Job description

Background

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Established by UN Women with the support of the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea in 2021, the UN Women Centre of Excellence for Gender Equality is dedicated to supporting traditional and non-traditional stakeholders in realizing commitments to gender equality, women's empowerment, and the rights of women and girls through (i) gender capacity-building training programmes, (ii) research and support for production and use of gender data, and (iii) network building, partnership cultivation and advocacy as a leading gender training and knowledge hub in Asia and beyond. The UN Women Centre of Excellence for Gender Equality embraces innovation, including as it relates to new technologies and partnerships, to increase the breadth and depth of its work, aligning with the 2030 Agenda for Sustainable Development and its transformative promise to leave no one behind.

 

Under the supervision of the Director and the technical guidance from thematic leads at UN Women Regional Office for Asia and the Pacific, Gender Training Specialist will oversee the development and delivery of training and education programmes for various stakeholders such as gender experts in the public sector, statistical institutes, academia, and non-governmental organizations, government officials and public servants,  provide capacity building to  establish and strengthen partnerships, and develop relevant knowledge products on all the relevant gender equality and empowerment of women thematic areas including Women, Peace and Security, Women's Economic Empowerment, Humanitarian Action & Disaster Risk Reduction, and Gender Statistics at national, regional and global levels. Gender Training Specialist works in close collaboration with the programme and operations team, UN Women HQ and RO staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women capacity building work. Gender Training Specialist is expected to manage relevant personnel and external trainers, as necessary.

 

Duties and Responsibilities

 

1.  Oversee the development of training and education portfolio

  • Oversee the development of training and education programmes on relevant gender equality and empowerment of women thematic areas in close coordination with UN Women Regional Office for Asia and the Pacific and Headquarters
  • Provide advice on contextualizing/localizing programme documents, country strategies, and knowledge products

 

2.  Manage the delivery of capacity building programmes to partners

  • Oversee the delivery of training and education programmes in online, in-person, and hybrid formats including the interactive learning modules
  • Deliver training and education programmes
  • Manage and provide technical expertise to external trainers
  • Coordinate monitoring and reporting for training and education programmes in collaboration with programme teams

 

3.  Provide capacity building support to partners

  • Provide substantive technical and policy support to programme teams in developing and strengthening training and education programmes to support the implementation of global norms and standards
  • Develop, implement and monitor capacity building initiatives
  • Provide technical support to partners on implementation of training and education programmes

 

4.  Establish and strengthen strategic partnerships with stakeholders, regional/international actors and development partners

  • Build and maintain alliances and strategic partnerships through training and education programmes for the advancement of gender equality and empowerment of women including with donors
  • Produce periodic updates and briefs on regional/country development situation with a focus on capacity building to be used by stakeholders, CO and HQ
  • Maintain close contact with relevant staff in UN Women HQ, especially UN Women Training Centre

 

5.  Oversee the design of training and education initiatives in the region and the development of relevant knowledge products

  • Provide policy recommendations and guidance to strategic planning and positioning on training and education initiatives
  • Work closely with and provide advice to regional/national bodies and inter-agency groups that influence national policies related to gender equality and empowerment of women and where necessary represent UN Women
  • Identify promising practices, technical expertise, and strategic opportunities through training and education

 

6.  Oversee knowledge building and sharing for training and education initiatives

  • Identify and disseminate lessons learnt and good practices in collaboration with UN Women country offices
  • Ensure technical skills and knowledge are shared within and among UN Women MCO/CO/RO and HQ

 

7.  Manage the implementation and management of the training and education programme

  • Finalize the annual workplan and budget and manage their implementation
  • Provide programme advisory support to the Office Management within the training and education programme
  • Manage the technical implementation of the programme, provide technical advice and endure synergies with other teams
  • Review the submission of implementing partner financial and narrative reports as required
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators
  • Contribute to Steering Committee, project review and evaluation meetings

 

8. Manage the people and financial resources of the training and education programme

  • Manage the programme budget and finalize financial reports
  • Manage, mentor and coach personnel and conduct performance assessment where relevant
  • Oversee recruitment processes as necessary

Experience:

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for gender equality and empowerment of women, ideally with some experience in developing countries
  • Experience in programme, policy analysis, and strategic planning
  • Experience in developing and delivering training and education programmes to multi-cultural participants
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field
  • Experience working with the UN is an asset
  • Experience working in Asia and the Pacific region is an asset

 

Language Requirements:

  • Fluency in English is required
  • Knowledge of the local language (Korean) is an asset

Besides channeling public and private sector investment through a broad range of financing instruments, GCF builds the capacity of developing countries to take climate action through an extensive Readiness Programme ensuring countries are increasingly well-equipped and financed to manage their climate futures.   Headquartered in the Republic of Korea, GCF operates with a diverse and talented workforce of over 300 people.  Position Objective The Chief Operating Officer (COO) is a key leadership role responsible for overseeing and optimizing critical institutional functions, including information technology (IT), human resources (HR), and corporate services. The COO ensures that all corporate operations align with the organization's objectives and are executed efficiently. The COO is responsible for overseeing the human resource function, including organization design, capability optimization throughout employees' lifecycle, engagement and leadership frameworks to foster a high-performance collaborative culture. S/he oversees development and implementation of information technology strategies that support the organization's digital transformation and technological advancement. The COO oversees and manages the procurement function, including managing relationships with vendors, designing and implementing procurement strategies, and ensuring regulatory compliance. S/he is a member of the executive leadership team.    Purpose - Transformational Architect: Sets operational strategy and drives operating transformational initiatives that align with the Fund's mission and goals.  - Performance Management: Reviews, assesses, and modifies the operational strategy to ensure optimal effectiveness based on organizational performance outcomes.  - Corporate Operations: Manages and oversees corporate facilities and projects, enhances operational processes for efficiency, and leads technology and digitization efforts to streamline work processes and improve overall productivity. Oversees security and safety of staff.  - Human Resource Management: Oversees the HR function to ensure efficient and effective human resource programmes; provides strategic direction for initiatives that boost talent acquisition, retention, and professional development; and ensures a competent and engaged workforce.  - Procurement: Implements sustainable and ethical procurement practices, adhering to international standards. Oversees procurement activities and establishes procurement strategies that align with GCF's mission.    Engagement - Stakeholders: Partners with the executive leadership in the Fund's corporate and institutional operations, including collaborating with internal stakeholders to understand institutional service requirements and providing tailored solutions.  - Fosters effective communication and coordination between corporate service departments and other organizational units.     Delivery - Organizational Effectiveness: Drives improvement in operational efficiency and productivity, measurable through timely, efficient, compliant and within budget project design and execution. Implements new technology-based systems and processes using artificial intelligence where appropriate, to speed up organizational processes and enhance efficiency and effectiveness. Leads institution-wide efforts to improve employee engagement and satisfaction scores.   - Strategy: Achieves strategic objectives within set timeframes and budgets; creates impact in alignment with the Fund's goals; incorporates innovative approaches in problem-solving.  - Stakeholders: Increases stakeholder satisfaction and engagement, as measured by feedback mechanisms such as surveys, and successful management of change resistance among stakeholders.  - Board: Provides timely, accurate, and comprehensive reporting to the Board on transformation progress; leads implementation of Board decisions related to transformation initiatives; and obtains feedback from the Board on the transformation role and its impact.    Requirements (Education, experience, technical competencies required of the job) - At least 15 years of relevant experience. Significant experience and track record of success in a high-level management role preferably within a fund in a multilateral environment, financial institution, or similar organization demonstrating successful operational leadership;  - Master's or higher-level degree;  - Proven expertise in strategic planning, project management, and change management in a complex organizational structure;  - Prior experience with financial management and budget oversight in a large-scale organization;  - Success in transforming and streamlining operations, policies, and procedures to increase efficiency and effectiveness;  - Extensive leadership experience in overseeing IT, HR, safety and security and/or corporate services functions, preferably within an international organization;  - In-depth knowledge of international regulations and standards related to support service functions.
