Organizational Setting and Reporting Relationship
The Director for Enterprise (Application) position is assigned to the Digital for Institution Division (ITIN) within ADB's Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB's operational activities, corporate functions, and knowledge exchange in Headquarters and Field Offices. ITIN provides digital solutions by delivering and supporting software application/data/business process management service products. The division provides digital solutions to support financial, risk management, corporate, and administration systems.
You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director General, ITD and will oversee assigned Technical International and Local Staff.
Position title upon appointment is Director, Digital for Institution Division.
Your Role
You will develop and execute the software development strategy aligned with ADB's Strategy 2030 and enterprise resource planning priorities for finance, human resources, risk management, corporate and administration, and other institutional systems.
You will monitor and anticipate external technological trends, ensuring ADB's software/ application architecture stays current with data protection and cybersecurity..
You will oversee software deployment and translate requirements into actionable development programs. You will also evaluate the viability of recommended changes in software development methodologies, processes, and standards for implementation.
You will manage the evolution of technology platforms, support governance standardization, and integration for reporting and efficiency.
You will lead the development of solutions and products in collaboration with a product lead. You will monitor the use of the platform to ensure its use. You will drive adoption of modern software development methodologies, including agile, DevOps, test automation, and continuous integration/ continuous delivery (CI/CD).
You will:
- Plan and manage the entire product portfolio to ensure alignment with the corporate priorities.
- Lead a product management team and define and align the vision, strategy, and product roadmap.
- Present visionary innovations and strategic decision proposals.
- Lead team through the brainstorming, technical development, and launch of products.
- Drive product development for operations and knowledge management.
- Develop a diverse, equitable, and inclusive team of product managers and product leaders.
- Establish shared vision across the division by building agreement on priorities leading to product execution.
- Integrate usability studies, research, and market analysis into product requirements to enhance user satisfaction.
- Define metrics to measure the success of products.
- Maximize efficiency in a constantly evolving environment where the process is fluid and creative solutions are the norm.
- Manage multiple products, scale teams, and ensure we are set up for success by establishing clear and measurable goals.
- Identify and initiate opportunities for new projects or focus areas.
- Explore latest technologies to Identify innovation opportunities following ADB's priorities.
You will need:
- Master's Degree, or equivalent, in Management Information Systems, Computer Science, Business Administration, Accounting, or related areas; or University degree and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years work experience implementing large-scale IT initiatives. 10 years of which must have been in team leadership on relatively big systems development projects with supervisory experience.
- At least 10+ years of experience in Product Management or Product Design.
- International experience working in several countries.
- Familiarity with software development lifecycles (SDLC) and Agile methodologies, DevOps, CI/CD, and testing/quality assurance.
- Experience in IT service management processes.
- Broad knowledge of current and latest technologies, technology directions, and strategic application to business needs.
- Familiarity with strategic agenda, resource planning, and related policy architecture of multilateral banks.
- Has experience working in a team setting, is proficient in leading agile development teams, and is familiar with the relevant platforms and embedded systems on which the software solution is deployed on.
- Knowledgeable of cloud and mobile computing.
- Can set operating policies, display a forward-looking perspective, and is inspirational in envisioning the future of software and applications.
- Excellent written and verbal communication skills in English are required.
- Ability to present written materials in an organized, logical, and succinct manner.
- Has the ability to collaborate with all types of internal and external clients.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment.
