Job description

OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Pan American Center for Foot-and-Mouth Disease and Veterinary Public Health (PANAFTOSA/SPV) is a specialized Center, part of the Department of Communicable Diseases and Environmental Determinants of Health (CDE) of the Pan American Health Organization (PAHO). PANAFTOSA/SPV promotes, coordinates, and implements technical cooperation aimed at strengthening animal health and public health activities and programs, and food safety systems of Member States. PANAFTOSA/SPV's technical cooperation includes the implementation of the Hemispheric Program for the Eradication of Foot-and-Mouth Disease (PHEFA); the prevention, surveillance and elimination of zoonotic diseases which negatively impacts human and animal health, including envenomation and the improvement of food safety systems for the prevention and consequent risk reduction of foodborne diseases as well as antimicrobial resistance.

 

 

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Communicable Diseases and Environmental Determinants of Health (CDE), and the direct supervision of the Center Director, Pan American Foot-and-Mouth Disease Center (PANAFTOSA), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical advice to Member States on development and implementation of regional food safety strategies and plans in accordance with PAHO Guidelines, the Global Food Safety Strategy, the Pan American Commission for Food Safety (COPAIA), the Inter American Ministerial Meeting on Health and Agriculture (RIMSA);
  2. Advise, plan, develop, implement, coordinate and monitor the operation and evaluation of the technical cooperation in food safety and antimicrobial resistance (AMR) in the food of animal value chain, within the framework of the policies and strategies of the Organization;
  3. Coordinate the process of implementing the Regional Strategic Plan for Food Safety with the Organization's Country Offices and national staff counterparts; optimizing alignment with both Global Food Safety Strategy and specificities of countries in the Region;
  4. Lead, supervise and coordinate the food safety team, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching, feedback, and support staff development opportunities;
  5. Analyze the impact of the Organization's technical cooperation in food safety on public health of the countries of the Region;
  6. Promote inter-programmatic coordination with other technical entities in the development and implementation of food-borne diseases surveillance and control, and prevention of AMR in animal health and food production efforts;
  7. Promote research activities and capacity building in the areas of food safety, AMR in the food of origin value chain, and veterinary public health;
  8. Promote the mobilization of national and international resources by supporting training, technical assistance and research activities to facilitate improvements in the design of food safety programs;
  9. Serve as liaison, at the national and international levels, with governmental and non-governmental organizations, dealing with issues related to food safety and AMR in the food of origin value chain;
  10. Coordinate the consolidation and preparation of reports on food-borne diseases (e.g. annual status reports) and programmatic indicators with other communicable and non-communicable disease professionals; collaborate in the development and implementation of integrated food-borne surveillance systems to support strategic and operational decision making related to the control of food-borne diseases and AMR in the food of origin value chain;
  11. Prepare and disseminate scientific and evidence-based technical reports, policy documents and position papers based on the results of epidemiological and socioeconomic studies;
  12. Promote and collaborate in mobilizing national and international resources to facilitate the implementation of the Regional Strategic Plan for Food Safety;
  13. Establish and maintain collaborative networks involving relevant national and international organizations (e.g. Codex Alimentarious, OIE, FAO, IICA, OIRSA, CAN and CVP), governmental and non-governmental institutions, professional and scientific societies engaged in the food safety, AMR in the food of origin value chain, and veterinary public health;
  14. Collaborate in the development and strengthening of human resources for adequate planning, organizing and operating of programs specifically targeted at improving food safety programs, AMR in the food of origin value chain, and veterinary public health;
  15. Collaborate in the preparation of the Biennial Work Plan (BWP) and the execution of international cooperation projects, including the analysis of political, technical and socioeconomic issues, and performance assessments;
  16. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  17. Perform other related duties, as assigned.

 

 

REQUIRED QUALIFICATIONS

 

Education:

Essential: A university degree in a health-related profession and a master's degree in epidemiology, public health, microbiology, food safety, veterinary public health or in any other field related to the functions of the post, from recognized institutions.

Experience:

Essential: Nine years of combined national and international experience in the area of public health in programs involving the control and prevention of zoonotic diseases, epidemiological research, food safety, AMR in animal health and food production and/or veterinary public health; including the participation in technical cooperation programs and activities in veterinary public health.

Desirable:  Experience working in international organizations and programs and/or Inter-American Systems would be an asset.

Very good knowledge of Spanish or English, with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

REMUNERATION

Annual Salary: (Net of taxes)

US$74,913.00 + post adjustment

Post Adjustment: 31% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

Background   About UNDP: The United Nations Development Programme, UNDP Brazil, offers a selected group of outstanding graduate-level students the opportunity to acquire direct exposure to the work of a successful multi-cultural international organization.   The internship program for the Operations Unit is designed to complement development-oriented studies with practical experience in various aspects of multilateral technical cooperation, international studies, international development, and inclusive growth.   The purpose of the Internship Programme is to provide an opportunity to make substantive contributions to the office's work, mostly by providing support to the Operations Team in its daily activities and in the accomplishment of the goals and tasks that are part of UNDP Brazil Strategy.   These internship opportunities do not lead to further employment with UNDP. Its goal is to offer the intern the opportunity to learn, gather experiences and complement his/her studies.   Therefore, there should be no expectation of employment at the end of the internship.   Both internship positions are office-based and will take place at UNDP Brazil premises, in the UN House – Sergio Vieira de Mello Complex in Brasilia, Brazil.   About the Internship Programme: Status Interns are not considered staff members. At the request of UNDP, the interns shall assist in securing such property rights and transferring them to UNDP in compliance with the requirements of the applicable law; Respect the impartiality and independence required of the United Nations and of the receiving office and shall not seek or accept instructions regarding the services performed under the internship agreement from any Government or from any authority external to UNDP; Unless otherwise authorized by the receiving office, they may not communicate at any time to the media or to any institution, person, Government, or any other external party any information that has become known to them by any reason of their association with the United Nations, UNDP or the receiving office, that they know or ought to have known has not been made public. They may not use any such information without the written authorization of the receiving office, and such information may never be used for personal gain. These obligations also apply after the end of the internship with UNDP; Refrain from any conduct that would adversely reflect on the United Nations, UNDP, or the receiving office and will not engage in any activity which is incompatible with the aims and objectives of the United Nations or UNDP; Comply with local laws and customs.   Third-party claims UNDP is not responsible for any claims by any parties where the loss of or damage to their property, death or personal injury was caused by the actions or omission of action by the interns during their internship.   Remuneration, insurance and interns' expenses Interns are not remunerated by UNDP. Where an intern is not financially supported by any institution or programme, such as a university, government, foundation or scholarship programme, a stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station, will be paid by UNDP.   Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of the intern.   Interns are responsible for securing adequate medical insurance for the duration of their internship with UNDP and must provide a medical certificate of good health prior to starting the internship. UNDP will not reimburse the medical insurance of the intern. Any costs arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern. Applicants for internships must show proof of valid medical insurance for the duty station in which they will intern. For applicants who are neither nationals or residents of the duty station, the insurance must include adequate coverage in the event of an injury or illness during the internship duration which: Requires transportation to the home country or country of residence for further treatment; Assist in the analysis and update of Standard Operating Procedures (SOPs) based on process flows; Support the design and monitoring of Key Performance Indicators (KPIs) to evaluate processes' efficiency; The IFC South America Region is seeking an experienced professional as Senior Country Officer to join the team to help build IFC's activities across all industries in Brazil. The position will be based in Sao Paulo, Brazil, and will report to the Regional Director for South America.     ROLES AND RESPONSIBILITIES: •  Coordinate the development of IFC's strategy in Brazil. •  Develop IFC's brand and overall communication strategy. •  Lead integrated delivery of investment and advisory services to create new market opportunities. •  Establish and maintain working level relationships across IFC, with WBG counterparts, and with private sector clients, government officers and other relevant stakeholders to advance IFC's development mandate and develop business opportunities. •  Provide input and guidance to the development of IFC's country strategy and provide substantive input to country diagnostics and WBG strategy documents. •  Participate in the design of approaches and interventions to create upstream markets and the identification of needed market and regulatory reforms. •  Oversee integration and delivery of IFC's investment and advisory activities in Brazil to ensure needs of clients and objectives of IFC strategies are met. •  Identify, evaluate and support complex investments and sector projects, by providing critical insights on the country context and the political economy. •  Work on pioneering approaches. •  Share accountability for the quality and performance of IFC's portfolio in Brazil. •  Oversee or supervise assigned staff and consultants. •  Develop assigned staff and members of the broader team through mentoring, coaching, and providing on-the-job learning opportunities. •  Ensure quality control of work products. •  Ensure efficient and effective use of resources.   Selection Criteria •  Master's degree in a related field and at least 8–12 years of relevant experience. Related fields of education include business, finance, or economics. •  Relevant experience could include a proven track record in business consulting, investment banking, or experience with a multilateral organization. •  In-depth understanding of how IFC works, and its strategies and priorities. •  Ability to initiate collaborative efforts with WBG organizations to leverage its products and instruments. •  Ability to identify opportunities for collaboration on high value projects and recognize potential COIs based on a good understanding of WBG, IFC (investment and advisory), and WBG products and project requirements. •  Ability to initiate and guide collaborative efforts with WBG organizations to leverage its products and instruments. •  Capacity to understand, enable, and participate in market creation opportunities and interventions to strengthen investment climate by demonstrating long-term perspective, open mindedness, persistence, and good understanding of IFC/WBG roles and value-add in new markets. •  Ability to participate and constructively contribute in meetings with government officials on constraints to private sector investment. •  Ability to understand the political context and mindset of government officials. •  Capacity to identify and promote specific interventions to remove or mitigate market creation barriers in sectors and geographies using approaches that go beyond IFC, business line, or industry to enable private sector investment. •  Sufficient analytical, financial, credit, integrity assessment, and business skills as well as strategic perspective to intuitively recognize project viability, bankability, and expected sustainable development impact early on, identify portfolio management vulnerabilities, and determine best approaches for managing complex transaction and portfolio risks. •  Industry/Sector Knowledge: Broad knowledge of Brazil's key sectors and industries, including their viability for market growth, and market challenges as well as implications of environmental and social sustainability issues, and how sector dynamics may evolve. •  Ability to tap into and leverage resources with expertise in sectors and industries, including risks, market dynamics, and regulatory structures. Able to read and anticipate shifts in market trends and the implications for IFC's current and future business. •  Country Knowledge: Demonstrated extensive knowledge of Brazil including its politics, history, social dynamics, culture, economics, local markets, and regulatory framework. •  Developing and Selling Solutions: Demonstrated success as a key influencer in bringing integrated solutions to concept review stage where there are significant challenges and competing interests. •  Ability to develop a coherent and compelling storyline or rationale as to why specific deals are proposed and how they fit into IFC's long-term strategies. •  Negotiation Skills: Capacity to lead negotiations that find common interests upon which to build and result in viable agreements among clients and different stakeholders who initially had conflicting agendas.
