OBJECTIVES OF THE PROGRAMME
The Department of Coordinated Resource Mobilization leads a global coordinated resource mobilization network to foster strategic, consistent and coordinated resource mobilization sufficient to support of WHO's General Programme of work and its Programme Budget. In so doing it promotes the principles of
(i) alignment of funding to WHO's Programme Budget,
(ii) predictability and flexibility of funding,
(iii) reducing the financial vulnerability of WHO through expansion of the donor base and
(iv) continued enhancement of the transparency and reporting of WHO's funding and associated outcomes.
DESCRIPTION OF DUTIES
Within the framework of the delegated authority, the incumbent is assigned all or part of thefollowing responsibilities:
- Conduct donor analysis as it relates to humanitarian assistance for protracted crises and acute emergencies in terms of political analysis and funding to include assessing the context, donor history, likely future directions of the relationship with WHO, potential resource mobilization opportunities, pain points and remedies for application towards a strategic plan.
- Develop a partnership engagement plan for rapid scale-up for each contributor in the portfolio to include a set of strategic objectives for the development of the relationship with a view to grow Outbreak and Crisis Response funding category. Following this, develop an action plan set to time with deliverables to achieve financial and qualitative targets agreed.
- Act as the resource-mobilization lead within EHE for Humanitarian Response Plans (HRPs) including on the development of the annual WHO HRPs and an engagement plan to engage donors in support of these. Work in close collaboration with colleagues in WHE including the Incident Management and Emergency Operations Teams and other EHE portfolio managers to increase awareness and support among all donors of WHO's role in emergencies, it's priorities, and financial requirements.
- Engage the relationship lines between WHE and the contributor to build up a clear and integrated picture of the Organization's engagement overall.
- Provide support to senior management, technical clusters and regional offices in their engagements on behalf of WHO/WHE including travel, meeting preparation etc.
- Ensure sound process management of the following, fully in line with established procedures: clearance process for agreements and correspondence, corporate proposal development, corporate reporting collated for submission as required against agreements, sound management of awards, development and maintenance of SOPs and rules relating to resource mobilization.
- Deploy for surge or other support missions to assist country and/or regional offices related to resource mobilization activities in emergencies as/if needed.
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: An advanced university degree in international or public relations, business administration, communications, social sciences, law or related field.
Desirable: Professional certification or other specific training in external relations.
Experience
Essential: At least seven years' combined national and international experience and exposure in the area of external relations and/or partnership development and management, including at leat five years resource mobilization experience, three of which must be related to emergencies at regional or country level. Experience working in emergencies through either deployments or postings. Experience in developing funding appeals. Considerable experience in writing, editing, and reviewing particularly in the context of concept notes, proposals, appeals, and reporting and in developing messaging for advocacy purposes including donor recognition materials. Considerable experience working with and/or influencing funding systems, donor organization and decision-makers. Experience in programme, grant management and administration processes.
Desirable: Experience in working on/in health emergencies or WHO. Experience in planning and coordinating briefings to different audiences including donors and supporting senior level participation in high level humanitarian events such as pledging conferences.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5138 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
