The position     The Chief of the UNFPA Representation Office to the AU and the UNECA will proactively support a coordinated Pan African engagement with the African Union Commission (AUC), the UN Economic Commission for Africa (UNECA) and relevant regional and multilateral partners to advance collaboration with UNFPA on issues of common interest, including the integration of the ICPD agenda in continental frameworks and the follow up and reviews of the ICPD Programme of Action,  including the Addis Ababa Declaration on Population and Development, and other related regional and global development agendas as well as the implementation of those agendas and relevant continental instruments, especially those on sexual and reproductive health and rights, youth, women's empowerment and gender equality. Working closely with, within and through Regional teams, the incumbent will provide a constant and senior level interface with Officials of the African Union Commission and other Organs and Specialized Agencies, Ambassadors of African Union (AU) Member States accredited to the African Union and Regional Economic Communities (RECs), as well as undertake relevant strategic political engagement at the bilateral level in Capitals in collaboration with respective Country, Regional and Executive Leadership teams.  Crucially, the incumbent serves as a senior strategist for policy dialogue and resource mobilization, leveraging relationships with International Financial Institutions (IFIs) and continental funding mechanisms to support the UNFPA mandate. B. Representation - Represent UNFPA at the highest levels of policy dialogue and events with the African Union (AU), its constituent organs and the UNECA with regards to programming and policy matters, including Member States, major international partners and civil society organizations; - Interact with AU, UNECA and their organs, including the African Union Development Agency (AUDA-NEPAD) and the Pan African Parliament, to position UNFPA positively and proactively, especially regarding ICPD and related issues; - Promote the One Africa Leadership team, working closely and conferring with the Regional Directors for the Arab States Region, the East and Southern Africa Region and the West and Central Africa Region; - Tied to the Decade of Action and ongoing UN reform with an emphasis on sustainable development espoused in the goals and ambitions of the ICPD agenda, network with all relevant partners to ensure a platform for support for UNFPA's mandate; - Represent or support UNFPA's mandate in relevant intergovernmental negotiations to advance the ICPD agenda; - Lead the preparation of environmental scans on continental issues of relevance to ensure that UNFPA African Regional Offices and senior management at HQ are positioned to pursue policies that promote the cooperation with Africa's continental bodies and leadership; - Together with the Regional directors, inform continental wide approach on issues relevant to the ICPD agenda and ensure UNFPA's mandate and regional coordination within the framework of AU/UN cooperation; - Serve as the link to UNFPA on communication regarding the AU and UNECA, especially those political and strategic activities and initiatives that will have an impact on possible AU-UNFPA and UNECA-UNFPA cooperation; - Advise on and facilitate visits by UNFPA's senior leadership to Addis Ababa and other venues for AU and UNECA meetings and events; - Serve on the Interdepartmental Task Force on African Affairs (IDTFAA) Director's level convened by the Office of the Special Adviser on Africa (OSAA), and represent the Executive Director at the Principals level when appropriate; - Ensure that the UNFPA Office at the African Union represents UNFPA at regional and sub-regional ministerial and expert group meetings with the view to promoting the integration of population related issues into Africa's development debates; - Participate in panel discussions, and high-level consultative meetings on AU's strategies; - Provide briefings for UNFPA senior officials on AUC and UNECA; conversely, brief the AUC and UNECA and their related organs on UNFPA and its key mandate areas and programmes as relevant in consultation with the Country and Regional Offices.  C. Resource Mobilization and Strategic Financing - Proactively represent UNFPA with the donor community present in Addis Ababa to ensure continuing and increasing income (non-core); - Serve as a strategic liaison for funding proposals from relevant UNFPA programme units with the donor community and continental funding bodies; - Coordinate with the Division for External Relations to ensure consistency with institutional priorities and strategies with donors; D. Partnership strengthening and Policy Dialogue - Enhance HQ and Africa Region advocacy efforts by tailoring information and media outreach to the representatives accredited to the AU and for their countries and organizations collaboration with UNFPA; - Maintain and enhance partnership with AU Commissioners, Department Directors, African Ambassadors accredited to the AU, UNECA and heads of regional institutions based in Addis Ababa, executive directors of Africa's Regional Economic Communities (RECs), AUDA-NEPAD Secretariat, and heads of UN agencies convening the AUDA-NEPAD Cluster groups; - Interface with and actively engage African Union Commissioners, RECs, Pan African Parliament and sub-regional institutions in policy dialogue and advocate for mainstreaming key tenets of the ICPD Programme of Action (including, the integration of RH in HIV/AIDS interventions) in their policy frameworks, programmes and action plans that would be approved at continental and sub-regional levels; - Build strategic alliances with International NGOs, the private sector, local CSOs, non-traditional partners and the Media working with the AUC to broaden the base of political and financial support for UNFPA; E.
