Job description

Role & Responsibilities

Coordinate and manage the main support functions including general administration, base management, finance, human resources, and logistics. With line management responsibility for staff involved in support roles the Project Support Manager also represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.

 

Project Overview

Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and insecurity. Medair has been operating in Afghanistan since 1996, and is currently implementing multi-sectoral projects in health, nutrition, WASH and food security (including cash transfer programing) in vulnerable communities in the Central Highlands and Southern Afghanistan. Natural Resource Management and Emergency Response activities are also undertaken as required. All projects contribute to the overall objective of increased resilience.

Key Activity Areas

Project Support Management

  • Ensure the smooth running of the assigned bases including set-up, staff supervision, security, maintenance and liaison with landlords, contractors and suppliers.
  • Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met.
  • Ensure all internal financial controls are in place and that Medair and donor guidelines are followed.
  • Oversee all human resource activities, supporting line manager.
  • Ensure all national and international legal requirements relating to employment are adhered to.
  • Oversee the logistical support to programme staff and field bases.
  • Monitor that regular computer back-ups, virus updates and routine maintenance are carried out.
  • Work with field managers and GSO staff in the preparation and development of budgets for support and shared costs, ensuring they meet all relevant Medair and donor requirements.
  • Manage and track expenditure of assigned budgets.

Security Management

  • In the Project Coordinator's absence, attend relevant external coordination and security meetings and feedback information.
  • Ensure security procedures are in place, guidelines are kept up-to-date and staff receive relevant security information.
  • Provide support in managing security incidents as required.

Administration

  • Draw up, manage and periodically review contracts between Medair and external suppliers.
  • Submit accurate and timely internal reports and contribute on request to external reports.
  • Ensure a clear and transparent paper trail is in place for all transactions.

Staff Management

  • Manage and oversee the assigned programme support staff including recruitment, day-to-day management, development and training, appraisal, etc.
  • Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work.

Communication

  • Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements.
  • Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships.
  • Ensure good communication between project teams and support teams.

Quality Management

  • Review, develop and implement systems to improve transparency, and to detect and ultimately to prevent loss or fraud.
  • Carry-out regular inspections and spot-checks.

Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written).

Experience

  • Post-qualification management experience in a relevant profession.
  • Experience working in a cross-cultural setting, preferable in a support role.
  • Able to oversee multiple tasks, prioritising and delegating as required.
  • Able to develop and maintain effective relationships with internal and external stakeholders.
  • Strong organisational and time management skills. Good numerical and report writing skills.
  • Good inter-personal and conflict resolution skills. Problem solving ability, excellent communicator.
  • Capacity to work under pressure and manage personal stress levels.
  • Ability to work independently and willingness to live and work in remote locations.

Candidates are nevertheless encouraged to apply as early as possible.   Tdh : Terre des hommes Foundation (Tdh), with headquarters in Lausanne and an office in Zurich, is the leading Swiss organisation for child rights. In 2022, we supported 2.6 million children and members of their communities around the world. We trained people who in turn supported a further 4.5 million children and members of their communities.   Context : Terre des hommes (Tdh) has been working in Afghanistan since 1995. In 2023, Tdh provided humanitarian assistance and protection to very vulnerable children and families who often did not have at all access to basic services in 4 provinces: Nangarhar, Herat, Kandahar and Kabul.   In Afghanistan, Tdh's work focuses on two main components: general health centered around maternal and child health and child protection. Since August 2021 and the regain of power by the Taliban, Tdh has also integrated a multi-purpose cash component, sub-grants and vocational training  to meet the basic needs of the population. Indeed, due to the economic crisis generated by this political unrest, combined with international sanctions and constant natural disasters, the entire public system has collapsed. Today, the population depends almost exclusively on humanitarian aid - which is diminishing - to meet its basic needs as well as to access health and education services.   It is estimated that, out of a population of over 42 million people, 29.2 million are in need of humanitarian aid. As families struggle to make ends meet, children and women suffer directly from the consequences of the deteriorating overall humanitarian situation. Negative coping mechanisms include the reduction of expenditure considered non-essential, such as maternal, newborn and child health care (MNCH), and/or the involvement of children in harmful practices to contribute to household expenditure, in particular child labour for boys and early marriage for girls.   As well as facing a dramatic political, economic and human and women rights context, while humanitarian space continues to shrink, Afghanistan is also having to cope with a steady increase in the number of internally displaced persons and returnees. A humanitarian disaster is currently unfolding on the border between Afghanistan and Pakistan, as undocumented Afghans are being sent back from Pakistan. The bulk of funding received from WB and ADB has primarily been for Health and Education. However, it is an important source of funding for Nutrition, WASH in facilities, cross-cutting programmatic priorities such as Gender and PSEA as well as programme support/operations costs. The Senior Advisor, IFI Coordination reports to the Representative for overall guidance and direction. The Senior Advisor, IFI Coordination is responsible for providing strategic direction and positioning in UNICEF Afghanistan's engagement with IFIs and for ensuring the continued development and strengthened engagement with IFIs on a broad sector portfolio. This position also includes liaising across all sections in Afghanistan Country Office as well as with HQ and Regional Office to advise on the implementation of the IFI grants and the increased risks that come operating with IFIs. Reviews all requests for compliance and alignment with grant agreements and related commitments to the Banks as well interprets UNICEF ways of working with IFIs and donor issues. - In collaboration with the Representative and Deputy Representatives, put in place and manage an office-wide coordination for the WB and ADB projects primarily with non-programmatic but compliance issues. - Coordinate cross-functional elements of the ADB and WB Projects across the various sections in the ACO, Regional Office (RO) and Headquarters (HQ). - Support the sectoral sections in preparing proposals, aligned with corporate standards, and overall agreements between UNICEF and IFIs ensuring quality submissions in a timely and systematic manner through constructive engagement.   - Establish and maintain an overall fruitful project management approach for WB and ADB projects so that ACO has visibility of all key milestones and can holistically interact, negotiate, communicate, report and monitor compliance and performance of the projects building on what already exists. - Ensure common approaches in agreements and engagement across the sectors with the different arms of the ADB and WB - In collaboration with the ACO Risk Officers, ensuring key project risks are identified and monitored to inform ACO management decision-making and risk-appetite - Support frequent strategic conversations within ACO and with Regional Office and HQ on the partnerships and jointly mitigate risks - Manage the joint ACO-IFI risk register and mitigation plan and ensure its joint ownership and regular reviews and updates - Monitors the overall project progress (programme and financial) and identifies project strengths and bottlenecks. In consultation with the relevant ACO sections and/or RO and HQ divisions, as required, resolves any potential issues that could hinder the achievement of planned results. - Review all WB and ABD projects related documents including administrative and Operations Manuals to identify areas for enhancing content to support project objectives, comply with Bank requirements as well as comply with UNICEF's policies and procedures. - Acts as ACO main focal point on the WB and ADB projects to internal stakeholders (HQ divisions and regional office), ensuring engagement with programme leads in relevant discussions - Coordinates/contributes to the preparation of project progress reports, donor and financial reports, as required. Confirms accuracy of reports prior to approval by the Representative. - Provides the secretariat for the Representative led / Dep Rep chaired IFI taskforce for coordination across projects and sections and country/ field offices.   To qualify as an advocate for every child you will have? - An advanced university degree (Master's or higher) is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field. - A minimum of ten years of relevant professional work experience in the area of partnerships, coordination and external relations is required. - Work experience in or familiarity with Afghanistan or the South Asia region and humanitarian context would be an asset. - Developing country work experience and/or familiarity with emergency is considered an asset. - Fluency in English is required.
