Job description

Role & Responsibilities

Develop, lead, monitor and evaluate the assigned health and nutrition project. This involves effectively managing and reporting on the projects in line with the objectives, time frame and budget with a focus on health/nutrition system strengthening, training and coordination. Providing technical support, leadership and strategic direction, other important aspects of the role include managing and training health/nutrition staff to meet quality standards in health and nutrition delivery, encouraging beneficiary participation, liaising with other stakeholders, managing and training health/nutrition staff, and anticipating, planning, and contributing to the development of new health/nutrition project proposals and reports.

Project Overview

In response to the ongoing humanitarian crisis in Yemen, Medair will expand its activities focussed on delivering life-saving health and nutrition services to conflict affected communities. Medair projects include primary healthcare and public health interventions as well as implementing community management of acute malnutrition.

Key Activity Areas

Health and Nutrition Project Management

  • Manage the health & nutrition project(s) to meet the project objectives within budget and within the time frame and report any operational concerns to line manager, Country Health & Nutrition Advisor.
  • Provide strong leadership of the assigned health and nutrition project(s),working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local ministries and authorities.
  • Contribute to development a health & nutrition strategy including proactive planning for responsible exit in consultation with country health and nutrition advisor, other health/nutrition staff and local authorities.
  • Set clear objectives and indicators for health and nutrition activities with the country health and nutrition advisor, health and nutrition staff, field managers and, where appropriate, with the local communities.
  • Continuously monitor and supervise health and nutrition activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health/nutrition team in analysis and taking appropriate action as needed to ensure continued progress.
  • Provide input into the integration of beneficiary participation and accountability in the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor and time frames and formats.
  • Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy.

Staff Management

  • Line-manage the Health/Nutrition Manager(s) including day-to-day management, trainings, and, appraisals.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Provide coaching supervision to staff to develop ownership & responsibility for health/nutrition activities.
  • Assess the training needs of health/nutrition staff and ensure that appropriate training is conducted.

Financial Management

  • Manage the health and nutrition project budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management.

Communication and Coordination

  • Develop and maintain regular and supportive communication structures with the assigned health/nutrition team, GSO and Medair in-country team, and other stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs), to ensuring good cooperation and partnerships.
  • Participate in health/nutrition coordination meetings, Medair internal trainings, and other working groups or meetings, representing Medair and feeding back to the health/nutrition staff and field managers.

Logistics

  • Support the logistics activities of project staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health/nutrition facilities and activities.
  • Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

  • Promote and use Box, the Medair e-library, any available HMIS systems and Medair operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS.

Qualifications

  • Higher level qualification, preferably in health/nutrition or in another relevant field such as nursing/ midwifery/ doctor/ community-based training.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field.
  • Management experience in a nutrition / health context.
  • Ability to manage project implementation. Good numerical, report writing and administration skills
  • Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
  • Knowledge and experience of nutrition / primary health care principles and management.
  • Able to prioritise clearly and oversee multiple tasks. Able to take the initiative in project decisions.
  • Able to enforce procedures. Able to set clear objectives for staff and delegate.

Background Located in an arid climate, Yemen has been facing significant water scarcity since decades. Since the beginning the conflict in 2015, the lack of water resources governance has been exacerbated. Water supply mainly relies on groundwater resources, where extraction rates are approximately double than the renewable recharge. The average water availability is estimated to be 82.5 cubic meters per person per year compared to a WHO standard threshold of 1,000 cubic meters for water scarcity, making Yemen one of the most water scarce countries in the world. With declining groundwater levels in most districts in Yemen, the biggest challenge to water supply is not only that many boreholes are yielding less and less water, but also that the quality of groundwater is deteriorating. Pollutants of concern are fluoride, sulfate, arsenic, fluoride, mercury, and in a wider sense the overall salinity (total dissolved solids). Although many knowledge gaps have been addressed in the past, knowledge about groundwater recharge process and especially the effectiveness of managed aquifer recharge is still to be better understood in Yemen. UNICEF has initiated supporting the continuation of studies on hydrological isotopes in Yemen in collaboration with governmental agencies, international organizations and Yemeni academia. The aim is to use natural isotopes of the water to study the efficiency of management aquifer recharge in different sub-basins around the country. UNICEF is the largest WASH agency operating in Yemen with a program focusing on strengthening the WASH enabling environment, the provision of sustainable WASH systems and the provision of life saving WASH supplies and services. As part of its 2023-2024 workplan, UNICEF also plans on strengthening the resilience of water systems to climate change and water scarcity through improved water resources management and scale-up of renewable energies. In addition, UNICEF is the WASH Cluster lead agency in Yemen and assigns the national WASH Cluster Coordinator. As part of humanitarian coordination, the WASH Cluster has agreed with the Ministry of Water and the Environment (MOWE) and National Water Resource Authority (NWRA) to improve the coordination on water resources management (WRM) to ensure effective humanitarian and development activities. A demand to extend coordination to WRM related topics comes also from the side the numerous WASH partners of the WASH Cluster.   Objective The WASH Specialist will primarily support the UNICEF WASH section and, to a minor extent, the WASH Cluster. The share of the tasks between project support to the UNICEF WASH programme and the coordination at the WASH cluster will be 80% and 20%, respectively.   Specific tasks Under the supervision of the Chief of WASH, the WASH Specialist shall: •      Provide technical support for the design of UNICEF-funded WRM related studies and projects; •      Support the implementation of UNICEF funded data and evidence generation projects on WRM; •      Provide quality assurance to WRM evidence products and support their dissemination; •      Support the elaboration of a national Water and Sanitation Management Information System; •      Any other tasks as requested by the UNICEF WASH section. •      Engage relevant stakeholders to harmonize interventions on WRM, including government and academic institutions in Yemen, NGOs, UN agencies and donors; •      Map out ongoing and planned WRM related studies and projects and share information; •      Identify capacity gaps and intervention needs; •      Provide updates to humanitarian and development actors engaged in the nexus on WRM; •      Develop WRM intervention mapping, WRM gap analysis dashboard and other relevant infographs in collaboration with the Information Management Officers of Yemen's WASH Cluster.   Justification The WASH Specialist requires technical expertise in water resource management with relevant education background and experience including in hydrogeology and geology, which UNICEF Yemen and the WASH Cluster currently do not have.   Expected background, Experience and competencies Education: •      Master's degree in hydrogeology, geology, and other relevant subject related with water resource management   Experiences: •      At least 5 years of experience in water resource management; •      Technical knowledge in water resource management, hydrogeology, geology, or any other related discipline; •      Experience working in humanitarian and/or development contexts; •      Familiarity with the humanitarian cluster and development sector coordination system is an asset; •      Knowledge of Yemen is an asset.   Skills: •      Excellent communication and interpersonal skills; •      Excellent analytical and management skills; •      Excellent knowledge in Information Management System related to water resource management; •      Fluency in English; •      Fluency in Arabic language will be considered as an asset.   UNICEF requires mandatory Covid-vaccination!   Duty station Sanaa, Yemen (with frequent travels to Aden)   Starting date and duration As soon as possible for 12 months   This position is exclusively open to Swiss citizens (or Lichtenstein) or holder of a valid working permit (C permit) in Switzerland.
