Dienste in Übersee gGmbH (DÜ) has been looking for development workers for partner organisations of Bread for the World for a good 60 years. DÜ selects these ecumenically and developmentally committed professionals according to standardised procedures, trains them in intensive preparation for the service lasting several weeks and accompanies them during their time abroad and after their return.

Bread for the World is the worldwide development agency of the Protestant churches in Germany. In more than 90 countries around the globe, the organisation empowers poor and marginalised people to improve their living conditions through their own efforts. Bread for the World works closely with local, often church-based partner organisations.

DÜ is one of the seven organisations in Germany recognised by the German Development Aid Act (EhfG). With a contract according to the EhfG, professionals receive social security coverage according to German standards abroad. In addition, DÜ imparts relevant knowledge and practical skills for intercultural work with people in preparation and accompaniment.

Der Hintergrund

Brot für die Welt fördert in Nigeria kirchliche und zivilgesellschaftliche Organisationen mit den Schwerpunktthemen Friedensarbeit und Traumabewältigung, Berufliche Bildung, Good Governance sowie ländliche Gemeinwesenentwicklung. Zur Förderung des entwicklungspolitischen Dialogs auf Augenhöhe sowie der inhaltlichen Zusammenarbeit sowohl zwischen den nigerianischen Partnern als auch mit Brot für die Welt ist die Einführung einer Dialogstelle geplant. In den nächsten Jahren soll dabei die gesellschaftspolitische Stärkung der Rolle junger Menschen im Fokus stehen. An den Themen und Schwerpunkten der Partner ausgerichtet leis-tet die Dialogstelle zudem einen Beitrag zur Träger- und Programmqualifizierung. Die Dialogstelle wird in Abuja bei der Christian Rural and Urban Development Association of Nigeria (CRUDAN) angesiedelt. CRUDAN hat auch die Dienstaufsicht und wird die Fachkraft bei der Einführung der Dialogstelle in organisatorischen und administrativen Belangen unterstützen, während die Fachaufsicht bei Brot für die Welt liegt.

 

Die Aufgaben

Sie leisten einen Beitrag zur Förderung der entwicklungspolitischen Anliegen von Partnerorganisationen in Nigeria und von Brot für die Welt durch Dialog- und Netzwerkarbeit.

Im Besonderen:

  • Sie stärken die Vernetzung der Partner untereinander, sowie mit anderen thematisch relevanten Akteur*innen
  • Sie geben Impulse für den fachlichen Dialog mit Partnerorganisationen und stimmen sich hierfür mit Brot für die Welt ab
  • Sie identifizieren relevante Akteur*innen in Bezug auf Schwerpunktthemen und sondieren mögliche Kooperationen oder Förderbedarfe
  • Sie leisten durch den regelmäßigen Austausch mit anderen relevanten Akteur*innen und Organisationen einen Beitrag zur Kontextanalyse
  • Sie unterstützen Maßnahmen der entwicklungspolitischen Öffentlichkeits-, Bildungs- und Lobbyarbeit


Ihr Profil

Als erfahrene Beratungsfachkraft der entwicklungspolitischen Zusammenarbeit (vorzugsweise in Subsahara Afrika) mit abgeschlossenem relevantem Hochschulstudium bewegen Sie sich sicher und mit diplomatischen Geschick im interkulturellen Kontext.
Hierbei hilft Ihnen:

  • Ihr Wissen zu Organisationsentwicklung und wirkungsorientiertem Projektmanagement
  • Ihre ausgezeichneten Englischkenntnisse sowie Kenntnisse einer Lokalsprache (z.B. Haussa, Yoruba, Igbo)

IMPORTANT NOTICE: Please note that the deadline for receipt of applications indicated above reflects your personal device's system settings.    OBJECTIVES OF THE PROGRAMME The mission of WHO'sHealth Emergencies Programme (The Programme) is to help countries, and tocoordinate international action, to prevent, prepare for, detect, rapidlyrespond to, and recover from outbreaks and emergencies.   DESCRIPTION OF DUTIES During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. The incumbent will perform all or part of the following duties: In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (WFP and logistics cluster), the incumbent is responsible for developing and implementing end-to-end logistics plans to ensure timely provision of quality and adequate supplies, equipment, consumables and services for the health emergency operations and information. Coordinates with various stakeholders, including suppliers, manufacturers, transportation providers, and customers, to establish effective logistics processes and schedules. Manage the entire supply chain, from sourcing raw materials to delivering finished products; Monitor inventory levels, forecast demand, and ensure that materials and products are available when needed. Collaborate with suppliers to negotiate contracts, monitor quality, and maintain positive relationships. Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations Oversee the transportation and distribution of goods; Determine the most efficient and cost-effective transportation methods, select carriers or logistics service providers, and track shipments to ensure on-time delivery; Follow up and handle customs documentation and compliance for international shipments. Manage the WHE fleet, including planning and monitoring fleet movements, oversee the maintenance of vehicles. Manage WHO warehouses and inventory levels to meet EPR program demands patterns while minimizing costs; maintain stock levels, and implement inventory control measures such as just-in-time (JIT) or lean inventory management techniques. Maintain the required stockpiles of essential emergency equipment, e.g., personal deployment material, radios, satellite telephones, IT equipment, etc.; Monitor product quality and manage returns or recalls, if necessary. Utilize logistics software and information systems to track shipments, manage inventory, and analyze data. Stay updated with advancements in logistics technology and leverage tools such as enterprise resource planning (ERP) systems, transportation management systems (TMS), or warehouse management systems (WMS) to optimize operations. In close cooperation with the Field Security Officer, ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders. Facilitate the setup of the health facilities supported by WHO, support the appropriate functioning of the health facilities, mobile medical activities such as vaccination campaigns, laboratory support and other emergency health related activities. Ensure that water, sanitation and infection control required activities are in place and up to standard for all health facilities supported by the WHO; Identify and mitigate potential risks in the supply chain. Develop contingency plans for disruptions, such as natural disasters or transportation delays, and implement strategies to minimize their impact. The Education Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance, and accountability framework. He/she will lead a team on improving access to education for girls and for boys in formal and non-formal settings, working across the humanitarian and development nexus.   How can you make a difference? - Support to programme development and planning - Support the preparation, design and updating of the situation analysis for the education programmes with focus on the access component to ensure that current and comprehensive data is available to guide UNICEF's strategic policy, advocacy, intervention, and development efforts on education programmes. - Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency, and delivery. - Participate in strategic programme discussion on the planning of education programmes. Formulate, design, and prepare programme proposals for the sector, ensuring alignment with UNICEF's Strategic Plans and Country Programme and coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies. - Provide technical support in establishing specific goals, objectives, strategies, and implementation plans for the learning/quality component of the education program using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval. - Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results. - Provide technical and operational support throughout all stages of programming processes and to ensure that well-planned/structured learning interventions are conducted. - Programme management, monitoring and delivery of results - Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for learning, learning outcomes and quality education in general. - Provide professional technical leadership in ensuring structured/systematic implementation of interventions that support equitable access to quality education. - Develop costed implementation plans including detailed budgeting and track achievement of results and budget execution very closely. - Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results. - Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management. - Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. - Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. - Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources. - Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress. - Technical and operational support to programme implementation - Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support programme management, implementation and delivery of results. - Provide operational support to ensure the effective, efficient and timely programme interventions. - Arrange/coordinate availability of technical experts with Regional Office/HQ to ensure timely and appropriate support throughout the programming process. - Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support. - Draft policy papers, briefs and other strategic programme materials for management use. - Networking and partnership building - Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes. - Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes. - Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. - Innovation, knowledge management and capacity building - Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results. - Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned. - Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects. - Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.   To qualify as an advocate for every child you will have? - Education: - An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field. - Experience: - A minimum of five years of professional experience in programme planning, budget management, implementation and management in education especially in the area of access, some of which in emergency context. - Experience working in emergency context. - Relevant experience in a UN system agency or organization is considered as an asset. - Language Requirements: - Fluency in English is required (strong written and oral communication). Knowledge of another official UN language or local language of the duty station is considered as an asset.   For every Child, you demonstrate?
