The Supply Division is responsible for overseeing UNICEF's global procurement and logistics operation. The Division supports UNICEF Country Offices and partners in achieving UNICEF's priorities by procuring supplies that meet high standards for quality and value and then ensuring their timely delivery. It also ensures that procurement by every UNICEF office follows organizational regulations and ethical standards. As well as supporting UNICEF's ongoing programmatic activities and procurement and supply of essential commodities on behalf of governments, the supply function provides rapid supply response to emergencies. Ensuring the global availability of essential supplies through influencing markets for lifesaving commodities such as vaccines, essential medicines and health products, and implementing a range of supply chain models to ensure these supplies are delivered to children, are two overarching focuses of the Division.

The Water, Sanitation & Education Centre, provides leadership in the procurement of WASH and Education commodities for country programmes and procurement partners, both via Long-Term Agreements and ad-hoc tenders. The unit is also involved in capacity building, market shaping and innovation projects related to WASH and Education.

 

How can you make a difference?

You will be accountable for: 

You will be directing the activities and responsible for the wide range of services and procurement conducted by the Centre to ensure that the appropriate products for UNICEF assisted programmes in education as well as water, sanitation are identified and procured (estimated procurement value of $130M per annum).

Under the general guidance of Deputy Director, Supply Programme, D-1.

  • Plan and direct procurement and supply matters in the areas of education, water, sanitation, in support of UNICEF Country Programmes and in collaboration with Programme Division, WHO, other agencies, NGOs and industry.
  • Ensure procurement is conducted in compliance with UN Financial Rules and Regulations and Divisional Procedures.
  • Develop and implements procurement strategies for the materials responsible for in close collaboration with Chief, Contracting. The future of UNICEF supply engagement linked to education, technology and globalization is currently very high on Supply Division's agenda and a key accountability in this position. 
  • Advise and supports country programmes and HQ divisions on supply issues relevant to water, sanitation and education and helps develop supply analysis and strategies of country programmes and procurement services. 
  • Recommend policy changes related to supply and services. In collaboration with regional offices assures high quality supply by establishing priorities and evaluation of services provided in context of regional supply strategies.
  • Represent UNICEF at major meetings and conferences relating to strategy and policy development for the supply of products and services, including market influencing, innovation and supply chain strengthening.
  • Work closely with Programme Division and other centres in SD to develop strategies and guidance linked to private sector engagement and market shaping for WASH and education.
  • Guide market research and facilitates communication to and from programmes, industry and partners in a manner consistent with public procurement principles.
  • Support innovation projects in the water, sanitation and education areas through close communication with programme colleagues and direct collaboration with the SD Product Innovation Centre.
  • Review new technologies related to WASH, education and project support, assesses their relevance for country programmes and develops appropriate strategies to test. Works closely with the Markets, Supply, Financing Center to influence market shaping for new strategic products and the Product Innovation Center on bringing innovations to scale.
  • Actively monitors water, sanitation and education products that are sent to the field to ensure that they are appropriate and of sufficient quality for their intended use.
  • As a part of UN Reform and the pursuit of operational efficiency, continuously drives a review of work-flow and practices to ensure efficiency, effectiveness and compliance. Including monitors performance utilizing divisional KPIs.
  • Participates as member of SD management team and ensure close working relationships with other Centre Chiefs as well as shares in the responsibility for achieving divisional objectives. 
  • Assumes additional work tasks as assigned by SD Directors Office.
  • Supervises a team of officers and assistants; responsible for setting goals and directions for the work of the Centre.

 

To qualify as an advocate for every child you will have?

Education

Advanced university degree in Business/Management, Engineering or other disciplines related to the managed procurement groups (WASH, Education) is required.

Work Experience

  • A minimum of 10 (ten) years of work experience at the national and international levels in international business or UNICEF programmatic setting with knowledge of products is required.
  • Proven management experience at the international level is required.
  • Senior experience in public procurement or direct UNICEF field programme.
  • Prior knowledge in Water, sanitation and/or education programmes and of worldwide markets is essential. 
  • Experience in digital solutions and/or evaluating new technologies for education programming is desirable.

Languages

Fluency in English is required. Knowledge of another UN language (French (desirable), Russian, Arabic, Chinese or Spanish) is an asset.

Without adequate and sustained investments in health, the SDGs will not be realized.   Job organizational context Global Transport Center (GTC) within the UNICEF Supply Division in Copenhagen is accountable for securing adequate service provision to deliver development and emergency supplies from vendors or UNICEF hubs to all UNICEF COs and Partners and for the ability to go beyond the port of entry up to the last mile. This is possible through establishing a five-year intermodal transport contract with global freight forwarders and MOUs with leading carriers. Background The United Nations Development Programme (UNDP) Unit of Information and Technology Management (ITM) in Copenhagen is responsible for supporting UNDP Country Offices around the world with ICT and Green Energy solutions. Knowledge of additional UN languages is an advantage. - Experience with circular economy and sustainability is an advantage. - Experience with programming and knowledge of Python is an advantage.    Conditions - In accordance with the UNDP Internship policy, UNDP interns are eligible to receive a monthly stipend, with the rate that varies depending on the duty location. The stipend will be paid monthly, and part-time internship arrangements are prorated accordingly.  - Where an intern is financially supported by an institution, government or third party, UNDP will, subject to the rules of such institution, government or a third party, pay the intern the difference, if any, between the external financial support provided and the applicable UNDP stipend. - Where an intern is engaged in-person and is not financially supported by any institution or programme, such as a university, Government, foundation or scholarship programme, a stipend intended to help cover basic daily expenses related to an in-person internship, such as meals and transportation at the duty station, is paid by the receiving office (monthly "in-person" stipend rate is USD1,000). A remote reduced stipend (the rate is a subject to the duty station location) is intended to help cover expenses related to the internship, such as internet connections or other means to remain in contact with the receiving office, is paid by the receiving office. - Except for the stipend, all other expenses connected with the internship will be borne by the intern, sponsoring government or institutions. - Interns are not considered staff members and may not represent UNDP in any official capacity. - Interns are responsible for securing adequate medical insurance for the duration of their internship with UNDP and must provide a medical certificate of good health prior to starting the internship. UNDP will not reimburse the medical insurance of the intern. Any costs arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern. - The purpose of the Internship Programme is not to lead to further employment with UNDP, but to complement an intern's studies. Background The United Nations Development Programme (UNDP) Unit of Information and Technology Management (ITM) in Copenhagen is responsible for supporting UNDP Country Offices around the world with ICT and Green Energy solutions. Our Unit offers a stimulating and versatile internship in an international environment with contact to various partners from some 166 countries with UNDP presence. Duration: 6 months (1st August, 2024 to 31st January, 2025)   Duties and Responsibilities - Support online collaboration tools and business process automation solutions for UNDP Country Offices within the collaboration platform (Microsoft SharePoint and Office 365); - Assist in the development of corporate dashboards and applications using PHP Framework, Microsoft PowerApps and PowerBI for business intelligence and processes automation with new and evolving cloud-based functions; - Provide support in expanding and refining existing tools used in the implementation of Green Energy Projects implemented by Green Energy Team; - Support the collection, consolidation, and analysis of data for project-tracking, and data visualization using Excel, PowerBI, and other business intelligence tools. Contribute with innovative perspectives to improve online reports and dashboards for internal and external use; - Assist in elaborating and cleaning data gathered via IoT devices installed in UNDP Country Offices by using Data Science principles; - Participate in translation of user requirements into UML Diagrams. Support the development of quality software practicing international coding standards; - Assist in researching alternative tools for enhancing internal communications and tracking, such as chatbots in MS Teams, decision-making assistance tools through various Office 365 tools (Flow, Forms, PowerApps, etc.), and information design (data visualization); - Creatively support the development of new projects for innovative collaboration and business process automation systems and tools to be disseminated to UNDP offices as best practice for improvement of operations and business efforts; - Support and continuously innovate/improve (Kaizen Concept) the existing operating procedures, instructions and templates from best practice and then disseminate them through the user community liaising with the communications team; - Promote the ITM's overall ICT strategic framework and work plan pertaining to the minimum ICT standards, infrastructure, and connectivity dimensions;   Competencies - Technological expertise: Has interest and understanding of software engineering and software development lifecycle - Innovation: Has interest in developing smart solutions for UNDP, focusing on ICT services.
