S/he is responsible for leading country dialogue and engagement, including support to countries in developing country programmes/programmatic initiatives which bring multiple financial institutions together. Under the direct supervision of the RBEC Regional Hub Manager in Istanbul and with a secondary line to the Director of the Inclusive Growth Team in BPPS in New York, the Chief Economist will lead the Istanbul-based Inclusive Growth (IG) Team and work closely with the SDG Finance Team to lead the implementation of RBEC substantive engagements on economic policy and inclusive growth to build partnerships and unlock technical and financial resources to deliver on UNDP's strategic offer in Europe and Central Asia.  The incumbent will also work closely with the other IRH-based teams and the wider Global Policy Network, focusing on integrated solutions that tackle inequality of opportunities and advance sustainable human development to achieve prosperity for all.  Such solutions relating to this function include: (i) Developing new poverty and inequality metrics and tools; (ii) Expanding and improving social protection, including promoting the care economy, focusing on the most vulnerable first; (iii) Protecting and enhancing the productivity and resilience of informal workers and informal enterprises; (iv) Supporting national counterparts to harness and shape the future of work opportunities.   Position Purpose The Chief Economist will lead the production of flagship knowledge products (e.g. Regional Human Development Reports), steer high-level policy dialogues, advise the senior management on the implications of significant policy developments in the region, provide high-level technical advice to country offices, and nurture relationships with prominent thinkers, think tanks, international financial institutions (IFIs), and other key partners.  In doing so, the incumbent provides intellectual leadership and expertise to support UNDP's positioning, in particular on Signature Solution 1 of the UNDP Strategic Plan (Poverty and Inequality), and in communicating UNDP's value proposition to countries and other stakeholders in the region. S/he will lead the substantive engagements with traditional and emerging partners, with a special focus on frontier issues, as well as leverage external relations and lead advocacy efforts for programs led by RBEC and BPPS. This will in turn be supported by the partnerships team, in collaboration with the broader Istanbul Regional Hub.  The incumbent will engage regularly with the UN and with other multilateral and bilateral partners, including the International Financial Institutions, to develop strategic alliances.  As a member of the RBEC Senior Management Team, provide updates and information related to economic trends in the region, thereby elevating priority issues for attention, problem solving, risk management; and contributing to Bureau strategic planning and prioritization, including as related to new opportunities and contributions to regional priorities and the UNDP Strategic Plan.  UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.     Duties and Responsibilities Regional Forward Analysis   - Undertake a continuous review of the economic, political, and social environment in the region, identifying and analyzing economic trends and emerging issues that may impact the region's development, the Bureau's programming portfolio and the strategic planning process. - Analyze and aggregate development trends at regional level to inform the formulation UNDP's policy advice, knowledge products and diagnostic tools. - Analyze and advise on key areas for action on sustainable development and sustainable development goals (SDGs) in the RBEC region. Substantive outreach and engagement with partners on regional economic policy, inclusive growth, and financing issues  - Ensure the representation of UNDP on regional economic policy and inclusive growth issues in different fora for policy dialogue, partnership negotiations, and advocacy to position the UNDP Strategic Plan in the region. - Create and steer high-level policy dialogue series catering to diverse constituencies with policymakers, academics, think tanks, journalists) and strengthen UNDP's research networks. - Develop synergies between strategic policy/positioning in inter-governmental and inter-agency fora, partnership development, and knowledge generation. - Identify business development opportunities to enhance partnership with International Financial Institutions, Development Finance Institutions, and other financial actors, identifying potential areas of joint analysis, technical cooperation, and financing. - Collaborate closely with the partnerships team in the IRH to ensure that engagement with partners is coordinated and effective. Within EMFTX, the Climate-Fiscal team provides effective support to strengthen countries' efforts in climate-smart tax and expenditure policy for growth-friendly climate adaptation and mitigation, as well as managing macro fiscal impacts of climate change. EMFTX also engages with development partners and other stakeholders in the global debate on fiscal and climate issues. It works jointly with other Global Practices in the Vice Presidency for Equitable Growth, Finance, and Institutions, and collaborates closely with other WBG units.    The unit represents MTI in exchanges with other World Bank Group departments on integrating climate change into the institution's wider work in a way that supports equitable growth. EMFTX also engages with development partners and other stakeholders in the global debate on climate-smart domestic resource mobilization (including the IMF, OECD and UN in the Platform for Collaboration on Tax).   EMFTX advises MTI units on achieving the Global Practice's corporate commitments on climate co-benefits and supports the Coalition of Finance Ministers for Climate Action. Through the Coalition, 81 Finance Ministers are collaborating on the implementation of a set of "Helsinki Principles" for driving collective action of Finance Ministries on climate change and its impacts.   THEMATIC CONTEXT   Each of EFI's core topic areas is increasingly affected by climate change, requiring new strategies for maximizing economic development in a climate-smart manner. The novelty of this challenge means that there is a great need for capacity building among economic policymakers in client countries as well as in EFI units advising them. This is both an operations challenge, rolling out best-practice solutions, and an analytical challenge, finding new approaches to combine progress on macroeconomic and climate objectives. The Practice Group is addressing this challenge by hiring a small group of experienced specialists who are at the global frontier in combining expertise in conventional macroeconomics and climate change.    POSITION The Macroeconomics, Trade and Investment Global Practice (MTI) is seeking to recruit a highly qualified Economist to work on its climate macroeconomics program in the unit for "Fiscal Policy and Sustainable Growth" (EMFTX). The position is based in Washington D.C., USA.  The Economist will work on tax policy and sustainable long-term growth issues, with a focus on climate change mitigation and adaptation. She/he will be an integral part of MTI GP's wider work on climate change and will report to the Manager of MTI's Global Unit EMFTX.    Duties and Responsibilities  The Economist will provide technical expertise for the integration of climate mitigation and adaptation considerations into World Bank advisory and lending programs. The ideal candidate is expected to have specialist knowledge in the following areas:   • Technical guidance on fiscal strategies for combining climate and macroeconomic progress: While the low-carbon transition can be a major macroeconomic burden for developing countries, it is equally possible to design climate policy such that it enhances conventional macroeconomic policy objectives.  Achieving this integration is, however, technically challenging for country teams. The Economist will help guide country teams at achieving this integration, providing technical advice on tax policy designs for combining climate and macroeconomic progress.  • Integration of climate considerations into core macroeconomic assessments: The Economist will provide hands-on specialist support to teams for climate-smart Public Finance Reviews, Country Economic Updates, Growth Diagnostics Reports, and Country Climate and Development Reports. • Integration of macroeconomic considerations into central, economy-wide climate strategies: Most developing countries have made binding international commitments to regularly update and submit national climate action plans (NDCs) and many are preparing long-term strategies (LTS). These plans guide unprecedented macrostructural change, but the perspectives of finance ministries are often poorly included. The Economist will advance technical work on supporting finance ministries in the substantial fiscal and macroeconomic implications of NDC and LTS, including the balance of revenue-raising and expenditure interventions, General Equilibrium effects, macrostructural change, and the alignment with broader national development and growth strategies. • Pioneering the roll-out of new country-level technical analyses in key climate-fiscal priority areas: The Economist will create best-practice technical examples for colleagues on approaches that reduce conflicts between climate priorities and deteriorating fiscal space, such as revenue-raising approaches like environmental taxation and fuel-subsidy reforms, revenue-neutral systems like Feebates, and measures to quantify and manage climate-related fiscal risks.  • Integration of climate measures into policy lending: The World Bank seeks to increase the proportion of climate reforms supported through its policy lending (Development Policy Financing). The Economist will support efforts to not only raise the quantity of these measures but also to better integrate climate measures into the core macrostructural, growth and institutional objectives of these loans. The Economist will identify and pioneer approaches how growth-oriented fiscal climate measures can become a more natural component of macroeconomic DPFs. • Connecting fiscal and financial stability programs on climate macroeconomics: Many central banks are collaborating on climate risks to financial stability.  The ideal candidate would be able to integrate dialogue with central banks, especially on issues that affect fiscal policy, such as the effect of climate-induced financial instability for fiscal risks and debt.    The Economist will regularly engage with climate macroeconomists from Regions as well as the EFI Chief Economist Office. This collaboration entails:    • Development of analytical tools:  To make it easier for MTI Country Economists to integrate climate considerations into their work programs, to raise technical quality and consistency across projects, the Economist will be collaborating with peers from across Regions to develop and improve analytical tools, diagnostics, and models.  • Trainings: The Economist will be developing and rolling out trainings on climate-macro issues for Country Economists and country clients.  • Global knowledge products: The Economist will engage in global knowledge products to push the global frontier on the core unsolved analytical climate-macro issues constraining EFI.   Selection Criteria • A Ph.D. in economics or a closely related discipline, with considerable experience in working on climate and development is preferred. This position-specific job opening is being advertised for the position of Humanitarian Affairs Officer/Civil-Military Coordination in Gaza, occupied Palestinian territory. Under the overall supervision of the Head of the Sub-Office, Gaza, the incumbent reports to the CMCOORD/HAO Team Leader in Gaza.   Responsibilities Within delegated authority, the Humanitarian Affairs Officer/Civil-Military Coordination will be responsible for the following duties: 1. Operational Focal Point: Under the supervision of the OCHA Head of Office, Head of Sub-Office, UN-CMCoord Team Leader or Field Coordinator, serve as the operational focal point for the conduct of a UN-CMCoord assessment, formulation and implementation of a UN-CMCoord strategy and action plan, and related operations in the area of responsibility (AOR) in accordance with any higher level UN-CMCoord strategy as outlined by the RC/HC through the OCHA Head of Office.   • Development of Strategy: Conduct an assessment and analysis of the civil-military environment to formulate and implement a UN-CMCoord strategy and action plan, which should be fully integrated with the activities of the OCHA Office and include specific UN-CMCoord outputs in the OCHA Office work plan. Continually evaluate the implementation and effect of the plan and revise it as appropriate. • Development of Guidance: Assist, advise and facilitate the development of country-specific guidance on civil-military relations and the use of Military and Civil Defense Assets (MCDA), based on the current "IASC Reference Paper on Civil-Military Relationship in Complex Emergencies", "Guidelines on The Use of Military and Civil Defense Assets in Disaster Relief (Oslo Guidelines)", "Guidelines on the Use of MCDA to Support UN Humanitarian Activities in Complex Emergencies" and the "Use of Military or Armed Escorts for Humanitarian Convoys", and any applicable Security Council resolutions and other relevant instruments. • Dissemination of Guidelines: Ensure that applicable civil-military coordination guidelines, country-specific or generic guidelines are properly disseminated and understood by both, humanitarian actors and the military and/or police forces present, as well as by local actors, as appropriate. Promote and advocate for adherence to the applicable guidelines within the entire humanitarian community and advise on potential consequences if the guidelines are compromised. • Liaison with Humanitarian Organizations: Establish and maintain a contact network with other UN Agencies and mission-based personnel, who are responsible for civil-military relations, as well as NGO focal points responsible for civil-military coordination in the AOR. • Support Humanitarian Coordination: Support the Humanitarian Coordination structure in the AOR, by advising on an appropriate mechanism to interface with military representatives. Advise both humanitarian actors and military representatives on the appropriateness of the use of military assets to support humanitarian activities. Support Cluster Leads and/or humanitarian organizations in requesting military support for humanitarian activities, ensuring the requests are appropriate and in line with applicable guidelines. Monitor activities by military forces in support of humanitarian organizations. As directed by line management, establish a Civil-Military Working Group with relevant civil-military stakeholders to raise civil-military coordination issues and report policy and strategic issues to the HCT through the Head of Office/Sub-Office and/or UN-CMCoord Team Leader. Participate in work groups, meetings, and consultations with other UN agencies and humanitarian partners; organize meetings with Heads of Agencies on UN-CMCoord matters. • Military Liaison: Facilitate the establishment and maintenance of communication with the different military forces present in the AOR and establish mechanisms to resolve operational issues and ensure appropriate mutual exchange of information regarding ongoing relevant activities. Advise and educate the military and/or police forces in the AOR on the structures and dynamics of coordination with and within the international humanitarian community and the practicalities of implementation. Monitor the military presence in the AOR by communicating with incoming/outgoing international military forces. • Reporting: Monitor, analyze, and report on the implementation of humanitarian civil-military coordination activities and identify difficulties and challenges in the interaction between the humanitarian and military communities. Provide periodic situation reports to the OCHA Head of Office, Head of Sub-Office, and/or the UN-CMCoord Team Leader on ongoing civil-military activities and the overall civil-military relations situation in the AOR. Upon concurrence with the OCHA Head of Office and/or UN-CMCoord Team Leader, these reports should be disseminated to the UNCT, HCT, UNOCHA/CMCS, CRD Desks, and Policy Development Studies Branch (PDSB) as appropriate. Reports may also be disseminated to other agencies if relevant and appropriate. 2. Humanitarian Affairs: Assume more generalist coordination responsibilities, such as those associated with assessment; the planning and evaluation of humanitarian assistance programmes; assisting in the coordination of cluster activities and including the formulation of reports and interaction with donors. • Monitors, analyzes, and reports on humanitarian developments, disaster relief/management, or emergency situations in assigned country/area. • Organizes and prepares studies on humanitarian, emergency relief, and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues. • Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of the situation to date and specifying unmet requirements of stricken countries. 4. Preparedness: Participate in humanitarian contingency planning to ensure that the possibility of foreign/national MCDA deployment is properly considered and that plans are developed for managing/monitoring MCDA deployment in support of relief operations; Establish and maintain close coordination with actors involved in military exercises or pre-deployment training and advise on which events should be monitored and/or supported. Support military simulation exercises, lesson-learned workshops/seminars, and training events, as appropriate. 5. Training: Identify UN-CMCoord training needs of both humanitarian actors and military forces in the AOR and recommend/design a training strategy and materials to support identified requirements. Arrange and conduct such training events as required and agreed with the OCHA Head of Office, Deputy Head of Office, and/or UN-CMCoord Team Leader. Identify and coordinate with OCHA/CMCS regarding potential candidates for inclusion in the UN-CMCoord Training Programme. 6. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.     Work Experience A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related areas is required. At least three (3) years of humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required. Experience in civil military coordination dealing with major humanitarian operations is required. Experience in the Middle East region is desirable.   Languages  French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.   Assessment  Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.   Special Notice  This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. We need interns who are exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.   You would be responsible for: - Conducting a search of the publicly available cost and/or impact models related to public health areas within UNFPA's scope including SRHR components, Child Marriage, Gender Based Violence, Aging, etc. This can include models developed by UN agencies, governments, organizations, academics, and organizations in which users can access the model, enter inputs for national or sub-national level and obtain estimates of the outcomes of interest. - Develop a systematic review of these models including information on the model developer, model scope, key assumptions, limitations and applications. - Extract recommendations for UNFPA.   Qualifying for an Internship All interns must meet the following educational and other eligibility requirements: Educational requirements a. Be enrolled in a first university degree programme (such as bachelor's degree or equivalent) and have completed one full academic year; b. Be enrolled in a postgraduate degree programme (such as master's programme or higher); c. Have recently graduated with a university degree as defined above and, if selected, must start the internship within one-year of graduation; or d.
