Job description

Org. Setting and Reporting

 

This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.


This temporary job opening is being published for the position of Public Information Officer with OCHA in Gaziantep, Turkey. The Public Information Officer reports to the Deputy Head of Office, OCHA Turkey.

 

Responsibilities

 

Within delegated authority and depending on location, the Public Information Officer will be responsible for the following duties: 

  • Plans and initiates strategic and proactive outreach activities through social media and creates and contributes content to global OCHA social media channels. 
  • In collaboration with country team, leads on humanitarian advocacy at the national level, and contributes to global advocacy campaigns.
  • Organizes joint media field trips, press events, interviews and other outreach initiatives.
  • Conducts reporting and analysis, by establishing and maintaining reporting system within the country; drafting and distributing regular reports on the humanitarian situation; ensuring flow of information and analysis of developments in the country/region, including tracking trends and sharing reports with HQ, the regional office, and key partners.
  • Ensures implementation of information programs to publicize priority issues and/or major events, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome. 
  • Monitors and analyses current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.
  • Undertakes activities to promote media coverage (e.g. press conferences, interviews and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan, initiating pro-active media outreach efforts, proposing and arranging press conferences/media coverage, supporting high-level missions, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage. 
  • Produces or oversees production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (e.g. press kits, press releases, social media kits, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution. 
  • Leads or participates in inter-agency groups and forums for different stakeholders for publication information, communications and/or advocacy. Organizes or supports related inter-agency activities to highlight the humanitarian situation and needs. Coordinate with key stakeholders at global, regional and country level on advocacy initiatives to ensure coherent and common messaging.
  • Prepares, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.
  • Initiates and sustains professional relationships with key constituencies. 
  • Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc. 
  • Provide training opportunities for international and national staff on media relations and other relevant skills.
  • Participates in selecting the information transmitted to key constituencies.
  • Provide guidance to and supervise reporting staff and PIO junior staff in the Communications Unit.Perform other duties as required.

Education

Work Experience

  • A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.
  • Humanitarian Experience of working in Middle East context is desirable.
  • Experience with crisis communications is desirable.
  • Experience working in social media is desirable.

 

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required. For this post, fluency in English is required. Fluency in Arabic is desirable. Knowledge of another UN official language is desirable.

 

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The Position: The Regional Demographic Resilience and Policy Adviser serves as the principal adviser at the regional level for substantive analysis, rights and evidence-based advocacy, policy dialogue/advice, capacity building and technical assistance in population and development issues. The Adviser focuses on incorporating demographic dynamics within development policies and highlighting the implications of population issues for environmental, economic, and social trends and policies in the region. The Adviser will assume substantive leadership of EECARO's Demographic Resilience Programme, The Demographic Resilience programme in the region, assists countries in strengthening their capacity to anticipate, assess, and address demographic changes they are experiencing, and ensure they have the skills, tools, political will and public support to manage them. The Adviser supports country efforts to address demographic change and related population issues to promote sustainable development – and inter alia the implementation of Agenda 2030, as well as the ICPD Programme of Action – and to support the formulation of national development strategies.  To these ends, the Adviser works with the EECARO, EECA Country Offices, UNFPA HQs and other Regional offices. Contribute to the development of new or updated evidence and rights-based population, social and development policies at the country level, as well as regional position papers and policy products;     Participate in UNFPA technical networks, symposia and its global reference groups on demographic diversity, resilience and policies;  Develop and synthesize policy briefs and publications to better target public investments in the region toward sustainable development and demographic resilience;   Quality technical support and capacity development Support capacity strengthening on technical tools and approaches, including population projections, the use of the UNFPA Population Situation Assessment (PSA), National Transfer Accounts (NTAs), and related tools, ensuring consistency and coherence in addressing priorities for UNFPA; Contribute to the development and implementation of a regional integrated strategy to strengthen capacities pertaining to population and development issues in the region, including regional and sub-regional institutional capacities for supporting and sustaining high-quality technical work by governments; Support the creation of more inclusive societies – including the inclusion of women, migrants, minorities, youth, older persons, and persons with disabilities – and to promote investment in human capital throughout the life course.   Evidence and knowledge management Conduct analyses, prepare reports and policy briefs to advise country offices and senior management on issues related to demographic resilience scale-up, social equality and policy development and civil society participation in the region. Coordinate the preparation of white papers, policy briefs and related materials for promoting the Demographic Resilience Programme, and provide similar support at the request of country offices; Share knowledge-based tools, such as policy positions/practice notes/concept papers and other research papers to help influence/advance policy dialogue on further promoting Demographic resilience programming at global, regional and country levels. The intern will work in an IT unit, providing IT services to the regional office of approx. 400 people. During the internship, selected candidate will be able to work with several new technologies and experience work in international team. Selected candidate will get hands-on experience in these areas: - Provision of IT User support to internal clients in regional office in Istanbul; - Configuration of technologies such as Digital Signage, IP Telephony and other; - Data mining and data analytics. - Configuration of operating systems and automated software installations (Windows and Mac OS) - Configuration and operation of audio and videoconferencing technologies; - Automation of workflows via using Office 365 tools (Sharepoint, Power Automate etc.) Intern will obtain practical experience in Information and Communication Technology, administrative procedures and work in international organization.
