Senior Advisor - Programme Quality and Business Development
 

In response to the conflict in Ukraine, Caritas Switzerland (CACH) established its Ukraine Crisis Response programme (UCR) in the first days after Russia's invasion of Ukraine in February 2022. CACH UCR focuses primarily on response within Ukraine, but also in neighbouring countries affected by the crisis, particularly Poland. CACH works through partners, taking the localization of aid approach in its response, and focuses on bringing technical value-added specifically in the field of cash and markets, shelter, IM and ICT4D. Details are provided in the Terms of Reference

 

Your duties

1. Programme Quality and Learning and Strategy

  • Set up regional Programme Quality and Learning (PQL) framework, incl. tools and ICT4D solutions. 
  • Lead on PQL strategy development ensuring balance between immediate programme utility and long-term vision. 
  • Provide surge support to the starting Cash and Voucher Assistance (CVA) programming, incl. technical accompaniment. 
  • Carry out other tasks assigned by the supervisor. 


2. Organizational Development of Partners on Programme Quality 

  • Capacitate partners in market assessment and monitoring, preparing needed tools and training staff as necessary. 
  • Prepare Monitoring, Evaluation, Accountability and Learning (MEAL) plans and frameworks in collaboration with partners and programme staff. 
  • Facilitate building of organization-wide vulnerability models and related vulnerability scoring systems. Test and validate the models together with the partners. 
  • Accompany partners to deploy developed tools and strengthen their capacity in PQL, MEAL, CVA, market assessment and monitoring. 
  • Carry out other tasks assigned by the supervisor.

3. Programme Quality Operational Setup 

  • Build a strong national PQL team (structure, profiling, recruitment, induction and training). 
  • Carry out other tasks assigned by the supervisor. 

 

4. Business Development and Growth 

  • Develop high quality project proposals and related needs assessment frameworks and data analyses. 
  • Contribute to regional strategy development from growth perspective.

 

Our requirements

1. Education 

  • Master's degree in a work-related field. 

2. Professional Experience 

  • At least 5 years of relevant experience. 
  • Experience working in partnerships and within localization of aid work modality. 
  • Successful track record in project development and acquisition. 
  • Experiences working with INGOs, international organizations or alike. 
  • Working experience in Ukraine and/or in an emergency response an asset. 

 

3. Skills 

  • Knowledge of ONA, Kobo Toolbox, Tableau and other IM platforms. 
  • Knowledge of market monitoring and assessment methodologies, including the JMMI scheme. 
  • Advanced knowledge of Microsoft Excel. 

 

4. Competencies 

  • Highly organized, good capacity of analysis and synthesis. 
  • Strong experience with modern technology and modern management tools. 
  • Cultural-sensitivity and strong inter-personal skills. 
  • Ability to cope with stress and to work independently under difficult circumstances and with minimal supervision. 
  • Willing to travel to Ukraine if the security situation allows. 
  • Respect for the special vision and mission of Caritas. 
  • Understanding that appearances are important in local context and willingness to present self with professional attire at all times in the working environment. 
  • Flexibility and readiness to take on additional tasks. 

 

5. Language Requirements 

  • Excellent written and spoken English. 
  • Working knowledge of Ukrainian, Russian or Polish an asset.

 

Your place of work will be Warsaw, Poland with travel to Ukraine and within the region.
Workload: 100 %
Contract duration: 1st June 2022 – 31st March 2023 with option of extension until pending operational need and availability of funding
