation analysis for the child protection programmes/projects to ensure that current and comprehensive data on child protection issues is available to guide UNICEF's strategic policy advocacy, intervention and development efforts on child rights and protection, and to set programme priorities, strategies, and design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
- Participate in strategic programme discussions on the planning of child protection programmes/projects. Formulate, design and prepare programme/project proposals for the sector, ensuring alignment with UNICEF's overall Strategic Plans and the Country Programme, as well as coherence and integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies, taking into specific consideration the national Better Care reform.
- Establish specific goals, objectives, strategies, and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
- Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
- Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
2. Programme management, monitoring and delivery of results 

- Plan and collaborate with colleagues and external partners to establish monitoring benchmarks, performance indicators, other UNICEF/UN system indicators and measurements, to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in child protection programmes.
- Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required actions and interventions to achieve results.
- Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management. Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
- Actively monitor programmes/projects through field visits, surveys and exchange of information with partners to assess progress, identify bottlenecks and potential problems. Take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
- Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations, procedures, donor commitments, as well as standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
- Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress. 
3. Technical and operational support to programme implementation 

- Provide technical guidance and operational support to regional and local government counterparts, NGO partners, UN system partners and other country office partners and donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, best practices, and approaches on child protection related issues to support programme management, implementation and delivery of results. Of specific importance within Kharkiv FO area of responsibility is to align CP system strengthening measures with EU standards and best practices.
- Arrange and coordinate availability of technical experts with UNICEF country offices and Regional Office/HQ to ensure timely and appropriate support throughout the programming process.
- Participate in child protection programme meetings, including programme development and contingency planning discussions on emergency preparedness in the region or other locations designated, to provide technical and operational information, advice and support.
- Draft policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
4. Networking and partnership building 

- Build and sustain effective close working partnerships with relevant government counterparts, regional and local stakeholders, global and national partners, allies, donors, and academia - through active networking, advocacy and effective communication - to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in child protection.
- Prepare communication and information materials for CO and FO programme advocacy to promote awareness, establish partnerships/alliances and to support fund raising for child protection programmes and emergency interventions.
- Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on child protection related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects. Ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process for development planning and agenda setting.
5. Innovation, knowledge management and capacity building

- Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
- Keep abreast, research, benchmark, and implement best practices in child protection management and information systems. Assess, institutionalize and share best practices and knowledge learned.
- Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.
- Organize and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results in child protection and related programmes/projects.

The strategic and effective advocacy, planning and formulation of child protection programmes/projects and the achievement of sustainable results, contributes to the achievement of goals and objectives to create a protective environment for children against harm, all forms of violence and ensures their survival, development and well being in society. Achievements in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the region.

The Division of Private Sector Fundraising and Partnerships (PFP), primarily based in Geneva, aims to achieve results for children by maximizing UNICEF's private fundraising, partnerships, and engagement activities, including work with National Committees, regional and country offices. Through its work in generating income and leveraging influence, it helps in achieving impact as stated in UNICEF's Strategic Plan.

Knowledge Management (KM) is one of the key cross-cutting enablers in achieving PFP's goals. Capitalizing on the availability of collaborative tools and virtual platforms for information-sharing and exchange, and leveraging the achievements made in the field of KM, emphasis will be placed on fostering a more pronounced culture of knowledge-sharing and learning for continuous improvement within the UNICEF private sector network. This requires strong leadership at the global, national, and individual levels and a shift in organizational working practices to promote the effective exchange of relevant information, enabling the knowledge, good practice, and lessons learned in one office to be easily applied to another and to immediately feed into new and more effective approaches to fundraising and partnerships.

Other KM positions and responsibilities have also been created in different sections of PFP to improve the flow and exchange of lessons and experiences across National Committees and country offices with structured fundraising operations; increasing learning and replication of successful activities by capturing, storing, sharing and disseminating examples of cases, good practices and lessons learned; and tracking and measuring the impact of information and knowledge use.

The Planning, Reporting, Information, Monitoring, and Evaluation (PRIME) Section supports all PFP sections and inter-divisional and inter-office work by providing strategic planning, monitoring, and reporting, internal communications, and knowledge management for UNICEF's private sector work.

The Knowledge Management Manager (KM Manager), based in PRIME, will oversee KM work across the Division, and help strengthen knowledge management by working closely with KM Specialists and focal points in PFP sections. The position is responsible for the development and implementation of a strategic framework for KM in the Division and for the related policies, plans, methodologies, and products to increase learning from successes and failures and replication of successful activities in the UNICEF private sector family. The KM Manager will promote an overall culture of knowledge capture, sharing, and learning through the Division's organizational processes and systems, and provide thought leadership and hands-on support for KM initiatives in PFP.

In addition, the KM Manager will work closely with the Chief of Planning, PRIME, the Internal Communications Manager, the Planning, Monitoring, and Evaluation Manager to deliver on the KM goals of the Division, as well as with the Organizational Learning and Knowledge Management Unit at New York Headquarters (NYHQ) to synergize with and contribute to organization-wide KM initiatives. Management and coordination of PFP's KM area of work

- Oversees the work and develops synergies across KM activities implemented by different KM specialists and focal points in PFP.
- Systematically seeks feedback from and provides guidance to the network of KM specialists and focal points on methodologies, tools, products to be used for KM within the Division; establishes a collective understanding and focus for KM.
- Through the network of KM specialists and focal points, and with the help of other technical specialists in the Division, identifies business critical knowledge that needs to be made available to the PFP stakeholders, e.g., National Committees and Country Offices.
- Provides overall management of global knowledge and skill sharing events and assistance to technical and specialist meetings on how such events can be shared and disseminated more systematically to stakeholders.
- Conceives and manages relevant incentives and recognition programs to encourage sharing of experiences, lessons from both successes and failures and good practices.
Development and regular update of an effective KM strategy and framework and implementation plan for the Division as well as related processes, methodologies, products, and tools

- Leads the development and spearheads the implementation of a KM strategy and framework to support the achievement of the goals of PFP.
- Collaborates with the Communications Specialist, Digital Workplace, Divisional IT staff and the network of KM focal points to develop and keep up to date policies, methodologies, products, and tools for KM in the Division.
- Develops compelling cases for KM activities related to private sector activities.
- Assesses learning and knowledge capture and sharing approaches used everywhere in UNICEF and where relevant adapts them in PFP.
- Liaises regularly with the NYHQ Organizational Learning and Knowledge Management Unit to share PFP experience and to ensure that PFP's approach links with the broader UNICEF KM initiatives.
- Promotes KM and the use of common/standard approaches across units and sections where it makes sense.
Strategic guidance and/or implementation support to KM initiatives

- Provides guidance to help other KM specialists shape their planned KM initiatives.
- Identifies, tests, measures, and mainstreams successful new and/or innovative ways to implement KM, including the use of Artificial Intelligence and other value-adding emerging technologies for continuous improvement.
- Supports knowledge networks and communities of practice on fundraising and partnerships.
- Oversees the capture of cases and good practices that will inspire replication by others.
- Manages and oversees the knowledge conversion and repackaging work of key knowledge outputs of the Division, including the development of more engaging and interactive knowledge products, e-courses and microlearning modules in different areas of PFP work.
- In close coordination with the Internal Communications Manager and the Communications Specialist ? Digital Workplace, contributes to the continuous evolution of the PFP Intranet and other elements of the PFP Digital Workplace.
 Knowledge and capacity building on KM throughout the Division

- Participates in the PFP Learning and Training Committee to help identify and fill capacity gaps and training opportunities.
- Provides capacity building on effective and emerging knowledge capture and knowledge sharing approaches.
- Organizes training sessions and webinars to help technical specialists in PFP, National Committees and Country Offices improve their skills and capacity to implement different KM approaches particularly as it relates to private sector work.
- Provides coaching and guidance to teams, including those in Regional Support Centers, who need to roll-out or implement different KM approaches.
Development and implementation of a comprehensive strategy for reflection and learning that supports the division's goals and objectives.

- Leads the implementation of Lessons Learned Exercises on strategic and innovative projects for more agile decision-making.
- Develops and maintains a repository of lessons learned that can be easily searched for succeeding strategic initiatives.
- Works with senior management to develop a culture of learning and helps generate psychological safety for colleagues to openly share failures and lessons from experience for purposes of improving PFP work.
- Develops and manages a mechanism for PFP, National Committees and Country Offices to celebrate and learn from failures and not just successes.
 

To qualify as a Champion for every child you will have?

Education:

- An advanced university degree in one of the following fields is required: social sciences, international relations, knowledge management or information management, communication, or a relevant technical field.

How can you make a difference? 

Purpose for the job: 

Given the complexity and fluid operating environment as well as the increased scale of procurement of Institutional services the Contracts Manager under the supervision of the Chief of Supply and Logistics (P5) will manage contracting for Institutional services of complex nature and impactful that require strong professional technical expertise and extensive hands-on experience in support of Operations and Programme activities. It will also regularly be the OIC to the Chief of Supply and Logistics at P5 level as Kyiv is an RnR duty station. When the P5 is abolished effective 01.01.2026 this position will also become head of section.

The incumbent will be accountable for effective planning, contracting, procurement and

monitoring of end-to-end of all institutional service contracts for the Country Office, and coordinate all aspects of the contracting processes including establishment of performance indicators, and assessment of fit for purpose of services.

The Contracts Manager will provide technical leadership in the implementation of the procurement and/or contracts strategy for services based on informed risk assessment analysis and assumptions; they will ensure that contract plan of actions is established and implemented (establishment of relevant LTAs and frame agreements).

There are variety of risks faced during the procurement process (cross cutting risks and risks in every phase and stage of the process) which need the involvement in risk assessment and planning practical management and operational measures. To manage and ensure the best value for money and mitigate risks, creation of a Contracts Specialist is needed as there is a clear trend and strategic shift from donor funding for delivery of goods to demand for more complex and high-value infrastructural projects, and/or highly technical institutional services in the new ADP document.

 

III. Key functions, accountabilities and related duties/tasks: 

Supervise and manage effective procurement, local and/or offshore, with a goal to provide rapid and relevant responses to evolving supply needs and situations facing children and families.. 

Responsible for leading a group of professionals and support staff. Establishes work plans and priorities, monitor achievements and evaluates performance of staff.

Participates in the negotiation of MOUs, ensuring compliance of the request with global procedures and policy. 

Srategically lead the rapid and relevant procurement support and guidance, with a priority on

achieving value for money, to internal customers from Country Office

 

Establish close collaboration with programme sections through involvement in programme planning, and preparation for implementation of supply components as well as monitoring and evaluation. Establish accountability framework with programmes, for delivery of results for children.

 

Analyze supply spend and establish procurement strategies based on category management to focus on strategic, essential supplies and services that contribute to results for children, including establishment of long-term agreements (LTAs) where relevant.

 

Provide continuous and updated guidance on procurement for services activities to all internal customers as required and advise on the most appropriate procurement strategy.

 

Lead procurement planning through coordination with internal customers. Provide technical support in preparation of appropriate documents, and input on specifications, on procurement of fundraising services, facilitating cost-effective and efficient procurement.

 

Provide proactive procurement leadership review ongoing and future procurement requirements.

 

Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children. ·

 

Collaborate efficiently and effectively with all members of the procurement team to maximize the outputs of the team and achieve the unit's objectives.

 

Ensure appropriate vendor management practices e.g., supply performance reviews are established and applied.

 

Engage in high level emergency coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with Procurement Working Group.

 

Prepare and issue international tenders, manage 2-stage RFP evaluation process and tabulate results in a comparison matrix.

 

Manage bidding processes using UNICEF web tendering tool, and orienting service providers/suppliers on the use of the tool.

 

Prepare Contracts Review Committee (CRC) submissions for orders above the CRC threshold and present the cases to the CRC committee for review and approval.

 

Develop and prepare complex contracts for procurement of both once-off and longterm requirements for routine and non-routine services.

 

Effectively manage ongoing long-term contracts for provision of goods and services to ensure that service provider/supplier's performance is within stated service levels.

 

Secure compliance with established UNICEF Financial rules & regulations to maintain the highest level of integrity, standards, and accountability:

 

Ensure a procurement plan is prepared and updated for each Section. Ensure that contracts are in place because of competitive bidding exercises, in a timely manner and in accordance with UNICEF Financial rules & regulations and procurement guidelines and processes.

 

Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on procurement policies, procedures, and guidance. Advise the internal customers on policies and procedures.

 

Ensure that effective support to UNICEF and Government capacity-building efforts are provided to enhance efficient, effective and timely supply delivery.

 

Plan, design and conduct training for UNICEF's staff/consultants and counterparts in supply management, customs clearance, distribution and inventory management of supplies and equipment in order to maximize supply delivery.

 

Provide effective coaching to the staff/consultants as required.

 

Promote/drive supply chain strengthening and change management initiatives with governments and partners, to ensure efficient and effective supply chains for children.

 

Promote critical thinking, innovative approaches, and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.

 

Provide advice to the Country Office, Government and implementing partners on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen, on supply policy and/or activities.

 

Provide supply input to donor dialogue, and support development of supply of cash services components of proposals to donors including budgeting and use of innovative financing mechanisms for supplies and services.

 

Support assessment of and collaboration with implementing partners including civil society, establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT).

 

Develop and maintain partnership and collaborative relations with Government, UN organizations and bilateral counterparts in contracting for services activities including harmonized and collaborative procurement

The ability of the Contracts Manager to successfully plan, manage and oversee the

effective and efficient supply chain management of goods and services for UNICEF

Sudan, directly impact on programme goals and results for children. This in turn

contributes to maintaining/enhancing the credibility of UNICEF as an effective and

responsible manager of funds entrusted to the organization and to furthering UNICEF

image as a competent organization for delivering cost effective and sustainable program

results for children.

 

This job profile contributes to delivery of quality services / goods to the right holders. It is

expected to prevent risks of delay, hazard caused by poor service, reputation damage etc. in line with procurement strategies, including quality and end to end supply chain

performance objectives and monitoring. Efficient and effective coordination with

requesting sections, contractors, national and local authorities, UNICEF regional office,

legal office and SD.

VI. Recruitment Qualifications 

Education:

An Advanced university degree in one of the following fields is required: Business Administration, Management,

Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial

Law, International Development, Health or other related social science field.

 

Alternatively a relevant first-level university degree (Bachelor's) in conjunction with two

additional years of experience (10) can be accepted in lieu of an advance degree.

 

Experience:

A minimum of eight (8) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or

other directly related technical fields is required.

Understanding of development and humanitarian work.

Emergency experience an advantage.

Health supply chain management experience an advantage.

 

Language Requirements:

Fluency in both English and either Ukrainian or Russian is required.
