The Office of the Ombudsperson (OMB) has a broad mandate to look into staff-related issues, consider conflicts of any nature related to employment by AIIB, and assist in their informal resolution. Through providing independent, confidential, impartial, and informal services, OMB is critical to achieving the Bank's mission by helping to maintain a respectful working environment. OMB performs three principal functions: (i) provide impartial and confidential assistance in the informal resolution of conflicts and other issues brought to OMB's attention; (ii) monitor trends and emerging issues and provide guidance and advise on ways to improve the workplace environment; and (iii) manage the Respectful Workplace Advisors (RWA) program.

The (Senior) Ombuds Services Officer will be responsible for developing and enhancing related policies, rules, and procedures, providing mediation services, training, communication, and outreach. The position will report to the Ombudsperson.


Responsibilities:

  • Provide staff with consultations and advice on issues or problems involving professional matters or employment conditions in AIIB.
  • Provide mediation to facilitate the resolution of workplace conflicts and disputes.
  • Advise on issues brought to OMB's attention by individual visitors calling upon ombuds services for assistance.
  • Guide visitors to identify solutions or options to resolve specific issues in an impartial and equitable manner. Make suggestions or recommendations, as appropriate, on action needed to resolve a disagreement.
  • Analyze and prepare reports to the Management on systemic issues, critically assess policies and approaches, and propose how existing systems can be enhanced where necessary based on all feedback from staff.
  • Maintain an independent process for data collection, analysis, and reporting that safeguards confidentiality, and prepare regular reports based on anonymous aggregate data.
  • Assist in crafting and enhancing policies, regulations, rules, procedures, and systems on ombuds services.
  • Prepare reports on the activities of the OMB for presenting to the Management and AIIB Board and Committee, as required.
  • Manage and promote the RWA program by organizing training for RWAs, guiding them in handling specific issues, and encouraging program use among colleagues. Develop and implement communication and outreach initiatives to strengthen awareness and understanding of ombuds services and the RWA program.
  • Assist the Ombudsperson in administering the Mediation Scheme.
  • Keep abreast of ombuds practices in international organizations.
  • Carry out other duties as assigned by the Ombudsperson.

Requirements:

  • Minimum 8-10 years of relevant experience in handling workplace disputes/conflicts (such as performance, discrimination, harassment, compensation and benefits, terminations, and organizational change) and in developing/enhancing the regulations, rules, and procedures in large organizations/companies. At least five years' experience in a multinational organization and/or a multicultural environment is required.
  • A master's degree in conflict resolution, organization behavior, psychology, counseling, law, management, or related fields from a reputable university.
  • Certified mediator qualification is essential.
  • Experience in designing and delivering training in respectful workplace culture, conflict resolution, negotiation, communication, and related subjects.
  • Demonstrated analytical, problem-solving, and interpersonal skills. Proven ability to promote organizational value and contribute to a collaborative team environment, build trust among colleagues, work effectively across disciplines with stakeholder groups and senior officials, and organize crosscultural events to achieve the set goals.
  • Track record of dealing with confidential matters and work sensitively in multicultural environments, with an established reputation for integrity, sound judgment, fairness, and discretion.
  • Strong active listening skills.
  • Excellent command of oral and written English, including the ability to draft/negotiate/present technical documents. Ability to communicate verbally in Mandarin is an advantage.

As IEF's work expands, opportunities have emerged to further enhance the accessibility, organization, and visibility of its evaluation outputs, which are currently dispersed across multiple platforms and supported by workflow systems that would benefit from modernization. This internship project aims to contribute to closing these gaps by supporting the development of clear and engaging evaluation knowledge materials, strengthening analytical inputs for ongoing Project Learning Review (PLRs), Early Learning Assessment (ELAs), and thematic evaluations, and assisting in the design of a user-friendly, light-touch dashboard that streamlines process mapping, document tracking, and access to evaluation insights. The intern will produce:  - A draft tracking template aligned with Complaints-resolution, Evaluation and Integrity Unit (CEIU) practice and Multilateral Development Bank (MDB) good practice. - Pre-populated entries for at least two completed evaluations. - A short note explaining the tracking logic and update procedures.   Lessons Dissemination Package: Prepare a concise, structured lessons dissemination folder to support CEIU's institutional learning efforts, including:  - A curated compilation of cross-cutting lessons from the Crisis Recovery Facility (CRF) Thematic Evaluation, PLRs, and ELAs. - A two-page "Lessons at a Glance" brief for internal circulation. - Cleaned and formatted lesson entries for uploading into CEIU's Lessons Database.   IEF Outreach and Communication Plan:  Draft a practical, action-oriented outreach plan to strengthen CEIU/IEF visibility and knowledge sharing, including:  - A mapping of internal and external target audiences (Board, Management, Ops, MDB peers). - A quarterly outreach calendar (brown bags, knowledge notes, MDB partnerships). - A draft communication toolkit (standard slide deck, template for briefs, 3–5 messaging lines). - Recommendations for improving accessibility and uptake of evaluation products.   Requirements: The ideal candidate is a proactive, analytical, and detail-oriented individual with a strong interest in evaluation, evidence generation, and multilateral development.  Technical Skills (Essential): - Research & Analytical Skills: Ability to extract, organize, and synthesize information from project documents, country context materials, and MDB sources. - Quantitative Skills: Competence in Excel or other analytical tools for data cleaning, coding, and producing simple descriptive statistics and comparison tables. - Writing Skills: Ability to produce clear, structured summaries, background notes, and short analytical sections with minimal supervision. - Evaluation Literacy: Basic understanding of results frameworks, theories of change, evaluation criteria (e.g., OECD-DAC), and development operations.   Technical Skills (Preferred): - Data Visualization: Experience with charts, dashboards, or visualization tools (e.g., Excel, Power BI, Tableau). - Familiarity with MDB Operations: Exposure to multilateral development banks (e.g., World Bank, ADB, EBRD) or international organizations is an advantage. - Knowledge Management: Experience organizing data repositories, coding information, or curating knowledge products. - Document Review: Background in reviewing large technical documents Project Completion Note  (PCNs), Project Approval Document (PADs), Internal Credit Rating (ICRs), evaluation reports, or policy papers.   Soft Skills and Competencies: - Critical Thinking & Problem Solving: Ability to analyze complex issues, identify gaps, and propose logical and evidence-based solutions. - Attention to Detail: High degree of accuracy in handling data, evidence, citations, and written materials. - Communication Skills: Ability to present information clearly, write concise narratives, and engage with technical and non-technical stakeholders. - Learning Orientation: Demonstrated curiosity, willingness to learn new methodologies, and openness to feedback. - Professionalism & Teamwork: Ability to work independently while collaborating effectively with CEIU staff in a multicultural, fast-paced environment. - Interest in Evaluation & Development Finance: Strong motivation to learn about infrastructure evaluation, crisis response assessments, and MDB practices.
