How can you make a difference?

KEY DUTIES & RESPONSIBILITIES;

1.     Inclusion of key humanitarian partners:

  • Ensure inclusion of key Education humanitarian partners in a way that respects their mandates and programme priorities
  • Act as focal point for inquiries on the Education cluster's response plans and operations.

2.     Establishment and maintenance of appropriate humanitarian coordination mechanisms:

  • Ensure appropriate coordination between all Education humanitarian partners (national and international NGOs, the International Red Cross/Red Crescent Movement, etc), through establishment/maintenance of appropriate Education Cluster/sector coordination mechanisms, including working groups at the national, zonal, and regional levels, 
  • Promote Education emergency response actions while at the same time considering Education within recovery and development planning through close interaction with the Education Section; Ensure inter-cluster and programme response planning with other Cluster/sector groups specifically in the areas of protection, school feeding and water and sanitation
  • Represent the interests of the Education Cluster/sector in discussions with the Humanitarian Coordinator and other stakeholders on prioritization, resource mobilization and advocacy;

3.    Coordination with national/local authorities, State institutions, local civil society and other actors:

  • Ensure that Education humanitarian responses build on local capacities;
  • Ensure appropriate links with national and local authorities, State institutions, local civil society and other relevant actors (e.g. peacekeeping forces) and ensure appropriate coordination and information exchange with them.

4.     Attention to priority cross-cutting issues:

  • Ensure integration of agreed priority cross-cutting issues in Education assessments, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights);
  • Ensure effective and coherent Education assessment and analysis, involving all relevant partners.

5.    Planning and strategy development:

  • Developing/updating agreed Education response strategies and action plans and ensuring that these are adequately reflected in the overall country strategies, such as the Humanitarian Response Plan (HRP).
  • Drawing lessons learned from past Education activities, revising strategies and action plans accordingly;
  • Developing an exit, or transition, strategy for the Education interventions and key Cluster/sector partners.

6.    Application of standards:

  • Ensure that Education cluster/sector participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law;
  • Ensure that Education responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.

7.    Monitoring and reporting:

  • Ensure adequate monitoring mechanisms are in place (with OCHA support) to review impact of Education interventions and progress against implementation plans.  This specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time.  That is - monitoring indicators (quantity, quality, coverage, continuity and cost.  Target population data including desegregation by sex, age etc...) of service delivery which are derived from working towards meeting previously defined standards.
  • Ensure adequate Education impact reporting and effective information sharing (with OCHA support) to demonstrate the closing of gaps.

8.    Advocacy and resource mobilization:

  • Identify core Education advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the HC, UNICEF and other actors;
  • Act as the media spokesperson for the sector;
  • Advocate for donors to fund Education actors to carry out priority Education activities in the sector concerned, while at the same time encouraging Education actors to mobilize resources for their activities through their usual channels.

9.     Training and capacity building:

  • Promote and support training of Education humanitarian personnel in areas such as Minimum Standards for Emergency Education and capacity building of humanitarian partners, based on the mapping and understanding of available capacity;
  • Support efforts to strengthen the Education capacity of the national/local authorities and civil society.

 

 

To qualify as an advocate for every child you will have?

  • Advanced University degree (Master's or higher) in areas of education, teacher education, primary & secondary education, special education, education strategies, education economics, ECD, early childhood education or related field.
  • A minimum of eight (8) years of relevant professional experience, four of which should be in direct education emergency experience.  Two of these would be based in the field at a team leader/education programme management level - 2 years' experience of responding to first phases of an emergency and a minimum of 2 years' experience with either the UN and/or NGO. 
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and another UN language desirable. Knowledge of the local language of the duty station is an asset.
  • Other skills and attributes include:
    • Knowledge of humanitarian reform principles, international humanitarian law, inter-connectedness and reform pillars & reform updates
    • Knowledge of the Cluster approach guidelines and terms of Reference (and knowledge of how to apply them)
    • Knowledge of cluster participants (their mandates, capacities, attitudes, limitations,) and how to integrate them into the cluster approach
    • Experience of coordinating partnership work between Cluster and Wider Education Sector including supporting transitioning of Cluster to Sector
    • Ability to mitigate and mediate conflict and disagreements among cluster partners
    • Ability to use and adapt cluster coordination tools (e.g. stakeholder mapping, CERF, HRP, Flash Appeals, IM tools, Need-Capacity-Resource Mapping, Contingency planning.
    • Knowledge of Education sector as a whole and its priority issues; an ability to strategize how these sectoral needs are met through collective delivery.
    • Ensure that the role, responsibilities and functional linkages among the Cluster support team (where applicable) are clear and well-coordinated
    • Communication, advocacy, analytical and facilitation training/mentoring skills.
    • Good knowledge of computer management and applications i.e. word processing, spreadsheets, databases, presentation tools, etc.

All selected candidates will, therefore, undergo rigorous reference and background checks. Organizational Context UNDP Somalia has been implementing the Civilian Police programmes since 2009. The police and justice components were brought together under a Joint UN Rule of law programme in 2015 which was further separated into three joint programmes on justice, corrections and police development. The Joint Police Project was led by UNOPS with UNDP as an implementing partner from 2018 to 2023. At present with the Federal Government, Ministry of Internal Security, UNDP has been invited to participate in the development of Phase II of the Joint Police programme. For the purposes of the design, the Ministry of Internal Security, Federal Government of Somalia has established a Design Steering Committee. The EU is funding the JPP Phase II and it is expected that other donors will also join the programme although it is expected that the funding for this new phase will be much smaller. The proposed JPP2 goal at the Design Steering Committee (DSC) was "Improved security and protection of local communities" with the objective to "Develop effective and accountable federal and state police services for improved policing". JPP2 will concentrate on police deployment and reform of the police forces across Somalia. General priority areas and activities for JPP2 were defined under the below thematic priorities: •   Support to national stabilization strategy; •   Strengthened legal and policy frameworks; •   Improved policing strategy, organization, and structure; •   Improved staffing, including recruitment, equipment, training, leadership, deployments, compensation; •   Strengthened police integrity and accountability; •   Improved local (district) policing delivery; Improved community cooperation and trust; Project stakeholders insisted that the future management structure should enhance coordination, accountability and offer a more strategic direction and oversight with a more robust decision-making process. The project stakeholders will agree on results and resources framework and a multi year workplan during the inception phase of the project which is from January to April 2024. The Project represents a joint approach with the United Nations Mission in Somalia (UNSOM) and the UN Country Team to strengthen collaboration, focus and coherence to support the implementation of the of the priorities in police development in Somalia and it builds on the positive gains, experience, expertise and added value of relevant UN partners under the Global Focal Point Arrangement to advance rule of law and constitutes a key landmark to maximize impact of UN interventions, minimize overlapping activities and maximize UN MPTF resources and know-how of the UN to "deliver as one" to enhance justice and security for all Somalis. The Project framework shall ensure that collective UN action on capacity building, gender equality and human rights principles as cross-cutting issues of this approach.    Job Purpose It is in this context that UNDP Somalia is recruiting a Project Management Specialist, Joint Police Programme to support in the implementation of the Joint Police Project and related components of the Rule of Law portfolio. Under the guidance and direct supervision of the JPP Phase II Police Project Team Leader who will be responsible for the management of the JPP Phase II with participating UN Agencies. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.   Duties and Responsibilities 1.) Effective project planning and implementation  Finance:  - Act as focal point for the management of all operational, financial and administrative matters of JPP Phase II. - Issue payment requests and fund transfers, following the Project Manager's approval. - Prepare project budgets and make budget revisions. - Prepare all financial reports for approval of the Project Manager. - Develop terms of reference for audit missions and manage audit support processes. - Perform any other tasks requested by the Project Manager.   Human Resources: - Ensure facilitation of recruitment processes of consultants and national and international staff for the project. - Ensure that human resource planning, recruitment, work plans and work specifications are in accordance with UNDP practice. Procurement: - Ensure development of and adherence to the procurement plan and consult with project manager on a regular basis. - In close collaboration with the Finance/Procurement Staff, ensure efficient procurement and logistical services. - Support project management in the timely mobilization of goods and services to initiate activities. - Support project manager to implement sound management of project assets. Quality Assurance: - Provide support and track Harmonized Approach to Cash Transfer (HACT) compliance of implementing partners and work closely with the Policy Operations and Quality Assurance (POQA) of UNDP Country Office. 2.) Coordinating, monitoring and report on progress in implementing project activities - Coordinate the development of the Monitoring and Evaluation Plans for the JPP Phase II, and update the plans as required. - Coordinate the development of knowledge building and knowledge sharing working with the  project teams and project partners.  - Develop the annual work plans. - Prepare Agreements with partners (government, CSOs, UN Agencies and other partners). Coordinate processes related to Letters of Agreement, Responsible Party Agreements and Low Value Grants with partners. - Work closely with the MPTF on progress and cash flow management.  - Coordinate all work planning activities as requested by the Project Manager. 3. Facilitate management responsibilities at Federal Member states: - Support the project team leader to implement the responsibilities of the JPP Phase II at Federal Member states. - Coordinate all activities which shall be implemented in the federal member states - Introduce good practices and sharing of experiences between the police in different member states to build up a community of practice within the police which shall be an informal platform.  - Identify sources of information related to capacity development of  the police, and lessons learned directly linked to the rule of law joint programmes in Somalia; - Sound contributions to knowledge networks and communities of practice; - Organize trainings for the key partners at Federal Member states on police development issues linking them to the JPP II ; - Coordinate development of Policies and institutions in relation to police at federal member states and capacity development needs in collaboration with the Government and other strategic partners; - Facilitate knowledge building and management of the Police project team members and national counterparts at Federal member states - Analyze results/lessons learned, and provide strategies for improved delivery of project interventions at federal member states; - Ensure project lessons learned and best practices are captured and documented to inform wider policies and programmes. - Work with UNWOMEN Somalia to develop user friendly standard Operating procedures and guidance tools for the police personnel to address Sexual and Gender Based Violence.   4) Participate in the building of strategic partnerships and programme design and implementation of the Country Office resource mobilization strategy. - Develop partnerships with government institutions, private sector, civil society and development partners based on strategic goals of UNDP and country's priorities. - Research and analyze information on donors and prepare substantive briefs on possible areas of cooperation. - Produce periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ.
