THE COMPLEX:

The Vice Presidency for ?Agriculture, Human, and Social Development' is a Sector Complex focusing on the Bank's Ten Year Strategy High 5s priorities of ?Feed Africa? and ?Improve Quality of Life for the People of Africa?. The complex objectives are (i) to develop, policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments; (iv) the VP will act as the spokesperson to represent the Bank with external stakeholders on aspects of ?Feed Africa? and Improve Quality of Life for the People of Africa?.

 

THE HIRING DEPARTMENT / DIVISION:

The Agriculture and Agro-Industry Department provides support for the delivery of Feed Africa: Strategy for Agricultural Transformation in Africa (2016-2025). The strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in 18 (eighteen) priority commodity value chains specific to the continent's agro-ecological zones. Realizing the objectives set forth in the strategy requires increased productivity, value addition, investment in infrastructure, an enabling agribusiness environment; capital flows and inclusivity, sustainability and effective nutrition. The Department leads the effort to transform African agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction.

 

THE POSITION:

The main purpose of the position of Chief Climate Smart Agriculture Officer, Coordinator of the Climate Smart Agriculture flagship, will be to assist in the implementation of Feed Africa: Strategy for Agricultural Transformation in Africa. Feed Africa contributes to the fulfilment of the AfDB's vision - as defined in its Ten Year Strategy and amplified in the High Five Initiatives- of being the leading development financial institution in Africa, dedicated to providing quality assistance to Regional Member Countries (RMC) in their poverty alleviation efforts.  The Strategy seeks to transform African agriculture through 18 (eighteen) priority value chains and 5 (five) agro-ecological zones. The transformation will require a set of seven enablers:

  1. Increase productivity by catalyzing the development of effective input distribution systems and reduction in post-harvest waste and loss;
  2. Realize the value of increased production by facilitating increased investment into output markets and supporting market incentives for value addition;
  3. Increase investment into enabling infrastructure, both hard and soft infrastructure
  4. Create an enabling agribusiness environment with appropriate policies and regulation;
  5. Catalyze capital flows (especially commercial lending and private investment) to scale agribusinesses;
  6. Ensure inclusivity, sustainability and effective nutrition beyond what the market may deliver otherwise; and
  7. Coordinate activities to kick start transformation, align activities and investments of different actors, and guide initial activities to the point where private sector actors can be crowded in.

The Chief Climate Smart Agriculture Officer will provide support in designing, implementing, evaluating, and monitoring policies, strategies, and programs involving agriculture and climate change issues.

 

KEY FUNCTIONS:

Under the oversight of the Manager, Agricultural Production, Research and Sustainability Division (AHAI.2) of the Agriculture and Agro-Industry Department (AHAI), the Chief Climate Smart Agriculture Officer, working in close collaboration with the Division Managers and Task Managers, will lead the design and implementation of climate change and agriculture activities. The main duties include the following:

  1. Lead the Bank's investments on climate adaptation of African Agriculture through deployment of climate adapted crop varieties, sustainable water management, recovery of degraded lands, digital technologies, and other climate smart agricultural practices
  2. Design and/or manage the development of strategic objectives (SOs) involving agriculture, climate change and food security, identifying actions related to program/project implementation, monitoring, and evaluating activities under established and/or proposed SOs;
  3. Provide expertise to Regional Member Countries (RMC) for research and analysis of issues related to agriculture and climate change;
  4. Propose priorities to be addressed through capacity development, related to the impact of climate change and natural hazards on agriculture, and provide recommendations for extension and knowledge tools required for the public, extension agents and farmers
  5. Analyze, formulate, and develop ideas, concepts, and methodology for policies, procedures, and systems for designing, implementing and evaluating agriculture and climate change programs;
  6. Assist Regional Member Countries (RMCs) with innovative solutions to streamlining Climate Smart Agriculture (CSA) in programs and projects;
  7. Coordinate and incorporate research and analysis findings into implementable interventions involving promoting new and innovative strategies for agriculture and climate change programs;
  8. Provide programmatic backstopping and management of agriculture and climate change projects;
  9. Develop partnerships to promote climate smart agriculture adoption in Africa;
  10. Support regional members countries for mobilization resource to support CSA adoption in Africa particular the climate finance;
  11. Collaborate with Regional Member Countries (RMCs) to identify agricultural and climate change issues and constraints that can be overcome by policy, legislative, or other initiatives;
  12. Provide recommendations on measures that provide co-benefits in terms of reducing emissions and increasing resilience of farming;
  13. Prepare briefing materials and provide materials on successful programs, good practice recommendations, and analytical reports on agriculture and climate change adaptation and mitigation strategies, policies and programs;
  14. Serve as technical liaison with other stakeholders (multilateral banks, donor organizations, private voluntary organizations (PVO), universities, and professional organizations) to coordinate their efforts with Bank programs, policies, and approaches relating to agriculture and climate change;
  15. Participate in review of agriculture and climate change activities, policy and technical input;
  16. Support the provision of formalized training and  capacity building on Climate Smart Agriculture (CSA) for Task managers; and
  17. Undertake any other assignments as may be assigned by the Manager, Agriculture Production, Research and Sustainability Division

 

COMPETENCIES (skills, experience and knowledge):

  1. Hold at least a Master's degree in Climate Change, Environmental Engineering, Natural Resources Management, Agriculture, or closely related disciplines.
  2. Have a minimum of 7 (seven) years professional experience in multilateral development institutions in development and implementing climate change programs
  3. Proven experience in climate finance mobilization
  4. Sound knowledge of climate change effects on agriculture and adaptation/mitigation measures
  5. Experience in consultation and planning for environmental initiatives which contribute to greater environmental sustainability
  6. Proven written and analytical skills in designing climate change and/or climate finance operations;
  7. Good command of research, analysis and policy on agriculture and environmental management tools and techniques
  8. Ability to initiate innovative approaches and originality at work; sound analytic, conceptual and strategic thinking;
  9. Good knowledge and understanding of food security, sustainable livestock production and sustainable water management issues
  10. Communicate and write effectively in French or English, with a good working knowledge of the other language.
  11. Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable.

The department is also responsible for loan administration and accounting and related fiduciary responsibilities, including disbursement of funds to projects and programs financed by the Bank Group. The Bank is seeking to build a management team that will lead to the successful implementation of this vision.   THE COMPLEX: The Senior Vice-Presidency (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results. The SNVP will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The SNVP leads senior management discussions, decision-making processes and the implementation of Board and Management key decisions. ​   THE HIRING DEPARTMENT: Located within the SVNP Complex, the E&S Safeguards and Compliance Department (SNSC) is responsible for mainstreaming environmental and social development considerations into Bank-financed operations in the public and private sectors through the implementation of the Integrated Safeguard System (ISS). The Safeguards and Compliance Department's mission is to ensure proper application of the Integrated Safeguards System (ISS) and its associated procedures, guidelines, and tools, to enhance environmental and social sustainability into the Bank's operations. The Department's main tasks is to improve the quality-at-entry (QAE) of Bank operations, including Country Strategy Papers and project-specific interventions (projects, ESW, etc.) as well as providing implementation support to borrowers, with a particular emphasis on enhancing developmental effectiveness through application of environmental and social safeguards requirements and procedures at the various stages of the project cycles.   THE POSITION: The Principal Social Safeguards & Compliance Officer works under the supervision and overall direction of the Director of the Department of Environmental and Social Safeguards and Compliance (SNSC).   KEY FUNCTIONS: The Principal Social Safeguards & Compliance Officer's core duties/responsibilities will include the following:   Mainstreaming of social aspects in operations, including safeguards, gender, and social inclusion.   As task team member, he/she will provide support to Task Managers and Borrowers/Clients in identifying, mainstreaming, and monitoring social development and safeguard aspects/concerns in Bank-funded operations during the identification, preparation, appraisal, implementation, and completion stages (throughout project lifecycle) through the following: - Provide E&S support to the Bank-funded projects and programmes, for both private and public sectors. - Address social issues in various Bank operations during the identification, preparation, appraisal, implementation, and project completion stages. - Assist Borrowers/Clients for the finalization of the Terms of Reference (ToRs) for the preparation of Environmental and Social Assessment (ESA) documentation (SESA, ESIA, ESMS, RAP, ES Audit, Social assessment) to ensure compliance with the ISS. - Review the ESA documentation submitted by the Borrowers/Clients as of the ISS and other Bank policies' requirements. - Draft the technical inputs of the E&S sections in Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Project Completion Reports (PCRs) and any other project related report as required. - Draft and/or ameliorate reporting templates for use in implementing and monitoring social aspects and components of projects and programs. - Contribute to the preparation of management responses to reports issued by the Bank independent accountability mechanism, and similar reports. - Liaise with co-financiers to ensure consistency in the mainstreaming of environmental safeguard requirements.       Policy and Compliance with E&S Requirements: - Participate in the formulation, review and/or revision of the Bank environmental and social safeguard policies, procedures, and guidelines.  - Provide policy guidance to Bank teams on social safeguard issues to enhance their awareness and the capacity of the projects and programmes to comply with the ISS.   Capacity Building and Knowledge Management: - Contribute to the development and implementation of capacity building and training programs for staff within the Bank and in RMCs. - Participate in, contribute, and represent the Bank in internal and external training and conferences on social safeguards and social development issues as well as other activities for advocacy, dissemination, and knowledge building. - Develop and/or contribute to the development of innovative knowledge products on social sustainability, social safeguards and/or the E&S performance of Bank financed projects and programmes.  - Undertake any other task as the Director of the Environment and Social Safeguards and Compliance Department and/or the Regional Director General. The Safeguards and Compliance Department's mission is to ensure proper application of the Integrated Safeguards System (ISS) and its associated procedures, guidelines and tools, in order to enhance environmental and social sustainability into the Bank's operations. The Department's main tasks is to improve the quality-at-entry (QAE) of Bank operations, including Country Strategy Papers and project-specific interventions (projects, ESW, etc.) as well as providing implementation support to borrowers, with a particular emphasis on enhancing developmental effectiveness through application of environmental and social safeguards requirements and procedures at the various stages of the project cycles.   THE POSITION: The Senior Environmental & Social Safeguards and Compliance Officer works under the overall direction and the supervision of the Director of the Department of Environmental and Social Safeguards and Compliance (SNSC).   KEY FUNCTIONS: The Senior Environmental & Social Safeguards and Compliance Officer's core duties/responsibilities will include the following:   Mainstreaming of environmental aspects in operations, including safeguards, gender and social inclusion.  As task team member, he/she will provide support to Task Managers and Borrowers/Clients in identifying, mainstreaming and monitoring environmental and safeguard aspects/concerns in Bank operations during the identification, preparation, appraisal, implementation, and completion stages (throughout project lifecycle) through the following: - Provide E&S support to the Bank-funded projects and programmes, for both private and public sectors. - Carry out the mandatory environmental and social due diligence on Bank operations during the identification, preparation, appraisal, implementation support including field visits, and project completion stages. - Review the ESA documentation submitted by the Borrowers/Clients as of the ISS and other Bank policies' requirements. - Draft the technical inputs of the E&S sections in Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Project Completion Reports (PCRs) and any other project related report as required. - Draft the technical inputs of the E&S sections of CDN, CSP, RISP, etc. - Draft and/or ameliorate reporting templates for use in implementing and monitoring social aspects and components of projects and programs. - Contribute to the preparation of management responses to reports issued by the Bank independent accountability mechanism, and similar reports. - Liaise with co-financiers to ensure consistency in the mainstreaming of environmental safeguard requirements.       Policy and Compliance with E&S Requirements: - Participate in the formulation, review and/or revision of the Bank environmental and social safeguard policies, procedures and guidelines.  - Provide policy guidance to Bank teams on environmental safeguard issues to enhance their awareness and the capacity of the projects and programmes to comply with the ISS.   Capacity Building and Knowledge Management: - Under the leadership of the Chief Information and Technology Officer, TCIS is mandated by the Bank to deliver the best IT services for the Bank's operations to accomplish its mission of spurring sustainable economic development and social progress in its regional member countries, contributing to poverty reduction.  The Planning & Administration Team is responsible for planning, administrative, and financial management aspects of running TCIS department activities daily.    THE POSITION: The Chief Planning & Administration Officer's objective is to be responsible for Planning and Administration in consultation with TCIS management and Business Process Owners (BPOs) by using the IT governance framework, the Bank's Financial rules and regulations, procurement procedures, recruitment procedures, and accompanying standards, business processes, tools, and metrics. He/She is responsible for overall IT Capital and Administrative budget processes to mobilize and manage financial resources for implementing IT strategy and TCIS work program. Ensures timely planning and management of IT financial resources. Coordinates compilation of TCIS strategic documents and Key Performance Indicators (KPI) for reporting to Management and the Board. Coordinates the procurement of IT Goods and services, including consultants and IT staff. Negotiates and manages IT contracts and framework agreements with IT vendors. Coordinates the evaluation of contract performance in consultation with program/project managers and supervises the processing of IT invoice payments. Oversees and monitors the implementation of IT-related audit recommendations and findings.   KEY FUNCTIONS: Under the overall supervision of the Senior Director TCIS, the essential duties and responsibilities of the Chief Planning and Administration include the following:   Information Technology Governance - Participate in formulating the Bank's IT strategies and policies to direct the Bank's information technology vision to support the implementation of the new Business Development and Delivery Model (DBDM) and achieve the Bank's business priorities. - Provide an information repository to support the Bank's strategic objective of becoming a knowledge-based organization of both internal and external information data to facilitate better decision-making. - Design and promote efficient business processes to increase organizational effectiveness. - Support the Bank's diverse users in acquiring operational and tactical information/data for strategic and operational decision-making. - Train Bank staff and all partners to utilize the intellectual capital and institutional memory of the African Development Bank housed in the IT systems of the Bank.   Budget Management - Lead the preparation of the Bank's IT Capital and Administrative budgets through consultations with the business, Strategic Planning and Budgeting, and TCIS management to identify strategic business needs and determine their budget requirements. - Ensure accurate budget planning for efficient resource allocation to implement IT activities. - Recommend to management budget transfers for either Capital or Administrative as permitted by the Bank's financial management rules and regulations. - Track the IT spending against agreed CAPEX / OPEX budget allocations proactively.   Procurement Planning and Management - Lead the preparation of the TCIS department's work program and annual Procurement plans (IT Goods, Services, and consultants) in consultation with Division Managers, staff, and the General Services department. - Coordinate/prepare Request for Information (RFI), technical specifications, Terms of References (TORs), and Request for Proposals (RFPs) for IT procurements and launch procurement processes. Coordinate evaluation of proposals, drafting of bid evaluation reports, and presentation to management and the Purchasing Committee for approval. - Lead negotiations to get cost-effective deals for the Bank of Contracts and manage vendor contracts and framework agreements. Coordinate the measurement of contract performance against contract deliverables by liaising with project managers and initiating invoice payments. - Manage vendors and build a strong working relationship with all key vendors/suppliers.   Recruitment and People Management - Set Planning and Administration staff objectives and provide leadership, advice, guidance, coaching, and direction to the team members to accomplish planned goals. - Liaise with the human resources department to identify vacant positions. Coordinates with TCIS management to develop/update Job descriptions and vacancy notices for advertisement. - Work with the TCIS Management Team and staff to ensure that IT resources are adequately provisioned for IT programs/projects, including business-as-usual activities. - Develop, consolidate, and monitor the implementation of the IT Training program in consultation with TCIS management and the human resources department.   Performance Management - Coordinate the definition of IT services KPIs and report their achievement monthly to management. - Recommend implementing changes to improve the overall performance of the TCIS department. - Evaluate Planning and Administration staff against achieving set objectives at each year's end.   Audit Management - Be the focal point for Information Technology related audits. - Oversee and monitor the implementation of internal and external audit recommendations and assess whether appropriate actions were taken to close the audit recommendations as required - Prepare and review working papers and make practical, value-adding recommendations to TCIS management. - Prepare clear and concise reports on IT audits for submission to and review by management and governing bodies to a standard that can be relied on for effective decision-making. - Proactively identify, track, and flag any recurring and audit issues, emerging risks, and opportunities to incorporate into the TCIS work plan. - Engage with a wide range of stakeholders, including the IT Staff and Management, for audit planning, execution, and reporting activities and the Internal Audit Department for learning and good practice exchange.   COMPETENCIES (skills, experience, and knowledge): - A Bachelor's degree from a recognized University in Information Technology, Business Analysis and Design, Information Systems Management, Finance, Accounting, or related fields.
