Warehouse Manager

South Sudan, Jubek, Juba - Medair International

Role & Responsibilities Efficiently oversee and coordinate all aspects of warehouse operations including receipt and dispatch of goods, stock management, inventory management, Stock Request / order fulfilment, team supervision and coordination with partners to ensure smooth and effective warehouse operations. Take an active lead role in the management of the stock management for the South Sudan Programme in close coordination and liaison with the Juba procurement and transport team, field locations and the GSO Nairobi team. Ensure that all activities are carried out in line with Medair policies and procedures and according to any applicable donor, HQ or field guidelines.   Project Overview Multi-sector relief and rehabilitation programme including provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.   Workplace & Working conditions Field based position in Juba, South Sudan.   Starting Date / Initial Contract Details 1st April 2024. Full time, 24 months.   Key Activity Areas Stock Management - Responsible for receiving in the warehouse medical and non-medical goods from suppliers, GSO Nairobi and GIKs from Donors and Partners in accordance with Medair stock management guideline. Ensure that quality and quantities of goods delivered are in conformity with PRs and PO/PAs by using Delivery Notes, Receipt of Goods and/or Waybills. - Responsible to ensure that goods received in the warehouse are properly and accurately documented, and well stacked and stock cards are created immediately. - Receive and process stock requests as received and apply the FEFO/ FIFO principles. Coordinate with the transportation team for dispatch to static/ERT sites. Prepare WB for outgoing stocks and follow up to receive the signed WB from the receiver to confirm they received the stocks. - Responsible for updating stock cards, stock reports, WhiskyApp and Waybill tracker in SharePoint on daily basis. - Accurately record all GIK (in) and GIK (out) stocks by updating stock cards, stock reports and compiling loss reports, signed off by the Deputy Logistics Manager and Budget Holder. - Conduct 10% random stock spot check every Friday, aligning physically held stock with stock cards. Any discrepancies to be investigated and written justifications provided to Deputy Logistics Manager. Loss reports to be raised after investigation and uploaded on to SharePoint with BH and Deputy Logistics Manager signatures. - Conduct monthly stock physical inventory and audits, to include donor stock audits, with donations, disposals, and transfers within donor guidelines to current and future projects. - Gain donor and consortium approvals before doing so. any stock transfer, donation or disposal. Reporting - Submit weekly stock spot check to Deputy Logistics Manager - Distribute every two weeks stock reports to all PM and PC's, including separate pharma stock reports, with clear expiry dates for stocks with less than 6 x months expiring shelf lives. Follow up with respective PMs on disposal methods and plans of reported near expiry stock. Ensure PMs prepare SRs. - Send monthly stock reports to all program per project and per sector before 10th of the following month. Follow up with PM and file singed reports. Archiving - Accountable for the daily archiving physically and electronically to SharePoint of: Delivery Notes, ROGs, GIK (in), GIK (out), Stock Requests, Stock Reports and Loss Reports. Communication/Coordination - Advise PM's/PC's of any discrepancies between physical stock held and stock requests. Any transfer of stocks between projects is to be authorized by the donor, consortium and BH's. - Attend daily whiteboard meeting's – upcoming supplier deliveries, share received documentation for supplier deliveries completed and coordinate arrangements for truck and air charter dispatches. - Oversee timely responses to the receipt of stock, processing of stock requests, return of documents to the procurement team for log pack closures, arrangement, and consolidation of timely dispatches. - Maintaining performance management objectives through the effective deployment of resources. Leadership - Maintain oversight of the WH team, ensure that performance objectives are consistently met, and effective planning of warehouse resources deployed to maintain the day-to-day functioning of the warehouse. - Handling of any staff issues, in accordance with the labour law, including recruitment, payment and rotation of causal casual workers. - Ensure that leave planner is up to date and enough staff are always present to operate the warehouse. - Provide technical leadership and capacity building of warehouse staff. Warehouse infrastructure/Security - Responsible for the security of the warehouse including security guards, securing of the warehouse during non-operating hours. - Maintain vermin controls – setting traps for rates, ensure the warehouse is fumigated quarterly and ensuring the warehouse is maintained in a clean state. - Areas of stock receipt/dispatch clearly separated and operated. Quality Management - Promote and use the Medair e-library and all other operating procedures, ensuring that all standardised - formats are used, and guidelines are followed. - Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent - such occurrences by working with relevant line managers to improve transparency and to ensure the best - use of Medair assets and resources. Conduct weekly physical stock spot checks against stock cards, stock - reports and loss reports. Conduct periodic anti – fraud training with all warehousing staff's – every 3 months. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  Headquartered in Nairobi, Kenya, UNEP has a network of country and regional offices facilitating the relevant country and regional processes and coordinating coherent delivery of UNEP's programme aimed at addressing the causes of climate change, nature and biodiversity loss, and pollution through seven interlinked sub-programmes for action that include: Climate Action, Chemicals and Pollution Action, Nature Action, Science Policy, Environmental Governance, Finance and Economic Transformations and Digital Transformations.  UNEP's Regional Office for Africa (ROA) supports environmental governance institutions and processes and engages a broad range of partners that include UN agencies, governments, non-governmental organizations, academic, and private sector entities on multilateral environmental agreements and sustainability programs and projects in response to national, sub-regional and regional needs and priorities. UNEP's support to regions and countries is guided by reforms of the UN Development System (UNDS) including the UN Resident Coordinator (UNRC) and UN Country Team (UNCT) systems. This post is based in UNEP/ROA at the Nairobi duty station. Under the direct supervision of the Deputy Regional Director, the incumbent will perform the following duties:   Responsibilities Policy:  • Advises UNEP on integrating environmental sustainability into the UN system-wide development activities, aligning with UNEP's mandate to promote sustainable development through the coherent implementation of the environmental dimension.  • Leads UNEP's engagement with the UN Development System at regional and country levels, and guides and coordinates effective UNEP Regional Collaborative Platform and its Opportunities and Issue-Based Coalitions (RCP/OIBC) as well as its participation in the work of the UN Country Teams.  • Serves as the primary UNEP focal point for UN system-wide development work in the region, ensuring the incorporation of environmental considerations and advocating for UNEP's expertise in sustainable development initiatives.  • Drafts, and writes guidance notes and strategies on the environmental aspects of UNEP's sustainable development work in the region, facilitating interagency technical review meetings to support policy development, capacity building, and decision-making in line with UNEP's environmental policy consensus.  • Provides continuous technical and facilitation support to UNEP UNDS advisory group to enhance UNEPô€›s support to UNCT and UN regional work Coordination.  • Coordinates regional input into UNEP's programming, emphasizing the integration of the environmental dimension into country development strategies to address climate change, biodiversity loss, and pollution, as outlined in UNEP's seven interlinked sub-programmes.  • Coordinates of the network of UNCT country focal points and national governments on the development and implementation of national and regional strategies, emphasizing UNEP's role in addressing the causes of climate change, nature and biodiversity loss, and pollution.  • Represents UNEP in discussions on UN reform and UN cooperation Framework and country development plans, advocating for the integration of the environmental dimension in alignment with UNEP's mandate.  • Provides daily effective coordination and technical support to UNCT focal points to ease their work within UNCTs and build their capacities on the key requirements of the UN reform and related tools.  • Ensures daily coordination with UNEP entities including PPD to ensure that UNDS activities are well integrated into that of the Divisions in the context of the UNEP New Delivery Model  • Organizes workshops, meetings, and conferences ensuring seamless events that align with organizational objectives.  Partnerships:  • Establishes and maintains contacts with government officials, UN agencies, Resident Coordinators, and other international organizations involved in environmental and developmental work in the region, fostering partnerships that align with UNEP's goals.  • Organizes and participates in relevant work groups, meetings, conferences, and consultations to facilitate collaboration and information exchange, promoting UNEP's leadership in environmental governance and sustainability.  • Establishes strong partnerships with UN sister agencies and MEAs secretariat focal points in the region to enhance coherence across UN operations concerning the environmental component of development.  • Supports fundraising efforts to ensure the effective implementation of UNEP's Development Work in the Region, in line with UNEP's role as an authoritative advocate for the global environment.  • Partners with UNDCO to provide technical support to UNCT work as UNEP Peer Support Groups-PSG member to ensure stronger integration of the sustainability and resilience principles in UNCT activities including capacity building of UN teams on programming/guiding principles, and assessment of UNCT submissions through providing advisory support on improvement areas.  • Partners with UN country teams, individual agencies, and country donors to support resource mobilization for the UNDS activities.  General:  • Performs other duties as required, always in alignment with UNEP's mandate to coordinate and advocate for the global environment.  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.   Competencies PROFESSIONALISM: - Solid understanding of the environment and climate change. This position is located within the Office of the United Nations Resident Coordinator (Head RCO) in Maseru, Lesotho reports to the UN Resident Coordinator (RC).   Responsibilities Within delegated authority, the Development Coordination Officer, Head of RCO will be responsible of the following duties:  1. PROVIDES STRATEGIC GUIDANCE TO THE RC AND UNCT OF EFFECTIVE, QUALITY, AND TIMELY UN SUPPORT FOR THE IMPLEMENTATION OF THE 2030 AGENDA THROUGH A NEW GENERATION CCA/UNSDCF:  • Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind;  • In line with CCA/UNSDCF, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform;  • Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in country;  • Ensures effective support to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader;  • Designs strategic UN's policy and programmatic services, operational capabilities, and partnership mechanisms;  • Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context;  • Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the UNSDCF and the 2030 Agenda;  • Coordinates the UNSDCF through the Joint Workplan and results groups; directs UNSDCF monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders;  • Promotes the engagement of all relevant agencies – with and without physical presence in country – from across the UN system, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners;  • Ensures quality control and oversight over strategic communications and advocacy activities related the implementation of the UNSCDF  • Ensures coherence across the different intra-agency coordination bodies, including with Humanitarian Country Teams and the Security Management Team.    2. FACILITATES THE INITIATION, ESTABLISHMENT AND COORDINATION OF EXTERNAL PARTNERSHIPS AND JOINT RESOURCE MOBILIZATION EFFORTS FOR THE NEW GENERATION UNSDCF:  • Facilitates the initiation, establishment, and coordination of effective working relationships with national and international public and private partners to ensure knowledge sharing throughout the UNSDCF cycle.  • Provides substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders; • Based on the UNSDCF, and in close collaboration with the Development Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the UNSDCF;  • Oversees the implementation of the SDG Country Fund/country-level pooled fund (where relevant) in support of the UNSDCF and SDG acceleration;  • Provides support to strategic messaging and communication initiatives by RC/UNCT.    3. COORDINATES AND SUPPORTS ROLL-OUT AND IMPLEMENTATION OF THE EFFICIENCY AGENDA (BUSINESS OPERATIONS STRATEGY, COMMON PREMISES AND LOCAL SHARED SERVICE CENTERS/COMMON BACK OFFICE):  • In collaboration with the Operations Management Team (OMT), provides substantive support to the RC/UNCT on business innovations for the UN in country;  • Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN Country level Business Operations Strategy;  • Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services;  • Promotes a culture of continuous improvement and client-orientation in operational service delivery, including the implementation of high impact standardized common services, fostering the SDG impact through common operations;  • Coordinates effective participation of entities at the country level in operations management team and represents the RC in the OMT.    4. MANAGES KNOWLEDGE MANAGEMENT AND CAPACITY DEVELOPMENT ACTIVITIES IN- AND OUTSIDE THE UN SYSTEM:  • Creates an enabling environment for the knowledge generation, sharing, collaboration, as well as usage of existing good practices and lessons learnt within the RCO and in the UN Country Team. Leads by example.  • Coordinates the effective communications within the RCO, in UN Country Team and among other stakeholders;  • Coordinates the sharing of good practices and lessons learned on issues related to UN strategic planning frameworks, methodologies, and tools, among others, within the DCO (at regional and global levels), across the UN system and with external partners;  • Facilitates the analysis of UN experiences, lessons learned and knowledge networking to contribute to strategic planning processes.  • Keeps abreast of emerging innovative approaches and encourages the RCO and UNCT to apply new ways of working, where relevant.    5. COORDINATES OVERALL MANAGEMENT OF THE RCO TO ENSURE EFFICIENT AND EFFECTIVE SUBSTANTIVE COORDINATION SUPPORT TO THE RC/UNCT AND ADHERENCE TO ORGANIZATIONAL POLICIES AND PROCEDURES:  • Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for delivery of outputs and reporting on results;  • Supervises the activities undertaken by the RCO and manage performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion;  • In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO;  • Manages, guides and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory trainings and UMOJA certifications;  • Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development;  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;  • Performs other relevant duties as assigned.   Competencies • Professionalism: Ability to apply sustainable development theories, concepts and approaches. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.   Work Experience A minimum of seven years of progressively responsible experience in strategic planning, sustainable development policy, project/programme management in the context of development cooperation or related area is required. Experience in UN interagency coordination is required. Experience with multi-stakeholder coordination on the context of development cooperation or related area is required. Experience in designing and implementing partnership and resources mobilization strategies is desired. Experience in team leadership and management is desirable. Experience in promoting knowledge management in the context of development cooperation is desired. A minimum of two (2) years' experience in data analytics or data science is desired.   Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
