Malgré sa vaste superficie physique et ses ressources naturelles, la République démocratique du Congo (RDC) est l'un des pays les plus pauvres du monde, se classant au 176e rang sur 188 pays dans le rapport 2015 sur le développement humain. La pauvreté des enfants est généralisée, en particulier dans les zones touchées par les conflits et difficiles à atteindre. Selon une étude récente de l'UNICEF, 80 % des enfants âgés de zéro à 15 ans subissent au moins deux privations majeures de leurs droits. Malgré une croissance soutenue ces dernières années, la taille de l'économie de la RDC reste bien trop faible pour fournir suffisamment de recettes publiques pour répondre aux besoins fondamentaux de la population, des enfants en particulier. Depuis 2016, l'instabilité politique, la persistance des conflits dans l'Est de la RDC et la forte baisse des prix mondiaux des matières premières ont été des facteurs aggravants.

1- Planning

  • S'assurer que les activités de construction en cours et prévues sont planifiées conformément aux attentes en matière de délais, de budget et de qualité, et que les ressources et processus nécessaires sont en place.
  • Conseiller et soutenir les sections de programme et les bureaux terrains dans l'identification et la planification de leurs activités de conception et de construction, participer et examiner les éléments liés à la construction dans les propositions, et s'assurer de la faisabilité et de l'adéquation aux objectifs.

2- Collaboration avec les programmes/opérations de l'UNICEF et coordination avec les homologues gouvernementaux

  • Fournir un appui technique et un soutien en matière de gestion de projets de construction aux sections du programme/des opérations et aux homologues gouvernementaux ; contribuer avec les sections du programme à l'élaboration de propositions de programmes de développement d'infrastructures communautaires respectueuses de l'enfant et de l'environnement ; fournir des informations au programme sur les activités liées à la construction afin de les inclure dans leur plan de travail annuel.
  • Fournir une assistance aux sections en participant aux propositions de projets de construction, à la planification et à la préparation des termes de référence pertinents ; analyser le contexte du projet et suggérer les modalités de mise en œuvre et d'approvisionnement appropriées sur base d'une analyse de contexte et des risques.
  • En collaboration avec les homologues du gouvernement, développer des conceptions innovantes et rentables en utilisant des matériaux de construction locaux ; compiler et mettre à jour la liste des bonnes pratiques en matière de construction et de conception d'infrastructures.
  • Assister aux réunions de coordination et de coopération technique ; préparer des présentations PPT sur l'avancement des projets ; entreprendre des actions de suivi des recommandations émises.
  • Fournir aux sections Programme/Opération des informations sur l'avancement des projets ; entreprendre les actions appropriées pour surmonter les obstacles techniques ;

3- Preparation et/ou revue des documents technique et de conception

  • Préparer l'étendue des travaux de construction sur la base des exigences du programme/de l'opération, du budget et des limites du site ; définir les livrables et les modalités de paiement.
  • Assurer la conformité aux normes et standards de l'UNICEF (accessibilité, MOSS, MORSS, etc.) des projets de construction, en tenant compte de la sauvegarde environnement & Social et la vulgarisation de l'utilisation des matériaux de construction disponibles.
  • Assurer la revue des documents techniques relatifs à la construction (plans techniques, spécifications techniques et devis quantitatifs et estimatifs) ; vérifier s'ils sont clairs, complets et conformes aux besoins programmatiques et de construction, aux exigences d'éco-efficacité et d'accessibilité ; entreprendre les actions nécessaires à l'approbation de ces documents techniques par les ministères homologues concernés.
  • Suivre avec les cabinets d'Ingénierie et les entités gouvernementales, les démarches d'obtention de tous les permis requis pour les activités de construction avant le début des travaux.

4- Appui au processus de passation des marchés

  • Apporter un appui à la section Supply pour la préparation des demandes de LPA « Local Procurement Autorisation » et les soumissions au CRC avec les documents justificatifs relatifs aux activités de construction.
  • Mener des exercices de « Sourcing » pour identifier les potentiels entrepris de construction et les cabinets d'ingénierie disponibles sur le marché local ; préparer les termes de référence nécessaires pour les différents services requis (travaux, etudes et supervision des travaux)
  • Préparer les documents d'appel d'offres relatifs aux travaux de construction et aux services d'ingénierie ; assister à la conférence des soumissionnaires et présenter les éléments techniques de l'appel d'offres ; préparer les réponses aux questions techniques soulevées par les soumissionnaires au cours de l'appel d'offres.
  • Appuyer la section Supply dans l'organisation de la conférence des soumissionnaires et des visites de sites ; procéder à l'évaluation des propositions techniques reçues et préparer le rapport d'évaluation ; soutenir la section Supply dans l'analyse des propositions financières.

5- Supervision et gestion de projet

  • Assurer le suivi des activités liées à la construction, évaluer les conditions et les ressources locales, superviser l'achèvement des activités de constructions de l'UNICEF et assurer le niveau approprié de gestion des parties prenantes et le respect des procédures UNICEF tout au long du cycle de vie du projet.
  • Assurer la gestion des contrats de travaux de construction et proactivement identifier les éventuels goulots d'étranglement afin de proposer des mesures de gestion des risques et de mitigation adéquates.
  • Sous la supervision du Chef de Bureau et les orientations techniques du Manager Construction de Kinshasa, assurer l'élaboration et de la mise en œuvre des mécanismes d'identification, d'évaluation et de sélection des partenaires techniques, des fournitures et des équipements, pour les activités de construction.
  • Conduire et mettre à jour le registre des risques liées aux activités de construction dans les différentes zones/localités d'intervention et proposer les mesures de mitigation y afférentes.
  • Suivre de près les activités de construction en effectuant des visites régulières sur le site et en organisant des réunions techniques régulières, y compris un suivi conjoint avec les services techniques compétents du gouvernement ; suivre l'avancement de chaque activité en fonction des étapes et examiner les rapports de supervision du site pour s'assurer que les travaux sont conformes aux normes, aux standards et au calendrier ; vérifier la qualité et les précautions relatives aux normes de sureté et de sécurité sur le terrain.
  • Mettre en place des outils de contrôle et de suivi efficaces pour garantir efficacement l'évaluation de la qualité des travaux, de l'avancement et des performances des bureaux d'études et des entreprises de construction pendant toute la durée du projet ; appliquer une approche à plusieurs niveaux pour la supervision de la construction et de contrôle qualité.
  • Apporter un soutien pour la gestion des contrats, les amendements, les variations, les extensions de durée, l'application de dommages-intérêts liquidés, etc. s'assurer que tous les documents/informations nécessaires à la gestion du contrat sont disponibles, complets et correctement archivés.
  • Participer à la réception partielle, substantielle et finale des travaux après avoir vérifié la correction de tous les défauts au cours de la période de garantie ; préparer et délivrer les certificats pertinents.
  • Préparer l'évaluation de la performance des prestataires ; fournir un soutien pour la clôture des contrats dans VISION ; préparer le rapport final d'achèvement avec les leçons apprises pour soumission à la Division Supply si nécessaire.
  • Planifier et conduire des ateliers techniques spécifiques et des formations, afin d'améliorer la capacité technique des partenaires en matière de documents de processus d'appel d'offres, de méthodes de construction et de normes de qualité, gestion de chantier, etc.
  • Fournir des conseils et encadrements techniques aux entreprises de construction, aux cabinets d'ingénierie, aux homologues gouvernementaux, aux ONG partenaires et aux communautés, sur l'interprétation, l'application et la compréhension des politiques, des stratégies, des procédures et des approches de l'UNICEF en matière d'activités de construction/réhabilitation.

Pour etre qualifié comme un défenseur de chaque enfant, vous devez avoir:

  • Un diplôme supérieur requis (niveau Master) en génie civil, ingénierie de la construction, architecture ou autre domaine pertinent.
  • Un minimum de cinq (5) années d'expérience pertinente, aux niveaux national et/ou international, dans la gestion de projets, la supervision de sites, l'assurance qualité et/ou d'autres domaines techniques directement liés est requis.
  • Expérience dans la construction d'écoles et d'infrastructures de base dans les pays en développement, en particulier en Afrique subsaharienne.
  • Compétences informatiques, y compris des logiciels spécifiques à la conception architecturale et à la construction.
  • Une expérience de travail au sein des Nations unies ou d'une autre organisation internationale de développement est un atout.
  • Connaissance des procédures et des systèmes de l'UNICEF, en particulier de la conception et du suivi des projets. ▪ Compréhension du développement et du travail humanitaire. ▪ Une expérience des situations d'urgence est un atout.
  • La maîtrise du français et de l'anglais est requise. La connaissance d'une autre langue officielle des Nations Unies ou d'une langue locale est un atout.

He/she is responsible for the programme development and its effective and efficient implementation with the respective operational and strategic partners. He/she has the overall responsibility for the finances on country HA programme level. Further, his/her tasks contain building the capacities of the team, leading the local team and managing security. Equally, he/she is responsible for acquiring necessary funds for the country HA programme through grant acquisition and ensuring visibility of HEKS/EPER. Maintaining a strong cooperation with HEKS/EPER HQ is essential.   Implementation Structure - Develop and ensure the necessary team structure and capacities needed for an effective development and implementation of the programme. - Organise the administrative management and supervision of the CO and ensure compliance with local legal administrative requirements. - Establish systems to monitor contextual changes, anticipate needs, and help shape donor perspectives on humanitarian and development priorities in order to respond to contextual changes. Programme and Project Management - Lead the development of a relevant, substantial, and strategic programme of emergency response in line with HEKS/EPER strategy and ensure coherence with HEKS/EPER's approaches, concepts and financial specifications. - Manage a well-balanced project portfolio in-line with the programme, including the selection of strategic and operational partners. - Analyse and be familiar with the local and national context in the country and region and adapt the programme accordingly. - Ensure the effective and efficient implementation of the programme compliant with all standards and procedures of HEKS/EPER through participative monitoring, evaluation, learning and steering. Significant obstacles remain, particularly with regard to the development of national planning and strategies that would facilitate development partners alignment. Since its inception, the Partners Coordination Group (GCP) has agreed to engage in proactive dialogue and to strengthen partnership with the Government of the DRC in support of the development agenda.  The volatile political and security context in the country has affected disbursements from Development partners, leading to delays or adjustments to initial commitments. Notwithstanding, between 2000 and 2023 Development Partners invested more than $63 billion in DRC, which highlights the structural and systemic challenges facing development effectiveness.  In 2025, the DRC adopted a National Strategic Development Plan (PNSD 2024-28). Government Action Plan 2024–2028 still needs to be completed. In addition, the interrelation between the various planning documents remains unclear (Challenge). The Council of Ministers also adopted the National Aid Policy in July 2022. To ensure its effective implementation, a decree is awaiting approval to establish the Development Aid Coordination and Orientation Framework (CCOAD), which primary mission will be to provide strategic orientations to improve development effectiveness and ensure alignment with national priorities. These different public policies aim to foster alignment and strengthen aid effectiveness and to promote more inclusive and transparent development cooperation. They are in line with the efforts made within the Global Partnership for Effective Development Cooperation, co-chaired by the DRC from 2022 to 2024 at the global level. The GCP is composed of more than 30 technical and financial partners, bilateral and multilateral. It is co-chaired by the DSRSG/RC/HC and a development partner on a six-month rotation. It is supported by a four- member Executive Committee (ExCom), composed of the two co-chairs, as well as the incoming and the outgoing co-chairs from the development partners. The Resident Coordinator's Office houses the GCP Technical Secretariat.  This position will lead the GCP technical secretariat, support the GCP, and provide technical assistance to the Government of DRC and development partners on development coordination.   Position Purpose This position will lead the GCP technical secretariat, support the GCP, and provide technical assistance to the Government of DRC and development partners on development coordination. - Strategic policy advice and dialogue  - Effective communication and visibility of the GCP  - Support knowledge management  - Engagement with key government entities responsible for development, aid coordination and international cooperation  The Development Effectiveness Specialist will work under the overall supervision of the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator (DSRSG/RC/HC), through the Head of the Resident Coordinator's Office (RCO). S/he will report, administratively, to the UNDP Resident Representative and, functionally, to the Executive Committee of the Partners Coordination Group (GCP). The Local Champions Initiative is a project designed and delivered by the FCS team and aims to expand engagement with strong domestic businesses to support local economic development, job creation and resilience. The program is aligned with IFC 2030s commitment to increase direct engagement with MSMEs and with the refreshed WBG FCV Strategy which focuses private sector engagement in FCV countries on MSME engagement, including ecosystem building, firm level capacity building and access to finance. The FCS Africa team is looking to recruit an experienced Operations Officer to lead and scale the Local Champions project in Burundi and to design and deliver the project in DRC. The focus of the LCI approach in DRC will be on the Katanga and Kolwezi  area to identify and support the growth of high potential SMEs linked to the mining industry and other sectors around the WBG focus area of the Lobito corridor, with linkages to the WBG Inga and Pact programs. In addition, the role will have include coverage of Sao Tome and Zimbabwe and will lead any FCS activities that are delivered in these 2 countries. The role will report into the FCS thematic lead for Domestic Private Sector engagement.    Duties and Accountabilities Burundi Local Champions Initiative • Lead the implementation of the Burundi Local Champions IP, including oversight of the technical assistance; client relationship management; supporting access to finance solutions; maintaining relationships with Investment Officers to review the cohort and investment opportunities; identifying local business service providers and designing a capacity building module as part of the LCI next phase. • Identify opportunities to scale the Burundi LCI work in conjunction with the WB SME and agribusiness focused activities and to build the second LCI cohort. • Work with the thematic leads for conflict sensitivity and forced displacement to identify any opportunities to integrate these activities into the project.    DRC Local Champions Initiative • Undertake the mapping, screening and champion selection in the selected region, building on the business development activities and studies undertaken by the IFC and WB country office and focusing on potential SMEs that could either be direct clients or part of value chain development. • Analyze industry value chains and procurement patterns to determine linkage opportunities. • Identify gaps in capacity, quality, or compliance that limit supplier participation in key value chains. • Develop selection criteria and processes for SME participation in the program. • Lead the design and delivery of the implementation plan for the LCI project in conjunction with industry teams and the Country Office.  • Work with the thematic leads for conflict sensitivity and forced displacement to identify any opportunities to integrate these activities into the project.  • Prepare all necessary project documentation for internal IFC approval processes. Coordinate internal consultations and ensure validation from key stakeholders to secure buy-in and guide the project through decision meetings. Continuously carry out all activities required at any stage of project implementation, including consultations, stakeholder validation, ongoing updates to workplans, budgets, procurement processes, and staffing plans, to reflect evolving requirements. • Track program outputs and outcomes, including SME participation rates, contract awards, and capacity improvements. • Maintain accurate project documentation and databases. • Lead the project supervision processes \\and contribute to donor reporting and the broader LCI impact narrative as required.  • Capture lessons learned, case studies, and best practices for replication in other IFC projects. • Develop lessons learned, knowledge tools and case studies for the wider LCI team. • Map out strategic IBRD/IDA efforts in FCS to define a common ground for LCI collaboration, and Identify synergies with WBG FCV teams  • Interact with internal and external counterparts to understand how LCI can better support job creation.   Selection Criteria Requisite skills include but are not limited to the following: • Master's degree in a related field and at least 10 years of relevant experience. Related fields of education include business, law, finance, public administration or economics or an area of expertise specific to a sector, subject matter, or industry specialty. Relevant experience could include a proven track record in business consulting or investment banking, or operational experience in the sector or technical or professional field. • Strong experience and proven knowledge of managing the delivery of both IFC and IBRD/IDA solutions/advisory projects, preferably in fragile contexts. CAE experience and/or Investment experience is a plus. • Knowledge and experience of working in francophone African countries. Experience in a FCS country is a plus. • Ability to identify opportunities in changing circumstances and energize others to continuously improve, using intentional strategies to boost morale, team spirit, and productivity in context of WBG's values and mission. • Critical thinker with solid understanding of WBG's/IFC's vision, and other relevant business variables to assess and recommend opportunities, while articulating potential implications and consequences of various approaches. • Exhibit a deep understanding and respect for cultural, social, and political complexities in demanding environments. • Understanding of the AFI program and the World Bank Group's Fragility, Conflict, and Violence (FCV) Strategy.  • Experience with local economic development programs and operational implementation including designing and implementing development programs in Africa. • Knowledge of the investment, advisory and upstream process in IFC, through working with advisory, upstream and/or investment teams or completion of the IFC credit course. • Self-starter, mature and flexible personality; able to work in a multicultural, fast-paced team environment. • A team player with outstanding people management skills, ability to work with colleagues from different teams who are not reporting to him/her and achieve outstanding results while meeting tight deadlines and maintaining strong client service orientation. • Strong analytical and presentation skills working with data using standard office software.  • Excellent written and oral communication skills in English and French.   WBG Culture Attributes: 1.
