Job description

Staff on probation are not eligible to apply. Overview

 

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Regional Cooperation and Integration Division (ERCI) within the Economic Research and Regional Cooperation Department (ERCD). ERCD undertakes policy research and generates knowledge on key development issues of critical importance to the region, advises on strategic issues that contribute to ADB's performance, and acts as ADB's focal point for facilitating regional cooperation and integration (RCI) in Asia and the Pacific. ERCI, in particular, undertakes major areas of RCI-related knowledge initiatives through research, operations support, and management support. It produces a regular annual flagship publication—the Asian Economic Integration Report (AEIR), the biennial Aid for Trade report for the World Trade Organization-led global review of aid-for-trade initiative, the biannual report on progress in RCI for ASEAN+3, and other RCI-related thematic studies. It also coordinates ADB's support for and management's participation in ASEAN/ASEAN+3, APEC, and other regional economic policy dialogues/forums that go beyond individual sub-regions.

Job Purpose

 

The Senior Economist will lead the development of strategies and approaches to facilitate trade and investment in developing member countries (DMCs) of ADB and support to ADB's regional cooperation and integration (RCI) strategy; lead and contribute in the design and implementation of regional technical assistance projects to promote trade and investment; conduct strategic research work in trade and investment and areas that cut across macroeconomic management and trade policy; support the implementation of ADB's RCI Strategy in the same area; extend technical and analytical support for RDs and DMCs on RCI operations by providing the analytical base; contribute to the preparation and dissemination of research outputs and publications, including the flagship and technical reports; and work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods. The incumbent will report to the Director, ERCI and will supervise National Staff/Administrative Staff.

 

Responsibilities

 

Strategy and Planning

  • Contribute to the identification of new directions and approaches to improve ADB's capacity for promoting trade and investment and leading research projects on RCI pillars.
  • Provide leadership in technical and operational matters on the above areas, including on trade policy, through knowledge sharing as well as global and regional consultations.
  • Provide operational knowledge support through capacity building programs, knowledge services, and technical assistances in response to client needs.
  • Develop, process, and implement regional TA projects for ADB's developing member countries (DMCs) that promote regional financial cooperation and integration.

 

Regional Economic Integration

  • Contribute to ERCI's support for trade and investment facilitation to various regional forums such as Association of Southeast Asian Nations (ASEAN), ASEAN+3, Asia-Pacific Economic Cooperation (APEC), East Asia Summit (EAS), Asia-Europe Meeting (ASEM), and other new inter-subregional cooperation forums. 
  • Provide support to ADB Management and other departments on RCI especially in areas of trade and investment.
  • Develop, process, and implement complex regional technical assistance projects such as on trade and investment policy to promote RCI in a strategic manner for the region.

 

Economic Research Work

  • Conduct research on regional development issues related to financial sector development and market integration.
  • Contribute substantially to ADB flagship publications such as the Asian Economic Integration Report with focus on monetary and financial cooperation and integration-related topics.
  • Produce high quality research papers regularly.
  • Provide support to ADB Management and other departments on regional financial sector development and policy cooperation through preparation of briefing notes, speeches, and operational research papers.

 

Knowledge Management and Networking

  • Participate in research dissemination, networking, and capacity building activities either independently or jointly with other institutions.
  • Liaise with developing member country Governments, regional institutions, and international organizations on regional economic cooperation and integration issues.
  • Collaborate with other knowledge and operational departments on RCI-related knowledge and project work.

 

External and Internal Networks

  • Liaise with developing member country (DMC) Governments, and other international institutions on RCI.
  • Develop partnerships with global and regional institutions that deal with RCI initiatives. 

 

Staff Supervision

  • Take the role of team leader and supervise the work of team members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff

 

Qualifications

 

Relevant Experience & Requirements

 

  • A post-graduate degree (preferably at Doctorate level) in economics or related field with specialization in international trade and finance, economic integration, and development economics is required. 
  • At least 10 years of international professional experience (including research and teaching experience during graduate school years) in the field of international trade and finance, economic integration, and development economics is required.
  • Research experience in relevant institutions such as in academia, international organizations, thinktanks, central banks and investment banks is preferable.
  • Ability to undertake economic research independently is required.
  • Relevant publication records in economic research are required.
  • Strong background in econometric analysis is required. 
  • Excellent oral and written communication skills in English are required.

The position ensures compliance with ADB's policies, operations manuals, project administration instructions, and assistance-related documentations. Development, Enhancement, and Maintenance of Financial Projection Models • Develop, enhance, and maintain financial projection models for ADB's asset and liability management, ALM risk measurements, income attribution analytics, cost of carry and duration measurement of equity and financial sustainability analysis. • Provide analytical support for new financial products. • Work with the ALM Team to prepare and analyze ALM dashboard reports. • Ensure timely and accurate reporting generation in terms of ALM and financial planning operations. • Assist in monitoring, measuring, and reporting of funding operations-related liability management. C. IT Systems Design, Development, and Implementation • Take a lead role in the design, development, and implementation of new systems and applications, ensuring at all times that TD's requirements are adequately and satisfactorily met. • Provide best practice approaches in developing quantitative strategic frameworks for financial projection modelling and derivatives financing and valuation. • Support the development and integration of interconnected systems and models and reporting tools as well as data planning within treasury, accounting, and risk management departments. • Fully utilize internal analytical tools for better decision making in coordination with business teams. • Optimize the sourcing and coverage of market data from external providers such as Bloomberg and Reuters to support the operations including pricing, portfolio valuation, and risk analysis. Ensure the integrity and quality of the reference market data. • Design and run model validation tests covering data, assumptions, and algorithm. Investigate issues and propose enhancements. • Develop hands-on knowledge of treasury core applications (such as Finastra Fusion Capital Summit, Numerix, and other similar vendor solutions) at functional and technical levels. • Keep abreast of financial and technological developments and global trends and contribute to the new or innovative approaches in the use of IT applications to streamline business processes for efficiency and strengthen internal controls. D. Assist Member States to strengthen the availability and use of nursing and midwifery workforce data to quantitatively and qualitatively analyse the situation and generate evidence for policydecisions, including the dissemination of WHO's tools and guidelines for theuse of Member States and stakeholders.  3. Provide technical input that would support strengthening systems and processes for the regulation of nurses and midwives with the primary objective of improving quality and safety of health services in support of UHC.  4. Assist Member States by providing technical advice, as and when appropriate, regarding issues on strengthening nursing and midwifery education to prepare the health workforce with the required competencies to address evolving individual and population health needs.  5. Support and advocate for nursing and midwifery leadership at all levels in the process of policy-development and decision-making. 6. You will be based at our Headquarters in Manila, Philippines.   You will report to the Director, PFFM and will oversee National and Administrative Staff.   Your Role As a Financial Management Specialist you will: (a) support the implementation of corporate FM initiatives, development and revision of FM policy and guidance materials; (b) provide operational services in conducting financial due diligence of projects during processing and supervision during implementation, including quality assurance following a risk-based approach; (c) lead and/or support country FM assessments and FM systems strengthening initiatives; (d) coordinate the development and delivery of knowledge sharing and capacity building support to ADB and government staff; and (e) perform other tasks that may be assigned by the supervisor.   You Will: Corporate FM initiatives - Contribute to the development and update of corporate FM policy and guidance materials, including operations' manuals, staff instructions, project administration instructions, technical guidance notes, and other ad hoc guidance on fiduciary matters and strategies. - Review and updates other ADB policies to ensure consistency from a financial management perspective. - Contribute to the development, and monitors the implementation of, the FM functional results-based work plan. - Ensure quality control of financial management inputs in the various operational and non-operational documents in relation to financial management.   Operational support for processing and implementation - Function as a OneADB team member of sovereign operations' project teams on financial due diligence work by supporting / leading the: - Financial management assessments of executing and implementing agencies; - Preparation and agreement of cost estimates and a financing plan; - Preparation of financial projections and conducting financial analyses of the executing and implementing agencies; - Conduct of financial evaluations (financial cost-benefit analyses) including sensitivity analyses of project components that have a cost-recovery objective to assess project financial viability; - Development of mitigation measures to be incorporated as covenants in legal agreements to strengthen institutional governance and enhance project or entity financial sustainability or viability; and - Development of arrangements for financial reporting, auditing, and public disclosure. - Ensure satisfactory resolution of all financial management issues within the One ADB team and escalates any remaining issues for resolution. - Perform quality assurance reviews following a risk-based approach of financial management sections of project documentation and ensures adherence to ADB's financial management requirements. - Support the continuous development and implementation of financial management guidelines and procedures for review of audited project financial statements and audited entity financial statements (APFS/AEFS), monitoring and quality improvement. - Perform/supervise the review of APFS/AEFS for sovereign projects. - Reviews, validates, monitors, and evaluates implementation status of audit recommendations. - Ensure quality control of sovereign operations' reports, briefings and presentations on APFS, AEFS and other financial management related matters. - Supervise the work of consultants.   Country level financial management issues - Support the implementation of public financial management diagnostic studies such as the public expenditure and financial accountability, governance assessments, and the development and implementation of technical assistance projects for strengthening public financial management. - Participate in portfolio review missions and leads / supports dialogue with the government and executing and implementing agencies to address financial issues arising during implementation and help resolve problems. - Support dialogue with government officials on strengthening financial governance at the national, subnational, and sector levels and contributes to the development of country-led FM policy and reforms.   Knowledge sharing and capacity building - Assess, design and/or implement stand-alone and technical assistance related financial management capacity building programs for ADB staff and the staff of executing and implementing agencies. - Undertake knowledge sharing activities and regular communications with counterparts within and outside ADB to keep abreast with the latest developments in international and national financial management and analysis practices.     Other tasks - Represent ADB on international platforms with other multilateral development banks and institutions engaged in audit, financial reporting, and governance. - Supervise the performance of reporting staff. - Ensure ongoing learning and development. - Any other tasks that may be assigned by the supervisor and/or incorporated in the workplan.  Qualifications Relevant Experience & Requirements - University degree in Business, Finance, commerce or related fields, preferably at post-graduate level or its equivalent - Professional qualification in accounting (e.g., CPA, CA) from an internationally recognized institution (e.g., IFAC) is mandatory.
