D'ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d'intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c'est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c'est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l'oubli, alerter l'opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l'aide, ou lorsque l'assistance est détournée de son objectif premier pour servir des intérêts politiques.

Background Information and General Objective

The Procurement 'team' within the Supply Chain unit of the Operational Centre of MSF in Geneva is responsible for providing support:

  • To the various departments of the Geneva / Zurich HQ in the realization of their purchases of goods and services, from the expression of their need to the contract finalization with the selected supplier;
  • To the field missions during market assessments activities as well as for the supply of goods purchased from the HQ in Geneva for the field.
  • To the new HQ project

You will report to the Purchasing referent.

As a Procurement Intern you will be, 

  • Assisting the procurement referent;
  • Managing the archiving of HQ contracts;
  • Analyzing the purchasing volume / data;
  • Managing of certain purchasing files in collaboration with the stakeholders;
  • Working with MSF's suppliers and internal stakeholders, ensuring satisfactory service
  • Negotiating with providers
  • Delivering actionable reports and analysis
  • Handling incoming issues, monitor status and drive resolutions
  • Working on any ad hoc projects

In addition, you will also support the project named 'Fournisseur Genève' aiming to improve our activity to supply goods for the field, in which you will set up an action plan / roadmap based on a report and recommendations done in 2018.

Specifiques Objectives 

  • Continuously update the contracts negotiated at Headquarters level in the contracts management system
  • As part of the purchasing volume / data analysis, you will:
    • Analyze expenses to determine purchasing stakes
    • Identify purchasing priorities
    • Propose a strategy associated with each identified priority
  • Prepare and manage some RFP/RFQ for relevant stakeholders within the HQ. For each purchasing file, you will coordinate the procurement process with all stakeholders including:
    • Accompany the specifying departments in the need's analysis: volumes, technical specifications and selection criteria
    • Accompany specifying departments in the sourcing of potential suppliers
    • Launch the tender processes and analyze the offers
    • Participate in selecting the most relevant supplier based on pre-established selection criteria
  • Support the implementation of the HQ Procurement Procedure and prepare some materials (information, training, supports, templates….) 
  • In collaboration with the purveyor, prepare and manage an action plan / roadmap for the project « fournisseur Genève » based on the report and recommendations done in 2018.  You will implement some of the actions identified.

  • Contract management system is updated, and contracts are properly filed
  • The analysis of the purchasing volume / data is available, and allows to know the priorities of the year
  • Suppliers selection is done according to the HQ procurement procedure
  • Materials and templates for the implementation of the HQ Procurement Procedure are available
  • Action plan / roadmap for the project 'Fournisseur Geneve' are available.

The Director of Programs may take on additional tasks related to his/her function, level of competence, and experience according to P4P's needs. S(he) may, for example, carry out or support the following activities: ·       Ensuring alignment between the country-roll-out work and the P4P communication strategy. ·       Support revising, updating, and developing P4P's policies, guidelines, manuals, etc. ·       Support capacity development activities of P4Ps' employees and partners in the fields of peacebuilding policy and mediation, disseminating P4P's methodologies and tools.   3.    CONDITIONS OF SERVICE P4P believes that salary levels should be set consistently, ensuring equal pay for equal value, responsible use of resources, and at a level that allows the organization to be as competitive as possible. Job size and contribution value, local labor market, and requirements to attract and retain talent in favorable conditions are the main factors that structure P4P's compensation framework. A staff member shall accrue 2.5 days of annual leave per month for each month of service, equating to a maximum of 6 weeks of leave per year. Staff members are insured for retirement, disability, and death by the state insurance AVS and the pension plan provided by a private insurer (foundation). P4P entered into a contract with a private foundation to provide adequate coverage for retirement, disability, or death. Details of this plan are available on CIEPP's online platform. 60% of the costs are covered by the employer and 40% by the employee. P4P operates flexible work hours but requires that all its staff are available daily during the "core periods" of 10.00h to 12.00h and 14.00h to 17.00h. Le Service Technique Logistique est chargé de fournir aux équipes terrain un support technique spécialisé dans les domaines suivants : eau et assainissement, construction, gestion de parc motorisé, énergie, chaine de froid, équipement médical. Le service contribue à la réduction de l'empreinte écologique, à travers une transition énergétique, une gestion améliorée des déchets et une adaptation des infrastructures. Principales responsabilités Taches de support techniques - En fonction de ses compétences, le/la stagiaire sera sollicité(e) par les membres du service technique pour : - Élaboration de dessins, plans, maquettes. - Calculs techniques (Excel, logiciels spécialisés) - Analyse de données (tableaux croisées Excel, bases de données) - Création de graphiques techniques - Ecriture, essai et correction de macros Excel, etc - Essai de logiciel - Etudes de marché - Traductions Anglais/Français ou Français/Anglais. The EMOPS IAHP section is looking for a dynamic intern to provide support in dealing with the humanitarian partnerships with other UN agencies and other humanitarian organizations, including International Federation of Red Cross and Red Crescent (IFRC), international and local Civil Society Organizations (CSOs).   UNICEF works in some of the world's toughest places, to reach the world's most disadvantaged children. While UNICEF integrates approaches to emergency programmes and policies throughout its divisions, the coordination of its humanitarian response is done by the Office of Emergency Programmes (EMOPS). The Inter-Agency Humanitarian partnerships (IAHP) section deals with the humanitarian partnerships with other UN agencies and other humanitarian organizations, including International Federation of Red Cross and Red Crescent (IFRC), International Organizations (IOs), and local Civil Society Organizations (CSOs). How can you make a difference? - Support collection and analysis of data on the collaboration between UNICEF and IFRC at country, regional and global level. Prepare and update relevant factsheets, including key funding data for UNICEF's partnerships with IFRC and national societies of Red Cross/Red Crescents. - Support the roll-out of the UNICEF-IFRC joint action plan and implementation of joint activities at country level. - Support the work of the UNHCR -UNICEF Strategic Collaboration Framework within all aspects of secretariat support to the Joint Coordination Meeting (JCT), regional and country office rollout. - Support the work of the IOM /UNICEF Collaboration Framework within all aspects of humanitarian action. - Assist in organizing and preparing events and meetings with IFRC, UNHCR, IOM and other UN/IO. - Attend and report on meetings, conferences and other events related to humanitarian partnerships (as assigned). - Any other task that is relevant to the work of the IAHP section.   To qualify as an advocate for every child, you will have? Minimal Qualifications - Be enrolled in an undergraduate, graduate, or Ph.D. degree programme or have graduated within the past two years in International Law, International Relations/Affairs, Political Science, Law, or Social sciences. - Fluency in English and in another UN language (e.g., Arabic, Chinese, French, Russian, or Spanish). - Excellent written and oral communication skills. - Applicants must be at least 18 years old. - Have excellent academic performance as demonstrated by recent university or institution records. - Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office. - Have no other relatives in the line of authority that the intern will report to. Desirable qualifications and skills - Interest in child rights, international law, humanitarian response - Strong organizational skills and experience in organizing/coordinating events, meetings and/or conferences - Excellent drafting skills (meeting minutes, notes, reports, communication materials) - Research, data analysis, data visualization and information management skills - Excellent knowledge of MS Office, Microsoft Teams, SharePoint and Zoom including conferencing - Flexibility, diplomatic and teamwork skills, professional and personal integrity CONDITIONS OF SERVICE Duration: The selected candidate will undertake the full-time role for 6 months. Location: Selected intern will be working full-time in-person in Geneva and will be governed by and subject to UNICEF's General Terms and Conditions for interns. Working hours at the duty station are from 9 a.m. till 6 p.m. Geneva time. Visa: The intern will be responsible for obtaining any visa required for them to travel to live and work in Switzerland; though the IAHP section will offer guidance on how to complete this process. Stipend: In accordance with UNICEF's guidelines, selected intern will be provided a monthly stipend to cover the duration of the candidate's internship based on the assignment location. There is no expectancy of employment at the end of the internship. Insurance: For Geneva-based internship, UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the intern's service, whether on or off UNICEF premises. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan with coverage in Switzerland prior to starting his/her internship. HR will share additional information about Swiss mandatory insurance and taxation in due time with the selected intern. Mandatory Courses: Selected intern will be requested to complete online mandatory courses prior to commencement of the internship. Equipment: UNICEF will provide IT equipment to the selected candidate as this is an in-person internship. Leave: Selected intern may take up to 2.5 days per month off work for any reason, including for medical reasons. The stipend will be reduced for any absence beyond this quota.
