Background
Developing countries face an increasingly complex risk landscape, marked by interconnected hazards that threaten to roll back the development gains of recent decades and undermine efforts to end extreme poverty by 2030. In 2018, the WBG's Board of Executive Directors endorsed the management's proposals to fully operationalize the Global Crisis Risk Platform (GCRP). The GCRP seeks to: (i) promote risk-informed investments in crisis prevention and preparedness; and (ii) strengthen institutional capacity for early response, especially where a combination of shocks amplifies impacts or spills across borders. This vision recognizes the need to protect development gains by investing in crisis prevention and preparedness as well as by ensuring timely response to mitigate loss of lives and livelihoods.
The GCRP provides analytical and convening services focusing on the interaction of various risk dimensions, including natural hazards, conflict and violence, food insecurity, health outbreaks, and macro-financial shocks. Its Secretariat, housed in the FCV Group, works closely with the World Bank's Global Practices (GPs) to support innovation and leverage knowledge and best practices to strengthen the way the Bank identifies, monitors, and manages risks. Its priorities include: (i) crisis preparedness analytics, including the development of a new diagnostic tool to identify opportunities to strengthen preparedness at the country level; (ii) compound risk monitoring and analytics in support of early action, both at the global and at the country level; and (iii) institutional coordination in support of crisis prevention, preparedness and response. Across these three priority areas, the GCRP Secretariat invests in knowledge and partnerships in support of its objectives.
The GCRP Secretariat is looking for a Senior Operations Officer with a strong technical background and relevant skills to lead analytical work and strengthen collaboration with relevant GPs and partners in support of GCRP priorities. S/he would bring technical expertise and relevant operational experience and would TTL or co-TTL analytics projects in the above areas.
The Senior Operations Officer will be a member of the GCRP Secretariat, working closely with other teams within the FCV Group, GPs, CMUs, and relevant corporate units. She/he will report to the GTFS1 Practice Manager.
Roles and Responsibilities
The Senior Operations Officer will:
- Lead or co-lead analytical work on crisis risk management, assessment of crisis preparedness across sectors and types of shocks, and/or compound risk monitoring and analytics.
- Lead or co-lead GCRP analytical work on risk intersectionality, focusing on the interaction of natural hazard, climate, food crisis, macro-economic, and conflict risks.
- Maintain partnerships with key World Bank technical teams engaged on crisis risk management, crisis preparedness, and/or compound risk analytics, including those working on disaster risk management, adaptive social protection, food security, pandemic preparedness, and climate change, among others.
- Liaise with the Risk and Resilience Assessment Secretariat of the FCV Group and FCV country coordinators to mainstream compound risks considerations in country dialogue through country-specific analytics on compound risks.
- Contribute to the efforts to integrate compound risk considerations into country engagement products (including Strategic Country Diagnostics, SCDs, and Country Partnership Frameworks, CPFs) and to analytical work on crisis and conflict risks, as needed.
- Contribute to dialogue and engagement with GCRP donors and partners.
- Coordinate, collaborate, and find synergies working with external partners, such as humanitarian agencies and research institutes, to address complex, multi-dimensional problems.
- Actively and substantively contribute to the GCRP knowledge management activities.
Selection Criteria
- Master's degree or higher (PhD preferred) in risk management, economics, environment, or other relevant field and at least 8 years' experience relevant to the responsibilities described above.
- Experience in leading teams in designing and delivering multi-sectoral engagements related to crisis risk management, crisis preparedness and/or compound risk monitoring in different development contexts, including and engagement with clients and stakeholders in low capacity and fragile environments.
- Experience in leading global or country level analytical and technical assistance activities on compounding risks and their impacts, crisis risk management and crisis preparedness, disaster risk management and financing, adaptive social protection or pandemic preparedness, among others.
- Recognized and demonstrated ability to contribute to thought leadership on the issues of compound risk, crisis risk management, and crisis preparedness, preferably including climate related risks.
- Demonstrated ability to lead teams. Excellent interpersonal skills, with proven ability to work in a team and intercultural environment, with minimal supervision.
- Proven familiarity with and ability to develop and manage partnerships with various organizations involved in crisis risk management.
- Ability to work in a collaborative way, delivering cross-support and building relationships around a common goal.
- Excellent writing ability, and persuasive oral communication skills, including the ability to convey complex technical issues in a concise manner.
- Proficiency in English required, and French an advantage.
