D'ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d'intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c'est pourquoi une assistance médicale internationale est essentielle aux populations.

The position is to ensure the effective functioning, coherence, development, implementation and continuous improvement of the supply chain across assigned missions by acting as the primary operational reference and coordination point between field, cell, headquarters, and MSF Log. The position exists to safeguard supply chain performance, readiness, and alignment with MSF standards and operational priorities, particularly in complex and emergency contexts.

Tasks & Responsibilities

  • Support development and implementation of the country supply chain strategy and set-up, conducting ongoing analysis of context and risks to ensure agility and resilience.
  • Provide expert technical advisory on all supply chain functions and build the capacity of staff and partners through training, tools, and guidance.
  • Oversee and assure the quality of critical areas of supply chain; procurement, inventory management, warehousing, transportation and distribution, ensuring compliance and accountability.
  • Ensure integration of supply chain planning with program design, collaborating with teams to ensure feasible, cost-effective solutions that enable program delivery.
  • Monitor supply chain performance indicators, analyzing data to drive improvement and mitigate operational and compliance risks.
  • Build and manage strategic relationships with key stakeholders, partners, and suppliers to strengthen the supply ecosystem.
  • Guarantee emergency preparations for the supply chain and scale operations rapidly to meet urgent needs during sudden-onset crises.

Your profile

Education

Essential:

  • University degree in Supply Chain Management, Procurement, Logistics, Business Administration, or related field.

Desired:

  • Professional certification in Supply Chain, e.g. APICS and CIPS, is an asset.

Additional training in data management is an advantage.

Experience

Essential:

  • MSF field experience in supply chain management.

Desired:

  • Strong experience in MSF emergencies is an advantage.

The Project Manager will spearhead the design, delivery, and oversight of the Smart Energy Monitoring initiative within MSF's Transformational Investment Capacity (TIC) program. This flagship project seeks to transform how MSF manages energy across its operations by leveraging innovative technologies and sustainable practices to strengthen energy data collection, analysis, and governance. By enabling clearer insights into energy use, the initiative will support more accountable decision-making while laying the foundation for smarter, greener operational choices. The project is driven by three core impact goals: improving transparency and accountability through streamlined, high-quality energy data; delivering measurable cost savings while reducing MSF's environmental footprint through optimized energy consumption and increased use of renewables; and ensuring the system is scalable and accessible across all MSF operational centers. Implementation will follow a structured timeline, beginning with Phase 0 (2 months) for recruitment and onboarding, followed by Phase 1 (2 months) to define detailed requirements and protocols, and concluding with Phase 2 (7 months) focused on system development, pilot implementation, and final delivery. Tasks & Responsibilities Project Governance, Planning, and Delivery - Oversee the planning, execution, and successful completion of the 11-month project (February–December 2026), managing all phases from recruitment and requirements definition to delivery of key milestones. - Apply appropriate project management methodologies (Agile/Waterfall) in line with TIC guidelines and in coordination with the supporting PMO. - Ensure alignment with MSF environmental objectives, operational efficiency standards, and accountability frameworks throughout the project lifecycle. - Manage the incubator project budget, ensuring financial transparency, cost-effectiveness, value for money and compliance to reporting requirements for TIC and PMO. - Identify, assess, and mitigate project risks, including challenges related to heterogeneous sensor data, limited energy expertise, and field staff availability. - Support the sponsor in the governance of the project by preparing steering committee documents, logging key actions, decisions, and mitigations. Team Leadership and Stakeholder Coordination - Recruit, onboard, and lead a high-performing, multidisciplinary project team, ensuring clear roles, responsibilities, and effective collaboration. - Provide ongoing training, performance feedback, and evaluation to support team effectiveness and delivery. - Collaborate closely with key stakeholders, including the sponsoring OC (OCG), support OC (OCB), and other MSF operational centers (OCP, OCBA, WaCA, Ubuntu). - Coordinate with teams managing related initiatives (e.g. TrackMyFleet and carbon footprint measurement) to ensure synergy, data interoperability, and strategic alignment. Technical Design and System Implementation - Lead the design and rollout of energy sensor installation guidelines and protocols, ensuring consistency across missions. - Oversee the upgrade of the OCB Telemetry platform to support multiple sensor brands, manual data entry, and integration with solar energy systems. - Coordinate the development of a centralized energy data warehouse, consolidating metrics such as fuel consumption, solar production, and grid electricity usage. - Supervise the development of Power BI dashboards to visualize energy performance indicators and enable actionable, data-driven decision-making. - Oversee the development of user-friendly interfaces enabling field staff to register sensors and manually input data where automation is not feasible. Piloting, Adoption, and Scaling - Manage pilot implementations in two missions, including deployment of smart energy meters and validation of system effectiveness. - Actively support user onboarding, training, and self-service analytics adoption, ensuring tools are accessible and usable by non-technical staff. - Promote energy reduction measures through sensitization materials, webinars, and training sessions. - Ensure the scalability and accessibility of the Smart Energy Monitoring system across all operational centers beyond project completion. - Manage the incubator's project budget ensuring financial transparency and cost-effectiveness. - Conduct cost mapping to identify cost-effective software, manufacturers, and IT license management strategies. Epicentre is an organisation created by Médecins Sans Frontières (MSF) in 1986. We conduct field epidemiology, training, and research activities for MSF interventions. Our activities for populations in precarious situations are led from Uganda, Niger, and France, and through the programs of MSF and others. They mainly concern infectious diseases and malnutrition. Be responsible to conduct a study on the impact of reactive Oral Cholera Vaccine (OCV) campaigns. The objective of the study is to generate evidence for the efficient planning and implementation of such campaigns, in the context of the global roadmap to eliminate cholera. Tasks and responsibilities - Act as co-PI of a multicentric retrospective study on the impact of reactive vaccination campaigns - Construct and curate a multi-country cholera incidence dataset at a subnational level and link it to existing data about past reactive OCV campaigns, - Perform a descriptive and in-depth analysis of the data - (co-)develop and implement statistical and mechanistic models to measure the impact of OCV campaigns at different sites in >5 countries - Lead interaction with national stakeholders in cholera affected countries and with international stakeholders and partners, including setting up collaboration contracts - Organize research uptake activities with in country and international partners and stakeholders - Ensure compliance with ethical and regulatory standards, including data sharing and protection - Be responsible for writing the study protocol and obtaining all required ethical and regulatory approvals, writing reports and scientific publications, and conducting training and capacity building with in-country partners.
