Contexte & Mission

Médecins Sans Frontières est une organisation médicale et humanitaire internationale indépendante qui fournit des soins aux personnes dans le besoin, aux personnes touchées par des catastrophes naturelles ou causées par l'homme et aux victimes de conflits armés, sans discrimination et sans tenir compte de la race, de la religion, des croyances ou de l'appartenance politique (Charte de MSF).

Le-la Legacies Officer est rattaché-e à la cellule Recherche de fonds grand public, l'une des 4 cellules du « Pôle Fundraising » au sein du département Communication et Recherche de Fonds de MSF Suisse. Le-la Legacies Officer est responsable du suivi administratif des dossiers legs. Il/elle collabore et donne un soutien à la Senior Legacies Manager.

Principales responsabilités

Vous êtes le garant.e d'une gestion administrative et juridique rigoureuse des dossiers de legs. Vous êtes en lien avec les différents partenaires tels que les notaires, les avocats, les administrations et pouvez intervenir auprès de testateurs potentiels lors d'un premier contact par téléphone. Vous collaborez avec les notaires et avocats pour administrer les dossiers legs et héritages en Français et Allemand et participez à la cultivation de la relation avec les testateurs en suisse romande et alémanique. Vous êtes en charge aussi de renseigner la base de données concernant tous les nouveaux cas de succession ainsi que toutes les personnes intéressées par les successions. Vous veillez à ce que tous les legs faits à MSF soient reçus et optimisés en toute sécurité, appliquez les processus et procédures liés aux héritages (acceptation, décisions judiciaires, etc.), assurez le suivi financier avec le/la Legacies Coordinateur.trice.

Vous veillerez que les processus liés à l'envoi des brochures legs, des courriers à l'externe, des lettres de remerciements, de la numérisation des courriers entrants, la validation des dons, l'ouverture de nouveaux dossiers ainsi que le classement et l'archivage des dossiers clôturés soit bien réalisés de manière hebdomadaire par vous-même et avec le legacies assistant.

Dans vos responsabilités, vous serez aussi amené à :

  • participer à la phase préparatoire des événements donateurs et serez en charge de l'organisation de l'évènement (location de salle, gestion du catering...).
  • collaborer avec le service des finances de MSF Suisse pour la gestion des dossiers de legs et héritages mais aussi lors de la phase des provisions annuelles pour les dossiers dont vous êtes en charge.

Stratégie

  • Participe à l'élaboration et en œuvre la stratégie définie au préalable en collaboration avec le.la Legacies Coordinateur.trice et le/la Responsable de l'Unité Recherche de fonds grand public. Participe à l'implémentation du plan d'action pour développer les legs et les héritages comme source de financement privé pour MSF Suisse ;
  • Contribue activement au suivi des objectifs des recettes provenant des legs et le plan d'action annuel avec le.la Legacies Coordinateur.trice et le/la responsable de l'Unité Recherche de fonds grand public ;

Relationnel et représentation auprès des parties prenantes externes

  • Selon accord préalable avec le/la Legacies Coodinateur.trice, représente MSF lors des suivis de dossiers de legs et hértitages sans complexité particulière.
  • Etablit et maintien des relations avec un portefeuille de contacts identifiés en accord avec le/la Legacies Coordinateur.tricer (légataires potentiels et professionnels du domaine juridique) ;
  • Établit et assure des relations de premier choix avec des publics professionnels dans le domaine des successions, notamment les exécuteurs testamentaires et autres intermédiaires tiers ;
  • Favorise le développement de partenariats avec des prescripteurs cibles (notaires, avocats, gestionnaires de patrimoine, etc.) ;

Relation donateurs :

  • Cultiver la relation avec les testateurs et handraisers, les fidéliser en assurant le suivi de la relation avec ce public grâce aux outils mis en place.
  • Rend visite au handraiser ou confirme bequesteur pour cultiver la relation et apporter des réponses juridiques aux besoins des interlocuteurs dans premier niveau d'information.
  • Organise et prépare la logistique des évènements liés aux legs et héritages.

Admin & Support

  • Est support à l'équipe Legs et Héritages pour les dossiers legs et heritages pour un premier niveau de complexité des dossiers.
  • Assure une collaboration étroite avec nos conseillers juridiques externes pour les cas contentieux ou complexes ;
  • Gère le suivi des legs du point de vue administratif après le décès des testateurs en respectant le cadre légal et en assurant le respect des délais prévus par la loi ;
  • Par délégation et/ou sous supervision du responsable de l'Unité Recherche de fonds grand public, prend en charge des dossiers spécifiques.

Profil recherché

Education

  • Diplôme universitaire ou formation équivalente
  • Connaissance du droit de successions est un atout

Expérience

  • Expérience préalable dans des fonctions similaires ou administrative dans les domaines du marketing, de la communication, de la comptabilité ou du droit ;
  • Expérience préalable avec MSF ou une autre ONG/Organisation internationale est un plus ;

Compétences Techniques

  • Grande attention aux détails ;
  • Excellentes connaissances en informatique, navigation Internet, logiciels de bureau.
  • Connaissances du système juridique et politique suisse, notamment dans le domaine du droit de la succession est un atout ;

Langues

tasked with reviewing and assessing the health/medical aspects of funding applications for humanitarian aid projects.   Responsibilities Provide analysis and comment on funding applications for humanitarian aid projects in the field of health or with substantial health-related components, in the form of written opinions and through participation at meetings of the Projects Commission. This commission plays an advisory role in informing funding decisions. The meetings are held in person in Berne or in Geneva, or exceptionally online.   Training                              Academic training and qualifications in medicine and public health.   Experience                       A minimum of 7 years' experience in the health sector (medical programmes, public health) in various humanitarian contexts, including substantial field experience. Responsibility for supervising or supporting project implementation or providing technical input in these areas. Knowledge of the Swiss humanitarian environment and actors and of the standards and norms related to humanitarian aid.   Languages                       The documents to be reviewed are written and discussions are held in English or French. Fluency in spoken and written English and French is required. An understanding of German is an asset.   Skills                                   Analytical skills and ability to draft and present clear, concise and structured opinions. Good communication skills.   Independence               No concurrent long-term collaboration with an NGO that is an accredited partner of la Chaîne du Bonheur.   Workload        The workload depends on the number of projects that are submitted in the concerned thematic field. The mandate covers a maximum of 10 days per year for project analysis (reviewing applications) and up to 7 days of in person or online meetings per year. Projects are assigned and experts are invited to the meetings as required. The actual number of days worked thus may be less than these indicative figures. Depending on the needs of the foundation and the availability of the individual, the expert may also be commissioned by Swiss Solidarity to carry out field missions for technical assessments of projects.   Start and duration of mandate Two-year term, with a possibility of renewal. The MSF movement is built around 5 operational centers supported by 24 sections and offices worldwide. MSF Operational Center Geneva (MSF OCG) is one of these centers. The RLO is a logistics referent detached to operations to assist an operational cell in all its missions support activities.  He/she primarily has a technical reference role, but his experience and understanding of operations makes him or her an important member of the cell involved in the management of operations, especially in the monitoring of mission security management and applied security aspects. The RLO Polyvalent is part of the Log Ops Team, and he/she is a support of the current RLO team. The RLO is hierarchically under head of operational logistics unit (RSLO) and under the management of Cell Program Manager (RP) when he (she) is working for a cell.  He /she is not dedicated to a single cell but will come to provide a support according to peak activities, surge of needs or replacement of the regular cell RLO. The RLO Polyvalent within the Log Ops team has 3 main scopes of responsibilities: - As a polyvalent RLO, he (she) provides support to the emergency cell RLO during intensive activity phases (surge) or when replacement is needed (field mission, rest period, training, etc.) - He (she) is providing support to a regular cell according to peaks of activity which require reinforced support from operational logistics. - Within the RLO Team, he (she) brings his (her) skills and expertise during the development of activities capitalization work, practical tools, specific training content, protocols and procedures drafting, etc. ... he (she) will then have a so-called Back Office activity. Tasks & Responsibilities - As a member of the LogOPS unit, he/she provides support to an operational Cell and therefore participates in the objectives and operational strategy by guaranteeing technical and logistical feasibility. - He/she works in collaboration with the supply referent in Cell to anticipate and resolve issues related to the mission supply chains. - He/she supervises technical and logistical activities and is responsible for the application of logistics fundamentals and logistics field tools. - He/she anticipates the logistical and technical problems that missions may face and undertakes to resolve them. - He/she promotes and facilitates the implementation of technical activities aimed at improving the impact of medical programs (Wash, Food and non-food distribution, hospital management, construction, etc.) - He/she validates the technical aspects of the risk reduction policy. He/she is the guarantor of the availability, implementation, and management of all the necessary means, technics and logistics and associated human resources. - He/she ensures the application of non-medical technical policies and quality standards, availability and reliability of items and systems.  - In support of the RP and ARP, He/she contributes to the analysis, monitoring and implementation of security and risk reduction measures. - He/she ensures that the applied safety and security measures are implemented and respected. - In collaboration with the ARP and RP, he/she organizes the monitoring and updates of mission security protocols, procedures, and manuals, and contributes to their development. - He/she participates to the definition of EPREP logistics strategies in line with operational objectives. - He/she is actively involved in the development of budgets and action plans. Specific Responsibilities: - He /she will be requested in case of: - Emergencies managed by the cell - Exploratory mission requiring special follow-up. - Vertical activities generating a significant workload (vaccination campaign, food distribution, wash activity, shelters, etc.) - Formalization and review of emergency preparedness plans (EPREP). This support is part of a collaboration between the RP/RMP and the Emergency unit. - He /she guarantees a continuity of support to all cells. He/she the first-line backup of the RLO, of which it can take over – by delegation – all the responsibilities during absence, or only part of it. - He /she is focal point concerning logistics practices within the emergency cell; contribute to closure intervention capitalization, E-cell logistics focal point for systems and tools, process and guidelines development, etc. - He /she works on specific back-Office files, and he/she is the focal point for review of general logistics training content.   - The RLO may be required to go on mission, at the request of a cell, with precise terms of reference. These missions may be of the following types: - Field visit - Exploratory mission - Opening of projects - Logistical reinforcements during an emergency period - Logistics evaluation - Gap filling - The RLO intervenes on logistical (or transversal) training; as facilitators or as direct responders (cf. Ebola training, emergency training, LoT, WTT, etc.)  Your profile Education - High school studies at minimum. A technical diploma is an advantage. - Experience in technical project management and team management Experience - Successful Logistics Coordinator missions (LogCo), including several emergency missions. - Minimum 3 years of mission with MSF in logistics positions of management / coordination. - Experience as head of mission or field coordinator is highly recommended. - At least one successful year within the emergency pool. - Excellent knowledge of the response mechanisms to epidemics; displacement of populations and surgical and traumatic activities. - Mastery of MSF OCG tools. - Good knowledge of MSF Logistics Supply Centers. - Mastery of logistics fundamentals. Languages - Proficient English speaking and be able to communicate in French, both oral and writing.
