Job description

Organizational Setting

 

The post is located in the Latin America and the Caribbean Regional Office based in Panama and is under the supervision of the Regional Director for Latin America and the Caribbean (LACRO). The adviser is a regional member of a global communication team. The adviser supervises a JPO Communications Analyst, and other members of the regional communications team (if any). The Regional Director gives strategic guidance and provides primary performance assessment, with inputs from the Media and Communications Branch of the Information and External Relations Division. To ensure accountability and that global communications objectives are met, Communication Adviser's performance assessment is to receive input from the Chief, Media and Communications Branch.

 

Main Tasks & Responsibilities

 

The Regional Communications Adviser post carries out hands on work and provides strategic leadership, advice and guidance for the region in the area of expertise, to ensure increased UNFPA visibility across the region, and internal communication in coordination with the global communication strategy. Responsibilities of the Regional Communications Adviser include:

 

  1. To substantially enhance public awareness and positive perception of UNFPA's work in the region, ICPD core issues by intensive media and communication outreach in the region and developing, promoting and ensuring substantial media and communication regarding UNFPA, crafted to target audiences and opportunities at national, regional and global levels.  

  2. To develop and implement strategies to ensure maximum coverage of missions to the region by senior UNFPA managers.

  3. To build the communication capacity of country offices in the region and advise them on implementation of effective strategies for positioning UNFPA as a thought and action leader, including organizational communication and visibility with the media, UN agencies, partners and the public. In this capacity, help the countries identify and promote UNFPA stories to global media networks. 

  4. To promote one-voice communication and ensure that UNFPA's branding and public messaging about its mandate and programmes are consistent across the region and reflects the Fund's global communication priorities, adapted appropriately to the regional context. 

  5. To promote a culture of communications and facilitate the sharing of information within the organization to keep global, regional and country offices informed about regional news and information and streamline internal communication within the region to ensure consistency and standardization of content and channels and frequency of publication.

  6. Develop and implement strategies for robust UNFPA reputation management and the countering of misinformation in the region. 


 

MAJOR ACTIVITIES/EXPECTED RESULTS:

 

Based on the global communication strategy and regional action plans, and in coordination with the Media and Communications Branch the adviser will, inter alia:

  • Establish and implement communication strategies at the regional and sub-regional level and help Country Offices formulate their national communication strategies that generate substantial coverage of UNFPA and its work;

  • Coordinate and lead communication and media activities around  key priorities and events with a regional impact, such as visits by senior UNFPA executives, World Population Day, regional launches of UNFPA flagship annual report, The State of World Population, and UNFPA response to conflicts and natural disasters;

  • Provide guidance and actively support Regional Office and Country Offices in Latin America and the Caribbean in planning and implementing regional and country-level communications strategies that position UNFPA as a thought and action leader and project UNFPA's branding and work accurately and effectively, including

  • Developing regional adaptations on key institutional thematic communications priorities

  • advising on and helping to implement media outreach strategies that generate substantial media coverage;

  • organizing training sessions to improve and increase media/communication skills and capacity of country offices communication focal points;

  • writing and reviewing the content of press releases, opinion pieces  and other media products;

  • offering guidance on key events;

  • facilitating information sharing among communications focal points and in general among staff;

  • giving guidance for the production of communications materials;

  • helping with the increasing role of national corporate web sites;

  • Advising on communication and advocacy campaigns.

  • Advising them on reputation management and crisis communications. 

  • Supporting information and knowledge gathering, processing and sharing on UNFPA's best practices both internally and externally with partner organizations and key audiences;

  • Periodically meet with the Regional Director to assess the state of regional communication: strategy implementation, emerging needs, progress and challenges, etc. 

  • Create and then advise the Regional Director on the best opportunities and means to strategically enhance visibility for UNFPA on its key issues, support UNFPA's capacity to advocate and build strategic alliances at the regional level. Then, work to seize those opportunities. 

  • In close collaboration with Programme Specialists and Technical Advisers produce relevant and results-driven written, audio-visual and/or other type of communications material to increase visibility of UNFPA work in the Latin America and the Caribbean region for both internal and external use.

  • Establish and maintain close working relationships with senior and other relevant representatives of the media, including editors and regional correspondents of influential news organizations with a regional or global impact, as well as editors and reporters of key programme country news organizations, to generate positive reporting on UNFPA's work;

  • Monitor relevant global, regional and national news media to identify trends in coverage priorities and perspectives to effectively position UNFPA media outreach, and respond appropriately to misinformation or misrepresentation;

  • Report and disseminate news and feature stories related to UNFPA's mandate and programme in countries of the region, using various media (e.g., print, the web, radio, video news releases, social and digital media, and documentaries) with MCB/HQ assistance to reach regional audiences and constituencies in donor countries;  

  • Oversee the UNFPA's regional web news portal, ensuring timely, accurate and comprehensive content- based on information provided by regional, sub-regional and country offices;

  • Implement the UNFPA's social media strategy, strengthening UNFPA's social media presence in the regional and sub-regional levels and support country offices in developing and implementing their national social media strategies;

  • Maintain and develop collegial relationships with media and communication counterparts from UN agencies, UN Information Centres, NGOs and  other partners to enhance cooperation and ensure coherence in public information activities and messages;

  • With MCB/HQ, work to create synergies between regional communication activities and HQ-led efforts such as fundraising and global campaigns.  Feed material in to global platforms.

  • Maintain digital management system (DAMS) of regional visual assets including photography, current video footage, sound bites and enter key words for searchability. 

  • Promote effective internal communication across the region to keep staff informed about organizational changes and updates. 

  • Support staff to identify best practices and oversee sharing of knowledge and other news and information from the region through internal channels.

  • Participate in strengthening information exchange and communication within the organization between and among country, regional and global offices by establishing and maintaining communication governance and standards, policies and protocols

 

Qualifications and Experience

 

Education:  

  • Advanced university degree in the field of Journalism, Mass Communication, Public Relations or Advertising.

 

Knowledge and Experience: 

  • At least 10 years of experience at national level or eight years at the international level in media/communication, public relations, advertising or public information, with at least a total of five years public relations or information experience. Experience in providing advice to senior management in all matters relating to media, communications, and public information.  
  • Experience in placement in major media and communication outlets.
  • Experience in developing advocacy campaigns and producing and communicating information aimed at influencing public perceptions.
  • Proficiency in English and Spanish. Working knowledge of French and/or Portuguese would be an asset.

 

Other Desirable Skills:

  • Ability to work and write well under deadlines,  excellent interpersonal and communication skills, negotiation skills, managerial skills required.
  • Direct newsroom or public relations experience an advantage.

The Position: The Programme Specialist post is based at the Latin America and Caribbean Regional Office The incumbent will work under the direct supervision and the overall direction of the Deputy Regional Director and technical supervision of the Regional Advisor on Population and Development. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and is composed of five (5) regional divisions and the Operational Policy and Results Division (OPR). The five regional divisions are: Asia and the Pacific ([APR](https://www.ifad.org/en/web/operations/regions/apr)), East and Southern Africa ([ESA](https://www.ifad.org/en/web/operations/regions/esa)), West and Central Africa ([WCA](https://www.ifad.org/en/web/operations/regions/wca)), Near East, North Africa and Europe ([NEN](https://www.ifad.org/en/web/operations/regions/nen)), and Latin America and the Caribbean ([LAC](https://www.ifad.org/en/web/operations/regions/lac)), where this position is located. Under the overall supervision of the regional Division Director, the Country Director is responsible for management of the assigned portfolio and related staff. The position is located in Panama City, Panama.   Job Role The Country Director is accountable for the IFAD core values of integrity, transparency, and equity in the management of assigned portfolio. The accountabilities/key results the CD also include advocacy for and enhancement of national government programmes that improve the access of poor rural people to natural resources; agricultural technologies; financial services; markets; employment opportunities and enterprise development. The Country Director additionally promotes capacity building of key government counterparts and the rural poor in terms of the skills required for their participation in national and local policy and programming processes. Position specific:  The Country Director plans, directs and manages the IFAD country programmes in Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Haiti, Jamaica, Saint Kitts and Nevis, Saint Vincent and the Grenadines Suriname, and Trinidad and Tobago, and other tasks assigned by the LAC Regional Director. The position plays a critical role in ensuring IFAD programmes are efficiently implemented in the countries assigned.    Key Functions and Results 1. COUNTRY STRATEGIC PROGRAMME MANAGEMENT: The Country Director manages country strategy development for countries within the assigned portfolio of work and is accountable for leading and managing the development and implementation of medium to longer-term strategies (COSOP) for IFAD's collaboration with governments and other national stakeholders for agricultural development and rural poverty reduction following the principle of ownership, alignment and harmonization. This entails analysis of the dynamics of agricultural development and rural poverty reduction; development of relevant country- specific strategies; and the definition of IFAD's value added in this context.  2. COUNTRY PROGRAMME MANAGEMENT: The Country Director manages IFAD programme and related IFAD-funded projects within the portfolio assigned by the Division Director, leading the design and supervision of the projects as well as loan and grant negotiations, all in accordance with IFAD's applicable policies. The Country Director is accountable for analysing relevant information, assisting in the periodic monitoring and evaluation of results achieved and reporting on and dissemination of findings. The incumbent contributes effectively to the IFAD organizational change agenda, with reference to issues related to IFAD's direct supervision and implementation support modalities.  3. INSTITUTIONAL REPRSENTATION AND PARTNERSHIP MANAGEMENT The Country Director serves as a designated IFAD representative at country-level. The incumbent catalyses effective partnerships with a broad range of stakeholders in agricultural development and rural poverty reduction, including government and non-governmental institutions, bilateral and multilateral financing institutions, civil society organizations, research centres and the private sector. Additionally, they enhance IFAD's relationship and collaboration with in-country partners focusing on synergies and coordinated strategies with multilateral/bilateral donors and civil-society organizations involved in agricultural development and rural poverty reduction. The incumbent represents IFAD on the UN Country Team, playing a significant role in coordinating operational activities for development, and contributes to all international and national meetings/thematic groups meetings. The Country Director may coordinate the operational work of the assigned portfolio with the relevant Head of an IFAD Multi-Country Office (MCO) and may provide coordination and administrative support to other Country Directors (P5) managing portfolios assigned to one of the areas covered by the respective MCO and Knowledge Centre. They may also be responsible for the administrative supervision and first-level operational support to the Country Directors (P4) managing portfolios assigned to one of the areas covered by the respective MCO.  4. CONTRIBUTION TO POLICY LEADERSHIP: The Country Director contributes to corporate level strategy on core IFAD policy within the assigned portfolio, led by Division Directors. The incumbent maintains and promotes constructive dialogue on the development of pro-poor agricultural development and rural poverty reduction policies and in enabling the rural poor to advocate for institutional transformation. The Country Director regularly participates in relevant policy meetings and events of interest to IFAD's target groups and which involve the government, donors, and civil society, including NGOs, to render the policy dialogue agenda both credible and sustainable. He/she contributes to IFAD's policy intelligence with regular updates and information exchange on relevant policy discussions and ensure proper knowledge management in place. Policy dialogue focuses on seeking to link the realities on the ground and the voices of the poor with national policies and programmes.  5. OFFICE MANAGEMENT: The Country Director has delegated authority to manage the country office, including the direct utilization of allocated resources. As such, the incumbent is accountable for the administrative management of human resources, contracting goods and services, certifying payments within established threshold and financial management. Position specific: The Country Director leads and manages the team of staff responsible for delivering country programmes, including performance evaluation and staff development of the staff members under their supervision.    Key Performance Indicators The County Directors deliver technical and managerial leadership to the substantive development and execution of the assigned portfolio, including providing (i) day-to-day managerial direction to Country Directors and other senior staff (up to P-4 level), managerial direction to programme analysts and officers (up to P-3 level), country programme officers and assistants as well as administrative assistants; (ii) effective representation with government counterparts and other programme collaborators; and (iii) ability to anticipate and manage potential risks to the success of programmes.  Assigned areas may include sub-regional clusters of countries either politically sensitive, high profile or highly complex countries as identified in the country classification matrix. Position specific: The CD is responsible for the effective functioning of the Haiti ICO.   Working Relationships COMMUNICATIONS: The Country Director serves as the IFAD spokesperson in the country concerned and, in carrying out this role and when required, draws on the advice and expertise of IFAD's Communications Division (COM). The incumbent holds regular consultations with IFAD counterparts line ministries and governmental bodies at all administrative levels, donors, civil society to enhance the effectiveness and impact of IFAD operations. The Country Director also seeks to improve coordination among IFAD, the government and key development partners with a view primarily to ensuring synergy and a common approach to emerging agricultural development and rural poverty reduction strategies, policies and investment programmes. They serve as IFAD's liaison with project authorities and helps in addressing administrative and programme related substantive issues, such as targeting and identifying needs for technical backstopping. The Country Director proactively works with project management to ensure compliance with IFAD policies and overall orientation towards the achievement of results and impact. As the senior expert on country programme formulation and delivery, the Country Director's effectiveness as an advocate and trusted counterpart substantially affects IFAD's image as a reliable and creative partner. Extending beyond the parameters of a country programme, and as representative of the Division, the Country Director leverages the impact of IFAD supported agricultural development and rural poverty reduction programmes. The Country Director has the authority to establish programme agreements for assigned activities within the established strategic direction of the countries assigned. Experience: - At least ten (10) years of progressively responsible professional experience in rural development, agriculture, economics, rural finance, development policy or other job-related fields. - Four (4) years in a multi-cultural organization or national organization providing support on a global scope. - Position-specific experience: Working in international organizations, rural development/financial institutions or government services, preferably in area of implementation and supervision of rural development programmes. Knowledge of the countries assigned in LAC. Experience may include project design, development, implementation and evaluation.
