Job description

OBJECTIVES OF THE PROGRAMME

 

The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through the campus network, as well as ‘portable learning labs' designed for contexts where participants cannot travel or access the digital learning platform.The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will:

 

  • Enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.
  • Transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals.
  • Improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization. 

 

The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, health policy practitioners, health workers and other individuals. The Academy will be officially launched in May 2021 as a globally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalised and multilingual learning that meets priority needs.

 

DESCRIPTION OF DUTIES

 

  • Ensure completion of key deliverables in the Academy strategic management workstream, including the establishment of the high-level advisory group of the WHO Academy and the development of a criteria and process for the establishment of campus network.
  • Prepare, organize and manage the development of the WHO Academy Business Plan in collaboration with all Academy workstreams.
  • Provide technical back-stopping support to the Executive Officer.
  • Prepare technical briefs, summaries and reports for high-level meetings, decision makers, key stakeholders and partners.
  • Organize consultations, undertake rapid literature reviews, and perform quantitative and qualitative analysis to inform key business requirements.
  • Perform any other duties as required.

 

REQUIRED QUALIFICATIONS

 

Education

Essential: A first university degree in IT, business, financial management, education, health or international relations.
 

Desirable: An advanced university degree (Master's level or above) in health or education. Project management certification.

 

Experience

Essential: At least five years of demonstrated and progressive experience in international health programs, events or initiatives, with at least two of those years in analysis/research and using agile/learn approaches. Experience of working with and/or coordinating diverse groups of experts, consultants and contractors. Demonstrated exposure in a multi-cultural environment at the international level.
 

Desirable: Experience in performing technical, programmatic and strategic guidance roles and providing advice to Senior Management and clients.

REMUNERATION

 

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2733 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Responsibilities The Financial Officer will be accountable for the work program as assigned by the department management and will report directly to the TRECI Manager.  The responsibilities will include, but not limited to, the following: • Maintain effective working relationships with:  ­; * Country Management Units, including Directors, Managers, and Leadership Teams; ­; * Global Practices, including Sector Managers, Task Team Leaders, etc.;  ­; * Other TRE and Finance Partners; IFC, and MIGA; and ­; * Ministries of Finance and other relevant ministries and agencies within the governments.  • Support staff and clients in understanding and implementing the World Bank financial and risk management products and making available TRE expertise on green and sustainable finance. More specifically: ­; * Help build staff and client's capacity to address specific debt and risk management needs by understanding and utilizing the full menu of financing and risk management products available;  ­; * Draft and provide inputs for Systematic Country Diagnostic (SCD), Country Climate and Development Report (CCRD) and Country Partnership Framework (CPF), project design, and other operational initiatives; ­; * Work with sector specialists upstream to evaluate the nature and extent of the financing options required to carry out sector programs/projects  ­; * Coordinate upstream with relevant units in the WBG. ­; * Work with the Head of the Green and Sustainable Finance Advisory to assist clients in getting familiarized with and delivering our advisory services in this field.  • Assist in disseminating and implementing financial and risk management products and services. This would involve developing and delivering training modules for staff and clients to help them understand the choices of financial terms and conditions and better apply them to specific project needs or the country's financial, debt, and risk management strategies.  • Participating in the design of new or the enhancement of existing World Bank financial   and risk management products; • Provide guidance and mentor more junior staff.  Selection Criteria The successful candidate must have the following qualifications: 1. Master's degree in economics, finance, or a related field with at least 5 years of experience in a multilateral organization or financial institution dealing with sovereign entities. CFA or FRM designation desirable. Work experience with a demonstrated commitment to the development mission of the World Bank; 2. Good knowledge of Bank operations and lending instruments, financial and risk management products, and TRE advisory services; 3. Ability to network, excellent interpersonal and negotiation skills.  A high degree of self-motivation, positive attitude, and drive, with the ability to contribute to a team-based work environment; 4.
