The PSEA Specialist will report to the UNICEF Representative with a dotted line to the Deputy Representative Programme. Within the context of the overall development and humanitarian response and the UN PSEA framework, UNICEF in Ethiopia has identified the following significant needs related to robust protection against sexual exploitation and abuse:

1. Participating in inter-agency PSEA Network and strengthening capacity at the country level including improving the reporting and complaint mechanisms at the community level so that they are more child and survivor friendly;
2. Strengthening PSEA capacities of UNICEF staff, partners and consultants;
3. Institutionalizing PSEA mechanisms more solidly across sectors and within the organization, including in both operations and programme sections.
4. Strengthening reporting on PSEA among UNICEF and partners.

 

How can you make a difference?

To fulfill this commitment, the PSEA Specialist will develop, implement, monitor and report UNICEF Ethiopia Office's Action Plan on PSEA which focuses on enhancing UNICEF and partners' capacity to prevent and respond to SEA in line with organizational processes and procedures; supporting the country office in managing and coordinating SEA concerns and allegations, supporting partners to implement internal complaints and investigation procedures; support the implementation of community based complaints mechanism (CBCM); representing UNICEF in PSEA coordination forums including the Ethiopia PSEA Network; together with C4D, and in liaison with the PSEA Network, develop awareness raising materials for UNICEF office and partners:

 

Participate in PSEA Network coordination meetings and documentation

Participate in the PSEA Network coordination meetings and events in Addis Ababa, as well as working with the PSEA Network in taking forward actions including:

1. Development of information sharing and messaging strategies on SEA across the PSEA Network members;

2. Strengthening the setting up of Community Based Complaints Mechanism for an increased reporting of SEA;

3. Pursuing the development of outreach and sensitization on SEA in the communities; training PSEA Focal Points and staff from humanitarian organizations;

4. Responding to complaints that arise, and developing interagency responses to problems that become evident;

5. Supporting the UN wide knowledge management on PSEA policy and guidance.

 

Support Appropriate Reporting and response SEA allegations

1. Support and advise the Country Representative on the reporting of SEA allegations through the internal Notification Alert;

2. Receive complaints and reports about alleged SEA (from staff, partners, community members and others);

Once a complaint is received:

1. Ensure that all information pertaining to complaints is handled and referred strictly in line with agreed protocols: the internal UNICEF Notification Alert and inter-agency information sharing procedure agreed with the PSEA Task Force;

2. Ensure whistle-blowers and alleged victims are interviewed in line with the interviewing protocols

3. Immediately refer victims to appropriate service providers so that they receive the medical, psychosocial, legal and material support they may need;

4. In coordination with the Chief of Child Protection in Ethiopia Country Office, ensure that child survivors of SEA access assistance;

5. In coordination with the Chief of Child Protection in Ethiopia Country Office, monitor the quality of assistance and follow up provided to survivors of SEA by UNICEF partners;

6. Work with the Child Protection team to define the modality for monitoring the assistance provided to child SEA survivors by service providers (other than UNICEF implementing partners).

 

Capacity building and system strengthening

Supporting the UNICEF teams in field offices to institutionalize PSEA efforts within their programmes and operations, monitoring and facilities (e.g. HACT, Supply section, programme component teams, etc.) including support to operationalize reporting mechanisms and on adaptation of tools; and as needed:

1. Review the existing internal reporting mechanisms to support ECO in strengthening its PSEA risk mitigation and complaints handling mechanism in line with UNICEF and international best practice standards;

2. Ensure that the annual UNICEF Country Office PSEA workplan is operationalized at all levels and with all sectors, develop and disseminate IEC materials in all UNICEF-supported sites;

3. Provide technical review of Programme Documents and other programme and operational documentation to ensure inclusion and adherence to PSEA requirements in all such documents;

4. Support the roll out of partner trainings on PSEA and Child Safeguarding and support the development of internal capacity for further training within the partner organizations;

5. Support partners and UNICEF vendors to have PSEA policies and structures in place, aligned with international standards and UNICEF systems; consult and follow up with partners on codes of conduct and safeguarding policies (including beyond PSEA) and risk mitigation plans including technical review and support as required by partners;

6. Provide technical support concerning appropriate prevention and risk mitigation strategies to advance survivor-centered, child-friendly complaint mechanism;

7. In consultation with the Donor Relations Specialist and Unit, lead office fundraising for PSEA and systematic inclusion of PSEA resourcing within fundraising proposals;

8. Lead knowledge management for UNICEF Ethiopia on PSEA including developing and updating the sharepoint drive for office staff to access PSEA policy and guidance materials

The strategic and effective advocacy, planning and formulation of child safeguarding, protection programmes/projects and the achievement of sustainable results, contributes to the achievement of goals and objectives to create a protective environment for children against harm, all forms of violence and ensures their survival, development and wellbeing in society. Achievements in UNICEF-supported programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

 

 

To qualify as an advocate for every child you will have?

  • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field
  • A minimum of 8 years of professional experience in design, implementation and management of protection or GBV programming and PSEA actions, preferably with the UN and/or international NGO.

    Experience working in humanitarian contexts.

    Familiarity with the latest developments in PSEA, inter-agency PSEA responses and humanitarian cluster systems.

    Excellent communication skills. Proven ability to work independently under stressful conditions and with good coordination with all partners.

    Excellent facilitation, training, networking and advocacy skills. Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
     
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Roles and Responsibilities: - The section is in need of the technical capacity to implement the German Federal Foreign Office/AA grant targeting GBV prevention, response and risk mitigation in Southern-Ethiopia, where nine local women's led organizations have been identified to lead the response. Under the supervision of the Chief Child Protection, the incumbent will also guide the implementation of the GBV component of the FCDO EC2R project in Northern Ethiopia, where innovations in GBV programming are modelled, including GBv and nutrition and GBV and cash transfers. The incumbent will further guide implementation of the 3R-4-CACE World Bank multi-year project with the Government of Ethiopia, under which UNICEF is working with the Ministry of Women and Social Affairs (MoWSA) under Component 2: Improving Access to GBV Response Services to scale up GBV response services in conflict-affected areas in Northern Ethiopia.  - The additional technical capacity explicitly strengthens UNICEF's programming inter-sections between violence against women and violence against children, as per the UNICEF Strategic Plan and towards achieving multiple SDG goals. This TA will also work cross-sectoral, particularly with Health, Education, Social Policy, Nutrition and SBC teams, driving UNICEF's cross-sectoral GBV response and risk mitigation.  - The incumbent will be responsible for providing high quality technical guidance and assistance on GBViE prevention, risk mitigation and response for the design, planning and expansion of programming, aligned and where possible integrated with UNICEF's Violence against Children programming through a development-humanitarian-peace nexus approach. These will include oversight for quality assurance and coherence with UNICEF's global standards, the UNICEF Strategic Plan and Gender Action Plan. S/he will ensure that the GBViE programming is aligned with the Core Commitments for Children.  - The Child Protection Specialist (GBViE) will work directly with Child Protection teams based in Afar, Amhara, Somali, Oromia and SNNP and other regions. Furthermore, increasingly in the evolving aftermath of the COVID-19 pandemic, a much stronger focus on building resilience to multidimensional shocks is also an important priority in Africa. These priorities are being strongly integrated into the focus areas of the UNDP RSCA Inclusive Growth (IG) Team, which, under priority 2 above, increasingly supports regional development that is inclusive and transformational, but also sustainable and resilient in eradicating poverty and reducing inequalities over time. More specifically - under the umbrella of the African Agenda 2063 and UN SDGs 2030 - the IG team's main thrust is to support African countries to align and integrate these global and continental agendas for sustainable development into their respective National Development Plans. Moreover, the UNDP's Strategic Plan 2022-25, UNDP's Renewed Strategic Offer for Africa and the Regional Programme for Africa have increasingly demanded that the IG collaborate more robustly within and across other UNDP RSCA thematic teams (e.g. Gender, Youth, Natural Capital and Environment, Private Sector, Governance and Resilience) to generate and deliver a more integrated package of services (that includes integrated policy and programme development, assessments, tools and evidence, and capacity and implementation support) on IG thematic areas (e.g. employment creation, informality, social protection, structural economic transformation, SDG integration and regional trade in the context of AfCFTA). In addition to its role as the provider of advisory services to partner countries, the IG Team continues to implement regional initiatives through the Regional Programme for Africa. Against this background, the IG team is currently looking to recruit 3 interns to support the work of the IG Team along the following overarching thematic areas, and offers each intern a chance for deeper investigation in one of the three following areas:   - The AUC/UNDP Inclusive Blue Economy Flagship: This internship will allow the select candidate to support the development of the AUC/UNDP flagship programme aimed at unlocking Africa's Blue Economy potential through the African Continental Free Trade Area (AfCFTA). This internship presents a remarkable chance for candidates who are passionate about sustainable development, environmental conservation, and inclusive growth. As an intern, you will be immersed in a dynamic environment where you will contribute to critical aspects of the programme, including research, policy analysis, stakeholder engagement, and the design of innovative solutions to address the challenges facing Africa's blue economy. This role is ideal for individuals who are eager to learn about and contribute to the intersection of environmental sustainability, social inclusivity, growth and trade within the context of Africa's vast aquatic resources. - Sustainable Development Goals (SDGs) Integration and Acceleration: The internships will allow the select candidate(s) to work under the overarching theme of enabling Member States to integrate the SDGs and related international and regional commitments into their relevant plans, budgets and statistics to accelerate progress. The work will be more specifically defined in the on-boarding stage but will likely entail a collection of country-level data on SDG indicators, SDG targets, and analysing synergies and trade-offs. It will also likely involve directly engaging and working with the Africa Union, the Regional Economic Communities and Countries from time to time. - Innovative approaches on Local Economic Development in the Africa context: This internship will allow the select candidate to support specific requirements of the IG team on innovative approaches to Local Economic Development (LED) that can harness the potential of abundant natural resources in Africa in a way that is sustainable, inclusive and productive. The idea would be to do specific research, generate data and evidence as well as identify entry points for how the concept of LED can play a more significant role through innovative applications in Africa's Inclusive Growth processes.      Duties and Responsibilities Under the overall supervision of the Inclusive Growth Team leads on SDG integration, Local Economic Development and Coordinator – AUC/UNDP Inclusive Blue Economy Programme, the intern  will undertake the following tasks to support one of the three thematic areas (of their preference): 1. The AUC/UNDP Inclusive Blue Economy Flagship: - Undertake background research on specific Blue Economy themes and contexts in Africa, - Undertake policy analysis of innovative integrated solutions to address the challenges facing Africa's blue economy. - Support, organize and participate in stakeholders' engagement events. - Contribute draft sections for the AUC/UNDP Inclusive Blue Economy Flagship programme.  2. SDG Integration and Acceleration: - The work will likely entail data collection of SDGs indicators and SDG targets. - Undertaking the analysis of synergies and trade-offs within and across countries on SDG ambitions. - Engaging and working directly with the Africa Union, the Regional Economic Communities and Countries from time to time.Producing a final report. 3.  Local Economic Development: - Desk review of the relevant literature and documents identified on the concept and application of LED from around the world. - Generate data and evidence that emerged from the literature review and compile into a zero-draft report for feedback and inputs. - Identify entry points in consultation with the IG Team that would serve UNDP IG Team well in designing follow up policy and programmatic interventions and share the first draft for feedback and inputs.  - Produce a draft final report based on the feedback and inputs received and submit for finalization including any further feedback and inputs Other tasks for all the interns require attending team meetings and supporting administrative processes.    Competencies Core Innovation Ability to make new and useful ideas work Level 2: Analyzes complex technical materials (including data) and makes concise, relevant recommendations Leadership Ability to persuade others to follow Level 2: Proactively identifies new opportunities and challenges People Management Ability to improve performance and satisfaction Level 2: Takes ownership of responsibilities Communication Ability to listen, adapt, persuade and transform Level 2: Understands, explains and shares information on assigned tasks with accuracy and clarity Delivery Ability to get things done while exercising good judgement Level 2: Meets goals and timelines for delivery of products or services;     Technical/Functional   Economics Knowledge of economic concepts, principles and policies and the ability to apply to strategic and/or practical situations Level 2: Execute & Learn: Execute & Learn: Perform defined tasks Social Inclusion Knowledge of inclusive growth, decent employment and social protection concepts, principles and issues and the ability to apply to strategic and/or practical situations Level 2: Execute & Learn: Performs defined tasks efficiently and deepens knowledge of area of work Entrepreneurship Knowledge of Entrepreneurship in the developing world and the ability to apply to strategic and/or practical situations Level 2:Execute & Learn:Performs defined tasks efficiently and deepens knowledge of area of work Knowledge Management Ability to efficiently handle and share information and knowledge Level 2: Technical Assistance: Performs defined tasks efficiently and deepens knowledge of area of work   Required Skills and Experience Education: - Enrolled in a master's degree programme in a recognized, accredited university in the subject areas of economics, public policy, development studies or a related area Experience: - Work experience not required, but some relevant work experience would be an asset including experience in international development - Computer skills:  MS Office proficiency - Understanding of and previous research on issues related to international development such as the SDGs, and with knowledge of the UN system is an asset.  - Excellent drafting and editing skills and attention to detail. - Excellent interpersonal skills and experience working collaboratively in small and large multi-cultural teams. - Good Graphic Design, Visual Arts and/or Communications skills Language Requirements: - English required.
