Organizational Setting and Reporting Relationship
The position of Regional Cooperation Specialist is assigned to the Regional Cooperation and Integration Unit (CWRC) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines and may be assigned in one of CWRD's Resident Missions. Relocation is required, all reasonable relocation expenses will be covered
You will report to Regional Head, CWRC and work with Head of the Central Asia Regional Economic Cooperation (CAREC) Secretariat, and a team of CAREC consultants. You may oversee junior team members.
Your Role
As Regional Cooperation Specialist, you will help implement CAREC Strategy 2030, including supporting the CAREC Secretariat, identifying and implementing ADB initiatives and TAs for the CAREC Program, implementing sectoral and thematic CAREC strategies, and policy support to RCI in CAREC countries. You will collaborate with CAREC DMCs, development partners, and ADB's sector and thematic teams.
You will:
- Implement CAREC Strategy 2030
- Help enhance the quality of regional cooperation in CAREC Program by supporting all CAREC operational clusters and crosscutting themes; and implementation of the recommendations of the Midterm Review of CAREC Strategy 2030.
- Undertake analytical work to promote regional cooperation agenda in CAREC and CWRD countries.
- Conceptualize, process, and administer regional technical assistance (RETA) projects related to CAREC Program or CWRD's RCI activities. Contribute to identification and mobilization of funds for RETAs; and to RETAs portfolio management.
- Contribute to the development of a pipeline of regional investment projects and help build regional cooperation elements in relevant projects.
- Support CAREC Secretariat
- Help the roles of the CAREC Secretariat, through leading or supporting organization of key institutional activities (e.g., Ministerial Conferences, Senior Officials' Meetings, working group meetings, and others) and dialogues, and other related events.
- Be the Secretariat focal point on selected CAREC countries and CAREC sectors/themes which may include transport, energy, economic corridors, water resources, tourism, digital and other sectors/themes.
- Coordinate with Resident Missions on country programming and monitoring of the rolling pipeline of regional projects. Support prioritization for projects for funding through thematic pool, trust funds, and cofinancing from external partners.
- Support regular exchange of information and collaboration with multilateral and bilateral agencies, and CAREC development partners.
- Support the CAREC results framework. Collaborate with other CAREC development partners and monitor and prepare analytics on CAREC performance in the context of the results framework.
- Lead the RCI classification exercise to ensure RCI projects are identified and classified in the system.
- Review and comment on ADB's RCI-related economic and policy analysis work. Provide RCI assessments for and strengthen RCI focus of country partnership strategies (CPSs) and other relevant ADB documents.
- Help strengthen the CAREC brand recognition and communication strategy; implement outreach programs; produce high-quality knowledge sharing products.
- Collaborate with CAREC focals in EARD, Climate Change and Sustainable Development Department (CCSD), Sectors Group (SG), and with other ADB Departments and offices.
- Support coordination and cooperation with the CAREC Institute, Asian Development Bank Institute, the CAREC Think Tank Network, regional and non-regional think tanks/research and development organizations on enhancing analytical underpinnings of the CAREC Program.
- Oversee the performance of reporting staff with oversight from a more senior staff, providing clear direction and regular monitoring and feedback on performance.
Qualifications
You will need:
- A University in Economics, Development Management, Public Policy, International Relations or other related fields; preferably at post-graduate level or its equivalent.
- At least 6 years of relevant professional experience in regional cooperation and integration, preparation and implementation of strategies, climate change, economic corridors, and other relevant areas.
- International experience working in several countries, including experience in CAREC countries.
- Analytical proficiency, and numerical skills.
- Written and verbal proficiency in English.
- Experience working in a diverse cultural context and work as a constructive team member.

You will report to the Country Director (CD), ARRM with a matrix reporting to the Regional Head, Operations Coordination Unit (CWOC) of CWRD. You will oversee junior team members.
Your Role
As Country Operations Head, you will assist the country director in the sound management of operations in the assigned resident mission. You will coordinate country programming, business planning, quality assurance, and portfolio monitoring and organize the provision of operations services to project teams.
You will do:
a. Country Portfolio Management and Programming
- Lead the country portfolio performance review. You will be responsible for management, monitoring and reporting on sovereign and non-sovereign operations (programming, pipeline and portfolio management) at country level to achieve country Key Performance Indicators. Provide high-level guidance on operational issues and compliance with ADB policies. Actively takes part in operations and portfolio networks, facilitated by Regional Operations Coordination and Procurement, Portfolio, and Financial Management Department.
- Guide project teams on country-specific project and portfolio management issues and leads portfolio, programming and pipeline related missions and activities with government. Oversee project related communication and coordination with government and stakeholders. Consult with clients to swiftly resolve country-wide issues, and coordinate the resolution of project-specific issues, in collaboration with the solutions departments/offices.
- Support CD in assuring that project/TA implementation arrangements are designed to meet country context. Guide sectors in the design and processing of projects to ensure that they are delivered to promote ADB's regional and country priorities, meet DMC needs, and fit the local context.
- Oversee the country programming including the allocation of operational resources in the country in collaboration with sector groups, Private Sector Operations Department (PSOD)/ Office of Markets Development and Public-Private Partnership (OMDP) and the regional operations coordination office. You will work with country management team members to create a portfolio of cross-cutting and innovative projects that meet client needs and advance ADB's priorities, e.g. climate change and Private Sector Development.
- Maintain pipelines and oversee progress of lending and non-lending by monitoring and facilitating the work of solutions departments for the delivery of the country program. Liaise with development partners on co-financing opportunities. Provide inputs into Country Partnership Strategy (CPS) and CPS reviews from a programming, pipeline and portfolio management perspective.
- Advise CD and backstops the quality of project-level documentation, concurrences and decisions for sovereign operations and technical assistance, as determined by Staff Instructions and Project Administration Instructions. Liaise with Regional Operations Coordination Head on all matters of quality assurance.
b. Work Planning
- Support CD and the country management team in preparation of the Resident Mission's work plan and alignment with regional department KPIs.
- Be the head of the secretariat to the country management team, supporting the CD to set standard operating procedures for its effective functioning.
- Organize and advise on the provision of certain operations services (e.g., safeguards, procurement, financial management) and thematic services (e.g., climate change, gender), to ensure adequate support to project teams delivering operations in the country
c. Capacity Development
- Organize and provide operational capacity development to staff and external clients on sovereign operations management.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide mentoring to team and individuals and ensure their ongoing learning and development.
- Undertake other activities as designated by CD and Regional Operations Coordination Head. Coordinate with Head Regional Operations Coordination and Head Regional Cooperation and Integration, Lead Economist and Head, Private Sector Development.
Qualifications
You will need:
- Master's Degree, in engineering, finance, economics, business administration or related fields. University degree in engineering, finance, economics, business administration and related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 12 years relevant professional experience in managing projects, portfolios and pipelines for development institutions. International experience working in development in several countries.
- Experience in building capacity of staff in projects or processing of loans/technical assistance. Proven management and leadership qualities.
- Demonstrated cultural sensitivities.

The position of Senior Adaptation Solution Specialist (Water) is assigned to the Climate Change, Resilience, and Environment (CCRE) Cluster within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, Climate Change and will oversee national and administrative staff.
Your Role
As a Senior Adaptation Solution Specialist (Water), you will play a leading role in the development and deployment of ADB's institutional approach and strategies on adaptation and resilience in the context of water sector infrastructures such as water supply, sanitation and hygiene (WASH), hydropower, irrigated agriculture, urban drainage, water resources management and flood risk management; provide support to Sector Groups with up-to-date and accurate information, analysis, and assessments needed to make the case for increasing investments in adaptation and resilience in the water sector; provide support and strengthening institutions, knowledge and capacity for implementing resilient water operations.
You will:
Strategy and Planning
- Lead ADB's programs and initiatives on adaptation and resilience to scale up ADB's investments that maximize resilience outcomes through water-related operations and play a pivotal role in the development and implementation of relevant strategies and programs.
- Support ADB's country programming and pipeline development (sovereign and nonsovereign) from water infrastructure and resilience perspective.
- Support linking ADB water resilience initiatives with wider initiatives being pursued by ADB and regional and global organizations/professional bodies.
- Support the mobilization of financial resources for initiatives on water resilience.
Operational Support
- Lead and provide technical assistance support to ADB's developing member countries (DMCs) and Sector Groups and Private Sector Operations to conceptualize and design investments in adaptation and resilience in the context of water-related operations based on understanding of risks, preventing maladaptation, promoting innovative solutions for reducing risk (such as through nature-based solutions and efficient use of water resources) and to manage residual risk (such as through monitoring and early warning systems), and targeting social vulnerability.
- Participate in projects and technical assistance (TAs) missions and provide technical support throughout the project cycle to help assure improved quality at entry, oversee and monitor project performance, and extract lessons learned for the design of new investment and TA projects, and other activities.
- Co-lead processing of selected full-adaptation projects (Type 2B) with focus on water resilience.
Knowledge Sharing
- Lead the development and dissemination of relevant knowledge and innovation work and target capacity building on adaptation and resilience in the context of water-related operations.
- Explore opportunities and strengthen partnerships to share global good practices to inform the preparation of ADB resilient investments specifically in the context of water infrastructure development.
- Support ADB to liaise with external development partners including other multilateral development banks (MDBs), knowledge/policy partners, private sector, and civil society with a view to exploring opportunities for external cooperation and knowledge sharing with regard to adaptation and resilience in the context of water sector.
- Represent ADB in international forums and technical working groups on water and resilience.
Qualifications
You will need:
● Master's degree, or equivalent, in engineering, hydrology, water resources management, natural resources management or other related subjects or relevant fields with significant water sector competence; or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered.
● At least 10 years of international work experience in the field of adaptation and resilience in the context of water-related operations preferably in the Asia and Pacific region.
● Demonstrated experience with water sector adaptation solutions, approaches, and tools to increase resilience and pursue low-carbon development.
● Demonstrated experience of carrying out risk assessments in the context of water infrastructure.
● Demonstrated managerial skills and experience leading professionals, teams, and project missions on technical matters related to water resilience.
● Familiarity with operations, policies, and procedures of multilateral financial institutions is preferred
● Ability to utilize and share relevant knowledge to benefit the broader ADB community and support south-south knowledge transfer.
● Must be a strong team player and an efficient negotiator.

· Understanding controls or actual operation experience around budgeting, corporate finance, procurement, human resource management, asset management, IT system development, and other corporate processes.
· Project management skills for managing the audit team and consultants. Analytical skills, making informed decisions, applying ethical standards and handling sensitive information responsibly.
· Demonstrated experience conducting a variety of assurance and advisory engagements. Written and verbal proficiency in English, including the ability to prepare and discuss audit issues and advisory suggestions at all levels and to produce factually accurate audit reports.
· International experience working in several countries.
· Experience working in a multicultural environment with people of diverse backgrounds.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.

Organizational Setting and Reporting Relationship
The position of Senior Operations Specialist is assigned to the Operations Coordination Unit (SAOC) within the South Asia Department (SARD). You will be based at the Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Regional Head, Operations Coordination Unit of SARD and will oversee junior team members.
Your Role
The Senior Operations Specialist will contribute to quality assurance and preparation of management briefing materials; review project documents; lead, monitor and administer ongoing loans, grants, and TAs, and provide support SARD Management.
You will:
- Prepare clear and evidence-based management briefs and talking points on macroeconomic developments, policy reforms, and possible effects for ADB operations for SARD Management, for internal (BRC, ORM) and external meetings (AGMs, visiting dignitaries) under the guidance of Regional Head of Operations and Coordination.
- Help coordinate the development and processing of selected loan, grant, and technical assistance projects, in particular project readiness.
- Support SARD Management during meeting with preparation of record of discussions and minutes.
- Contribute to reviews of project documents to ensure robust diagnostics, strong results frameworks, and alignment with Country Partnership Strategy (CPS) and country priorities and adherence to Operations Manual and related Staff Instructions.
- Strengthen SARD's capacity to demonstrate development effectiveness and value addition of ADB operations.
- Review the adherence of procedures in procurement, recruitment of consultants, and contract administration to the ADB Guidelines and project administration instructions.
- Support preparation of WPBF and monitor the delivery of the pipeline of projects and technical assistance to ensure delivery of the corporate results framework.
- Review corporate reports from other departments such as SPD, PPFD, OAG, and ORM as assigned.
- Provide inputs for standardization and improvement of guidelines, business processes in connection with country systems and related plans, including assistance in drafting of policy papers, reports, briefings, guidance notes, staff instructions and similar documents.
- Contribute to country programming missions and tripartite country portfolio review missions.
- Innovate in supporting portfolio management in smaller Resident Missions with low portfolio management and project implementation experience.
- Support the monitoring and administration of ongoing loans, grants, and TAs through the departmental management information system (MIS), multiple dashboards and other tools, and provide advice to SARD Management.
- Lead the processing and implementation of technical assistance related to capacity development, for governments, project executing and implementing agencies, ADB staff, contractors and consultants on policy and procedural matters.
- Mentor SARD local staff and share knowledge on best practices in portfolio management bankwide.
- Represent the department in working groups as assigned.
Qualifications
You will need:
- Master's degree, or equivalent, in economics, public policy, legal, or other related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years relevant experience in programs, project and management, policy research, or other related areas.
- Experience processing and/or administering loan, grant, and TA.
- Knowledge of procurement, consultant recruitment, and contract administration procedures in ADB or other multilateral development banks.
- Expertise within a specific area or scope across multiple areas with in-depth knowledge within one area.
- International experience working in several countries, including South Asia.
- Credibility in field of expertise, including leading projects and in sharing relevant knowledge to benefit the broader ADB community.
- Knowledge in commonly used software in ADB for word-processing, spreadsheets, presentation, and graphics.
- Can liaise effectively with key clients in the developing member countries.
- Written and verbal proficiency in English.

Your Role
As an Operations Specialist, your role is to offer technical advice on specialized knowledge to develop and enhance operational and knowledge management practices, policies, and guidelinesaligning with ADB's overarching mission to reduce poverty.
You will:
- Support in establishing and cascading the regional department's goals, aligned with the region's needs and ADB's strategic priorities, and the regional department's key performance indicators (KPIs).
- Support allocation of lending and non-lending operational resources in the region.
- Advise resident missions on the annual and medium-term programming of projects and other activities for the regional department and supports preparation of the regional work program.
- Lead preparation of background papers and briefing notes.
- Lead document review of selected country operations subject to concurrences and approvals by the regional department and the Accountability and Decision-Making framework.
- Support design and monitoring of selected country work programs.
- Provide regional guidance on operational issues and compliance with ADB policies, instructions and rules.
- Backstop the quality of project-level documentation and decisions for sovereign operations and technical assistance, as determined by business processes.
- Coordinate with selected thematic and sector offices.
- Guide processing and project administration teams on Staff Instructions, Step-by-Step Guide and Project Administration Instructions.
- Perform other tasks as may be reflected in your workplan.
Qualifications
You will need:
- University degree in Economics, Finance, Engineering, or other related fields preferably with post-graduate level or its equivalent.
- At least 6 years of relevant professional experience including international experience working in several countries. Experience in Central and West Asia region will be an advantage.
- Good knowledge and hands-on experience in programming of pipelines, portfolio management, project management and policy and project evaluation.
- Knowledge of sector or thematic operations.
- Familiarity with operations and project administration guidelines, or similar documents related to portfolio and project evaluation and implementation.
- Written and verbal proficiency in English.
- Leadership, analytical and interpersonal skills.
