Job description

 

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Knowledge Advisory Services Center (SDCC-KC) within the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation, and knowledge sharing for ADB's sector and thematic work. The SDCC-KC leads and advises on strategic knowledge management across ADB. The goal is to align knowledge management outcomes with ADB's organizational goals as laid out in Strategy 2030. The SDCC-KC helps create, identify, curate, store, and share knowledge, to achieve greater productivity, efficiency, and innovation at ADB and by doing that create organizational value. SDCC-KC's role also includes advising and improving ADB's knowledge governance and reporting at a corporate level. By working with teams and resident missions across ADB and with the sector and thematic secretariat groups in SDCC, the key intent is to help focus on selected high-value knowledge management (KM) actions that (i) support knowledge from, and for, operations; (ii) advance the adoption of innovation (way of working and project design and implementation) across ADB, (iii) strengthen the sector and thematic groups and other communities to enhance knowledge management for internal learning, ADB external branding, and business development; and (iv) ultimately help ADB's developing member countries achieve their development goals by building knowledge and innovation management capacity in public sector.

Job Purpose

The Senior Knowledge Management Officer will support SDCC-KC to implement the Knowledge Management Action Plan (KMAP) and the Center's initiatives to support departments in managing their knowledge. Over the last 3 years, SDCC-KC has informed critical reforms which aim to transform ADB in a more modern, response, and agile knowledge bank. The KMAP 2021-2025 describes 10 actions to leverage knowledge and innovation management through a three-pillar approach for ADB's culture transformation, business process enhancements and internal and external client service orientation. At the same time, SDCC-KC is supporting the preparation and monitoring of KM roadmaps to ensure quality in the way departments manage their knowledge. The incumbent will report to the Advisor, SDCC and Chief of Knowledge Management and designated International Staff and may supervise Administrative staff.

 

Responsibilities

Strategy and Planning

  • Support the coordination, implementation, monitoring and updating of the Knowledge Management Action Plan
  • Lead the coordination, monitoring, and update of the Management Action Record System (MARS) on the IED's recommendations on (i) Knowledge Solutions for Development: An Evaluation of ADB's Readiness for Strategy 2030 and on (ii) One-ADB.
  • Support the Chief in formulating KM-related actions in line with the mid-term review of ADB's Strategy 2030 and ADB's reorganization

Operational Advice and Support

  • Contribute to promoting the implementation of the dynamic country knowledge plan (CKP) process, the preparation of the Indicative Country Pipeline Monitoring Report (ICPM), and the design and conduct of knowledge consultations together with the resident missions.
  • Provide advice to operations departments including in reviewing knowledge sharing technical assistance (KSTAs)
  • Review good practices and provide inputs in the means of assessing the results of knowledge management
  • Support the processing of and implementation of technical assistance programs of SDCC-KC

Partnerships and Innovation

  • Support the team members in reviewing knowledge partnerships and identifying enhancements in engaging with country and institutional knowledge partners
  • Support the rollout and operationalization of the ADB Innovation Hub including, identifying areas for innovation with sector and thematic groups, the Knowledge Support Division of the Department of Communications and other departments.
  • Provide inputs in capturing knowledge solutions and innovations for storing in the knowledge solutions database, CKP portal and the innovation portal.


Others

  • Support all other SDCC-KC activities including knowledge sharing events as need arises or as new business lines emerge including the coordination and preparation of selected sections of the ADB Annual report.
  • Support SDCC-KC's reporting requirements and represent SDCC-KC as needed.
  • Performs any other duties as may be required as indicated in the incumbent's workplan.

     

Qualifications

 

Relevant Experience & Requirements

  • Bachelor's degree in the field relevant to knowledge sharing and services for development, preferably with Master's Degree or equivalent sector/thematic studies.
  • At least 8 years work experience in information management, social sciences, business management, development communications and at least 4 years of supervisory experience.
  • Excellent verbal and written communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.

You will be based at our Headquarters in Manila, Philippines. You will report to Advisor, TD and Head, Quantitative Analysis Unit and will oversee National and Administrative staff.   Your Role As a Treasury Specialist, you will be responsible for quantitative and analytical support to funding, investments, Asset and Liability Management (ALM), and Financial Policy business teams. The functions would include: (i) sharpening and supporting innovative and structured debt issuance through pre-deal pricing, derivative related valuation, risks and XVA analysis; (ii) investment performance measurement; (iii) ALM and financial projections modelling; and (iv) technological developments using various mathematical models and computer applications. The Treasury Specialist will also be required to participate in Information Technology (IT) initiatives designed to achieve greater operational efficiency; work within general policies, principles, and goals; and work directly with clients.   You will: A. Delivery of Quantitative Strategies • Lead the price quantification of funding transactions by analyzing the terms and conditions of complex derivatives. • Analyze and evaluate structured product and derivatives related risks, valuation, and pricing, including XVA analysis. • Analyze the terms and conditions of the Credit Support Annex (CSA) and evaluate the impact on derivatives and relevant swap intermediation charges and mitigating factors. • Develop mathematical models and computer applications for the funding and investment teams in TD.  • Provide asset performance analytics including strategic asset allocation and benchmark management, i.e., identifying, constructing, testing, and maintaining the benchmarks.  • Validate output from the systems and models. B. Development, Enhancement, and Maintenance of Financial Projection Models • Develop, enhance, and maintain financial projection models for ADB's asset and liability management, ALM risk measurements, income attribution analytics, cost of carry and duration measurement of equity and financial sustainability analysis. • Provide analytical support for new financial products. • Work with the ALM Team to prepare and analyze ALM dashboard reports. • Ensure timely and accurate reporting generation in terms of ALM and financial planning operations. • Assist in monitoring, measuring, and reporting of funding operations-related liability management. C. IT Systems Design, Development, and Implementation • Take a lead role in the design, development, and implementation of new systems and applications, ensuring at all times that TD's requirements are adequately and satisfactorily met. • Provide best practice approaches in developing quantitative strategic frameworks for financial projection modelling and derivatives financing and valuation. • Support the development and integration of interconnected systems and models and reporting tools as well as data planning within treasury, accounting, and risk management departments. • Fully utilize internal analytical tools for better decision making in coordination with business teams. • Optimize the sourcing and coverage of market data from external providers such as Bloomberg and Reuters to support the operations including pricing, portfolio valuation, and risk analysis. Ensure the integrity and quality of the reference market data. • Design and run model validation tests covering data, assumptions, and algorithm. Provide technical advice and support to Member States, as and when appropriate, in the development of evidence-informed nursing and midwifery policies, strategies and plans in support of UHC and the thematic priorities of the Western Pacific Region vision paper.  2. Assist Member States to strengthen the availability and use of nursing and midwifery workforce data to quantitatively and qualitatively analyse the situation and generate evidence for policydecisions, including the dissemination of WHO's tools and guidelines for theuse of Member States and stakeholders.  3. Provide technical input that would support strengthening systems and processes for the regulation of nurses and midwives with the primary objective of improving quality and safety of health services in support of UHC.  4. Assist Member States by providing technical advice, as and when appropriate, regarding issues on strengthening nursing and midwifery education to prepare the health workforce with the required competencies to address evolving individual and population health needs.  5. Support and advocate for nursing and midwifery leadership at all levels in the process of policy-development and decision-making. 6. Provide technical input to the Regional Office and country offices to inform the design, implementation, monitoring and evaluation of regional/national strategic plans of action for nursing and midwifery systems. 7. You will be based at our Headquarters in Manila, Philippines.   You will report to the Director, PFFM and will oversee National and Administrative Staff.   Your Role As a Financial Management Specialist you will: (a) support the implementation of corporate FM initiatives, development and revision of FM policy and guidance materials; (b) provide operational services in conducting financial due diligence of projects during processing and supervision during implementation, including quality assurance following a risk-based approach; (c) lead and/or support country FM assessments and FM systems strengthening initiatives; (d) coordinate the development and delivery of knowledge sharing and capacity building support to ADB and government staff; and (e) perform other tasks that may be assigned by the supervisor.   You Will: Corporate FM initiatives - Contribute to the development and update of corporate FM policy and guidance materials, including operations' manuals, staff instructions, project administration instructions, technical guidance notes, and other ad hoc guidance on fiduciary matters and strategies. - Review and updates other ADB policies to ensure consistency from a financial management perspective. - Contribute to the development, and monitors the implementation of, the FM functional results-based work plan. - Ensure quality control of financial management inputs in the various operational and non-operational documents in relation to financial management.   Operational support for processing and implementation - Function as a OneADB team member of sovereign operations' project teams on financial due diligence work by supporting / leading the: - Financial management assessments of executing and implementing agencies; - Preparation and agreement of cost estimates and a financing plan; - Preparation of financial projections and conducting financial analyses of the executing and implementing agencies; - Conduct of financial evaluations (financial cost-benefit analyses) including sensitivity analyses of project components that have a cost-recovery objective to assess project financial viability; - Development of mitigation measures to be incorporated as covenants in legal agreements to strengthen institutional governance and enhance project or entity financial sustainability or viability; and - Development of arrangements for financial reporting, auditing, and public disclosure. - Ensure satisfactory resolution of all financial management issues within the One ADB team and escalates any remaining issues for resolution. - Perform quality assurance reviews following a risk-based approach of financial management sections of project documentation and ensures adherence to ADB's financial management requirements. - Support the continuous development and implementation of financial management guidelines and procedures for review of audited project financial statements and audited entity financial statements (APFS/AEFS), monitoring and quality improvement. - Perform/supervise the review of APFS/AEFS for sovereign projects. - Reviews, validates, monitors, and evaluates implementation status of audit recommendations. - Ensure quality control of sovereign operations' reports, briefings and presentations on APFS, AEFS and other financial management related matters. - Supervise the work of consultants.   Country level financial management issues - Support the implementation of public financial management diagnostic studies such as the public expenditure and financial accountability, governance assessments, and the development and implementation of technical assistance projects for strengthening public financial management. - Participate in portfolio review missions and leads / supports dialogue with the government and executing and implementing agencies to address financial issues arising during implementation and help resolve problems. - Support dialogue with government officials on strengthening financial governance at the national, subnational, and sector levels and contributes to the development of country-led FM policy and reforms.   Knowledge sharing and capacity building - Assess, design and/or implement stand-alone and technical assistance related financial management capacity building programs for ADB staff and the staff of executing and implementing agencies. - Undertake knowledge sharing activities and regular communications with counterparts within and outside ADB to keep abreast with the latest developments in international and national financial management and analysis practices.     Other tasks - Represent ADB on international platforms with other multilateral development banks and institutions engaged in audit, financial reporting, and governance. - Supervise the performance of reporting staff. - Ensure ongoing learning and development. - Any other tasks that may be assigned by the supervisor and/or incorporated in the workplan.  Qualifications Relevant Experience & Requirements - University degree in Business, Finance, commerce or related fields, preferably at post-graduate level or its equivalent - Professional qualification in accounting (e.g., CPA, CA) from an internationally recognized institution (e.g., IFAC) is mandatory.
