Job description

Background and Justification 

 

* Purpose of the Position:

 To promote and uphold the humanitarian and public health principles by leading a coordinated and effective health sector response together with the national and international community, with specific attention to vulnerable and marginalized populations, through effectuating WHO's commitment to work within the framework of the Interagency Standing Committee (IASC) and the cluster approach. The incumbent will be responsible for performing a dedicated coordination, health needs assessment, strategy development and resource mobilization, supporting the implementation and , monitoring the joint incident management system and advocacy function. 

 

2. Job Description 

 

* Objectives of the Programme and of the immediate Strategic Objective 

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. 

 

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization) 

Reporting to the Head of the WHO Country Office and under technical guidance of the Regional Emergency Director (except for any graded emergency with an Incident Manager), the incumbent is expected to discharge WHO's lead role in the health cluster and to impartially represent the interests of the members of the health cluster, including the provision of active support – as applicable – to subnational clusters or working groups of the cluster which may be coordinated by other agencies. 

 

The Cluster Coordinator leads an interagency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership, collaboration and collective results are essential.

 

 The health cluster coordinator plays a strong role in promoting agreed national and international standards in all areas of healthcare and strives for the best attainable health status for the populations served by the cluster. S/he identifies and engages with health sector stakeholders and utilizes existing coordination mechanisms, including national health authorities, national and international organizations and civil society; represents the health cluster in inter-cluster coordination mechanisms and oversee the representation of the health cluster in other relevant sectors/clusters such as WASH, logistics, nutrition, protection, maintaining neutrality vis-a-vis all partners including WHO. 

 

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected): 

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. 

 

Needs assessment and gap analysis 

  1. Manage, coordinate and be the overall lead within the health cluster or at inter-cluster level for rapid health needs assessments, as well as participatory assessments (multi cluster/sector initial rapid assessments and humanitarian needs overviews, post-event risk assessment post disaster/post conflict needs assessment); be familiar with and ready to choose from existing tools to confirm that the health cluster covers all identified humanitarian health needs of the affected population. 
  2. Collect information from all health partners on Who's Where, since and until When, doing What (4Ws), and regularly feed the database managed by the United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA). Provide consolidated feedback to all partners and the other clusters. 

 

Strategic planning 

  1. Lead the development, in cooperation with the health cluster members, of the health sector components of the humanitarian needs overview (HNO) and humanitarian response plan (HRP) as well as contingency planning for potential new events and other interagency planning, ensure proper linkages with the incident management system, disaster risk reduction, relief and recovery to complement national health sector preparedness/response plans.
  2. Ensure full compliance with national and international norms and standards, oversee that crosscutting issues are mainstreamed in the health cluster response and implementation plans, taking into account the need for local adaptation. 

 

Coordination of the health cluster

  1. Facilitate health partner coordination and involvement in health and other related sector assessments (e.g. nutrition, WASH), planning, information, interventions, monitoring and quality assurance, and regularly report on health services delivered to the affected population.
  2. Identify urgent technical gaps and training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all health cluster partners; identify opportunities for capacity building in collaboration with partners.
  3. Ensure appropriate links among humanitarian actions and longer-term health sector plans, incorporating the concept of "building back better" and specific risk reduction measures. 
  4. Convene and facilitate consultative and results-oriented meetings in line with the principles of partnership. Organize and conduct joint support missions to field operations.
  5. Oversee the development of a functional Information Management strategy and mechanism for the health cluster to facilitate information sharing as well as monitoring and reporting; ensure that the health cluster produces and disseminates to partners, donors, government and other stakeholders regular updates, technical reports, bulletins and briefings on the health status of the affected people, response activities, resources mobilization, achievements, challenges and the remedial actions when necessary. 
  6. Support national (health system) capacity building in emergency preparedness and response in accordance with the IASC emergency response preparedness (ERP) approach and other related guidance. 

 

Resources mobilization and funds allocation 

  1. Liaise and manage the development of resource mobilization efforts, oversee the initiation of Central Emergency Response Fund (CERF) and other pooled fund proposals and other funding documents, as required, in close collaboration with the Head of the WHO Country Office, and in consultation with the health cluster partners and the humanitarian country team. 
  2. Establish clear and transparent prioritization criteria for vetting partners' projects for inclusion in consolidated appeals and pooled funds processes. 

 

Monitoring and evaluation 

  1. Coordinate the development, adaptation and implementation of an indicators' monitoring framework to ensure adequate implementation of the health cluster plans; empower partners' active involvement in joint monitoring of individual and common plans of action for health interventions. Promote peer exchange of experiences and lessons learned within the cluster partnership. 

 

Advocacy 

  1. Identify core advocacy concerns for the Health Cluster through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy is conveyed to the RC/HC and humanitarian country team. Advocate for collective action, collective results, and collective accountability. 
  2. Represent the health cluster in inter-cluster coordination mechanisms at country/field level, contribute to jointly identifying critical issues that require multisectoral responses, and plan the relevant synergistic interventions with the other clusters concerned. 
  3. Advocate for priorities in the health sector, including protection for health workers and health facilities and the highest possible integration of the health-related activities in the humanitarian agenda. 

 

Perform any other cluster related incident-specific duties, as required by the functional supervisor.

Education Qualifications 

Essential An advanced university degree (Master's level or above) in public health, medicine, international health, management or social sciences or related field.

Specialized training in emergency management, international aid, humanitarian principles, health system recovery, and health cluster coordination. 

 

Experience 

Essential For P4: At least seven years of relevant experience at national and international level, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in managing and coordinating health programs in chronic and acute, sudden-onset emergencies. 

 

Desirable 

Relevant work experience in WHO, other UN agencies, health cluster partners, relevant nongovernmental or humanitarian organizations. 

 

Use of Language Skills

Excellent knowledge of French and Working knowledge of english would be an asset. 

 

Other Skills (e.g. IT)

The Democratic Republic of Congo is one of the largest populations in Africa (estimates range from 98.3 million, according to the DRC Bureau of Statistics and over 100 million according to other estimates) and poorest (73% live in extreme poverty) and has been in a state of conflict and vulnerability for almost 40 years. DRC is facing multiple development and humanitarian challenges. Despite some progress made over the last number of years in DRC in the fields of child survival and development as well as child protection, none of the MDGs was met. It will be a tremendous challenge for the country to achieve the SDGs by 2030. There are 6.3 million internally displaced persons (IDPs) in the country, of which 51% are women and girls; in addition, the country faces multiple health epidemics including Ebola, Cholera, Measles and Polio, and underlying chronic malnutrition affecting children across the country. In 2023, the office had a total requirement of more than US$1 billion, with over US$862 million for emergency resources. S/He provides high level program and policy guidance and leadership in strengthening UNICEF DRC's response to health emergencies during outbreaks, natural disasters and conflicts. S/He collaborate closely with Immunization Senior Manager during response on vaccine preventable diseases outbreaks (Measles, Yellow Fever, Polio etc.) and cholera prevention and response (in collaboration with the other sections) as well as on complex emergencies in conflict affected countries. Under the overall direction and guidance of the Nutrition Manager/ Specialist Cluster Coordinator, the IM Officer (Nutrition Cluster) will manage the IM function of the Cluster Working Group at the sub-national level. They are responsible for ensuring IM processes effectively contribute to a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Cluster Working Group that is accountable to those who are affected by the emergency. In their effort to enable an efficient and effective response to the humanitarian crisis, the IM Officer (Nutrition Cluster) is responsible for managing the collection, analysis and sharing of information that is essential for the sub-national Cluster Working Group participants to make informed, evidence-based, strategic decisions and for ensuring they are adequately coordinating with the national level.   Summary of key functions/accountabilities: The post holder is responsible for supporting the information management function to enable the effective functioning of the Cluster Working Group at the sub-national level, and the achievement of the core cluster functions, throughout the Humanitarian Programme Cycle in order to facilitate a timely and effective Cluster Working Group response. The postholder's main tasks and responsibilities will include but not be limited to: 1. Coordination and representation - As a member of the coordination team, contribute to the effective roll out and monitoring of the core cluster functions (as outlined by the IASC Reference Module) and to the Humanitarian Programme Cycle (HNO, HRP and CCPM), - Support the Cluster Working Group IM function and coordinate with others within the function to ensure effective communication, reporting and engagement, - Actively engage with other IMs through relevant IMWGs, including participating in the Cluster Working Group IMWG and representing the Cluster Working Group on the inter-cluster IMWG as relevant at sub-national level, - Promote harmonized and coordinated approaches to IM across partners, AoRs/ Clusters Working Groups and OCHA at sub-national level. 2. IM function support  - Implement an IM strategy and data collection and analysis plan at sub-national level that take into account the information needs of stakeholders and that are compliant with standards and protocols for ethical data and information management and that is aligned with the national level IM strategy and plan, - Implement regular secondary data reviews and primary data collection including designing questionnaires using appropriate tools, - Conduct data processing including organizing, cleaning, triangulating, evaluating and validating the data, - Analyse data to meet identified information needs of sub-national Cluster Working Group members and other stakeholders, - Create accurate, quality and timely information products that are in line with agreed style guides, - Disseminate information and information products through appropriate channels, - Maintain and ensure the accessibility of a common and shared secure storage system - Gather feedback on IM products and use to make improvements. 3. Strategic response planning - Implement partner presence mapping at sub-national level, - Contribute to strategic planning, response prioritization and the development of the HRP or other response plans as relevant, including the formulation of objectives, indicators and targets, prioritizing response modalities and activities, identifying and quantifying inputs and the curation of data. 4. Resource mobilization - Monitor and analyse the sub-national Cluster Working Group's financial situation and support financial tracking, - Support and advocate with Cluster Working Group partners for financial reporting on the Financial Tracking Service (FTS), - Support evidence-based advocacy and resource mobilization by providing accurate, relevant and timely data, information and information products. 5. Implementation and monitoring - Implement and maintain a sub-national Cluster Working Group monitoring plan and associated databases, including a response monitoring (3/4/5Ws) database that is in line with and contributes to national level databases, - Ensure the sub-national Cluster Working Group monitoring plan, and 3/4/5Ws include programme delivery modalities (in-kind, cash, voucher and services), - Support sub-national Cluster Working Group members to contribute timely and quality periodic monitoring reports on Cluster Working Group and OCHA platforms, - Support monitoring in the areas of information flows, dissemination, processing, analysis and dissemination, - Contribute to quantitative and qualitative gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the sub-national Cluster Working Group humanitarian response, - Monitor adherence to relevant sector quality standards, regulations and codes at sub-national level. 6. Operational peer review and evaluation - Participate in the annual cluster coordination performance monitoring (CCPM) exercise and annual review, - Contribute to sectoral and broader humanitarian evaluations. 7. Accountability to affected people - Be accountable to affected populations by encouraging the meaningful participation of affected people, maintaining an effective feedback mechanism and handling complaints appropriately, by ensuring data about the most vulnerable is systematically collected and analysed, and by encouraging partners to work accountably, - Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, gender-based violence (GBV) mitigation and response and HIV & AIDS) in Cluster Working Group data collection, analysis and dissemination, - Adhere to child safeguarding and PSEA policies including procedures for challenging and reporting incidents.   Strengthen national and local capacity - Support or implement actions to strengthen local and national leadership and capacity by encouraging participation of local and national actors in the IM activities of the sub-national Cluster Working Group and providing support to partners to overcome technical and operational challenges in participating in IM activities, - Implement an IM capacity assessment and capacity development plan for sub-national Cluster Working Group partners.   To qualify as an advocate for every child you will have... - A  first level university degree (Bachelor's) in one of the following fields is required: Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the Cluster Working Group.
