MSF ou Médecins Sans Frontières est une organisation humanitaire internationale qui apporte une aide médicale d'urgence à des populations confrontées à des crises menaçant leur survie, et ce, depuis bientôt cinquante ans. D'ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d'intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c'est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c'est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l'oubli, alerter l'opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l'aide, ou lorsque l'assistance est détournée de son objectif premier pour servir des intérêts politiques. 

 

Réunies autour d'une même charte, les équipes de MSF sont composées de personnel médical, logistique et administratif venant de tous les continents. Contexte & Mission

Médecins Sans Frontières est une organisation médicale et humanitaire internationale indépendante qui fournit des soins aux personnes dans le besoin, aux personnes touchées par des catastrophes naturelles ou causées par l'homme et aux victimes de conflits armés, sans discrimination et sans tenir compte de la race, de la religion, des croyances ou de l'appartenance politique (Charte de MSF).

Dans un environnement comptable et fiscal de plus en plus complexe, en charge de la bonne gestion de la comptabilité du siège de MSF Suisse et en assure le bon fonctionnement.

Principales responsabilités

Supervision de la comptabilité siège

· Détermine les objectifs du service en collaboration avec le Head of Global Accounting

  • Définit les processus comptables adaptés aux risques pour MSF Suisse,
  • Effectue des contrôles routiniers, mensuels, trimestriels, annuels, etc du travail des autres membres de la comptabilité du siège
  • Est référent pour les questions comptables
  • Supporte et forme les autres membres de l'équipe comptable, et plus généralement l'ensemble des staffs lors du déploiement d'outils impactant tous les employés (gestion factures, notes de frais, etc)
  • Participe aux évaluations des employés

Comptabilité générale et analytique siège

  • Assure la bonne comptabilisation et le bon suivi de l'ensemble des comptes de comptes de bilan et de résultat suivis par la compta siège (lui étant alloués directement ou aux autres membres du service)

TVA

  • Est référent pour les questions fiscales liées à la TVA auprès des autres services/sections
  • Assure la bonne comptabilisation et le bon suivi des comptes de bilan liés à la TVA
  • Effectue selon le calendrier les décomptes TVA

Comptabilité fournisseurs tiers et MSF (interco)

  • Assure la qualité de l'ensemble des processus comptable fournisseurs
  • Pour les fournisseurs tiers, supporte le comptable fournisseurs, effectue des contrôles, est référent sur l'outil de traitement des factures (pour l'ensemble des utilisateurs de MSF Suisse)

Comptabilité débiteurs tiers et MSF (interco)

  • Assure la qualité de l'ensemble du processus comptable client tiers, staff et MSF (interco) :
    • Enregistrement et édition des factures clients interco mensuelles et clients externes
    • Gestion des rappels aux entités concernées

Comptabilité des salaires HQ et expatriés

  • Assure la qualité de l'ensemble du processus comptable des salaires HQ et expatriés :
    • Assure la paramétrisation correcte de l'ERP (tarifs et réglages des écritures).
    • Effectue les contrôles et revues nécessaires sur les données en provenance des RH
    • Assure régulièrement le lien avec les RH/compta terrain pour la déduction des avances salaires (module client)

IRP

  • Référent sur les coûts standards. Maîtrise des principes et règles
  • Effectue les calculs des coûts standards selon le calendrier ainsi que d'effectuer les analyses liées (revues analytiques)

Clôture annuelle et consolidation

  • En étroite collaboration avec le Head of Global Accounting, effectue les tâches suivantes du processus de clôture annuelle des comptes :
    • Détermination du calendrier
    • Enregistrement, clôture et/ou contrôle/revue :
      • Des modules AR, AP et immo, y compris des interco
      • Des comptes courants et stocks
      • Des transitoires actifs et passifs
      • Dettes sociales et autre comptes salaires
    • Etablissement des comptes statutaires annuels
    • Contact avec les auditeurs pour les questions logistiques et assure que les documents sont préparés par l'équipe
  • Est leader sur l'ensemble du processus de consolidation au groupe. Saisie des données dans SAP, enregistre les ajustements locaux, effectue les revues analytiques et autres activités liées

Contrôle interne

  • Documentation et mise à jour proactive et régulière des processus ICS le concernant
  • Effectue les contrôles adéquats selon le calendrier établi
  • Revoit annuellement les processus ICS de toute la comptabilité siège. Esprit critique pour gains en efficience et propositions d'améliorations
  • Leader sur des changements de processus comme par exemple sur la digitalisation des processus (force de proposition dans l'identification des besoins, et moteur dans l'implémentation et la formation dans le service et l'ensemble du siège si concerné)

ERP Microsoft Dynamics 365

  • Est référent pour toutes les questions liées à l'ERP du siège
  • Responsable du maintien et de la mise à jour du système de dimensions analytiques dans l'ERP
  • Effectue les tests et les mises à jour du système quand applicable (key user). Fait le lien avec les consultants

Profil recherché

Education

  • Formation universitaire en comptabilité et finance /Brevet fédéral de spécialiste en comptabilité

Expérience

  • Une expérience en cabinet d'audit en tant qu'auditeur financier constitue un atout
  • Expérience d'encadrement
  • Au moins 5 ans de pratique de la comptabilité générale incluant la clôture annuelle de comptes
  • Très bonnes connaissances et pratique avérée de la comptabilité analytique
  • Expérience dans les organismes à but non lucratifs un atout.

Compétences Techniques

  • Très bonnes connaissances en comptabilité
  • Très bonnes connaissances et utilisation étendue d'ERP comptables reconnus incluant différents modules (Microsoft Dynamics 365 un atout)
  • Connaissances en gestion administrative TVA
  • Connaissances en contrôle interne (définition de processus, identification de risques, mise en place de contrôles, etc)
  • Connaissances des Swiss GAAP RPC

Inspector General - D2

Inspector General   Organizational Setting and Work Relationships The Inspector General reports directly to the High Commissioner and submits an annual report to UNHCR's Executive Committee. The incumbent is the highest authority in UNHCR on oversight matters and is solely responsible for conducting investigations and inquiries. S/he exercises independent managerial control over the work of the Inspector General's Office (IGO) and assures cohesion of the Organization's oversight activities. The IGO consists of the Investigation Service, Strategic Oversight and the front office. The Office structure comprises Headquarters, Geneva and other locations. The Inspector General interacts with, and provides assurance and advice to, the High Commissioner and executive and senior management on matters of governance, internal controls, and risk and oversight in general. In relation to the provision of internal audit services, s/he also works on a day-to-day basis with the Chief of the UNHCR Audit Service of the United Nations Office of Internal Oversight Services (OIOS). S/he provides advice to all members of UNHCR's workforce aimed at promoting an ethical work environment and improving integrity, efficiency and effectiveness of UNHCR's operations. The Inspector General maintains strong relationships with a diverse range of stakeholders who are important collaborators in the Organization's efforts to maintain the highest standards of transparency and accountability. S/he liaises and coordinates the activities of the Office with all heads of business units as required and is UNHCR's interface with interlocutors in other oversight bodies and stakeholders (including donor governments, NGOs, UN and non-UN agencies as well as independent experts) as pertains to oversight matters. To ensure independence, the Inspector General's tenure will be for a time limited non-renewable term of six years, and without the possibility of employment in UNHCR at the end of the term. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. It was launched at the World Humanitarian Summit in 2016 by a broad coalition of international aid agencies and public and private donors to usher in faster and more sustainable education responses in crisis settings. ECW inspires political commitment to financing education in humanitarian contexts, catalyzes financial resources, facilitates joint programming between humanitarian and development actors, empowers local partners and seeks to strengthen quality and accountability. ECW is hosted by UNICEF. The Fund is administered under UNICEF's financial, human resources and administrative rules and regulations, while operations are run by the Fund's own independent governance structure that provides strategic guidance and oversight to its investments. ECW's day-to-day activities are carried out by a Secretariat under the direction of the ECW Director. ECW is establishing a roster of Monitoring and Evaluation (M&E) interns. The ECW Internship Programme offers qualified and eligible post-graduate students/graduates the opportunity to acquire direct practical experience in international humanitarian-development work in education under the direct supervision of the M&E team at the ECW Secretariat. How can you make a difference?  Purpose of the internship: Under the guidance of the Director of ECW and the direct supervision of ECW Monitoring and Evaluation staff, the interns provide technical M&E, reporting, communications and operational support for collecting, analyzing, and disseminating qualitative and quantitative data and analysis, while learning about organizational processes that enable implementation of the ECW workplan. Specifically, the interns will be given a portfolio of ECW-supported programmes based on geographical locations, language ability, interests and/or thematic expertise. They will review, code, and analyze annual/final reports from those programmes as well as qualitative and quantitative datasets to support the production of ECW's 2025 annual results report (see previous publication:[ Education Cannot Wait 2024 Annual Results Report](https://www.educationcannotwait.org/annual-report-2024)). Interns may also support other initiatives led by the M&E team related to monitoring, evaluation, learning and knowledge sharing. Main duties: 1. Support the design and drafting of the Annual Results Report by collecting, quality assuring, analyzing and synthesizing information across ECW programmes, including: - Performing data quality checks of ECW-supported programme reports and results databases. - Following up with ECW grantees and program managers on their results reporting when necessary. - Coding qualitative data to assess the type and extent of changes in outcomes reported by ECW programmes. - Contributing to drafting sections of the ECW annual results report on ECW strategic objectives and/or education outcomes. 2. Support knowledge synthesis and programme and organizational learning by: - Conducting background research, literature reviews and mapping and analysis of reports and evaluations in education in emergencies on a global and/or country/crisis level. - Conducting program reviews or mapping through the ECW's Availability of Evidence database and country evaluations to identify patterns, gaps, and opportunities for strengthening learning across the portfolio. - Developing and implementing qualitative data-collection protocolsincluding semi-structured interviews, focus group discussions, and structured conversationsand conducting these interviews and learning conversations with partners to capture insights on programme implementation, results, and good practices. - Supporting the design and facilitation of learning exchanges, webinars, and cross-country learning sessions to promote knowledge sharing across ECW teams and partners. - Synthesizing findings into accessible learning products, including learning briefs, blogs, presentations, and other written materials. 3. Strengthen ECW data systems and information management by: - Supporting the management of databases and/or tracking tools to improve the M&E team's ability to monitor the sharing and use of relevant knowledge products. - Contribute to strengthening ECW's overall information management system, including supporting the rollout and testing of the new IM platform, identifying enhancements, and ensuring alignment with M&E processes, data standards, and user needs. 4. Assisting the M&E team with any other duties. The Legal Department provides advice and general/private legal support to the operations and headquarters. The Legal Assistant will be supporting the Unit 4 supporting the thematic pole Unit 4 and its legal advisors (Administrative and commercial laws, taxes, visa, etc.) and Unit 3 (Labour laws) and will act as an assistant dedicated to administrative, organizational and knowledge management activities for the whole OCG team. Legal Assistant may punctually provide necessary legal assistance for the other legal scope (IHL, medic-legal) if requested.   Tasks & Responsibilities -       Legal Support to provide legal support to the OCG legal team for various dossiers (60%) : - Legal support for project mission and headquarters; - Supporting legal advisors in the preparation of legal analysis on specific operational dossiers: analysis of the documents, national laws & regulations, making risks assessments and drafting analysis. - Making legal research of various national laws and regulations. - Drafting note, memos on substantive dossiers. - Support in the management of pre-litigations and litigations (commercial, tax, labour law), including drafting of Mater Files. Collecting documents, relevant information and legal references. - Supporting in the revision of contracts and Memorundum of Understanding or any agreements with external partners. - Bi-annually briefing the Cells Assistant on the Power of Attorney processes   2.       Administrative Support and Organization of the Department (40%) - Management of the database: Update the follow-up tables of the ILD or OCG legal team. Collection of registration and renewal MOUs (framework and project) from departments or field. Monitoring the management of the legal Toolbox (collecting, filing IDL memos, practical tools, etc.). Dissemination of ILD tools.   - Providing support in the preparation of field visits for OCG legal advisors Gathering of the necessary documentation (visit report, national laws, country analysis, etc.). Overview of field visits, travels and leaves of the OCG team   - Organizing meetings of the OCG legal department: Preparing the agenda of the monthly meeting of the OCG Legal team. Drafting of minutes.
