Eastern and Southern Africa (AFE)

Home to about 700 million of Africa's people, the World Bank's Eastern and Southern Africa Region is a geographically, culturally and economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. The Regional Vice Presidential Unit, which includes the Democratic Republic of the Congo (DRC), has an estimated gross domestic product of $945,567 million in 2019. South Africa, an upper middle-income country, is the region's largest economy, followed by Angola, Kenya and Ethiopia. Seychelles and Mauritius are the Region's only high-income economies.
The region boasts some of the world's richest natural resources. DRC produces much of the world's mined cobalt, and Angola leads the region in the production of crude oil. For many Eastern countries, agricultural products are the main commodity; Ethiopia and Uganda lead the region in coffee exports, while Kenya is the largest tea exporter. For Southern countries, precious metals and minerals are the biggest exports, including gold and diamonds from South Africa and platinum from Zimbabwe.
While much of Africa's population lives in rural areas, Eastern and Southern African cities continue to grow. In South Africa, nearly half of the population lives in urban areas, such as Johannesburg, the country's largest city. This does not translate into a reduction in poverty; however, South Africa, remains a dual economy and is one of the most unequal countries in the world.

The region harbors some of Africa's protracted conflicts, rendering many of its countries fragile, while significant gaps in education, health, and skills development continue to keep people from reaching their full potential. This creates huge development challenges, and impacts heavily on the lives and livelihoods of people, and hinders regional integration and trade. Additionally, locust swarms are ravaging crops and jeopardizing food security across East Africa, including Kenya, Somalia and Uganda. The Horn of Africa, which already has 22 million severely food insecure people and more than 12 million internally displaced, is facing a critical food security emergency. Estimates are that and damages and losses could amount to as much as $9 billion in 2020.

The COVID-19 pandemic has taken a toll on human life, strained health systems and with contracting agricultural production, Sub-Saharan Africa could face a severe food security crisis.
These challenges also create an opportunity to work closely with country leaders, civil society, development partners, and young people to chart a brighter course for the future, as well as regional economic organizations, which play a strong role in helping countries reach their development potential.

UNIT CONTEXT

The Regional Environment and Social Standards Adviser (RSA) within the Development Effectiveness Unit in the East and Southern Africa Region ensures that lending operations supported by the Bank comply with applicable environmental and social policies.  The RSA's primary role is to advise Regional Bank management and Task Teams on all proposed lending operations across the World Bank to ensure that project design is consistent with the requirements of the Bank's environmental and social policies and that projects are implemented in accordance with policy requirements. The RSA provides support to high risk /high profile operations under preparation and implementation as part of the unit's corporate risk management function. 

The RSA work program also includes: collaborating with Bank Regional management and Global Practice Groups to address environmental and social issues in operations; executing the mandate and accountability of the Safeguards Advisors as defined in the ADM Framework; conducting training workshops on social and environmental policies and standards for Bank staff and clients; carrying out periodic thematic studies of environmental and social policies management during project implementation; contributing to corporate initiatives such as the safeguards reform process and the development of dissemination of technical good practice guidance materials for Bank staff as well as contributing to the capacity building of Bank staff and borrowers. 

In the case of Investment Lending projects, the RSA review process assesses the potential environmental and social impacts, and the adequacy of proposed measures to address these impacts and compliance with the Bank's Safeguard Policies.  For high-risk or projects with a corporate risk profile, the RSA retains review and clearance authority, supporting teams with the preparation of Environmental Assessments and Management Plans and Frameworks, Social Assessments and Indigenous Peoples and Resettlement Plans and Frameworks.  
The RSA is seeking an experienced and hands-on Senior Environmental Specialist whose primary role is to support the RSA in overseeing the application of the ESF policy and standards, and compliance with the environmental safeguard policies in the Bank's investment lending operations and Program for Results operations (PforRs).  

As part of the RSA Team, the Senior Environmental Specialist will also interact regularly with colleagues in Headquarters and in field offices, in the effective conduct of her/his work. A willingness to share knowledge, draw on expertise and help create a supportive work environment is therefore critical.

 

Duties & Accountabilities :

As part of the multi-disciplinary team of E&S specialists, the Sr. Environmental Specialist will support the RSA in overseeing the application of the ESF policy and standards and compliance with the environmental safeguard policies in the Bank's investment lending operations and PforRs. The Specialist will also support E&S risk management across the lending portfolio, assist in interpreting the environmental policies, promote building environmental sustainability into project design and implementation, support the use of sound environmental assessments methodologies across sectors and countries, and participate in knowledge and learning initiatives. The Sr. Environmental Specialist will report to the Manager for Development Effectiveness and for day-to-day coordination will work under the direction of the RSA. The Sr. Environmental Specialist will have the following responsibilities:

• Reviewing new Bank investment project proposals to ensure that environmental issues are properly addressed as required by the World Bank's Environmental and Social Framework policy and standards, as well as the Bank's safeguard policies and international good practice documents;
• Reviewing new Bank PforR proposals to ensure that environmental issues are properly addressed as required by the World Bank's PforR policy;
• Support implementation of Bank operations, as related to E&S policies and project-specific environmental requirements, including monitoring retained projects;
• Provide expert advice to Task teams on environmental impact assessments, including regional, strategic and cumulative assessments; environmental management frameworks and plans, including those for monitoring, reporting and evaluation; stakeholder engagement consultation plans; and measures related to natural habitats conservation, natural resource management, pest management, forest management, dam safety and international waterways management, occupational health and safety, pollution control, and environmental remediation; 
• Providing expert guidance to Task Teams on environmental risk management, impact assessments and mitigation measures as well as current good international practice on environmental issues,
• Providing comments and guidance on project environmental assessment instruments and documentation; provide support for the development of required Bank documentation, if needed;
• Providing comments and guidance on PforR documents, including the E&S Systems Assessment (ESSA).
• Carrying out periodic thematic studies of environmental and social policies management during project implementation.
• Coordinating and sharing information with Bank staff, clients and consultants providing environmental risk management project support and training as well as contributing to the capacity building of Bank staff and borrowers

 

 

Selection Criteria

 

The Sr. Environmental Specialist must be a team oriented professional with proven ability to carry out complex tasks as part of a multi-disciplinary team; capacity to work under pressure and to meet strict deadlines; and ability to work with and advise task teams and key stakeholders on environmental risks and impacts.

• Advanced degree (Masters or PhD) in environmental or natural sciences, engineering or other relevant discipline;
• At least eight (8) years of full-time relevant professional experience with a sustained record of achieving high quality substantive results
• Experience in environmental risk management, preparation and/or review of project environmental risk and impact assessments, environmental management plans, capacity assessments and institutional strengthening measures;
• Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies;
• Good knowledge of the World Bank's environmental and social policies and standards
• Demonstrated maturity and sound judgment, attention to detail, and ability to convey complex messages succinctly and diplomatically;
• Proven capacity to work with a wide range of stakeholders, and ability to represent the Department with internal and external partners and interact effectively with Senior Management.
• Excellent written and verbal communication skills in English and Portuguese required, French desirable;
• Strong interpersonal skills and demonstrated ability to work in multi-disciplinary teams.
• Excellent workflow management and task organization skills; able to coordinate all aspects of the workflow of assigned responsibilities.
• Ability to coach/mentor more junior staff.

 

Required Professional Competencies:

• Environmental Policy, Strategy and Institutions - Solid understanding of environmental policies, strategies, institutions, and regulations;
• Environmental and Natural Sciences and Engineering – Demonstrates strong knowledge of one or more relevant thematic areas of environmental engineering, civil engineering, environmental science, ecology, zoology, botany occupational health and safety related to infrastructure, or environmental risk management; and deep experience in applying this knowledge to policy-related decisions and advice;
• Policy Dialogue Skills – Possesses political judgement, diplomatic acumen and negotiating skills; builds and sustains key stakeholder relationships with government and other key stakeholders;
• Integrative Skills – Demonstrates ability to think and work across WBG practices and sectors; integrates divergent viewpoints of multiple external and internal stakeholders into a coherent strategy/program/project;
• Knowledge and Experience in Development Arena – Fully understands the Bank's development initiatives and policies and practices related to lending and non-lending; Guides research and translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level.

The World Bank is currently undergoing an evolution. A process has been launched to expand and revise the vision of the World Bank and review its operational and financing model to ensure it is ready to meet the changing needs of its clients and address the challenges of the future. Evaluation has an important role to play in this process, not only in keeping the World Bank accountable, but also to ensure that the way forward builds on evidence on what works and what doesn't. This will require providing evidence both for the longer-term strategic direction but also shorter-term, real-time evidence to help the institution course correct, particularly in times of crisis.   Internally, the WBG's organization has launched a consultative change process known as the Evolution Roadmap, which recognizes the increasing importance of global challenges in achieving development goals, and that there is a need to sharpen the WBG mission with greater emphasis on sustainability, resilience to shocks, and inclusion, which are also critical for achievement of the twin goals and the SDGs. The provisional vision is to create a world free of poverty on a livable planet, with a mission to end extreme poverty and boost shared prosperity on a livable planet. Externally, the global community has reached consensus on ambitious post-2015 Sustainable Development Goals, and client countries and development partners are demanding increased focus on development impact and results.   Consistent with the WBG 2016 Forward Look and subsequent discussions with stakeholders around the Evolution Roadmap, the focus will continue to be on poverty reduction and shared prosperity, while also addressing the interlinkages with global challenges, such as climate change, pandemic risks, and Fragility, Conflict and Violence (FCV).  In this context, and the recent discussions about the financing of the WBG and development more broadly to do more, the independent evaluation can play an important role in helping the WBG achieve greater development effectiveness by assessing what works, and why.   IEG has increasingly moved to a strategic selection process for its major evaluations to ensure greater influence of each individual evaluation, and of all of them collectively.  IEG continues to pursue two objectives:   *  Achieving the evolving goal and mission of the WBG - What Works and Why? Deepening evidence about the results of WBG programs and activities and their contribution to WBG's strategic priorities and ultimately its mission goals with:   *  Real-Time Feedback on WBG Operational choices: Assessing implementation of, and providing WBG Management and Executive Board with early feedback on, reforms and WBG operational choices to ensure that timely course corrections are made when needed. This objective is addressed mostly through corporate evaluations covering four strategic pillars: i) Assisting All Client Segments; ii) Leading on Global and Regional Issues, iii) Improving the WBG Business Model, and iv) Mobilization: Scaling Up Finance for Development.   IEG is developing a long-term strategy to best contribute to the Evolution Roadmap. This will involve building on the work already underway, with a particular emphasis on strengthening engagement with various stakeholders, using mixed methods and innovating to enhance the quality and rigor of evaluations, while also maintaining the independence of the evaluation function as both a tool for accountability and learning. IEG will also continue to place emphasis on (i) IEG's value proposition as a contributor to the WBG's development effectiveness through focused, timely, and impactful evaluative activities, (ii) IEG's efficiency and value for money, and (iii) IEG's effective engagement with WBG management and other stakeholders.   IEG operational departments IEG is led by the Director General, Evaluation (DGE), who reports directly to the Board of Executive Directors through the Committee on Development Effectiveness (CODE). IEG's organizational structure comprises two operational departments: Finance, Private Sector, Sustainable Development and Infrastructure (IEGSP) and Human Development and Economic Growth (IEGHE), which are responsible for leading the evaluation of WBG programs and projects, analytic and advisory products, country strategies, corporate evaluations, and sector, thematic or focused evaluations across the WBG.    The IEGSP department comprises three units: IEGFS, IEGSD and IEGFP.   The IEGFS unit evaluates the work of the World Bank, the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA) on finance, private sector, infrastructure and sustainable development. In these areas, the IEGFS unit conducts thematic evaluations as well as Synthesis evaluation products (Evaluation Insight Notes, EIN) and Learning Engagements (LE). The IEGSD and IEGFP units are responsible for evaluating World Bank projects (IEGSD) and IFC and MIGA projects (IEGFP). Both IEGSD and IEGFP also conduct EINs and LEs, as well as Project Performance Assessment Reviews (PPARs). The three units have staff working across both micro and macro work.   Macro work or thematic evaluations, under IEGFS workprogram are multi-level, multi-project evaluations which rely on mixed methods designs that usually combine synthetic analyses at the overall portfolio level with in-depth analyses at country, project or program levels. Within the framework of thematic evaluations, IEG employs a range of methodological approaches such as portfolio analyses, structured literature reviews, surveys and case study analyses.   EINs generate new insights from existing evidence to address knowledge gaps and contribute to enhanced operational learning. An EIN draws from existing knowledge applying synthesis approaches. EINs systematically organize evidence from disparate IEG evaluations, validations and other work, and may be supplemented by selected additional analysis.    LEs are structured series of activities aimed to support WBG management, staff, and clients in absorbing and applying knowledge from IEG evaluations. They aim to lead to early course-correction, identifying and filling gaps in existing knowledge. They are co-owned by IEG and WBG management, with outputs jointly created between IEG and operational counterparts.    Examples of thematic evaluations recently completed by the IEGFS unit include IDA Private Sector Window, Private Financial Inclusion, Creating an Enabling Environment for Private Sector Climate Action or Private Capital Mobilization, Municipal Solid Waste Management and Energy Efficiency. An example of an IEGFS EIN is the Synthesis of Lessons Learned from Crisis to Support the Private Sector in Response to COVID-19. The Assessment of the Effectiveness of World Bank Investment Financing to support Private Public Participation is an example of an IEGFS LE.   Duties and Accountabilities The Manager of IEGFS reports to the IEGSP Director and is a member of IEGSP Leadership Team as well as of IEG's Extended Leadership Team (ELT). The Manager is accountable for performing the responsibilities, modeling the behaviors, and maintaining the technical competencies listed below. Accountability means being answerable for managing quality, risks, results, institutional initiatives, and compliance with WBG policies and procedures.    Specifically, the manager of IEGFS has the following responsibilities:   Business and Work Program Management *  Leads development of the work program in IEGFS, identifying strategic priorities and deliverables that promote accountability and learning under the guidance of the IEGSP Department Director.  *  Oversees and coordinates effective and efficient delivery of the Unit work program, including but not limited to thematic and sectoral evaluations, EINs, Les, PPARs or micro product related work.  *  Exercises quality control over such work, in line with IEG quality assurance standards and processes, including ensuring appropriate methods and data are used (in collaboration with the Methods Head) and reviewing outputs and providing feedback at appropriate stages of the evaluation process.  *  Supports the IEGSP Director in making mid-course corrections of Departmental strategy and approaches, and refines and implements the Unit strategy and approaches, in line with IEG strategic directions and results framework, approved work program, and Board guidance.  *  Is an active member of the IEGSP leadership teams. The IEGSP leadership team comprises the three managers of IEGSP and two technical leads (of the Finance and Private sector area and the Sustainable Development and Infrastructure area, respectively). In this role, IEGFS manager is expected to collaborate closely with all members of the IEGSP management and leadership teams and to take responsibility for selected cross-department activities, including for example leading the preparation of IEGSP inputs to IEG's quarterly reports to the Board and the organization of department retreats. *  Works regularly with the Managers of other IEG units outside of IEGSP  to ensure coordinated delivery of the main responsibilities of IEG. *  Provides intellectual leadership across IEG on the issues covered by IEGFS, including for example leading or assisting in the preparation of just in time notes for relevant stakeholders in the areas covered by the IEGFS unit and the IEGSP department. *  Contributes to cross-IEG work and initiatives.    People and Talent Management *  Manages a team of 14 professional evaluation staff, supported by more than two dozen consultants and various collaborators in various engagements. Typically, the successful candidate will have 15+ years of relevant experience. *  Proven track record in evaluation and/or substantial background in analytical work. Evaluation knowledge and management: experience and high level of understanding of the design and delivery of complex evaluations, preferably in a multilateral development bank context; or solid experience in overseeing or leading the successful preparation and effective dissemination of highly complex analytical products for maximum impact, combined with some familiarity with evaluation principles, criteria and methods (qualitative and quantitative) sufficient to provide intellectual leadership and quality assurance of IEG products. *  Being able to engage on evaluations with operational teams: strong practical understanding of how to engage with operational teams effectively in the design and delivery of evaluations, protecting independence and credibility while promoting learning and ownership from operational staff. The Global Transport Practice is advancing the global dialogue on the future of transportation through influential programs such as the Sustainable Mobility for All initiative and the Global Road Safety Facility. The Practice hosts very active Global Solution Groups on the following cross-cutting topics: Urban Mobility; Transport Connectivity and Regional Integration; Transport Infrastructure Management and Finance; Transport Economics, Policy and Data; and Green, Inclusive and Safe Transport. To execute its work program, the Transport Global Practice has established important partnerships inside and outside the WBG, including with other international organizations, the private sector, and civil society.   The SAR Transport Units The World Bank is the largest provider of development financing for transport globally, with a strong focus on climate-smart transport systems. With the commitment to support the client countries in providing safe, clean, efficient, and inclusive mobilityeverywhere, for everyone, the Bank's transport portfolio currently includes 172 active projects with $34.1 billion in commitments, representing about 11% of World Bank lending. The two SAR Transport Units combined have an active portfolio of 28 lending operations with total commitments of about USD 8.2 billion, 5 ongoing Advisory Services and Analytics (ASA) and an average of 5-8 new lending deliveries per FY. SAR Transport team focuses on green, resilient, inclusive, efficient, and safe development of the transport sector in SAR. The portfolio is evolving to match the high urbanization of the region, and includes trade and logistics, rural roads and highways, urban mobility, rail and waterways, and road safety. It focuses increasingly on leveraging private capital to bring additional resources to SAR clients, working with IFC and MIGA and providing Bank Guarantees. SAR Transport is also a key contributor to engagements led by other Global Practices, most recently in response to policy reform Development Policy Operations and disaster response operations. The unit has about 21 Staff and is largely decentralized in the country offices.   Duties and Responsibilities: The primary duties of the assignment will be to:  • The selected candidates will be working closely with a broader railway and multimodal transport team in the region to advance the regional agenda. More specifically, lead the rail policy dialogue in ISAT1 countries with clear perspective of supporting SAR regional railway development strategy in the context of the broader multimodal logistics and urban mobility agendas.  • The selected candidate will focus on (i) reform of industry structure, governance, and regulation, (ii) funding and financing of investments and services; and (iii) decarbonization of urban mobility and logistics; climate resilience; (iv) regional connectivity; and (iv) development of services inclusive for all genders, income levels and citizens with disabilities.  • Forge strong client relationships based on mutual respect and trust and play a key role in generating new business for the Bank in collaboration with relevant Country management units.   • Lead the design and implementation of cutting-edge rail logistics and mobility projects. Provide advice on alternative financing instruments (including structuring and leveraging of private sector participation, government-to-government financing and use of guarantees) for advancing operations in the region. • Lead the implementation of complex projects in selected countries with immediate pipeline, including but not limited to, Bangladesh and Sri Lanka. Duties and Responsibilities - Support UNICEF's liaison with the Legislative Branch of the US government, in coordination with multiple partners. Develop briefing documents to ensure information on UNICEF is conveyed and shared with key stakeholders. - Provide support in management of UNICEF-USG grant agreements related to global health and development , with specific emphasis on high-volume and well drafted/edited reporting requirements. - Support promotion of, and advocacy for UNICEF programmes by assisting with the preparation of information to internal teams, the USG UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes. Attend related meetings and provide readouts for appropriate focal points. - Contribute in innovative ways to knowledge management, , helping to ensure partner information and materials are maintained, updated, and filed; guide other team members to implement knowledge management protocols to ensure consistency and ease of reference. Provide contribution and partnership related updates and information to internal and external partners as necessary. - Other duties as assigned, including but not limited to: planning and logistics for UNICEF HQ or country/regional office leadership to participate in high-level engagements with U.S. Government officials and Congressional delegations; conducting research on prospective new partnership engagements for UNICEF and providing related analysis and outreach to support exploration of such opportunities. To qualify as an advocate for every child you will have?  Education: Must be enrolled, within the past year, in a graduate degree program with a preferred major in international relations, political science, communications, international development, or another relevant technical field.
