Despite Mali's efforts to commit to Education for All by 2015, the country has fallen behind in achieving this goal. To date, Mali still has 2 million children out of school, and at risk of dropping out of school (primary and lower secondary school age). In addition, demographic trends suggest that this figure will increase in the near future. While school exclusion in Mali is caused by multiple structural factors associated with demand as well as barriers on the educational supply side, the OOSC problem is magnified by a weak education management system.

The complex crisis facing Mali since 2012, which includes political instability, armed conflict and recurring floods and food insecurity is adding difficulties and increasing barriers to access to education. As of March 2020, more than 1,200 schools were closed in Northern and Central regions of the country due to insecurity (threats and direct attacks against infrastructure and personals) affecting more than 370,000 children. In addition, the COVID-19 pandemic has led to the closure of all schools since mid-March 2020 (early June only the examination classes have reopened).

Half of the country is affected by insecurity and the entire country by COVID-19. In this context it becomes needed to strengthen and increase the education in emergency capacity of the education team to support the COVID-19 response.

The Global Partnership for Education has granted support to the government of Mali by offering a GPE grant using the World Bank as grantee. The government decided to outsource part of this grant to UNICEF ? namely on education in emergencies and COVID-19.

Canada funds several programmes of UNICEF, including ? Back to School? and COVID-19 related programmes.

The education section is seeking a programme coordinator to oversee the management and implementation of these grants and possible some related grants.

 

How can you make a difference?

Project Management

  • Demonstrate strong project ownership and responsibilities.
  • Develop and manage end-to-end project plans in collaboration with other team members, identifying in­terdependencies that will result in integrated actions and ensure on-time delivery.
  •  Provide hands-on project management during the project's implementation and post implementation phases.
  • Perform risk management on the project. Manage project risk and escalate issues to the appropriate level when needed.
  • Provide day-to-day coordination and quality assurance for projects and tasks.
  • Drive internal and external process improvements across multiple teams and functions.
  • Interface with technical teams, donors and government for project requirements and scope.
  • Actively track and monitor the project tasks performed by government, colleagues and implementing partners .
  • Create and maintain major project documentation including, but not restricted to: Gannt Chart, Risk Log, Budget, Run Rate, Resourcing logs, Workbooks and project calendars.
  • Define and document the completion of all phases of the project implementation. Create and maintain project management artifacts such as project scope, WBS, status reporting, etc.
  • Conduct meetings with project sponsor, stakeholders and project team.
  • Prepare briefing notes to project stakeholders, including Project Board.
  • Track the project budget.
  • Monitor, coordinate and provide guidance in the resolution of any upcoming problems
  • Maintain positive team atmosphere.

Project Implementation

  • Oversee the execution of work streams' planning, implementation and evaluation to reach integrated results.
  • Develop and update project work plans, submitting them to the leadership team for agreement and approval.
  • Liaise with all project stakeholders, ensuring views of all parties are considered, verified and vali­dated, and appropriately prioritized to meet project objectives.
  • Participate in leadership meetings and provide progress reports on functions implemented and up­dates on the implementation of the solution.
  • Assists government at national and local level to plan to implement the activities.
  • Undertakes monitoring missions as necessary.

Knowledge Management

  • Ensure that the project, when formally closed, has lessons learned and appropriate documentation to support implemented processes.
  • Project records and documents are properly handed over to business and technical leads with clear descriptions of ongoing roles and maintenance activities.
  • Any other activities assigned by chief of education or education in emergencies specialist

Expected Deliverables

The Project Manager will accomplish the objectives of the project by producing the following deliverables:

  • Overarching project plan for achieving results - project plans developed in collaboration with team members and stakeholders, with defined synergies when possible to ensure integrated actions and on-time delivery.
  • Project risks identified and managed, and issues flagged when appropriate.
  • Project requirements and scope analyzed and implemented.
  • Major project documentation created and maintained, e.g. Gannt Chart, Risk Log, Budget, Run Rate, resourcing logs, workbooks and project calendars, etc.
  • The completion of all phases of the project implementation defined and documented with pro­ject management artifacts created and maintained, such as project scope, WBS, status reporting etc.
  • Briefing notes to project stakeholders prepared.
  • The project budget tracked on regular basis.
  • Project work plans developed, regularly updated and submitted to leadership team for agree­ment and approval.
  • The integrated planning processes, accountability matrixes designed and closely monitored for progresses and results, risks managed.
  • Progress reports on functions and final reporting implemented, and updates on the implementation of the solu­tion provided to the leadership.
  • Lessons learned and appropriate documentation of the project ensured to support implemented processes.
  • Project records and documents gathered with clear descriptions of ongoing roles and mainte­nance activities.

 

To qualify as an advocate for every child you will have?

  • Master's in social sciences, Education, Humanitarian assistance or related technical field, preferably with specialization in education policy and development, Programme planning, monitoring and evaluation or emergencies.

  • At least 5 years professional experience in project management with UNICEF / UN agencies or international development institutions. Prior experience in managing Education projects is an asset.

*A First university degree with 2 additional relevant work experience may be considered.

Additional requirements:

  • Essential professional knowledge of Education/Basic Education programs in emergency in Mali.
  • Technical Knowledge of theories, principles and methods in areas of:  Education in Emergencies, distance learning, protective learning environment, Conflict and Disaster Risk Reduction
  • Good knowledge in Excel and Microsoft Office, knowledge in monitoring and reporting.
  • Minimum of five years of relevant professional experience at national and international level in Education in Emergency, education program management, planning, monitoring and evaluation in a related field, strong skills in analysis.
  • Experience, knowledge of Mali education system and stakeholders will be an asset.
  • Fluency in French and English required. Good knowledge of one of the local languages of the duty station is highly desirable

Setting and Reporting The UN Secretary-General's launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Mali and reports to the Senior Development Coordination Officer, Head of RCO and Strategic Planner. Within delegated authority, the Development Coordination Officer, Partnerships, will be responsible for the following duties:   Responsibilities 1. PROVIDES SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING FOR AND COORDINATION OF UNCT STRATEGIC PARTNERSHIPS FOR SDG ACHIEVEMENT:  • Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework in the country.  • Guide and coordinate UNCT working group – or similar platform, for the effective implementation, monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments.  • Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define a value proposition for local UN partnerships that can engage a wide range of stakeholders, including the private sector, civil society and other non-traditional partners.  • Serves as one of the entry points for external stakeholders seeking guidance and support in navigating opportunities to partner with the UNCT.  • Advises the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships and suggests mitigation measures as relevant.  • Provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures.  • Advises the RC/UNCT on developing and implementing locally tailored partnerships.  • Serves as liaison to Global Compact Local Networks (in countries where such Networks are established), assisting the Resident Coordinator in advising the Local Network Board and strengthening local UN engagement with the private sector; in countries without an established Local Network, working with UN Global Compact regional hubs to promote the UN Global Compact Ten Principles and business support for the SDGs.    2. WORKS CLOSELY WITH THE RESIDENT COORDINATOR OFFICE ECONOMIST AND OTHER UNCT FINANCE EXPERTS TO PROMOTE PARTNERSHIPS INITIATIVES IN SUPPORT OF FINANCING FOR ACCELERATING THE ACHIEVEMENT OF THE SDGS:  • Provides advice on partnership opportunities to drive financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), Cooperation Framework, Integrated National Financing Framework and similar processes.  • Prepares briefing papers and discussion points on partnership issues related to financing for development for consideration by RC/UNCT.  • Contributes to advocacy, communications and dialogues with partners to improve development assistance policies and practice.  • Working in close collaboration with the RCO Economist, ensures effective engagement of relevant counterparts, especially private sector, civil society and development partners, to develop engagement and partnerships around SDG financing.  • Guides the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs.    4. Mali, like other countries in the Sahel region, faces a multitude of challenges resulting from protracted conflicts, security challenges, climate change-related disasters and the difficult recovery of populations from these shocks, which results in a context that can facilitate the resurgence of conflict, notably due to the vulnerability of the populations and the socio-political, security and humanitarian fragility. The United Nations Development Programme (UNDP) has signed with the Government of Mali a country programme (CPD), covering the period 2020 – 2024, aims to contribute to a peaceful and resilient Malian society where citizens regain confidence in their institutions, live in a peaceful environment and are resilient to crises, benefit from a fair judicial system and the fruits of inclusive growth. UNDP CPD in Mali is implemented in high risks areas, notably the centre and the north and to some extent in the southern regions, which are currently considered a moderate security risk area. Against the backdrop of this geographical coverage, five (05) main projects covering the three areas of interventions of the CPD, are currently being implemented in the region of Mopti, in the center of Mali and this portfolio is expected to grow with the upcoming CPD 2025-2029 and post mission setting.  In this context, UNDP country programme in support to national priorities, requires a coordinated approach for the implementation of the projects through the establishment of project coordination office in Mopti that will strengthen joint interventions and partnerships including with UN sister agencies and other development actors operating in the region.    Position Purpose Under the guidance overall guidance of the Resident Representative, and the direct supervision of the Deputy Resident Representative/Programme (DRR/P), the incumbent is responsible for overall coordination, monitoring and oversight of the implementation of UNDP projects in the Mopti region. He fosters collaboration within and outside the team, with programme and operations staff and with other UN Agencies and demonstrates exemplary client orientation. S/He works in close collaboration with programme, operations, and project teams in the CO and other UN agencies present in Mopti region, UNDP HQs staff and local Government officials to successfully deliver services. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.     Duties and Responsibilities Effective field presence management: - Ensures the smooth running of UNDP projects in center and north including good management, oversight and coordination of staff activities in accordance with relevant UNDP rules and procedures.  - Management of resources attributed to the management of the projects and the portfolio in the regions of center and north.  - Promotes teamwork, collaboration and synergies within the projects implemented in the center and north in close collaboration with the programme units at the Country Office level.  - Develop a separate business continuity plan for the local presence in full alignment with the Country Office BCP. - Ensure systematic adherence to UNDP policies, procedures, and corporate guidance on enterprise risk management at the project level in an integrated manner.  - Participate in the appraisal of projects to provide an integrated approach to the assessment.   Effective Coordination of UNDP project implementation in the field. - Under guidance of the DRR/P, facilitates the coordination of UNDP in the region of center and north and provides the orientation of the UNDP at local level and supervises all activities of the project office.  - Provides strong coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and national authorities through the establishment of a wider consultation process and appropriate fora to enhance coordination between humanitarian and transition-to-development partners, thus strengthening the links between relief, early recovery and development activities.  - Ensures proper support, coordination, and input to the implementation of UNDP projects in the region while strengthening partnerships and collaboration with the local authorities. - Provides oversight and coordination of UNDP projects in the regions of centre and north.  - Provides support to overall resource mobilization efforts of the country office in close coordination with the Programme Units at the CO level.   Programme Development Strategic Analysis, Planning and Advice: - Planning and implementation of the CO strategic direction and oversight and quality control of programme in close collaboration with the relevant Programme units at the Country Office level  - Advise the Country Office, national counterparts and other aid partners on policies and strategies to adequately respond to transitional recovery and development challenges and needs.  - Ensures identification and promotion of joint programming and planning opportunities. - Coordinates with residual team, UN-organizations, and other interventions at local level.  - Monitoring and evaluation of the recovery and development Programmes and providing programmatic responses to the identified challenges and lessons learnt. - Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning. Programme Oversight, Quality Control and Assurance: - Ensures proper implementation of programmes based on continuous monitoring and analysis of (a) the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues and (b) implementation progress of the programmes in the regions of center and north.  - Leads the UNDP programme and facilitates attainment of expected results in the regions of centre and north in close collaboration with the Country Office. - Ensures effective application of RBM tools, monitors field office and project unit work plans, programme effectiveness and achievement of results.  - Ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations.  - Synthesis of lessons learned and best practices. - Sound contributions to knowledge networks and communities of practice. - Performs any other related task assigned by the supervisor.   Security and Common services: - Represent UNDP at the local security meetings. - Ensures security of project staff and premises at Mopti and at any others project sub presences in the region.  - Supports the implementation of UNDP MOSS compliance at Mopti and at any others project sub presences in the region; - Ensures the implementation of security measures agreed in the SMT and for compliance with security policy in Mopti and any other project presences in the center and north. - Ensures UNDP support to and coordination of common services: - Provides policy support, guidance and advocacy on the development, establishment, and management of common services arrangements at Mopti and any other project presences in the center and north.   - Oversees the effective provision of services including financial, human resources, procurement, and logistics. - Maintains a secure, reliable infrastructure environment for ICT and adequately plans for disasters and recoveries.
