WHO began when our Constitution came into force on 7 April 1948 – a date we now celebrate every year as World Health Day. We are now more than 7000 people from more than 150 countries working in 150 country offices, in 6 regional offices and at our headquarters in Geneva.
Our primary role is to direct and coordinate international health within the United Nations system and our main areas of work are health systems; health through the life-course; noncommunicable and communicable diseases; preparedness, surveillance and response; and corporate services.

OBJECTIVES OF THE PROGRAMME
One of the main objectives of the WHO Framework for Action on Health Systems Strengthening is to promote a common understanding of what a health system is and what health systems strengthening is. It also provides a basis for assisting countries in building their health systems and services, including by addressing bottlenecks in a concerted and coordinated manner, driven by the desire for health outcomes, in order to produce sustainable one-stop across the system. For this process to be as effective as possible, it must be country-led themselves, according to the priorities defined in the overall national health plans.
DESCRIPTION OF DUTIES
1) Provide technical advice and support for the development and implementation of sound health policies, programmes and plans.2) Advise and collaborate in the development, implementation and evaluation of technical cooperation programmes in the areas of governance, health policies and systems, organization and management of health services in support of universal health coverage.3) Support high-level awareness-raising for increased investment and multisectoral action for health. 4) Support the establishment of standards for the design, organisation, programming and functioning of health systems on the basis of primary health care, universal health coverage, integrated health networks and pharmaceutical services, including hospitals, integrated management of reproductive health, mother, newborn and child, public health infrastructure and services.5) Provide technical assistance to Member States in the design of a package of essential health services, taking into account social and cultural factors for rational use of services and easy access to them.6) Ensure continuity of care in emergency situations, in particular for people with chronic conditions, pregnant women, children under five, people with disabilities, among others, and take measures to strengthen referral channels.7) Contribute to the identification and fight against health inequalities and the inclusion of vulnerable groups, in order to ensure equitable access to quality health services.8) Contribute to the development, planning and training of human resources in the field of health with a view to increasing the efficiency, effectiveness and quality of the workforce, organizing, carrying out or facilitating capacity-building activities.9) Coordinate the planning and implementation of technical activities related to the quality of care and infrastructure of health services (nursing, pharmacy, laboratories, medicines, vaccines, medical diagnostics and therapeutic devices, health information systems including statistics and vital medical records) and priority programmes according to the needs of the affected populations.10) Disseminate up-to-date knowledge and results in different areas of specialization ;p odie advice on the introduction and transfer of experiences and technologies through capacity-building processes.11) Contribute to the establishment and consolidation of the health information system to facilitate decision-making; provide information on the health situation and the effective and efficient management of health services.12) Collaborate with internal team members, national authorities, international cooperation bodies, intergovernmental and non-governmental organisations and other relevant stakeholders to build partnerships and networks that promote access to quality primary care services for affected populations.13) Leads and mentors the health systems team, ensuring that activities are carried out in a very professional and timely manner, as required.(14) To perform such other duties as may be assigned by his/her supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced university degree (Master's degree or higher) in public health, health systems or services administration, health administration or a related field, from a credible and recognized institution.
Desirable: Formation postuniversity in Policy Analysis
Experience
Essential: Have at least seven (7) years of relevant progressive experience in a national or international organization in areas related to the development, planning and management of health policies, the recovery and development of health systems, the delivery of health services in emergency situations, the extension of health services to populations and in underserved areas, and the development of strategies to overcome barriers to access to these services, including essential medicines.
Desirable: Have pre-measurable field experience in the humanitarian field, gained by working with WHO, other UN agencies, health sector partners, recognized humanitarian organizations or an international non-governmental organization specializing in disaster or health emergency response.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2965 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
