How can you make a difference?

 

Under the guidance of the Health Manager/immunization, provide technical support to the National Primary Health Care Development Agency (NPHCDA) to ensure cost-effective and efficient execution of immunization supply chain strengthening priorities within the background of the 10-year National Strategy for Primary Health Care and Immunization Strengthening Strategy (NSIPSS). The position is to support the expansion of the cold storage space including equipping of the three hubs national storage system (Abuja, Kano and Lagos) and reaching all wards with solar driven equipment using the CCEOP window.

 

Main responsibilities and tasks

 

The health Specialist, Cold Chain, will carry out the following activities related to Operationalization and execution of the Cold Chain Equipment Optimization Platform (CCEOP) portfolio in Nigeria:

  1. Serve as a member of CCEOP Project Management Team (CCEOP PMT) working in collaboration with other members of the National Logistics Working Group (NLWG)
  2. Support the running of the CCEOP PMT Operations Room and implementation of Nigeria-specific terms of reference of the CCEOP PMT
  3. Facilitate the conduct of  CCEOP PMT meetings, supporting the PMT secretariate as well as tracking the implementation of action points of the CCEOP PMT meetings.
  4. Work with the NLWG to develop CCEOP PMT project implementation work plan, which will address execution of the brief from receipt of the Gavi Decision Letter to CCE deployment and monitoring of project milestones.
  5. Support the conduct pre-installation site assessments and revalidation of the CCEOP Operational Deployment Plan (ODP) to minimize risks of deviation.
  6. Actively monitor and evaluate deployment of CCE and other bundled services with other members of the CCEOP PMT ensuring adherence with the ODP and Deviation Protocol
  7. Regularly liaise with the state PMTs to ensure their functionality, provide guidance and support tracking of CCEs deployment.
  8. Support the functionality of established state maintenance units, facilitating the implementation of their workplans and established floating assembly.
  9. Facilitate the quarterly update of nationwide cold chain inventory and gap analysis and provide feedback to NLWG
  10. In collaboration with the Health Specialist, Immunization supply chain and logistics and/or Supply Specialists provide high quality on-site information to UNICEF Supply Division required for informed decision-making.
  11. Where necessary, and in collaboration with CCEOP PMT and  UNICEF Supply Specialists, engage CCE manufacturer's in-country representatives to course correct any deviations from the Operational Deployment Plan and/or incidences that might arise.
  12. Work jointly with NLWG and the states to set a system to periodically re-validate the sites in the O.D.P.
  13. Provide weekly update on status of CCEOP project implementation to National Logistics Working Group

 

Other activities which may be supported by the Specialist at the request of the National Logistics Working Group include:

  • Technical support to finalization of the National Logistics Working Group (NLWG) 10-year road map, and annualized work plan, in line with the NSIPSS supply chain strengthening work stream.
  • Support the implementation of the three hubs in Abuja, Kano and Lagos for the expansion of the national cold storage space.
  • Support the cold chain expansion to accommodate the COVID-19 vaccines and other new vaccines in the country.
  • Support the installation/maintenance and monitoring of remote temperature monitoring systems in the cold chain equipment, providing regular feedback to NLWG.

 

To qualify as an advocate for every child you will have?

 

Education: Master's degree in one of the following fields Pharmacy, Medicine, Engineering or the Physical Sciences. 

Experience: Eight years of relevant professional work experience providing technical support in logistics, supply chain management, cold chain and similar activities.

Language Requirements: Fluency in English is required. Knowledge of another official UN language or a local language is an asset

The incumbent will perform all or part of the following duties: In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (WFP and logistics cluster), the incumbent is responsible for developing and implementing end-to-end logistics plans to ensure timely provision of quality and adequate supplies, equipment, consumables and services for the health emergency operations and information. Coordinates with various stakeholders, including suppliers, manufacturers, transportation providers, and customers, to establish effective logistics processes and schedules. Manage the entire supply chain, from sourcing raw materials to delivering finished products; Monitor inventory levels, forecast demand, and ensure that materials and products are available when needed. Collaborate with suppliers to negotiate contracts, monitor quality, and maintain positive relationships. Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations Oversee the transportation and distribution of goods; Determine the most efficient and cost-effective transportation methods, select carriers or logistics service providers, and track shipments to ensure on-time delivery; Follow up and handle customs documentation and compliance for international shipments. Manage the WHE fleet, including planning and monitoring fleet movements, oversee the maintenance of vehicles. Manage WHO warehouses and inventory levels to meet EPR program demands patterns while minimizing costs; maintain stock levels, and implement inventory control measures such as just-in-time (JIT) or lean inventory management techniques. Maintain the required stockpiles of essential emergency equipment, e.g., personal deployment material, radios, satellite telephones, IT equipment, etc.; Monitor product quality and manage returns or recalls, if necessary. Stay updated with advancements in logistics technology and leverage tools such as enterprise resource planning (ERP) systems, transportation management systems (TMS), or warehouse management systems (WMS) to optimize operations. In close cooperation with the Field Security Officer, ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders. Facilitate the setup of the health facilities supported by WHO, support the appropriate functioning of the health facilities, mobile medical activities such as vaccination campaigns, laboratory support and other emergency health related activities. Ensure that water, sanitation and infection control required activities are in place and up to standard for all health facilities supported by the WHO; Identify and mitigate potential risks in the supply chain. Develop contingency plans for disruptions, such as natural disasters or transportation delays, and implement strategies to minimize their impact. Under the guidance and general supervision of the Education Manager (Level 4), the Education Specialist supports the development and preparation of the education programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. Particularly, the Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve equitable access to quality and inclusive education, especially for children who are affected by conflict, marginalized, disadvantaged and excluded in society. The Education Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance, and accountability framework. He/she will lead a team on improving access to education for girls and for boys in formal and non-formal settings, working across the humanitarian and development nexus.   How can you make a difference? - Support to programme development and planning - Support the preparation, design and updating of the situation analysis for the education programmes with focus on the access component to ensure that current and comprehensive data is available to guide UNICEF's strategic policy, advocacy, intervention, and development efforts on education programmes. - Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency, and delivery. - Participate in strategic programme discussion on the planning of education programmes. Formulate, design, and prepare programme proposals for the sector, ensuring alignment with UNICEF's Strategic Plans and Country Programme and coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies. - Provide technical support in establishing specific goals, objectives, strategies, and implementation plans for the learning/quality component of the education program using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval. - Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results. - Provide technical and operational support throughout all stages of programming processes and to ensure that well-planned/structured learning interventions are conducted. - Programme management, monitoring and delivery of results - Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for learning, learning outcomes and quality education in general. - Provide professional technical leadership in ensuring structured/systematic implementation of interventions that support equitable access to quality education. - Develop costed implementation plans including detailed budgeting and track achievement of results and budget execution very closely. - Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results. - Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management. - Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. - Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. - Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources. - Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress. - Technical and operational support to programme implementation - Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support programme management, implementation and delivery of results. - Provide operational support to ensure the effective, efficient and timely programme interventions. - Arrange/coordinate availability of technical experts with Regional Office/HQ to ensure timely and appropriate support throughout the programming process. - Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support. - Draft policy papers, briefs and other strategic programme materials for management use. - Networking and partnership building - Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes. - Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes. - Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. - Innovation, knowledge management and capacity building - Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results. - Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned. - Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects. - Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.   To qualify as an advocate for every child you will have? - Education: - An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field. - Experience: - A minimum of five years of professional experience in programme planning, budget management, implementation and management in education especially in the area of access, some of which in emergency context. - Experience working in emergency context. - Relevant experience in a UN system agency or organization is considered as an asset. - Language Requirements: - Fluency in English is required (strong written and oral communication). Knowledge of another official UN language or local language of the duty station is considered as an asset.   For every Child, you demonstrate?
