HeForShe Initiative
Created by UN Women, the HeForShe solidarity movement for gender equality provides a systematic approach and targeted platform on which men and boys can engage and become change agents towards the achievement of gender equality. HeForShe invites men and boys to build on the work of the women's movement as equal partners.
Getting to a world where women and men are equal is not just a matter of bringing men to the cause. The goals of HeForShe are much bigger: systematic, structural change that will equalize the economic, social and political realities for women and men. HeForShe is commencing a new phase (2021 -2025), with programmatic priorities focused on scaling the movement, addressing corporate and social norms, and building an evidence base for masculinities work.
Under the direct supervision of the Chief – Multi-Stakeholder Partnerships and Engagement Section (MPES) in Strategic Partnerships Division (SPD), the Programme Manager - HeForShe is responsible for the leadership, substantive coordination and overall management of the movement, working together with UN Agencies, HeForShe Supporters, Public and Private Institutions including Civil Society Organizations (CSOs) and Academia.
Duties and Responsibilities
Provide programme development advisory services related to HeForShe:
- Provide substantive inputs into HeForShe strategy implementation, programme/ project proposals, briefs, policy dialogue and other documents related to HeForShe; Prepare substantive inputs to the UN Women country office programming in relation to male engagement and masculinities.
- Develop and present a coherent perspective on HeForShe partnerships to help define strategy plans of action for implementation.
- Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on HeForShe programme design.
Monitor the implementation and management of the HeForShe Initiative:
- Provide advisory support to the Regional, Multi Country and Country Offices.
- Lead the implementation of Solutions, Advocacy and Masculinities programme and ensure synergies with country hubs and Regional, MCO/ CO teams.
Oversee technical assistance and capacity development to HeForShe partners:
- Lead or oversee the development and implementation of technical guidance to project/programmes.
- Provide technical advice and guidance to Regional, Country Office and Multi Country Office programme staff on private sector, advocacy and masculinities.
- Provide substantive inputs to capacity building opportunities and initiatives to Regional Offices.
- Serve as lead expert to partners on male engagement and masculinities.
Oversee the monitoring and reporting of the HeForShe programme:
- Ensure that all programming under HeForShe Initiative is monitored, reviewed and evaluated.
- Oversee the proper application of a monitoring system to track progress on program results and indicators.
- Review and write quarterly reports and donor reports.
- Manage the preparation of donor and UN Women reports.
Manage the people and financial resources of the HeForShe Initiative:
- Monitor the programme budget.
- Review financial reports.
- Manage HeForShe staff and consultants.
- Oversee the recruitment process, as necessary.
Establish partnerships and support in developing resource mobilization strategies:
- Identify, develop and implement resource mobilization opportunities in support of HeForShe Initiative.
- Determine programmatic areas of cooperation, based on strategic goals of UN Women, HeForShe Strategy, Regional and country needs and donors' priorities.
- Establish partnerships, draft agreements and monitor their implementation.
- Ensure close cooperation with other UN Women teams; develop alliances and working partnerships.
Lead inter-agency coordination to achieve a coherent and aligned presence for HeForShe:
- Provide substantive technical support to the SPD on inter-divisional coordination related activities by attending meetings, events, and participating in groups and committees.
- Coordinate with other UN agencies, government departments, donors and NGOs to ensure HeForShe is harmonized and aligned with other global efforts.
Lead advocacy, knowledge building and communication efforts:
- Represent UN Women in meetings and policy dialogues on issues related to HeForShe.
- Manage and coordinate across the HeForShe advocacy strategies and their implementation.
- Lead the development of knowledge management strategies and methodologies and products on Male engagement and Masculinities.
- Identify best practices and lessons learned to guide HeForShe improvement and strategy planning; disseminate globally.

- Timely achievement of programme results in line with UN Women Strategic Plan and HeForShe Strategy.
- HeForShe is seen as a leader in engaging men, boys and masculinities work.
- Timely and quality advice and support to Regional, Country and Multi Country Offices.

Required Skills and Experience
Education:
- Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
- Technical experience in broader social norms and specifically male engagement and masculinities work is an asset;
- Experience coordinating and liaising with private and government agencies and/or donors is an asset;
- Experience working in the UN System is an asset;
- Experience in leading/managing a team.
Language:
- Fluency in English is required;
- Knowledge of the other UN official working language is an asset.
