About this position

We are seeking an energetic, detail-oriented professional to join the Administration & SLA Management team. Under the Lead Officer's guidance, you will support the seamless execution and monitoring of day-to-day administration services as defined by our SLAs, ensuring efficient processes and timely, high-quality delivery. This role provides essential coordination, analysis, and execution capacity to maintain smooth corporate and administrative operations while the team advances key strategic priorities.

The position requires sound judgment, autonomy, and operational sophistication to manage daily service delivery, strengthen processes, and support high-quality administrative services across the organization.

You will work in the Controllership Division (CTR), part of the Finance and Administration Department. CTR oversees accounting and financial reporting, financial planning and budget, valuations, and administration and SLA management. It develops and implements high-quality controllership standards and sound policies that ensure IDB Invest's financial integrity, discipline, and long-term sustainability. CTR is also responsible for strengthening the governance, responsiveness, and accountability of the SLA framework and fostering coordination & synergies between IDB Invest and the IDB.


What you'll do

  • Manage the day-to-day coordination and execution of SLA-defined corporate and administration functions (procurement, facilities management, corporate services) in close collaboration with IDB service counterparts, ensuring compliance, service quality, and timely delivery.
  • Monitor SLA performance, including KPIs, costs, service quality, service backlogs, and adherence to standards; identify risks or deviations, resolve routine disputes, manage escalations, and coordinate corrective actions.
  • Analyze data, conduct benchmarking, and prepare information to support decision-making and improvements to SLA management and administration processes.
  • Support the design, enhancement, and documentation of the SLA governance framework, including manuals, SOPs, workflows, and service management guidelines.
  • Contribute to the assessment, redesign, and continuous improvement of SLA-related processes or corporate processes, ensuring efficiency, transparency, consistency, and strong coordination with IDB Invest and IDB teams.
  • Oversee and track capital facilities projects, capital spending, and budget execution across headquarters and Country Offices; coordinate with key stakeholders to ensure accurate planning, timely implementation, and effective management of facilities-related priorities.
  • Lead projects or defined workstreams aimed at enhancing SLA management systems or operational effectiveness.
  • Communicate complex or sensitive issues clearly and constructively to help build consensus across stakeholders.

What you'll need

• Education: Master's degree in business administration, finance, systems information, project management, or a related field required.

• Experience: At least 4 years of relevant professional experience in project management, corporate support services, or similar roles within financial, multilateral, or international organizations. Proficiency with project management tools, data analysis software, and MS Office; strong organizational and analytical skills.

• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Organizational Setting This Call for Interest is for a Temporary Professional Officer (TPO) position, which is a short-term contract. The appointment of a short-term staff member carries no expectation of continuous employment or conversion to any other type of appointment with IFAD. The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. The External Relations Department (ERD) leads IFAD's external engagement through public and political advocacy, global policy engagement, partnership building, resource mobilization and strategic communications. ERD also leads IFAD's Replenishment, which is the process through which IFAD mobilizes core funding from Member States and agrees on priorities and targets for the Fund's work during each three-year replenishment period. ERD is led by an Associate Vice President and is comprised of two divisions: Global Engagement Partnership and Resource Mobilization Division (GPR) and the Communications Division (COM) and one initiative: The Food Systems Coordination (FSC). The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women's Strategic Plan 2026-2029 and internationally agreed goals on gender equality and the empowerment of all women and girls, including the Beijing Declaration and Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and programme advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and the empowerment of all women and girls. The Intergovernmental Support (IGS) Section in PPID is responsible for leading UN-Women's strategic engagement with, and support for intergovernmental bodies and processes towards ensuring that a comprehensive and dynamic set of global norms, policies and standards on gender equality, the human rights and the empowerment of all women and girls is strengthened and implemented. It manages and coordinates the Entity's substantive engagement with intergovernmental bodies on gender equality and the empowerment of all women and girls and supports the process of integration of normative frameworks into UN Women's operational and UN system coordination functions. The Intergovernmental Policy Advisor on macro-economic policy and sustainable development supports the organization efforts to include gender equality and the empowerment of women at the core of two main processes: the advancement of the global development agenda and engagement with normative intergovernmental processes with a particular focus on sustainable development, macroeconomic policy questions, financing for development, eradication of poverty, food security and nutrition and other related development issues and processes. Under the supervision of the Chief of Section,and in close collaboration with the Women's Economic Empowerment Section,the Intergovernmental Policy Advisor is responsible for leading and coordinating UN Women's engagement in intergovernmental policy processes related to 2030 Agenda and SDGs including technical support to Member States for development of normative agreements, reviewing and reporting on implementation for accountability, multi-stakeholder consultations and mobilizing expert inputs. He/she provides technical advice and support to country and regional offices on intergovernmental processes, through strategy development, thematic reviews, tools for capacity building and channels for knowledge sharing and prepares documentation for UN normative intergovernmental processes; and collaborates with Thematic Sections on studies, reports and content for policy advocacy.   Key Functions and Accountabilities: 1.     Substantive support to intergovernmental processes and policy development - Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Commission on the Status of Women, Economic and Social Council, HLPF, the General Assembly and other policy-making organs, as appropriate and prepare analytical summaries of debates, supporting negotiations and analyzing/compiling outcomes.    - Prepare substantive input into and help coordinate the development of analytical reports to contribute to the Secretary-General's mandated reporting to intergovernmental forums. - Support the implementation of resolutions, decision and other directives in relevant areas of focus, including through support to expert bodies created by intergovernmental forums. - Provide inputs in international fora to help shape development of global and regional policies, norms and standards and implementation strategies. 2.     Strategically engage with a range of Macro-economic and Sustainable Development related intergovernmental processes and stakeholders on gender equality and the empowerment of all women and girls: - Lead the development of corporate intergovernmental positions and strategies in the thematic area assigned - Provide strategic and technical advice and substantive guidance, and develop and present evidence and rationale for the integration of gender perspectives in select thematic and sectoral areas under consideration in an intergovernmental context. - Engage with intergovernmental processes and advocate for the inclusion of gender perspectives in their preparatory processes, meetings and outcomes, including through tailored key messages, good practices and lessons learned. - Build and maintain effective interactions with Member States and mobilize their support for UN-Women's mandate and priorities, and provide advocacy for corporate positioning. - Develop tools, guidelines and manuals on intergovernmental processes related to the thematic area, for use by UN Women country offices, the UN system, and other partners. - Oversee, develop proposals and manage projects/studies with respect to intergovernmental processes global/ thematic gender equality policies and programmes or other relevant interventions. - Contribute to the preparation of UN Women's flagship reports that support intergovernmental policy advancement. 3.     Monitor trends, provide policy analysis and technical advice and guidance on mainstreaming gender perspectives in intergovernmental processes for sectoral areas: - Review, assess and monitor trends in the integration of gender perspectives in the follow up and review processes at national, regional and global level of key intergovernmental results such as the 2030 Agenda for Sustainable Development, the Doha Programme of Action for Least Developed Countries, among other outcomes; - Develop guidance and tools on strengthening attention to gender perspectives in follow-up and review processes, and in support of implementation of the global normative framework at national level; - Provide policy and strategic support in the thematic intergovernmental related areas to Regional Offices, Multi-country Offices and Country Offices for the development and implementation of programmes, country strategies, and knowledge products to support intergovernmental processes related to the 2030 Agenda, including VNRs; - Prepare and finalize briefing notes, statements and advocacy messages, and contribute to corporate reports in assigned areas of focus; - Plan, organize and substantively service ad hoc expert group meetings, seminars, conferences, workshops and similar gatherings, including identification and determination of major issues for discussion and selection of participants, development of background documentation, preparation of reports and policy recommendations, and dissemination of results of such meetings 4.     Knowledge generation and capacity building - Contribute substantively to the knowledge management and development of capacity of UN Women Programme staff on intergovernmental engagement in the thematic area - Contribute substantively to the development/expansion of knowledge management strategies and methodologies in the sustainable development framework and SDGs intergovernmental processes. - Engage in existing thematic and gender equality networks to better connect UN Women and partner work and promote learning and innovation. - Contribute to the internal flow of information throughout the organization on intergovernmental related policy and technical issues. - Maintain and ensure quality of content for "focus area" for UN Women guidelines, tools and other materials. 5.     The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
