With nearly 20 years' experience helping partner countries to get more children in school and learning, we convene teachers, civil society, donors, United Nations agencies, development banks, businesses and philanthropists behind partner country leadership to finance and support solutions so that no child is left behind.

 

What we do

GPE convenes partners and mobilizes funds to help governments in 76 lower-income countries build and finance strong and sustainable education systems that deliver quality learning to more children, especially those who are marginalized by poverty, gender, disability, or displacement. GPE focuses on driving transformation at scale to get the most vulnerable children in school, improve teaching and learning, and build resilient education systems capable of withstanding shocks and adapting to new challenges. GPE's approach achieves lasting impact by convening partners behind country leadership. We support government efforts to advance teaching and learning for the 21st century, mobilize more and better financing, and scale up proven solutions for the poorest and hardest-to-reach children.

GPE recently approved a new strategy and operating model, GPE 2025, which is grounded in a "system transformation" approach and seeks to support and sustain education reforms with the potential for impact at scale. Within this framework, it was agreed to work with developing country partners to catalyze progress in four system transformation enabling factors: Equity, efficiency, and the volume of domestic financing of education; Gender responsive sector planning, policy, and monitoring; Use of data and evidence; and Sector coordination.

 

Raise Your Hand

GPE is currently calling on world leaders to "Raise Your Hand" and pledge at least US$5 billion to help GPE transform education in up to 87 countries, which are home to more than 1 billion children. Over the next five years, this funding will help ensure that 175 million children can learn and enroll 88 million more. In the longer term, this investment could add $164 billion to economies in the developing world, lift 18 million people out of poverty, and protect two million girls from early marriage.

 

Location

With over 100 staff, the GPE secretariat is hosted by the World Bank and has headquarters in Washington D.C and Paris plus an office in Brussels. The preferred location for this position is Paris but may be based in Washington, D.C..  This is an international recruitment subject to compensation on the local pay scale for the selected duty station, and global mobility benefits may apply as per World Bank Group policy.

 

Duties and Accountabilities

We are seeking a Sr. Donor Relations Specialist, with responsibility for Asia, to be part of our Donor Team.   The Donor Team sits within the External Relations Team and works to build and manage GPE's donor relationships and advocate for increased financing for education.  This position will report to the Head of the Donor Team. Key responsibilities include the following:

• Build and maintain relationships and act as communication focal point with key Asian donors and partners including in Japan and South Korea.
• Develop and implement strategy for scaling up significantly resource mobilization in the region.
• Develop and implement strategy for engaging new donors in the region including China, private sector and foundations and regional development banks.
• Manage consultants and firms supporting GPE's work in the region.
• Coordinate visits to the region including visits of leadership and champions.
• Provide support to high-level meetings with GPE principles during key moments such as UN General Assembly and World Bank Annual meetings. 
• Additional support to the Donor Relations Team and EXR as needed.
• Other activities, as required

 

Selection Criteria

• Master's degree in education or related field and at least 8 years relevant professional experience in a similar function within an international development organization or partnership, with a strong understanding of country-level education sector-wide policy dialogue and program management and reporting.
• Experience with cross-cultural dynamics, political sensitivity, strong negotiation skills.
• Ability to communicate and write competently in English. The ability to communicate professionally in Japanese will be considered an asset.
• Knowledge and experience with or in the Asia-Pacific region will be considered an asset, as will knowledge and experience with the Global Partnership for Education.

Ce que nous recherchons Vous devez : - avoir un diplôme de l'enseignement supérieur en droit, obtenu en Suisse, d'un niveau permettant l'accès, sur titre ou sur concours, à l'administration judiciaire ou aux professions juridiques en Suisse ; - avoir au maximum deux ans d'expérience professionnelle pertinente acquise, après l'obtention du diplôme exigé, dans le domaine juridique (de préférence judiciaire) en Suisse ou dans des Organisations internationales; - avoir une très bonne connaissance de l'une des deux langues officielles du Conseil de l'Europe (français, anglais) et la capacité à rédiger de manière claire et concise des textes juridiques dans cette langue ; - avoir une très bonne connaissance de l'allemand ; - avoir la nationalité de l'un des États membres du Conseil de l'Europe et satisfaire aux conditions permettant l'accès à la fonction publique nationale de ce pays ; - être en règle avec toute obligation relative au service national (militaire, civil ou équivalent) ; - ne pas être le parent, l'enfant, l'enfant du conjoint/partenaire ou le petit-enfant d'une agente ou agent en activité au Conseil de l'Europe ; - avoir moins de 35 ans à la date limite de dépôt des candidatures de l'avis de vacance. Postulez et démontrez que vous avez les compétences suivantes :                                                       - Expertise professionnelle et technique : - connaissance approfondie du système juridique suisse et capacité à traiter des affaires relevant d'autres juridictions; - connaissance de la jurisprudence de la CEDH et du droit international. - Capacités rédactionnelles - Souci de la qualité - Planification et organisation du travail - Analyse et résolution des problèmes - Apprentissage et développement - Capacité à travailler en équipe et à coopérer - Adaptabilité Les compétences suivantes seraient un atout : - Souci des résultats - Communication - Prise de décision - Sens de l'initiative Ce que nous offrons La durée totale cumulée des contrats sous ce type d'emploi ne pourra pas excéder quatre ans. Vous percevrez un salaire mensuel brut de base de 4 107 € exonéré de l'impôt national sur le revenu.
