Under the overall guidance of the Chief of Learning and Development, and in close collaboration with other members of the team, the Human Resources Specialist will be responsible for the continuing management, development, implementation and global rollout of the UNICEF Global Mentoring Initiative (as well as other identified strategic organizational development initiatives-e.g. Diversity & Inclusion, etc). The incumbent will also provide support to the improvement of ongoing learning products in support of the overall organizational learning needs, as well as contribute to the strengthening HR capacity building for UNICEF's global HR community to better serve the global staff. Additionally, the HR Specialist will be responsible for the effective evaluation of learning activities under the incumbent's portfolio. The role will also support ongoing management of individual and institutional vendor contracts and partnerships. The role also supports the capturing of innovations and lessons learnt to strengthen learning knowledge management and the promotion of learning best practices across UNICEF and the understanding and application of learning tools and procedures. 

 

How can you make a difference?

Coordination for the Global Mentoring Initiative

  • Serve as the Global Programme Coordinator and single point of contact for the Global Mentoring Initiative, overseeing all aspects of the continuing management, development, implementation and global rollout and evaluation of the mentoring framework at UNICEF.
  • Liaise with HQ Divisions, regional and country offices and other organizational units to provide advice, support and contribute to localized mentoring strategy formulation and implementation, maximizing efficiencies and identifying and promoting mentoring best practices across the organization.
  • In collaboration with business owners, provide feedback and make recommendations on the design and improvement of mentoring related processes for staff to enhance their knowledge and build skills in new areas, ensuring the highest level of client-orientation.
  • Promote and embed the organizational goals and targets for gender equity and cultural diversity in all aspects of the mentoring framework.
  • Establish and maintain a global network of coordinators/project managers for mentoring programmes across the organization.
  • Develop and implement efficient and cost-effective learning experiences for the global network of mentoring coordinators, to ensure consistency and standardization in programme design, methodology, implementation and other approaches.
  • Support the continuing capacity building of mentoring coordinators. Keep abreast, research, benchmark, and implement best and cutting-edge practices in mentoring and contribute to the development of global procedures and introduce innovation through sharing of best practices and knowledge learned, serving as UNICEF's knowledge center for mentoring.
  • Support communication and decision making and organizational insight through collating and dissemination of key data, trends and information on UNICEF mentoring activities globally.

Programme Administration and Mainstreaming of Corporate Mentoring Streams

  • Oversee the management, design, planning and administration of specific organization-wide corporate mentoring programmes with focus on organizational priorities, including end-to-end management and support of the participants enrolled in these programmes.
  • Coordinate each corporate stream ensuring quality assurance and evaluation of the effectiveness of the programme to participants. 

Coordination for learning activities related to Diversity & Inclusion

  • Under the guidance of the Chief of L&D, serve as the L&D focal person and project manager for the organizational learning activities related to Diversity & Inclusion, overseeing all aspects of the management, development, implementation and global rollout and evaluation of various identified D&I learning initiatives at UNICEF.
  • Liaise with HQ Divisions, regional and country offices and other organizational units to provide advice, support and contribute to localized D&I learning strategy formulation and implementation, and identifying and promoting learning best practices on D&I issues across the organization.
  • In collaboration with business owners, provide feedback and make recommendations on the design and improvement of learning activities related to D&I issues, ensuring the highest level of client-orientation.
  • Support the Chief of L&D and other stakeholders to ensure that majority of core, management and leadership development programmes include learning objectives and strategies to enhance and promote D&I.

Strategic Human Resources Capacity Development

  • Under the guidance of the Chief of L&D and in close collaboration with other team members leading HR capacity development project, manage identified learning initiatives for the HR community (including development and implementation of learning paths and curriculum for HR capacity building, eg. Bite-sized learning events, just-in-time learning resources via OneHR Knowledge Connect, OneHR External Knowledge Bank, etc).
  • Support the continuing capacity building of UNICEF's global HR community to better serve the global staff by recommending learning resources which strengthen HR capacity to contribute effectively to business goals.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in various human resources areas and contribute to the strengthening of existing knowledge banks for HR staff globally.
  • Support the capturing of innovations and lessons learnt to strengthen DHR knowledge management and the promotion of HR best practices across UNICEF which enable HR staff to develop skills and competencies and benchmarking towards the understanding and application of global HR policies, tools and procedures. 
  • Serve as a resource person in HR capacity building initiatives to enhance the competencies of clients/stakeholders.

Partnerships & Budget Monitoring

  • Support the administration of all aspects of external vendor contracts that support learning initiatives related to the portfolio under the incumbent's responsibility.  Contribute to ensuring that deliverables are aligned with contract specifications for completion and follow-up actions.
  • Support the team with identifying potential service providers and corporate partners as well as contracting of vendors. Prepare and maintain records, document and control plans for the budget monitoring and utilization of project/programme implementation.
  • Support budget monitoring and financial expenditures of the team, ensuring compliance with UNICEF rules and regulations, budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.

Learning Knowledge Management & Evaluation

  • Provide input in the design and development of data collection systems and status reports from vendors that provides accurate information in response to queries on mentoring and other learning programmes. Troubleshoot if reports are inaccurate or contain incomplete information to optimize data quality. Prioritize the use of status reports as a reference point for managing related activities.
  • Collect and support the analyses and reporting on data to inform decision making on learning strategies, learning needs and training/mentoring adoption globally. Work collaboratively with all mentoring focal points and coordinators to develop regular reports on status of mentoring across UNICEF.

To qualify as an advocate for every child you will have?

  • An Advanced University Degree (Masters) in human resource management, business management, international relations, psychology or other related social science field is required.
  • A minimum of five (5) years of increasingly responsible professional experience in organizational learning and development in an international organization and/or large corporation is required. Experience in learning technologies, design and delivery of learning programmes, including mentoring programmes, would be an advantage.
  • Strong project management, planning and organizational skills. Analytical skills and ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations.
  • Experience of working with service providers and contractors and experience in financial and budget monitoring is required. Knowledge of UNICEF financial and contracting policies and procedures is an advantage.
  • Excellent oral and written communication and interpersonal skills with proven ability to take initiatives and build strong, productive relationships. Ability to communicate effectively in a diverse organization, tailoring language, tone, style and format to match audience. Experience and skills of facilitating virtual events would be an advantage.
  • Demonstrated ability of providing technical and strategic leadership to partners in designing and implementing successful learning strategies.
  • Experience in supporting the design, administering and working with a Learning Management System is desired. Familiarity of working with e-learning development tools would be an advantage.
  • Fluency in English is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.

The Position: The Platforms and Services Specialist will take the lead in overseeing and managing IT end user services, global networks and on-premise equipment. The Platforms and Services Specialist will be the lead in overseeing the efficient and secure operation of a diverse range of IT platforms and services that are critical to UNFPA's global operations. You will provide strategic direction, manage a team of technical professionals, and collaborate with stakeholders across the organization to ensure IT infrastructure and services support UNFPA's mission and strategic goals. You would be responsible for: The Platforms and Services Specialist is responsible for overseeing and managing IT end-user services, global networks, and on-premise data center(s). This will have a particular focus on ensuring smooth experience for users across collaboration tools, productivity tools and end points. You will be a senior member of the team, expected to ensure that solutions across technical areas are aligned. You will be working closely with IT team members as well as vendors, partners and decentralized IT focal points in our regional, country and liaison offices.   A. End User Services: - Oversee the design and operation of HQ and global end user support, including desk-side support, remote support and conferencing support as needed - Oversee the design and operation of global standards, procedures and technologies for personal computing devices (laptops, phones, tablets etc), software installation and patch management; - Oversee the design and operation of global communication and collaboration platforms for information workers. This encompasses global conferencing and online meeting services, productivity suite tools as well as global communication communications including mail; Instant messaging; Social communities; Audio conferencing; Video conferencing; Standard telephone; - Oversee the design and operation of secure and reliable network access services for end users both on premise and for remote access; - Oversee and ensure the provision of outstanding IT customer service to internal end users B. Global Networks and on-premise Data Center: - Oversee the design and operation of the HQ and global network to provide a reliable and secure network infrastructure used to deliver telecommunications services including voice, video and high speed data; - Oversee the data network, including domain services, internet connectivity, edge solutions / load balancing, virtual private networks, and voice network infrastructure. - Proactively identify and address potential security threats and vulnerabilities. - Research emerging technologies and make appropriate recommendations to improve network performance, security and reliability. - Manage and maintain the limited on premise data center ensuring high availability and performance for services that still need to be on-premise. - Set standards for equipment in the limited on premise server rooms in field offices. C. T4D advisory services related to Census: - Contribute to UNFPA programmes supporting Census activities including advisory services related to design and implementation of networks and end user devices for Census projects. D. Leadership & Management: - Lead and inspire a team of IT professionals, providing coaching, mentoring, and performance management. - Build and maintain strong relationships with stakeholders across the organization, including program teams, senior management, and external partners. - Monitor and report on key performance indicators (KPIs) for IT platforms and services. - Manage and oversee IT projects including new system implementations and system upgrades; - Develop and implement ICT policies and standards including architecture, disaster recovery, procurement and service provision; - Manage procurement strategy of computers and hardware, and maintenance of license and asset management process and systems; - Negotiate and set Service Level Objectives and Agreements (SLOs and SLAs) with partners, vendors and business units, as appropriate; - Select and manage external vendors and contractors; negotiate and maintain ongoing contracts; - Contribute technical inputs to the development of corporate ICT strategy and annual work plans to meet the organization's business goals and information technology requirements; - Coordinate with UNFPA country offices to guide and ensure the implementation of ICT standards, quality control and change management globally. Ensure regular network and knowledge sharing meetings. E. Carry out any other duties as may be required by UNFPA leadership.    Qualifications and Experience:  Education:   - Advanced university degree in Information Technology, Business Administration or related discipline.  - A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.     Knowledge and Experience:  - 7 years of specialized relevant experience is required related to delivering global IT services in a highly decentralized environment; - IT infrastructure and operations management. - Proven experience managing a team of IT professionals. - Strong understanding of IT best practices and security standards. - Excellent communication, interpersonal, and leadership skills. - Experience working in a multicultural environment. - Experience with UN entities in ICT projects is desirable. The CRM Specialist will be the lead in ensuring existing and future business needs are met and will ensure UNFPA evolves, enhances, and maintains the solution in line with the growing scope, demand, and digital opportunities within the Business area. You would be responsible for: The CRM Specialist is responsible for managing small to complex projects related to Customer Relationship Management (CRM) information systems. You will work closely with business representatives to support the day-to-day configuration, support, maintenance, and improvement of the CRM solutions as well as to work with internal and external resources for the design, development, deployment, and continuous improvements of further functionalities.   A. Business analysis, product management - Work with internal business stakeholders to define business requirements, review processes, and related business rules - Analyze business scenarios and identify opportunities for improvement through automation, system enhancements, ERP integration, and/or process changes - Conduct Fit/GAP analysis, process mapping, root-cause analysis and requirements gathering - Work with internal and external stakeholders on the functional and technical study for cross-cutting business processes review and integration envisioning with external systems, such as ERP, Contracts Management, and the Planning modules; - Develop functional specifications and high-level prototypes - Provide strategic inputs and best practices on CRM to ITSO management and UNFPA's functional units, from experience within the non-profit and, preferably, the UN system - Create, communicate, update, and realize the CRM project roadmap in coordination with internal and external resources B. Carry out any other duties as may be required by UNFPA leadership.  Qualifications and Experience:  Education:   - Advanced university degree in Information Technology, Business Administration, or related discipline.  - A first-level university degree in combination with 2 additional years of qualifying experience and additional Salesforce certifications may be accepted in lieu of the advanced university degree.   Knowledge and Experience:  - Minimum 5 years of relevant experience.  - Specialized relevant experience with CRM systems: experience with big Salesforce (Sales Cloud and/or Marketing Cloud) implementation projects for international organizations is an asset. - In-depth knowledge of Salesforce CRM: Salesforce certifications in the area of Marketing and Sales Cloud are desirable. - Experience assisting in the definition of systems strategy, gathering and documenting business requirements, leading fit-gap analysis, as-is and to-be business process designs, conference room pilots (CRPs) functional configuration, testing, and client user training. - Excellent communication skills and experience presenting CRM  processes to business/process owners - Strong analytical skills, ability to supervise staff, ability to work under pressure and prioritize tasks - Experience with UN entities in ICT projects is desirable. UNDP's corporate procurement functions lie within the Office of Procurement (OP).     The Office of Procurement is responsible for the development of procurement policy, corporate procurement services, procurement advisory services, as well as strategic procurement services to Country Offices and Central Bureaus. In addition, OP provides capacity building to the UNDP global procurement function.  OP supports UNDP's programme delivery in line with UNDP's Strategic Plan 2022-2025 and follows best practices in public sustainable procurement and the rules and regulations of UNDP, the accountability framework, while ensuring appropriate risk management for UNDP.   We are a global team based in New York (USA), Copenhagen (Denmark) and in Cyberjaya (Malaysia), with additional Regional Procurement Specialists located in each Bureau Hub (Panama, Addis Ababa, Amman, Istanbul and Bangkok). The Central Procurement Team (CPT), of the Office of Procurement based in New York, provides procurement support services for UNDP business units by centrally coordinating all procurement transactions over $10K. It serves central bureaus within UNDP to ensure cost and time efficiency, required compliance and added value to clients.  Those central bureaus identify procurement needs and make decisions, while CPT provides procurement services and guides the client through the process and decides on the best sourcing strategy. Routing procurement requests through CPT will lead to a quicker turn-around time, and a higher quality, cost-effective outcome.   Duties and Responsibilities Under the overall guidance and supervision of the Team Leader, CPT, the Procurement Specialist is responsible for management of procurement portfolio for CPT and effective delivery of required services assuring the best value for money. He/she acts as a 'one-stop shop' for all procurement requirements of CPT. He/she manages various procurement related projects and provides solutions to a wide spectrum of complex issues related to procurement. He/she promotes a collaborative, client-focused, quality and results-oriented approach in the Unit. The Procurement Specialist works in close collaboration with the other members of the CPT team, colleagues in Office of Procurement and BMS, and other external stakeholders on related functional matters. He/she is expected to be able to manage projects with a notorious level of autonomy, ensuring quality in the process and outcomes. The key results have an impact on the overall Unit's efficiency in procurement management and success in establishment and implementation of operational strategies. Strategic approach to procurement, establishment and implementation of the monitoring and control system, timely and appropriate delivery of services, introduction of e-procurement ensures client satisfaction and overall timely delivery of UNDP programmes and projects. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.   1.   Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: - Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system. - Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit, harmonization of the workflows in the office. - Elaboration and implementation of cost saving and reduction strategies. - Conceptualization, elaboration and implementation of contract strategy in the Unit including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment. - Conceptualization, elaboration and implementation of strategic procurement in the Unit including sourcing strategy supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. - Establishment of Long-Term Agreements for complex goods and services.  - Participate in periodic meetings of the office and of the Unit in order to provide prompt and timely advice in the planning of resources and activities. 2.   Ensures efficient management of procurement processes for the clients focusing on achievement of the  following results: - Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation. Act as the client's focal point on procurement plans, coordinate workload among CPT teams, work closely with client to develop the best souring strategies and in line with the procurement plans and ensures best interest of UNDP.   - Establishment and implementation of proper monitoring system and control of procurement processes for goods, services, as well as individual consultants including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, review of bids/proposals/CVs, interviews, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.  - Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP). - Proactive Management of procurement contracts and Quantum related processes.  - Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. - Management of the implementation of the procurement processes monitoring system and mechanisms to  eliminate deficiencies in procurement. - Establishment and implementation of harmonized procurement services and elaboration of proposals on common services, introduction and management of joint procurement for the UN Agencies in line with the UN reform. - Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.  - Support in the different activities that are assigned by the Office of Procurement Director or the Chief of the Central Procurement Unit that relate to the procurement unit.  3.   Ensures introduction and implementation of sourcing strategy and e-procurement tools - Implementation of the strategic procurement in CPT and clients including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. - Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. - Implementation of activities for establishment of Long-Term Agreements with vendors.  - Management of e-procurement module. 4.   Ensures facilitation of knowledge building and knowledge sharing in the Unit focusing on achievement of the following results: - Organization of training for the operations/projects and well as CPT staff on Procurement processes, best practices, coordinate clients training and capacity building in procurement and contract management. - Organization of trainings for the clients on Procurement on quarterly basis. - Synthesis of lessons learned and best practices in Procurement, processes, and support CPT in the digitalization process. - Sound contributions to knowledge networks and communities of practice. - Review procurement cases before submitted to oversight committees to ensure quality check, value for money, and consistency and increase the quality assurances for CPT. If this qualification has not been acquired at the time of application, it should be obtained within one year of recruitment. For the purpose of this recruitment process, applicants are required to have a minimum of CIPS Level 3 qualification at the time of application.   Experience: - A minimum of five (5) years  (with master's degree) or seven (7) years (with bachelor's degree) of progressively responsible experience in procurement, contract management, contract administration, logistics/supply chain management or related area is required.  - At least two (2) years of direct experience in procurement management is required. - Relevant experience in international operations, international organizations specially working with developing countries is highly desirable.   - Experience in all phases of high-value procurement operations is desirable.  - Experience in UN/UNDP Enterprise Resource Planning (ERP) systems is an added advantage  - Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems including SharePoint, database and e-commerce is required - At least 2 years supervisory role in managing procurement team is added advantage Language: - Fluency in English is required.
