The Regional Adviser Gender and Development serves as the most senior UNICEF gender expert in the Region, supporting the development, application, and achievement of goals and strategies on gender programming for countries of the Region in alignment with UNICEF's Gender Action Plan and Strategic Plan. S/he provides leadership and support on gender in three specific areas: a) programme excellence; b) coordination, management, and oversight; and c) partnerships and resource mobilization. The Regional Gender Advisor works closely with the Regional Director, Deputy Regional Director, and other Regional Advisors to provide integrated technical, programmatic, and strategic input on gender as well as coordination and oversight on monitoring and reporting gender results.

 

 

How can you make a difference?

The Regional Gender Advisor supports Country Offices and, through them, national governments, and other key partners in developing, implementing, monitoring, and evaluating high quality and results-oriented gender-related programmes, policies, strategies and systems across sectors. In collaboration with other regional advisors the incumbent provides assistance to CO senior management, sectoral chiefs, and gender specialists/focal points.  This includes guidance on region-specific strategic direction, ensuring technical excellence and overseeing the quality of programmatic work on gender equality. To reinforce a focus on implementation and monitoring of the GAP and regional priorities, s/he also engages with other regional advisors to initiate supportive actions that enhance region-wide systems, capacity, and cross-sectoral collaboration on gender.

The Regional Gender Advisor provides technical assistance and regional oversight on the  harmonization and inclusion of gender-related inputs into programme strategy implementation, communication and knowledge sharing, resource mobilization, representation, networking and strategic partnership creation, under the programmatic guidance of the HQ gender team on issues related to implementing and monitoring UNICEF's Gender Action Plan.

The position reports to the Deputy Regional Director.

 

 

To qualify as an advocate for every child you will have?

  • Advanced university degree (Masters or Ph.D.) in the social sciences (i.e. sociology, demography, psychology, political science, or economics), public health, public policy, or international development. A concentration in gender is a strong asset.
  • Minimum twelve years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of UNICEF's Gender Action Plan. Preference for candidates with experience in delivering results-based programmes on gender and development. Experience in programme management and leadership, especially at country/field level.
  • Fluency in English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) and/or Portuguese is an asset.

Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and is composed of five (5) regional divisions and the Operational Policy and Results Division (OPR). Under the overall supervision of the regional Division Director, the Country Director is responsible for management of the assigned portfolio and related staff. The position is located in Panama City, Panama.   Job Role The Country Director is accountable for the IFAD core values of integrity, transparency, and equity in the management of assigned portfolio. The accountabilities/key results the CD also include advocacy for and enhancement of national government programmes that improve the access of poor rural people to natural resources; agricultural technologies; financial services; markets; employment opportunities and enterprise development. COUNTRY PROGRAMME MANAGEMENT: The Country Director manages IFAD programme and related IFAD-funded projects within the portfolio assigned by the Division Director, leading the design and supervision of the projects as well as loan and grant negotiations, all in accordance with IFAD's applicable policies. The Country Director is accountable for analysing relevant information, assisting in the periodic monitoring and evaluation of results achieved and reporting on and dissemination of findings. The incumbent contributes effectively to the IFAD organizational change agenda, with reference to issues related to IFAD's direct supervision and implementation support modalities.  3. INSTITUTIONAL REPRSENTATION AND PARTNERSHIP MANAGEMENT The Country Director serves as a designated IFAD representative at country-level. The incumbent catalyses effective partnerships with a broad range of stakeholders in agricultural development and rural poverty reduction, including government and non-governmental institutions, bilateral and multilateral financing institutions, civil society organizations, research centres and the private sector. The incumbent represents IFAD on the UN Country Team, playing a significant role in coordinating operational activities for development, and contributes to all international and national meetings/thematic groups meetings. The Country Director may coordinate the operational work of the assigned portfolio with the relevant Head of an IFAD Multi-Country Office (MCO) and may provide coordination and administrative support to other Country Directors (P5) managing portfolios assigned to one of the areas covered by the respective MCO and Knowledge Centre. The incumbent maintains and promotes constructive dialogue on the development of pro-poor agricultural development and rural poverty reduction policies and in enabling the rural poor to advocate for institutional transformation. The Country Director regularly participates in relevant policy meetings and events of interest to IFAD's target groups and which involve the government, donors, and civil society, including NGOs, to render the policy dialogue agenda both credible and sustainable.
