OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations


DESCRIPTION OF DUTIES

1.Provide specialist technical support to the work program in the area of Public health in Sudan and assist the Member State through the provision of technically sound advice to facilitate the successful implementation of national health systems.

2.Contribute to the development of national strategies and policies through technical and policy advice and recommendations on plans of actions for strengthening health systems and improvements in the planning and management of existing Public health systems.

3.Develop and monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.

4.Critically review data and provide high-level data analyses and information on best practices and partners' experiences in implementing sustainable Public health systems and disseminate information. Submit proposals for the extension of health-care networks and the development of mechanisms of social health protection.

5.Develop and conduct capacity building in the area of Public health systems and the management and financing of the systems.

6. Serve as a technical resource to the public concerning sustainable health systems that contribute to health equity, social justice and elimination of exclusion and respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.

7. Conceive, coordinate and conduct a variety of community outreach activities concerning the extension of health-care networks.

8. Advance liaison with and coordinate national counterparts, technical departments at RO, and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to Public health systems and resolve issues or concerns.

9. Seek funding for new projects and work programmes.

10. Represent WHO at various meetings.


REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in medicine or public health.
Desirable:


Experience

Essential: At least seven years of experience at the national and international levels in promoting public health programmes, developing public health capacity and policies/strategies that promote health and preventative measures, investigation, surveillance, preparedness and control of various diseases.
Desirable: First hand working experience in a developing nation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,672 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3161 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Purpose of the Position In the context of the WHO Health Emergencies Incident Management System (IMS), at  WHO Sudan  the incumbent will provide leadership, technical support and guidance to the Ministry of Health and partners on strategic, organizational and operational aspects of a comprehensive Infection Prevention and Control (IPC) response and recovery activities to the public health effects of emergencies and disasters including disease outbreaks at the country level. S/he will manage IPC activities, provide technical guidance to ensure alignment with WHO IPC standard precautions and transmission-based precautions applicable to the current threat(s). The incumbent will provide monitoring and evaluation support for WHO IPC programme activities throughout the full cycle of incident management.     Objectives of the Programme and of the immediate Strategic Objective The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, be operationally ready for, detect, rapidly respond to, and recover from outbreaks and emergencies.     Organizational Context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization) Supervised by the Incident Manager, and under the overall guidance of the Deputy WHO Country Representative and Head of the WHO Country office and working closely with counterparts at the respective regional office and HQ, the incumbent will act as the incident management's technical lead for IPC. S/he will manage the IPC component of the incident management system, assessment, support the revision and update of the IPC measures and practices, and provide technical guidance to the Ministry of Health (MOH) and partners. S/he will establish and maintain good collaboration with partners, provide supportive supervision and oversight of response activities for WHO deployed IPC specialist(s), liaise with other units/teams within the country office and across the organization as well as partners to facilitate the development of a detailed work plan and budget for WHO operations. The incumbent will be responsible for coordinating the implementation of the approved activities and to ensure alignment of purpose between headquarters and the regional office on matters related to IPC. S/he will also be responsible for reporting, performance assessment and evaluation of the planned activities, for monitoring the availability and flow of financial resources and ensure proper communication with partners and as appropriate.     Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):   1)     Revitalize the IPC working group or task force led by national or sub-national MoH authorities with the involvement of implementing partners.                          i.         Ensure a consistent and evidence-based IPC strategy is adopted by all response personnel                         ii.         Follow up with FMOH to ensure consistency of the biweekly IPC TWG meetings   2)     Coordinate and/or perform healthcare facility and/or treatment unit assessments of IPC measures in the affected areas and advise on actions, systems, and associated material, infrastructure, and human resources needed to enable appropriate implementation of standard precautions and transmission-based precautions                          i.         Continue coordination of data collection in close collaboration with FMOH and SMOHs.                         ii.         Perform data cleaning and data analysis in close collaboration with information management colleagues, FMOH.                        iii.         Contributed to writing a report for the national IPCAF assessment                   iv.         Disseminate findings of the IPCAF/IPC RAT assessment through workshops and other forums together with FMOH and SMOHs and partners in order to reach different stakeholders of different categories.   3)     Reinforce training  efforts , revie training strategy and using available training materials, compliance assessments, and evaluations, and conduct IPC training and supportive supervision for staff and surge personnel at district hospitals and health facilities with priority to implementing standard precautions and transmission-based precautions applicable to the cholera and other infectious diseases                          i.         Follow up with FMOH and SMOH on the cascade of training by the trainers                         ii.         Conduct the supervision of training cascades in different states                        iii.         Colead the training for MOH staff and WHO partners to build up local competences and ease the implementation the water, hygiene, sanitation and waste management standards for all health activities.   4)     In coordination with national level IPC emergency response representative or national IPC focal point, develop and support implementation of infection prevention and control (IPC) standard operating procedures and an action plan contextual to the situation of the incident and known or anticipated infectious risks to health workers, patients, and visitors.                          i.         Follow up with FMOH on the cascade of trainings on IPC checklist and scorecard                         ii.         Follow-up on the implementation of the IPC checklist and scorecard with FMOH and partners                        iii.         Resource mapping of supplies and PPEs for CTC's/CTU's in collaboration with partners and FMOH   5)     Advise, and when required provide onsite support to the health partners on IPC, proactively co-design and coordinate the implementation of plans to build up or rehabilitate cholera CTCs and other infectious disease management facilities.   6)     Represent IPC in different meetings and forums including; Some experience with outbreaks and health emergencies in developing countries. Experience working with multiple partners in implementing IPC measures in low resource settings. - Experience and expertise performing infection prevention and control in the context of the disease/threat of the current incident is strongly desirable.            - Experience in WHO with an understanding of its mandate, goals and procedures an advantage, or experience in the UN system, health cluster partners or recognized humanitarian organizations. - Experience with evaluation of national IPC programmes in developing countries.   Language Skills Excellent knowledge of English or French (depending on the country of assignment). However, the long history of conflict as well as deep rooted political and tribal divides, corruption, and lack of transparency has greatly stalled social and economic development. In August 2022, the Government of Sudan unilaterally announced a 2-year extension of the Transitional Government to implement the outstanding Articles of the Revitalized Peace Agreements The office may move from Port Sudan to Khartoum if security conditions allow. The national economy is facing rising debt and significant depreciation of the Sudanese Pound (SP), what some believe to be real signs of potential hyperinflation. Since the onset of the global economic crisis and the continued signs of volatility in the national economy, the situation is expected to worsen during 2023, especially for the most vulnerable populations and push more people into deeper poverty. On the humanitarian front, Sudan continues to face deteriorating conditions. The situation is worsened by endemic violence, conflict, access constraints and operational interference, public healtchallenges such as measles and cholera outbreaks and climatic shocks resulting in extraordinary flooding and localized drought. These in turn have a severe impact on people's livelihoods, hamper access to education and water, sanitation and hygiene and health services. Protection concerns remain high, especially for women and girls. People affected by violence have limited access to formal justice as well as restriction in their movement and access to basic needs such as food. The country programme implementation strategy will adopt a risk-informed approach programming which will allow for contextual analysis and build an effective link where possible to humanitarian action. Starting from 2023, the UNICEF country programme will offer a vision aligned to the revised National Development Strategy to build - rather than substitute for - capacity in social services delivery. As such this will be a core contribution of UNICEF to a humanitarian development peace nexus strategy aligned with other UN agencies and positioning UNICEF as a key actor for investing in capacity building of government institution to gradually take ownership of social service delivery by contributing public funds and reducing the reliance on Official Development Aid (ODA). Terms of Reference Nature of the position: The Assistant Shelter Officer will be based at the UNHCR Sub-Office Kassala, supporting the Humanitarian Shelter response for IDPs, refugees and asylum seekers in Kassala state. As of September 2025, Kassala is home to more than 113,000 registered refugees in addition to over 68,000 IDPs.  The Assistant Shelter Officer will be reporting to the Head of Sub-Office . He/she will provide support in the design and implementation of all construction and general infrastructure projects in the Sub-Office area of responsibility. He/she will oversee the day-to-day operations of all construction and general infrastructure projects to ensure that works proceed as designed and comply with established standards and procedures. The position entails the development of related BoQs, layouts and technical specifications. In addition, the Assistant Shelter Officer will contribute to monitoring other shelter and infrastructure activities targeting refugees and IDPs in Kassala and represent UNHCR in inter-agency assessment exercises related to Shelter, Site Planning and Infrastructure.  Desired candidate Profile:  The ideal candidate should demonstrate knowledge of and prior experience in the implementation of Shelter and Infrastructure projects in a humanitarian context. He/she must have solid experience in various aspects of the humanitarian project cycle, including experience in conducting technical assessments, preparing technical documents (such as layouts, site plans, BOQs), reporting and monitoring the implementation of shelter and infrastructure projects by contractors. A background in Civil Engineering or Architecture and familiarity with rules and regulations of the Sudanese engineering standards are considered as essential for the position. Familiarity with donor visibility guidelines is an asset.   Standard Job Description Assistant Shelter Officer Organizational Setting and Work Relationships The Assistant Shelter Officer contributes to the preparation of comprehensive sectoral needs assessments in liaison with other relevant sectors such as protection, programme, community services, public health, WASH, administration and supply. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community. The incumbent will oversee the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle. In a first instance, the incumbent ensures that the Operation is supported in carrying out shelter and infrastructure needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns. Close and regular contact is also maintained with technical and non-technical staff of UN Agencies, Implementing Partners, and shelter sector members, national and international NGOs and Government Authorities. The incumbent will also participate in discussions relating to shelter and infrastructure coordination and provision. The Assistant Shelter Officer normally reports to a more senior shelter colleague or Technical Coordinator and maintains a strong collaboration with the Shelter and Settlements Section in HQ. The incumbent contributes to ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. Specialized functions to be dealt with by the incumbent include shelter and general infrastructure planning, design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline. Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery. Engage with the relevant stakeholders to ensure that the beneficiary selection process prioritises the shelter needs of the most vulnerable Persons of Concern (POC) are addressed. - Contribute to shelter strategies and periodically review them to reflect evolving situations and ensure alignment with national and global level policies and guidelines including: Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies. - Oversee all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance with established UNHCR and national standards/best practices for the full project cycle. - Review, identify and monitor shelter programmes within the AoR and initiate responses to address the gaps in collaboration and coordination with key UNHCR technical staff, operational partners and authorities as required. - When planning shelter solutions, work closely with other relevant sectors such as water and sanitation, infrastructure for reception, education and health so that implementation is synchronised and coordinated. - Work with established clear guidance and detailed standards for coordinated shelter assessments, specific to the operational context in line with emergency standards and long-term durable shelter solutions. - Monitor and follow up the design and construction of infrastructure and other facilities (schools, health centres, reception centres, drainage and roadworks etc) to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BQs and specifications. - Support implementing partners on sound technical shelter and settlement issues while ensuring compliance with global, national and operational strategies and guidance. - Work with appropriate internationally accepted shelter standards, best practice and guidelines and disseminate this information among partners within the AoR to meet quality and oversight expectations. Coordination - Support the supervisor in ensuring that UNHCR's operation is technically sound in the field of shelter, construction and infrastructure development within the AoR to best meet the needs of POC. - Participate in coordination and management of UNHCR's shelter and infrastructure interventions in a timely, cost-effective, inter-sectoral manner providing adequate delivery of technical interventions and services to support operational needs. Work with the government and relevant authorities and counterparts to ensure strong coordination and partnership. - Where activated, provide support to a close and operational leading role in the Shelter Cluster so that UNHCR's operational footprint is aligned with the agency goals. In refugee operations, take on the role of the coordination of shelter and settlement activities in line with the Refugee Coordination Model within the AoR. - Participate, as technical focal point for shelter/infrastructure, in coordination meetings with various stakeholders including Government counterparts to ensure UNHCR's interests and those of the POCs are adequately reflected and disseminate information to all stakeholders in a timely, efficient manner. - Coordinate with partners to assess, analyse and map available information on shelter options in the AoR considering relevant policies, guidelines and plans adopted by the Government. Collaboration - Support Programme in reviewing technical components of the Project Partnership Agreements that contain any construction and infrastructure projects. Provide technical inputs and advise Programme colleagues during Implementing Partner Selection of shelter sector partners. - Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the population are met. - Support Supply team on matters related to the procurement of construction, infrastructure and other sector related works and services. Draft complete sets of bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc. - Carry out technical evaluation of the received bids as well as review/inspection of the quality of shelter and infrastructure products/works during implementation and at completion. - Work in close collaboration with all relevant stakeholders including local authorities, implementing and operational partners and affected communities on issues related to the shelter and settlement programme, while ensuring full participation of them in all work in order to achieve optimum levels of adequacy in the shelter response, for enhancement of skills development and income generating opportunities.   - Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility.
