In August 2021, a new Government took over from the former government in Afghanistan. UNICEF programmes were affected by this change of Government impacting on the life of Children and Women in Afghanistan. ICT is a critical function, hence timely support is needed on the ground and even though the ICT section is currently providing remote support, there are certain tasks that need real in-person presence on the ground.

 

How can you make a difference?

 

The ICT section based in Kabul is managing Afghanistan Country Office which includes four Zone offices (Herat, Mazar, Jalalabad and Kandahar) plus eight Outposts (Gardez, Daykundi, Faizabad, Lashkargah, Bamyan, Bagdhis, Terinkot, Ghor).

 

With the emergency response including a surge in a number of operating sites and staffing turnover, there is a need to have more ICT presence in the field for coordination and support to cover all Zone Offices and Outposts while staff will resume a full return to their offices in the near future.

 

Major duties and responsibilities

 

1. Coordinate ICT operations in liaison with Kabul CO from the Zone Offices

  • Staff access to corporate systems (Email, Teams, SharePoint, Cloud Apps, Cloud Printing)
  • Provision of ICT equipment: Radios, laptops, printers, projectors, etc.
  • Sharing weekly updates on the status of ICT operations.
  • Manage and keep an up-to-date inventory list of all ICT infrastructure and equipment

 

2. Manage technical end-user support across Zone Offices/Outposts

  • Ensure availability and manage the performance of Internet Services.
  • Ensure availability and manage the performance of Telecommunication Services for radio communication (VHF, HF)
  • Incident resolution/Desktop support - laptop, mobile devices, satellite mobile devices (thuraya) software, printing, scanning, etc.
  • Mission support ? Ensure MOSS status of all vehicles deployed to the field

 

3. Installation & maintenance of ICT infrastructure across all sites

  • Coordinate the Installation of Telecom infrastructure in new sites (VHF/HF)
  • Support of the maintenance and daily support to the newly installed VSAT infrastructure
  • Set up and configure satellite communication equipment (BGAN)
  • Set-up solar power equipment for ICT infrastructure in Zone offices
  • Monitor internet services performance and take appropriate action to remedy problems

 

4. Inter-agency Coordination

  • Participate in inter-agency response activities on the ground to ensure optimal benefits for UNICEF from any possible collaborations
  • Make recommendations of opportunities for inter-agency collaboration

 

To qualify as an advocate for every child you will have?

 

  • A university degree in Telecommunications, Computer Science, Software Engineering, Information Technology Management, or equivalent background with specialized training in the field of Telecoms, ICT or related areas.
  • A minimum of 2 of relevant professional experience in information technology management and business operations in a large international organization and/or corporation is required.
  • Technical Competencies: Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming.
  • Experience working in an emergency duty station is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Role & Responsibilities The WASH & Food Security Advisor provides technical advice and support to management and project staff, delivers training and ensures quality programming. On a day-to-day basis this involves developing, leading, monitoring and evaluating technical aspects of the country programme activities in WASH and Food Security. The role includes coordinating and networking at a senior level with national and regional authorities, clusters, and other NGOs, providing capacity building for national and international staff, championing best practice (international and Medair) in the programmes and contributing to the overall management of the country programme. The WASH & Food Security Advisor will advise on assessment and survey design, for existing and new project areas. Provide technical advice and ensure quality programming in WASH and some Food Security aspects of programmes. Provide capacity building for national and international Project Managers. The role Holder will be the Point of contact in the country programme for GSO sector Technical Advisors. Champion best practice (international and Medair) in the WASH programmes and contributing to the overall management of the country programme.   Project Overview Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and security. Programme Coordinator - Afghanistan

Position Start Date :  01.05.2024 Duration : 12 months with possible extension Location : Kabul, Afghanistan Status : Unaccompanied   Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled. Candidates are nevertheless encouraged to apply as early as possible.   Tdh : Terre des hommes Foundation (Tdh), with headquarters in Lausanne and an office in Zurich, is the leading Swiss organisation for child rights. In 2022, we supported 2.6 million children and members of their communities around the world. We trained people who in turn supported a further 4.5 million children and members of their communities.   Context : Terre des hommes (Tdh) has been working in Afghanistan since 1995. In 2023, Tdh provided humanitarian assistance and protection to very vulnerable children and families who often did not have at all access to basic services in 4 provinces: Nangarhar, Herat, Kandahar and Kabul.   In Afghanistan, Tdh's work focuses on two main components: general health centered around maternal and child health and child protection. Since August 2021 and the regain of power by the Taliban, Tdh has also integrated a multi-purpose cash component, sub-grants and vocational training  to meet the basic needs of the population. Indeed, due to the economic crisis generated by this political unrest, combined with international sanctions and constant natural disasters, the entire public system has collapsed. Today, the population depends almost exclusively on humanitarian aid - which is diminishing - to meet its basic needs as well as to access health and education services.   It is estimated that, out of a population of over 42 million people, 29.2 million are in need of humanitarian aid. As families struggle to make ends meet, children and women suffer directly from the consequences of the deteriorating overall humanitarian situation. Negative coping mechanisms include the reduction of expenditure considered non-essential, such as maternal, newborn and child health care (MNCH), and/or the involvement of children in harmful practices to contribute to household expenditure, in particular child labour for boys and early marriage for girls.   As well as facing a dramatic political, economic and human and women rights context, while humanitarian space continues to shrink, Afghanistan is also having to cope with a steady increase in the number of internally displaced persons and returnees. A humanitarian disaster is currently unfolding on the border between Afghanistan and Pakistan, as undocumented Afghans are being sent back from Pakistan. It is estimated that this current situation will develop into a protracted humanitarian crisis that Afghanistan will have to face in the coming months and year.   Responsibilities : ·       Under the supervision of the Head of Delegation, he/she ensures the roll-out of the program strategy in his/her field of expertise at the national level as aligned with the delegation strategy and plan of action, and as such he/she is the guarantor of the national impact of Terre des hommes in his/her field of expertise. ·       He/She is in charge of developing, improving and consolidating, and improving the implementation of programming across the country. ·       He/She is in charge of overseeing specialized program coordinators and ensuring quality control and sound financial management. ·       He/She coordinates the development of new proposals with a focus on the technical approach and staffing structure and contributes to securing the required resources (financial and human) in the delegation with the support services involved. ·       He/She contributes to the coordination with existing donors and the development of partnerships with new donors. ·       He/She contributes to steering the program by implementing and following up indicators, especially concerning the cross-cutting themes of his/her field. ·       He/She develops and fosters innovation in the program in the country. ·       He/She supports the implementation of the insurance system and quality control for the projects of the program in the country. ·       He/She coordinates closely with counterparts in the regional office and at HQ to discuss innovations, partnership, and the sharing of knowledge of his/her program in the country. ·       He/She is in charge of running and developing the program's strategic partnerships in the Delegation. ·       He/She is responsible for and accountable to beneficiaries, collaborators and donors. ·       He/She ensures close coordination with the Support Service Coordinator, the Safety & Security Manager and the Grants & Reporting Manager to ensure the smooth implementation of programming and address issues as they arise in a timely manner. ·       He/She ensures that teams and partners have learned the security policies and the general code of conduct and comply with them at all times.   The full job description will be shared with the candidates selected to start the recruitment process.   Profile :   Education : Master's degree in management, social science, international development, humanitarian assistance and/or other relevant field.   Experience & Competencies : ·     Minimum 10 years of progressively responsible experience in program management, design developing and leading integrated and complex program portfolios – preferably experience in Afghanistan or similar context. ·     Proven experience in both humanitarian and/or conflict affected countries settings. ·     At least 5 years' experience in people management with proven leadership experience in managing multi-disciplinary teams of diverse cultural backgrounds, fostering a positive working environment, and manage issues sensitively and diplomatically. ·     Experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability, and compliance. ·     Experience in drafting strategies, programmatic frameworks and fundraising proposals.   Languages Full professional proficiency in English is mandatory; Dari and/or Pashto is an asset; French a plus.   IT know-how Full proficiency with Microsoft Office Environment. Since late 2021, UNICEF Afghanistan Country Office (ACO) has received significant funding from International Financial Institutions (IFIs), namely World Bank (WB) and Asian Development Bank (ADB). Given contextual circumstances, this scale of funding is anticipated to continue in the coming years in a challenging environment where political complexities and human rights violations will likely remain the reality. The bulk of funding received from WB and ADB has primarily been for Health and Education. However, it is an important source of funding for Nutrition, WASH in facilities, cross-cutting programmatic priorities such as Gender and PSEA as well as programme support/operations costs. The Senior Advisor, IFI Coordination reports to the Representative for overall guidance and direction. The Senior Advisor, IFI Coordination is responsible for providing strategic direction and positioning in UNICEF Afghanistan's engagement with IFIs and for ensuring the continued development and strengthened engagement with IFIs on a broad sector portfolio. This position also includes liaising across all sections in Afghanistan Country Office as well as with HQ and Regional Office to advise on the implementation of the IFI grants and the increased risks that come operating with IFIs. This strategy will ensure that results for children are leveraged, this new way of working with IFIs is effectively managed, and risks in partner engagement are navigated and managed successfully. The incumbent works directly with the Representative to ensure that all engagement with IFIs is fully and effectively managed, any risks are fully mitigated and made aware to senior management and regular meetings are held across the organization to ensure full awareness and understanding of IFI programme negotiations and implementation.   Summary of key functions/accountabilities: - Act as internal coordinator for ACO with the ADB and WB. Reviews all requests for compliance and alignment with grant agreements and related commitments to the Banks as well interprets UNICEF ways of working with IFIs and donor issues. - In collaboration with the Representative and Deputy Representatives, put in place and manage an office-wide coordination for the WB and ADB projects primarily with non-programmatic but compliance issues. - Coordinate cross-functional elements of the ADB and WB Projects across the various sections in the ACO, Regional Office (RO) and Headquarters (HQ). - Support the sectoral sections in preparing proposals, aligned with corporate standards, and overall agreements between UNICEF and IFIs ensuring quality submissions in a timely and systematic manner through constructive engagement.   - Establish and maintain an overall fruitful project management approach for WB and ADB projects so that ACO has visibility of all key milestones and can holistically interact, negotiate, communicate, report and monitor compliance and performance of the projects building on what already exists. - Ensure common approaches in agreements and engagement across the sectors with the different arms of the ADB and WB - In collaboration with the ACO Risk Officers, ensuring key project risks are identified and monitored to inform ACO management decision-making and risk-appetite - Support frequent strategic conversations within ACO and with Regional Office and HQ on the partnerships and jointly mitigate risks - Manage the joint ACO-IFI risk register and mitigation plan and ensure its joint ownership and regular reviews and updates - Monitors the overall project progress (programme and financial) and identifies project strengths and bottlenecks. In consultation with the relevant ACO sections and/or RO and HQ divisions, as required, resolves any potential issues that could hinder the achievement of planned results. - Review all WB and ABD projects related documents including administrative and Operations Manuals to identify areas for enhancing content to support project objectives, comply with Bank requirements as well as comply with UNICEF's policies and procedures. - Acts as ACO main focal point on the WB and ADB projects to internal stakeholders (HQ divisions and regional office), ensuring engagement with programme leads in relevant discussions - Coordinates/contributes to the preparation of project progress reports, donor and financial reports, as required. Confirms accuracy of reports prior to approval by the Representative. - Provides the secretariat for the Representative led / Dep Rep chaired IFI taskforce for coordination across projects and sections and country/ field offices.   To qualify as an advocate for every child you will have? - An advanced university degree (Master's or higher) is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field. - A minimum of ten years of relevant professional work experience in the area of partnerships, coordination and external relations is required. - Work experience in or familiarity with Afghanistan or the South Asia region and humanitarian context would be an asset. - Developing country work experience and/or familiarity with emergency is considered an asset. - Fluency in English is required. Reporting to the Programme Manager/ Women's Economic Empowerment, the WEE Programme Analyst will be responsible for provide technical support to the ACO's work on livelihoods and business development and streamlining operational and administrative processes in the WEE team.   Duties and Responsibilities Contribute technically to the development of programme/projects in the area of Women's Economic Empowerment ensuring compliance with operational procedures, rules and regulations. -  Provide substantive inputs to the planning and budgeting of programme/ project and drafting proposals and    initiatives in compliance of UN's operations rules. - Support Monitoring of the projects/programme delivery in terms of financial delivery and compliance with operational rules and regulations and advise the team accordingly. -  Visit the program/project sites for onsite technical support as needed to the implementing partners. -  Provide back-stopping support to Women's Economic Empowerment Team members   when needed.Identify areas of intervention and support in drafting concept notes, ToRs accordingly or as required. Provide technical support to the implementation and management of the Women's Economic Empowerment programme by ensuring effective and accurate financial management - Lead the coordination of the call/ request for proposals, including the organization of technical review committees, and capacity assessment of partners. - Ensure proper financial planning and expenditure tracking in accordance with organizations rules and regulations - Review, coordinate and monitor the submission of implementing partner financial and narrative reports. - Train partners on financial reporting, planning and budgeting. - Provide support to the WEE Program Manager in developing and reporting on the Annual Work Plan in line with UN Women Strategic direction. - Work closely with Finance and monitoring and Reporting units to ensure that activities are well captured in the Systems. - Establish a professional and collaborative relationship with the field offices and implementing partners, and other stakeholders including private sector companies, universities, and institutions of higher learning in different provinces for women owned businesses capacity building and access to market. - Maintain accurate and up-to-date records as required by WEE Programme Manager. - Actively assist local and international implementing partners in implementation   of their projects. - Provide technical support to the WEE Programme Manager when relevant including development of needs assessment and project management tools. Provide technical inputs to the monitoring and reporting of the programme/ project. - Monitor progress of implementation of activities and finances using results-based management tools. - Draft reports on monitoring missions, programme results, outputs and outcomes. - Provide substantive inputs to the preparation of donor and UN Women reports. - Constant monitoring and analysis of the operating environment and support timely readjustment of the operations, advise on legal considerations and risk assessment.
