The incumbent will support the country office team in preparing outbreak and planned activities budgets, proposals and reports, streamlined structures and processes, ensure funds utilization is in-line with donor approval, responsible for grants management and close monitoring of funds with knowledge of quality assurance, support on timely submission of expenditures and donors reports to HQ and donors, so that UNICEF's financial accountability is not jeopardized at this critical stage in the programme.

 

How can you make a difference?

Under the direct supervision of the Budget Specialist of finance unit and second supervision of Health Manager and in close collaboration with the National Polio Coordinator, the staff will:

  • Support on planning and coordination of financial mapping for planned and outbreak response polio activities .
  • Work with field offices and health/Immunization section at national level to develop biannual polio workplans and associated budgets .
  • Responsible for polio grants management, includes contributions review, timely allocations of funds to right outputs and field offices, monitor and complies DRC country office planned and outbreak grants expenditures report and conduct variance financial analysis of grants utilization at national and field office level for senior management review and timely submission to Polio finance team in HQ.
  • Monitor field offices' budgets and workplans based on donor approval and approved allocation, assess implementation using data reflected in VISION and other sources for increased financial transparency.
  • Prepare detail budget in coordination with country office technical team for donor proposals and finalization, incorporating financial gaps and cash flow analyses {if required}, to prioritize funding approval.
  • Support field offices to improve grants management and efficient administrative syst em.
  • Initiate tailored donor reports, liaising with technical team at national and field offices, and provide quality assurance of all financial and programmatic inputs given in the report before final submission to the donor.
  • Provide technical assistance to field offices to increase capacity and understanding of UNICEF financial system and reporting requirements.
  • Provide periodic operational support to national and field offices polio teams, specifically for year-end closure and if any, internal audit preparation activities.
  • Responsible to keep track of polio approved budget/ceiling of each year and ensure funds request should be within the approved ceiling of the year for each GPEI approved budget category for DRC country office and utilization will be plan accordingly.
  • Provide technical support in the management of all other grants in the health section.
  • Assist on regular donor coordination related finance matters.Proactively identify and investigate issues that may arise and take corrective actions required to ensure timely disbursement of funds, smooth implementation and accurate reporting.
  • Liaise with counterparts internally and externally to collaborate, support analyses and reporting on GPEI funding disbursed for planned and outbreak response activities.

 

To qualify as an advocate for every child you will have?

  • A first university degree in Accounting, Business Administration and/or Economics is required. A higher qualification will be an added advantage with a preference for numerical discipline.
  • A minimum of two (2) years of relevant professional experience in managing donor funded projects and financial management or related field. 
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Demonstrable problem solving, quantitative and analytical skills; strategic and creative thinking.
  • Strong organizational, planning and coordination skills. Exceptional project management skills with attention to detail.
  • Ability to articulate and present ideas both in written presentation and orally to senior management as well as external audience.
  • Ability to work effectively under pressure and in a rapidly changing environment to meet deadlines.
  • Professional, positive demeanor with collaborative, team and service-oriented attitude.
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.

It will be a tremendous challenge for the country to achieve the SDGs by 2030. There are 6.3 million internally displaced persons (IDPs) in the country, of which 51% are women and girls; in addition, the country faces multiple health epidemics including Ebola, Cholera, Measles and Polio, and underlying chronic malnutrition affecting children across the country. In 2023, the office had a total requirement of more than US$1 billion, with over US$862 million for emergency resources. S/He provides high level program and policy guidance and leadership in strengthening UNICEF DRC's response to health emergencies during outbreaks, natural disasters and conflicts. S/He collaborate closely with Immunization Senior Manager during response on vaccine preventable diseases outbreaks (Measles, Yellow Fever, Polio etc.) and cholera prevention and response (in collaboration with the other sections) as well as on complex emergencies in conflict affected countries. Under the overall direction and guidance of the Nutrition Manager/ Specialist Cluster Coordinator, the IM Officer (Nutrition Cluster) will manage the IM function of the Cluster Working Group at the sub-national level. They are responsible for ensuring IM processes effectively contribute to a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Cluster Working Group that is accountable to those who are affected by the emergency. In their effort to enable an efficient and effective response to the humanitarian crisis, the IM Officer (Nutrition Cluster) is responsible for managing the collection, analysis and sharing of information that is essential for the sub-national Cluster Working Group participants to make informed, evidence-based, strategic decisions and for ensuring they are adequately coordinating with the national level.   Summary of key functions/accountabilities: The post holder is responsible for supporting the information management function to enable the effective functioning of the Cluster Working Group at the sub-national level, and the achievement of the core cluster functions, throughout the Humanitarian Programme Cycle in order to facilitate a timely and effective Cluster Working Group response. The postholder's main tasks and responsibilities will include but not be limited to: 1. Coordination and representation - As a member of the coordination team, contribute to the effective roll out and monitoring of the core cluster functions (as outlined by the IASC Reference Module) and to the Humanitarian Programme Cycle (HNO, HRP and CCPM), - Support the Cluster Working Group IM function and coordinate with others within the function to ensure effective communication, reporting and engagement, - Actively engage with other IMs through relevant IMWGs, including participating in the Cluster Working Group IMWG and representing the Cluster Working Group on the inter-cluster IMWG as relevant at sub-national level, - Promote harmonized and coordinated approaches to IM across partners, AoRs/ Clusters Working Groups and OCHA at sub-national level. 2. IM function support  - Implement an IM strategy and data collection and analysis plan at sub-national level that take into account the information needs of stakeholders and that are compliant with standards and protocols for ethical data and information management and that is aligned with the national level IM strategy and plan, - Implement regular secondary data reviews and primary data collection including designing questionnaires using appropriate tools, - Conduct data processing including organizing, cleaning, triangulating, evaluating and validating the data, - Analyse data to meet identified information needs of sub-national Cluster Working Group members and other stakeholders, - Create accurate, quality and timely information products that are in line with agreed style guides, - Disseminate information and information products through appropriate channels, - Maintain and ensure the accessibility of a common and shared secure storage system - Gather feedback on IM products and use to make improvements. 3. Strategic response planning - Implement partner presence mapping at sub-national level, - Contribute to strategic planning, response prioritization and the development of the HRP or other response plans as relevant, including the formulation of objectives, indicators and targets, prioritizing response modalities and activities, identifying and quantifying inputs and the curation of data. 4. Resource mobilization - Monitor and analyse the sub-national Cluster Working Group's financial situation and support financial tracking, - Support and advocate with Cluster Working Group partners for financial reporting on the Financial Tracking Service (FTS), - Support evidence-based advocacy and resource mobilization by providing accurate, relevant and timely data, information and information products. 5. Implementation and monitoring - Implement and maintain a sub-national Cluster Working Group monitoring plan and associated databases, including a response monitoring (3/4/5Ws) database that is in line with and contributes to national level databases, - Ensure the sub-national Cluster Working Group monitoring plan, and 3/4/5Ws include programme delivery modalities (in-kind, cash, voucher and services), - Support sub-national Cluster Working Group members to contribute timely and quality periodic monitoring reports on Cluster Working Group and OCHA platforms, - Support monitoring in the areas of information flows, dissemination, processing, analysis and dissemination, - Contribute to quantitative and qualitative gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the sub-national Cluster Working Group humanitarian response, - Monitor adherence to relevant sector quality standards, regulations and codes at sub-national level. 6. Operational peer review and evaluation - Participate in the annual cluster coordination performance monitoring (CCPM) exercise and annual review, - Contribute to sectoral and broader humanitarian evaluations. 7. Accountability to affected people - Be accountable to affected populations by encouraging the meaningful participation of affected people, maintaining an effective feedback mechanism and handling complaints appropriately, by ensuring data about the most vulnerable is systematically collected and analysed, and by encouraging partners to work accountably, - Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, gender-based violence (GBV) mitigation and response and HIV & AIDS) in Cluster Working Group data collection, analysis and dissemination, - Adhere to child safeguarding and PSEA policies including procedures for challenging and reporting incidents.   Strengthen national and local capacity - Support or implement actions to strengthen local and national leadership and capacity by encouraging participation of local and national actors in the IM activities of the sub-national Cluster Working Group and providing support to partners to overcome technical and operational challenges in participating in IM activities, - Implement an IM capacity assessment and capacity development plan for sub-national Cluster Working Group partners.   To qualify as an advocate for every child you will have... - A  first level university degree (Bachelor's) in one of the following fields is required: Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the Cluster Working Group. Health Project Manager

Role & Responsibilities Develop, lead, monitor, and evaluate the assigned health project(s), effectively managing and reporting on the projects in line with the objectives, timeframe, and budget, focusing on response to new crises requiring assessments and short-term interventions. Manage and oversee primary health care staff to meet international quality standards in health care delivery. Encourage beneficiary participation, liaise with other stakeholders, anticipate, plan, and contribute to developing new health project proposals and reports.   Project Overview Medair delivers life-saving health interventions to emergency affected populations in eastern DRC in challenging access areas despite security challenges. Attacks by armed groups and intercommunal violence in eastern DRC continue to threaten vulnerable populations, despite the efforts of the government's armed forces (FARDC) and assistance from the UN Mission in DRC (MONUSCO). This intervention will contribute to the prevention of excess morbidity and mortality for populations affected by conflict in Eastern DRC. The main activities will be the provision of quality subsidised health care, with regular supply of sufficient quality Primary Health Care (PHC) pharmaceutical supplies, the establishment of an effective referral system (including transportation), training, coaching and supervision of health centre Ministry of Health (MOH) staff and behaviour change communication (BCC) aimed at improving the uptake of healthy behaviours in the community. Moreover, the intervention foresees minor rehabilitation of existing HF as needed to ensure an appropriate level of hygiene, reduce the risk of infections to patients, protect staff, and respect the dignity of the population served, especially women and girls.   Workplace & Working conditions Field based position in any of the field bases, Democratic Republic of Congo.   Starting Date / Initial Contract Details As soon as possible. Full time, 24 months.   Key Activity Areas Health Project Management - Manage the project to meet the project objectives within budget and within the allotted time frame. Staff Management - Line-manage staff, including day-to-day management, development, etc. Facilitate regular meetings to promote information sharing between project staff, to ensure awareness of project objectives and current work plans and to provide the opportunity for feedback. - Provide coaching and technical supervision to staff to develop ownership and full responsibility. - Assess the training needs of health and nutrition staff and follow up to ensure appropriate training is provided. Financial Management - Manage budget and ensure that all expenses are according to budget and meet Medair and donor standards concerning financial management, including accountability and good governance. - Approve all project expenditures and expense coding. Ensure proper financial procedures are followed. - Track expenses against project budgets. Draft annual budgets for health projects. Prepare cash forecasts. Communication and Coordination - Develop and maintain appropriate communication with the team and other relevant stakeholders. - Participate in health coordination meetings, Medair internal training and others. - Proactively network and coordinate with the health cluster and health agencies to seek out opportunities. - Review and update Project Coordination Agreements, Memorandum of Understanding and others. - Ensure clear internal coordination within the Medair team and with advisors. Logistics - Ensure stock, purchase requests and movement requests are submitted appropriately. - Ensure health teams are adequately supported in the field – food, water, supplies, cash, etc. - Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies, etc. - Liaise with the health and logistics staff to ensure that quality items are procured, transported, stored, etc. Quality Management/Project Design - Responsible for ensuring project implementation is according to Medair, donor, DRC and international guidelines. - Responsible for setting objectives of emergency health assessments and interventions, monitoring progress, etc. - Decide on new activities and new project sites and provide input regarding future project growth and changes. - Improve the quality of the health project, the quality of the assessments, the monitoring and evaluation process and the implementation of Core Humanitarian Standards and protection mainstreaming. - Develop and maintain health resources to improve capacity for the health team to take on more responsibilities within the project. Security Management: - Monitoring security situation for teams in the field and working with Projects Coordinator. - Responsible for ensuring field team compliance with security procedures; ensure teams are equipped. - Contribute to the ongoing monitoring of security situation. Full time, 24 months.   Key Activity Areas Logistics Management – Supply chain - Provide the technical oversight and ensure proper supply chain management practices and procedures are - in place and maintained according to Medair standards – to include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet, equipment and facilities. Provide logistical support to all field bases by regular communication and field visits. - Manage the procurement process in accordance with Medair policies and procedures, in a transparent, accountable, efficient and cost effective manner. Provide planning support and advice to project managers and others making procurement requests, identify optimum supply routes, and maintain continuous overview of supply needs by providing updated procurement and fulfilment plans in alignment with project activity plans and timelines. Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure supplier qualification procedures are adhered to and a supplier database created and maintained reflecting supplier status. - Locate and negotiate contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations (with particular emphasis on medical and pharmaceutical stores) ensuring proper record keeping for the receipt, storage and issuing of items, physical inventory checks, storage conditions, security and facility maintenance. Conduct periodic 'spot checks' and put systems in place to increase stock reliability and reduce shrinkage through damage, loss or theft. - Ensure international and national transportation of freight by land, sea and air is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Actively engage with freight forwarding agencies, freight handling/clearance agents, and local customs, to ensure that cargo is managed at all points of the supply chain. Logistic Management – Resources - Ensure management of vehicle fleets is in line with Medair standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to. Ensure usage of fuel is correctly supervised, logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc. - Supervise and coordinate all matters regarding all types of equipment and assets including communication, IT and power, to ensure that equipment are managed diligently, operated in the most cost efficient manner, and maintained appropriately. - Support the proper management of existing field bases, establishment of new ones and closing of existing ones if required. Liaise as necessary with the landlord(s) to ensure proper maintenance and optimum availability of facilities and utilities (e.g. electricity, water, phone-lines, physical security and building repairs). Representation - Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organise, and schedule distribution of goods and material as well as to ensure good coordination and adequate information sharing, address common concerns/problems and seek solutions. Financial Management - Monitor spending of assigned budgets, and ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices. Staff Management - Manage and motivate staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
