The Information Management Specialist holds overall responsibility for UNFPA in Ukraine activities in the area of information management. This includes the assessment, design, implementation and evaluation of data and statistical related activities; definition of information and data needs; design and implementation of data and information activities; and monitoring and evaluation of data management activities.

Job Purpose:

UNFPA in Ukraine new Country Programme (2025-2029) reflects a strong nexus approach, bridging immediate humanitarian response with recovery and long-term development. This positions UNFPA to address urgent needs today while also contributing to human development and sustainable systems strengthening now and into the future.

Under the direct supervision of the UNFPA Deputy Representative, the Information Management Specialist will support the Country Office Programme in Ukraine with the assessment, design, implementation and evaluation of data and statistical related activities. This includes the definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities.

You would be responsible for:

A. Programme Management

  • Analyze trends, risks and data impacting the implementation of the Country Programme.
  • Coordinate the Country Office's M&E activities for Ukraine Country Programme implementation
  • Lead UNFPA's engagement in inter-agency processes, including the UN Sustainable Development Cooperation Framework; Humanitarian Needs and Response Plan; Government Sector Working Groups and other relevant processes as it relates to data and information pertinent to UNFPA's work.

B. Quality Technical Support and Capacity Development

  • Provide technical guidance on methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, profiling, statistical analysis, predictive analytics, big data, international recommendations, GIS, data visualisation, maps, official statistics and other data and information management activities.
  • Support the analysis of primary and secondary data for interpretation and evidence- informed decision making.
  • Support data security, data protection and responsible data-sharing.
  • Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
  • Lead and undertake geospatial analysis, statistical analysis, targeting, surveys, indicator definition and other data management activities.
  • Develop information management products such as indicators, templates, maps and dashboards.
  • Contribute to the preparation of the Country programme including multi-agency programmes through the provision of relevant data and development of indicators

C. M&E Framework

  • Develop/refine the Monitoring & Evaluation (M&E) framework, including performance indicators, baselines, and targets.
  • Support monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis.
  • Build capacity among relevant staff for effective implementation of the M&E Framework

Qualifications and Experience:

Education:

Advanced degree in International Relations, Social Sciences, Statistics, Information Management, Data Science, Demography Computer Science or other relevant field.


Knowledge and Experience:

  • Five years of relevant experience in data gathering, data management and data analysis to support policy formulation and implementation.
  • Experience working with data management tools such as Microsoft Power BI.
  • Previous experience working with an international organization in a humanitarian or development context.
  • Knowledge of international protection, human rights and international humanitarian law is desirable.

Languages:

  • Fluency in English (written and spoken); Fluency in Russian or Ukrainian is desirable.

Purpose of Job The Associate Director, Senior Banker I ("AD") will be leading project origination, structuring, due diligence, execution, implementation and (where relevant) monitoring, for all types of investment instruments offered by the Bank. In coordination with the Business Leader/Line Manager, the AD may also engage on business/pipeline development, client management and policy dialogue in the financial institutions sector in Ukraine. As the Bank continues to work on developing and launching housing finance facility in Ukraine, this position will have an additional focus. In coordination with the Deputy Head of Ukraine, FI, the AD will act as an interlocutor with the key external and internal stakeholders (including donors) to shape and lead the critical policy reform component of this initiative, as well as help set up the new housing finance/mortgage framework or product and oversee its implementation and potential expansion The AD will lead the design and implementation of housing finance solutions to support affordable housing markets and home reconstruction efforts. This role involves structuring financial instruments, liasing with  partner financial institutions (PFIs), and developing scalable models for mortgage lending and housing supply. The AD will work closely with internal teams, government stakeholders, and donors to ensure alignment with EBRD's strategic objectives and international best practices. Externally, the AD is one of the Bank's representatives with clients and other stakeholders, while internally the AD is responsible for ensuring that projects are originated, executed, implemented and monitored in line with the procedures, policies and strategies of the Bank. EBRD may grant approval to work from Ukraine to eligible candidates who may not be able to relocate to Warsaw, Poland due to personal objective reasons.    Purpose of Job The Analyst, G&EI is a member of Gender and Economic Inclusion (G&EI) which consists of three pillars (Access to Skills and Employment, Access to Finance and Entrepreneurship; and Access to Services. (S)he supports the work of G&EI specialists by providing technical input into the design and structuring of the transition impact or gender additionality of projects and sector assessments of G&EI issues. The Analyst, G&EI also plays a key role in monitoring of the G&EI projects' portfolio for their achieved transition impact. In addition, the Analyst provides input into assessments including (amongst others) Country Diagnostics, Country and Sectoral Strategies, and other knowledge products, to assess transition qualities and reform challenges in each of the COOs related to G&EI in order to focus G&EI policy dialogue.   Accountabilities & Responsibilities •    Assisting gender and economic inclusion economists and specialists, including supporting their relationship with the Banking and other teams during all stages of sector and project work from project design and assessment and policy engagement activities to management of external consultants post-signing monitoring;). •    Monitoring and assessing sector developments and structural reform progress in Ukraine and contributing to country diagnostics and the annual review of the EBRD Assessment of Transition Qualities (ATQs). •    Monitoring the transition impact of Bank's operations (TIMS), including some limited travel to the region to monitor projects on the ground. •    Analysing aspects of the impact of Bank projects and operations under the direction of their team economists and specialists. •    Ad hoc assignments, including background research on specific clients or sectors, regulatory and other policy developments, drafting of briefings; presentations and short sector analyses; drafting communication products; and contributing to organisation of G&EI conferences and workshops •    Compilation and maintenance of relevant datasets.   Knowledge, Skills, Experience & Qualifications •    A master's degree in economics, public policy, gender studies or a related field from a leading university (candidates with relevant work experience and a strong Bachelor's degree may be considered in exceptional cases). •    Prior work experience of policy oriented or applied microeconomics (e.g. at a central bank, regulator or other body overseeing or setting policy), or in banking or related consultancy, services would be an advantage; Strong analytical and quantitative skills, including knowledge of Excel. Purpose of Job The Associate Director, Senior Banker I ("AD") will be leading project origination, structuring, due diligence, execution, implementation and (where relevant) monitoring, for all types of investment instruments offered by the Bank. As the Bank continues to work on developing and launching housing finance facility in Ukraine, this position will have an additional focus. In coordination with the Deputy Head of Ukraine, FI, the AD will act as an interlocutor with the key external and internal stakeholders (including donors) to shape and lead the critical policy reform component of this initiative, as well as help set up the new housing finance/mortgage framework or product and oversee its implementation and potential expansion The AD will lead the design and implementation of housing finance solutions to support affordable housing markets and home reconstruction efforts. This role involves structuring financial instruments, liasing with  partner financial institutions (PFIs), and developing scalable models for mortgage lending and housing supply. The AD will work closely with internal teams, government stakeholders, and donors to ensure alignment with EBRD's strategic objectives and international best practices. Externally, the AD is one of the Bank's representatives with clients and other stakeholders, while internally the AD is responsible for ensuring that projects are originated, executed, implemented and monitored in line with the procedures, policies and strategies of the Bank.
