Org. Setting and Reporting

 

These positions are located in the Offices for the Coordination of Humanitarian Affairs (OCHA) in Bangui, Central African Republic, and Kinshasa, Democratic Republic of Congo. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.



The Humanitarian Affairs Officer / Pooled Fund Manager will be responsible for the OCHA Humanitarian Financing Unit, providing support to the Humanitarian Coordinator (HC) in overseeing and managing the respective Humanitarian Fund (HF).



The Humanitarian Affairs Officer / Pooled Fund Manager reports to the Deputy Head of OCHA CAR or DRC Office respectively.

 

Responsibilities

 

Within the delegated authority, the Humanitarian Affairs Officer / Pooled Fund Manager and will be responsible for the following duties:

  • Fund Management and Coordination:
    • Under the supervision of the Deputy HoO, advise the HC on the management of the respective Humanitarian Fund (HF) and CERF allocations;
    • Manage the OCHA Humanitarian Financing Unit (HFU) where the HF is located;
    • Manage and oversee fund allocation processes ensuring necessary coordination with relevant counterparts in line with the Terms of Reference and/or allocation guidelines (i.e. Review Committees, Advisory Boards, sector leads; humanitarian organizations; and OCHA);
    • Manage the overall administration of the Fund and liaise as necessary with relevant OCHA HQ sections (i.e. OCHA Operations and Advocacy Division (OAD), OCHA Country-based Pooled Fund Section (CBPFS) and OCHA Administrative Services Branch (ASB), OCHA External Relations and Partnerships Section (ERPS).
    • Monitor the implementation of Fund allocation strategies as endorsed by the HC, in consultation with OCHA Deputy HoO and HoO, promoting coherence between humanitarian needs and response;
    • Lead in policy development, including the review and analysis of humanitarian financing and programming issues at the country level, ensuring proper coordination with the CBPFS;
    • Ensure implementation and compliance with policies and standard guidelines in accordance with HC decisions and HQ guidance;
    • Ensure proper communication and support during the allocation and other relevant processes to all stakeholders;
    • Support fund recipient organisations throughout project life-cycle, promoting compliance with applicable rules in the Fund's Operational Manual and other relevant governance documents;
    • Liaise with contributing donors in and outside the country as necessary;
    • Ensure coordination and information exchange with donors to promote coordinated and complementary use of funds (including CERF when appropriate);
    • Represent the Fund to stakeholders (NGOs, UN Agencies, donors) and other external actors as required;
  • Financial management:
    • Under the supervision and in support of the Deputy Head of Office, advises on financial management related to the Fund;
    • Oversee recipient organizations' compliance with applicable financial rules;
    • Ensure that verification activities of fund recipients' financial oversight are taking place according to the provision stated in the Operational Manual of the Fund;
    • Oversee the yearly audits of NGOs and analysis of their results, to ensure compliance with financial rules and regulations and disseminate lessons learned;
  • Compliance and Risk Management:
    • Advise the HC and the HoO and DHoO on risk management and risk mitigation;
    • Oversee the development, update and implementation of the fund's risk management framework;
    • Ensure that grant agreements and supporting documents are accurate, consistent and in compliance with OCHA's guidelines and the Fund's Operating Manual;
    • Ensure implementation and compliance with policies and standard guidelines in accordance with HC decisions and HQ guidance;
    • Support fund recipient organizations throughout project life-cycle promoting compliance with applicable rules stated;
    • Support the audit of the Fund by the Board of Auditors ensuring due consultation with relevant HQ sections;
    • Activate, when needed, OCHA's Standard Operating Procedure (SOP) on Suspected Fraud and Misuse of Funds;
    • Activate, when needed, OCHA's Standard Operating Procedure (SOP) on Response to Concerns of Sexual Exploitation and Abuse involving Implementing Partners of Country- based Pooled Funds.
  • Monitoring, Reporting and Evaluation:
    • Oversee the monitoring of the funded projects to promote the knowledge and appropriate use of the Fund in line with its Terms of Reference; field visits should focus engagement with key actors (e.g. OCHA field staff, fund recipient organizations, local officials, community representatives).
    • Ensure compliance with monitoring and reporting requirements in place for the Fund;
    • Ensure narrative and financial reporting compliance from the start to the closure of each project in line with the risk management framework;
    • Oversee and ensure timely project reporting cycle, including the annual report of the Fund;
    • Systematically provide information on project status to the HC, the HoO, donors and relevant governing bodies of the Fund;
    • Support the preparation of evaluations, reviews and studies as requested by the HC and governing bodies ensuring due consultation with relevant HQ sections (CBPFS, CERF, APMB);
    • Ensure timely upload of all relevant information and data in the Grant Management System (GMS) by the HFU staff, realizing the full potential of the digital Information Management system developed by OCHA pooled funds.
  • Analysis, communications and public information:
    • Oversee the development and update periodic analyses of humanitarian financing information, funding trends and requirements, gathering data from all relevant sources;
    • Liaise with stakeholders aiming at the largest dissemination of information about the scope, the access and the allocation process of the Fund;
    • In collaboration with relevant OCHA Office and OCHA HQ sections ensure appropriate dissemination of information about the Fund through different communication products (i.e. bulletins, feature stories, photographs/videos, websites, CBPF Annual Report etc.);
    • Perform other duties as assigned by the OCHA Head of Office.
  • Donors relations
    • Strengthen relationship with current donors to ensure a consistent flow of information and timely reporting on OCHA's activities and programme requirements; 
    • Develop key strategic partnerships with new donors to achieve a broader donor base for Country-Based Pooled Fund, the Humanitarian Response Plan and OCHA; 
    • Conduct and update periodic analyses of humanitarian financing information, funding trends and requirements, gathering data from all relevant sources; 
    • Support policy development, including the review and analysis of humanitarian issues at the country level, ensuring proper coordination with the Humanitarian Financing and Resource Mobilization Division; 
    • Ensure coordination and information exchange with other donors aiming to promote coordinated and complementary use of funds (including CERF when appropriate);

 

Competencies

Education

An advanced university degree (Master's degree or equivalent) in humanitarian or development affairs, social sciences, public administration, international studies, economics or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

  • A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, or related area is required.
  • Experience in humanitarian emergencies in the field is required.
  • Experience in areas of direct and remote project management, project monitoring and evaluation is required.
  • Experience in grants management and in the design of logical frameworks, including remote monitoring of humanitarian assistance is desirable.
  • Experience in risk management and compliance is desirable.
  • Experience working with capacity strengthening initiatives is desirable.
  • Experience with the UN common system or equivalent international organization is desirable.
  • Experience in the region is desirable.

 

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in both English and French is required.

 

Assessment

In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
  • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
  • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as 'retirement.' Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
  • Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
  • The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

The Democratic Republic of Congo is one of the largest populations in Africa (estimates range from 98.3 million, according to the DRC Bureau of Statistics and over 100 million according to other estimates) and poorest (73% live in extreme poverty) and has been in a state of conflict and vulnerability for almost 40 years. DRC is facing multiple development and humanitarian challenges. Despite some progress made over the last number of years in DRC in the fields of child survival and development as well as child protection, none of the MDGs was met. It will be a tremendous challenge for the country to achieve the SDGs by 2030. There are 6.3 million internally displaced persons (IDPs) in the country, of which 51% are women and girls; in addition, the country faces multiple health epidemics including Ebola, Cholera, Measles and Polio, and underlying chronic malnutrition affecting children across the country. In 2023, the office had a total requirement of more than US$1 billion, with over US$862 million for emergency resources. S/He provides high level program and policy guidance and leadership in strengthening UNICEF DRC's response to health emergencies during outbreaks, natural disasters and conflicts. S/He collaborate closely with Immunization Senior Manager during response on vaccine preventable diseases outbreaks (Measles, Yellow Fever, Polio etc.) and cholera prevention and response (in collaboration with the other sections) as well as on complex emergencies in conflict affected countries. Under the overall direction and guidance of the Nutrition Manager/ Specialist Cluster Coordinator, the IM Officer (Nutrition Cluster) will manage the IM function of the Cluster Working Group at the sub-national level. They are responsible for ensuring IM processes effectively contribute to a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Cluster Working Group that is accountable to those who are affected by the emergency. In their effort to enable an efficient and effective response to the humanitarian crisis, the IM Officer (Nutrition Cluster) is responsible for managing the collection, analysis and sharing of information that is essential for the sub-national Cluster Working Group participants to make informed, evidence-based, strategic decisions and for ensuring they are adequately coordinating with the national level.   Summary of key functions/accountabilities: The post holder is responsible for supporting the information management function to enable the effective functioning of the Cluster Working Group at the sub-national level, and the achievement of the core cluster functions, throughout the Humanitarian Programme Cycle in order to facilitate a timely and effective Cluster Working Group response. The postholder's main tasks and responsibilities will include but not be limited to: 1. Coordination and representation - As a member of the coordination team, contribute to the effective roll out and monitoring of the core cluster functions (as outlined by the IASC Reference Module) and to the Humanitarian Programme Cycle (HNO, HRP and CCPM), - Support the Cluster Working Group IM function and coordinate with others within the function to ensure effective communication, reporting and engagement, - Actively engage with other IMs through relevant IMWGs, including participating in the Cluster Working Group IMWG and representing the Cluster Working Group on the inter-cluster IMWG as relevant at sub-national level, - Promote harmonized and coordinated approaches to IM across partners, AoRs/ Clusters Working Groups and OCHA at sub-national level. 2. IM function support  - Implement an IM strategy and data collection and analysis plan at sub-national level that take into account the information needs of stakeholders and that are compliant with standards and protocols for ethical data and information management and that is aligned with the national level IM strategy and plan, - Implement regular secondary data reviews and primary data collection including designing questionnaires using appropriate tools, - Conduct data processing including organizing, cleaning, triangulating, evaluating and validating the data, - Analyse data to meet identified information needs of sub-national Cluster Working Group members and other stakeholders, - Create accurate, quality and timely information products that are in line with agreed style guides, - Disseminate information and information products through appropriate channels, - Maintain and ensure the accessibility of a common and shared secure storage system - Gather feedback on IM products and use to make improvements. 3. Strategic response planning - Implement partner presence mapping at sub-national level, - Contribute to strategic planning, response prioritization and the development of the HRP or other response plans as relevant, including the formulation of objectives, indicators and targets, prioritizing response modalities and activities, identifying and quantifying inputs and the curation of data. 4. Resource mobilization - Monitor and analyse the sub-national Cluster Working Group's financial situation and support financial tracking, - Support and advocate with Cluster Working Group partners for financial reporting on the Financial Tracking Service (FTS), - Support evidence-based advocacy and resource mobilization by providing accurate, relevant and timely data, information and information products. 5. Implementation and monitoring - Implement and maintain a sub-national Cluster Working Group monitoring plan and associated databases, including a response monitoring (3/4/5Ws) database that is in line with and contributes to national level databases, - Ensure the sub-national Cluster Working Group monitoring plan, and 3/4/5Ws include programme delivery modalities (in-kind, cash, voucher and services), - Support sub-national Cluster Working Group members to contribute timely and quality periodic monitoring reports on Cluster Working Group and OCHA platforms, - Support monitoring in the areas of information flows, dissemination, processing, analysis and dissemination, - Contribute to quantitative and qualitative gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the sub-national Cluster Working Group humanitarian response, - Monitor adherence to relevant sector quality standards, regulations and codes at sub-national level. 6. Operational peer review and evaluation - Participate in the annual cluster coordination performance monitoring (CCPM) exercise and annual review, - Contribute to sectoral and broader humanitarian evaluations. 7. Accountability to affected people - Be accountable to affected populations by encouraging the meaningful participation of affected people, maintaining an effective feedback mechanism and handling complaints appropriately, by ensuring data about the most vulnerable is systematically collected and analysed, and by encouraging partners to work accountably, - Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, gender-based violence (GBV) mitigation and response and HIV & AIDS) in Cluster Working Group data collection, analysis and dissemination, - Adhere to child safeguarding and PSEA policies including procedures for challenging and reporting incidents.   Strengthen national and local capacity - Support or implement actions to strengthen local and national leadership and capacity by encouraging participation of local and national actors in the IM activities of the sub-national Cluster Working Group and providing support to partners to overcome technical and operational challenges in participating in IM activities, - Implement an IM capacity assessment and capacity development plan for sub-national Cluster Working Group partners.   To qualify as an advocate for every child you will have... - A  first level university degree (Bachelor's) in one of the following fields is required: Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the Cluster Working Group. Health Project Manager

Role & Responsibilities Develop, lead, monitor, and evaluate the assigned health project(s), effectively managing and reporting on the projects in line with the objectives, timeframe, and budget, focusing on response to new crises requiring assessments and short-term interventions. Manage and oversee primary health care staff to meet international quality standards in health care delivery. Encourage beneficiary participation, liaise with other stakeholders, anticipate, plan, and contribute to developing new health project proposals and reports.   Project Overview Medair delivers life-saving health interventions to emergency affected populations in eastern DRC in challenging access areas despite security challenges. Attacks by armed groups and intercommunal violence in eastern DRC continue to threaten vulnerable populations, despite the efforts of the government's armed forces (FARDC) and assistance from the UN Mission in DRC (MONUSCO). This intervention will contribute to the prevention of excess morbidity and mortality for populations affected by conflict in Eastern DRC. The main activities will be the provision of quality subsidised health care, with regular supply of sufficient quality Primary Health Care (PHC) pharmaceutical supplies, the establishment of an effective referral system (including transportation), training, coaching and supervision of health centre Ministry of Health (MOH) staff and behaviour change communication (BCC) aimed at improving the uptake of healthy behaviours in the community. Moreover, the intervention foresees minor rehabilitation of existing HF as needed to ensure an appropriate level of hygiene, reduce the risk of infections to patients, protect staff, and respect the dignity of the population served, especially women and girls.   Workplace & Working conditions Field based position in any of the field bases, Democratic Republic of Congo.   Starting Date / Initial Contract Details As soon as possible. Communication and Coordination - Develop and maintain appropriate communication with the team and other relevant stakeholders. - Participate in health coordination meetings, Medair internal training and others. - Proactively network and coordinate with the health cluster and health agencies to seek out opportunities. - Review and update Project Coordination Agreements, Memorandum of Understanding and others. - Ensure clear internal coordination within the Medair team and with advisors. Logistics - Ensure stock, purchase requests and movement requests are submitted appropriately. - Ensure health teams are adequately supported in the field – food, water, supplies, cash, etc. - Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies, etc. - Liaise with the health and logistics staff to ensure that quality items are procured, transported, stored, etc. Quality Management/Project Design - Responsible for ensuring project implementation is according to Medair, donor, DRC and international guidelines. - Responsible for setting objectives of emergency health assessments and interventions, monitoring progress, etc. - Decide on new activities and new project sites and provide input regarding future project growth and changes. - Improve the quality of the health project, the quality of the assessments, the monitoring and evaluation process and the implementation of Core Humanitarian Standards and protection mainstreaming. - Develop and maintain health resources to improve capacity for the health team to take on more responsibilities within the project. Security Management: - Monitoring security situation for teams in the field and working with Projects Coordinator. - Responsible for ensuring field team compliance with security procedures; ensure teams are equipped. - Contribute to the ongoing monitoring of security situation. Qualifications - Clinical degree or diploma (nurse, midwife or doctor), or Public Health degree. - Strong working knowledge of English and French (spoken and written).  Experience - 2 years' post-qualification medicine/nursing/medical professional experience. - At least 1 year of management experience in a health context. At least 1-2 years in health in a developing country. - Aptitude for community mobilisation and capacity-building. Experience in training / mentoring / coaching staff. - Good numerical, report writing and administration skills. - Ability and willingness to manage project implementation.
